he's in richmond with our report. >> reporter: police are saying crime in general down across the board. officers briefly detained two young men on cutting boulevard this afternoon. police leaders say proactive policing has played a role in cutting down crime. >> we're using the limited resources we have on the neighborhoods and locations. >> reporter: over all, crime is down 10% from this time last year. in the city's central district which includes the troubled iron triangle, crime is down 22%. most notably, shootings are down 27% and homicides down 60%. >> our murder number stands at 12 today. at this time last year that number was 30. so that's a significant decrease. but, still, you know, 12 is a number that's unacceptable. >> reporter: the february shooting inside a church in which two brothers were hurt, is seen as a turning point in this fight. >> everybody is working together to try to make a better community.

you do not have to leave are richmond to live in a better place. you can live here in richmond in a better place. >> reporter: hair salon stylists say they've seen a change. >> on the news, there hasn't been as much crime reported. and even around here it's been calm. >> reporter: the city's new skate park is also receiving credit for giving kids something to do. >> it keeps us busy and keeps us going. and it takes our mind off of stuff. >> really good to see definitely. >> reporter: this skateboarder is also a paramedic in oakland. >> pretty much an outlet for all these kids, keeps them off the streets. >> reporter: in this ongoing fight against crime and violence and even in this tough economy, richmond has plans to hire seven more police officers in the next coming months. i'm john sasaki, ktvu news. a federal judge has set a new date to hear the arizona

immigration law. this comes a day after a judge issued a preliminary injunction blocking several key parts of that law. the ninth circuit court of appeals denied a request by arizona asking for a hearing two months earlier in september. a vacaville couple has been sentenced for the shooting death of their 2-year-old daughter by her brother. the 8-year-old son was playing unsupervised when he shot his sister last september 23rd. michael shanahan pleaded no contest to unsafe storage of a firearm. today a judge sentenced the parents to two years probation and 278 days in jail including days served. police say an armed man

took a hostage at the children's hospital. a hospital spokeswoman said the incident lasted about eight minutes, no one was hurt. and the suspect was subdued and taken to a psychiatric hospital. police released a sketch of a man who is using a 10-year- old in a crime spree. ktvu u's robert handa has the story. >> reporter: we're on east charleston avenue in palo alto. one of the neighborhoods where there was an attempted burglary by at least one adult using a child as an accomplice. >> it looks like a child sized body. and i wasn't sure what to feel. >> reporter: that is a common reaction in the neighborhoods where the burglaries or attempted burglaries have occurred. police released this sketch of a man they say is using a child, a boy around 10 years old to break into homes.

even when the boy is seen, victims are reluctant to report it. police say they understand. >> a 10-year-old being used to scout out burglaries is something we don't like to hear at all. >> i was afraid that person was coming in the home to hurt me. >> reporter: marrian encountered the boy. >> i didn't know if he was 10, but he seemed like a teenager. >> reporter: police believe that wrestling was the adult man. and one victim also reported hearing adult female voices as well. >> it's mind blowing actually. when it's sad that they are involving a child. >> i think it's real sad but certainly gives us something to be cautious about. >> reporter: marian andrews certainly agrees with that. >> they seemed scared, of me. >> and you were scared as well.

>> yeah, you're in my house. yeah. i have trouble sleeping in the room. >> reporter: the male adult is described by police as latino in his 20s, 5'4", 15 pounds. the child's description, 5'and 100 pounds, and one woman called him, sweet looking. a woman suspected in three bay area bank robberies. san francisco police arrested him. she robbed three banks this month. one in daily city and one in san francisco. the robber threatened tellers with a semi automatic handgun before taking off with cash. the woman is now being held in connection with the daily city robbery. san jose has become the latest bay area city to lay off firefighters due to a budget shortfall. the first of the firefighters

