martinez have reported to the police department today. that story ahead on ktvu channel 2 news at noon. good afternoon, i'm claudine wong. tori campbell has today off. topping our news at this hour, arizona's controversial immigration law went in effect today and people around the country are protesting. ♪[ music ] hundreds of demonstrators marched from the state capital at dawn to a church for a prayer service and to the courthouse where they met in riot gear. there are also protests around the nation including new york and washington dc and here in california. in los angeles, about 200 trough testers shut down -- protesters shut down a street. they sat down and chanted

"these are our streets." many people are saying they are waiting for the expected appeal on a ruling that blocks several key positions of the law. arizona governor january brewer says they -- jan brewer says they will file the appeal. and as we mentioned, arizona's governor is turning to the federal courts here in san francisco for her appeal. also, there's an immigration related protest happening now. jade hernandez is standing by live with more on that part of the story. good morning, jade. >> reporter: good morning, arizona's new immigration law pushed the protesters to the

streets. you can see a few of the demonstrators behind me here, but the appeal is here and from there, experts believe this case is onto the supreme court. today we watched a rally with demonstrators against sp 10-70, a law which you heard aims to crack down on illegal immigration on a state level. these leaders and elected officials also voiced their opposition today to an i.c.e. program being imposed on the city. they are saying that this jeopardizes the city status since local law enforcement agencies are required to imprint and report the immigration status for any pulled over or charged with a crime. the board voted to opt out of

the program, as did the sheriff's department, but these protesters are out here today because they say that jerry brown refuses to allow san francisco the choice. [speaking foreign language] >> reporter: and today we heard -- and today we heard that the court decide on a few parts of the law, but we are not satisfied yet. we will continue to fight until the whole law is done away with. >> reporter: about 70 people outside chanted and rallied outside of the office this afternoon. they hope their presence pushed him to change his mind. >> we need him to say that this program is an out rage, not just to people who are in the immigrant community, but to all americans because america is about choice. america is about embracing difference and that is the strength of this country.

this policy under-minds that strength. >> reporter: two different issues out here on the streets of san francisco, but similar in nature. we spoke to the spokes person for i.c.e. and here's more about the community i mentioned earlier. it is active and in place since june 8th. now, data after nearly a month from that date says that of the more than 15800 people arrested during that -- 1500 people arrested during that time. more than 100 of the illegal imgrants included 33 people with prior divisions. so far -- convictions, jade hernandez, ktvu channel 2 news. >> thank you, jade. well, higher tolls on bridges could be doing what people hoped they would do. they are saying that fewer

people are using the car pool lanes and the lanes are faster than this time last year. the $6 peak hour toll went in effect july 1st along with a new $2.50 car pool toll. we talked with the car poolers this morning to get their opinions. they said they are not sure if this is seasonal or fit has to do with the congestion riding. transportation officials say it's too early to identify new trends, but they ll continue to study any new traffic patterns. pg&e crews are still busy, but it looks like about 110 people will not get their power back on until about 10:00 tonight. the police were chasing a suspect wh he crashed into an area at washington avenue this morning. according to pg&e, at one point, as many as 500 customers

were without power. the chp says they were trying to pull the man over. police arrested two man suspected in a carjacking last night. the police say there was a brief chase for several blocks before the suspectses ditched the car. there are no reports of any injuries to the driver. this morning, oakland police were searching for whoever shot a man on a bicycle in the face. the police say the young man was trying to steal the victim's bicycle. the police say several good samaritans rushed to help the man, there is no word on his condition. the police in oakland are trying to get ready for november 5th. that is sentencing day for

mehserlie. yesterday, oakland police held a meeting with other law enforcement agencies. they want to avoid a repeat of the violence from earlier this month. in the meantime, the contra costa county times reports last week's pro-mehserlie rally will end up costing $60,000. some were count ire demonstrators. members of the community are turning out right now to help a veteran police officer. also, the president was talking about education today defending his race to the top program for schools. and will the bay area see warmer temperatures by the weekend? meteorologist mark tamayo has warmer temperatures ahead.

50 san jose firefighters may be soon losing their jobs as the city deals with cuts.

the mayor had tried to negotiate a pay cut. san jose is facing a $118 million budget shortfall. the firefighters could be layed off as early as this weekend. well, there's another toyota recall. the world's largest automaker is warning more than 400,000 auto makers of a steering problem. the recall includes 373 avalons built for the model years 2000 to 2000 four. also being recalled are the lexus models. toyota has recalled more than 8 million cars since october. well, this may not be new to drivers around the streets, but the city is failing to repair and re-pave the potholes in a timely manner and there are thoughts that it may get

worse. >> reporter: the city of oakland has a lot of potholes. >> you can drive your car down and lose it. >> reporter: the metropolitan communication commission, or mcc recently gave the oakland roads an at risk grade. >> it's terrible. i mean, they need to be fixed because it's tearing up the cars and causing problems. >> reporter: if things don't chink, the numb -- change, the number could double by nearly 2014. >> if the city had some hurry to the roads that would really help. you can look out here and see the potholes and i'm sure it's doing some damage to the cars. >> reporter: mcc say that the

road repairs last about 25 years and those not done in that time could cost twice as much to maintain. 80% of the repair dollars are spent on the roads rated good and fair. >> if we have to pay more money to fix these streets, we should do it because it's for us and our kids. >> reporter: now, there are some suggestions on the table on how to city could make more money to repair the potholes. one is a partial tax and the other a sales tax. in oakland, ktvu channel 2 news. earlier today, president obama gave a speech and