to lose his job turned in his gear this morning after the city council and union would not come to an agreement. many of the lay offs were among those who recently joined the department. >> we started the program and the saying was 30 years in, 30 out. and i'm surprised that they let me go after one year. >> the officers will remain on the force but the city is under such financial strain that it can no longer afford to maintain training and funding for the units. vallejo has laid off 63 police officers and made deep cuts in the fire department because of it ongoing budget deficit problems. the budget battle in

sacramento is threatening the closure of child care centers. christien kafton is in oakland with the latest. >> reporter: child development center behind me is one of seven sites in danger of closing and closing their doors for good for a lack of funding. now a group of parents is stepping forward saying, they'll run the day care programs themselves if it comes to it. anita is one of the seven oakland centers that had their funding slashed to just 3 million in the governor's revised budget proposal. that means they could all be forced to close their doors. >> if it wasn't for this ogram, i wouldn't be able to work. >> reporter: five of laurise brown's children go to manzanita. she's one of the moms that makes up the advocacy group called oakland parents together. she's volunteering her own time to keep the oakland center running. >> the parents, community

members, teachers who have gotten lay off notices are willing to come in to keep this program going. >> reporter: the district has filled some of the gaps left by the proposed state budget saving all day preschool indefinitely and day care for school aged children through august. she says despite the parents good intentions, it's not just parents and volunteers to step in to save the program. >> to have a program licensed there's certain regulations and a process that you have to go through. if you are just using volunteer, there's certain regulations around that as well. >> reporter: that's why oakland parents together is putting out the word. >> that's why we're reaching out to the community, if anyone that has a permit that can operate any of the sites. >> reporter: oakland parents together is also looking for funding to help pay for the

essentials. we're live in oakland, christien kafton, ktvu. the army sergeant accused of giving documents to wikileak is back in the u.s. meantime the northern california man who turned him in said today he has no regrets about alerting federal authorities to private bradley manning. adrian lamo is a convicted computer hacker who says manning confessed to him. >> i felt he was in dangering human life and i believe that that point of view has been vindicated by statements made by the chairman of the joint chief of staff. >> so far the military has not filed charges against private manning. demonstrations are set for tomorrow in san francisco and other cities around the world to protest the imprisonment of three uc berkeley graduates in

iran. >> we think it's going to take an outcry from millions of the people, putting pressure on our government, putting pressure on the iranian government. however they can do this to get these kids out. the situation is deplorable. >> reporter: sarah shord, josh patale and shane bower were arrested while hiking along the iranian border. the iranian government says the three were spying. new information is coming in tonight on the so called crown fire northeast of the los angeles which continues to burn out of control this evening. that fire has burned 20 square miles, this afternoon the flames jumped the california aquaduct. within the past hour, governor arnold schwarzenegger said from the command postthere that the fire is now threatening 2,000 structures and that 300 homes have been evacuated. four homes have also been destroyed. calfire is using its huge dc10 jet along with four air tankers

ac transit riders can expect more delays and cancelled buses through the weekend. ac transit says as many as 20% of its drives have been calling in sick since that contract went into effect causing major disruptions to bus -- -- of its drivers have been calling in sick. the bay area's three bare airports are preparing for a resurgence of passengers. today demolition got under way at terminal c in san jose. ktvu's consumer editor tom

asked to stuff two buses it's part of an event to get school supplies for new haven's school district. an the neighboring unify school district. the buses will be parked outside the wal-mart store at the union landing shopping center through 9:00 p.m. sunday. 72 and 72 that's the name of the pet adoption event at the san francisco spca office. the goal is to place 72 dogs and cats with new families within 72 hours. adoptions of cats are especially encouraged because workers say right now is the height of kitten season. folks visiting the spca at 250 florida state will also find evening mixers and daytime workshops promoting animal welfare. american idol fans can expect to see major changes coming up on the show. judge diaguardi has been fired

ronie toriof told a group of children with heart problems that he was inspired to start the heart to heart foundation in february after his own heart surgery in 2005. >> i was very shy about it, but now because of my heart surgery, i'm able to give defibrillators to school to prevent a tragic event. >> as many as 14,000 children suffer from a cardiac emergency in the united states every day.
