coming up. good afternoon. we begin this noon time with the groundbreaking ceremony for the transbay transit center that will include the nation's first high-speed rail station. it will also create tens of thousands of new jobs and will be a critical hub for bay area transit many years in the future. allie rasmus joins us with the details. >> reporter: good afternoon. the groundbreaking ceremony for that transit center just wrapped up about 15 minutes ago. nancy pelosi, senator barbara boxer and ray lahood were on all on a happened as they broke ground on 0 pro correct that will be the grand central station of the west. when the center is complete, it will be a00 for 11 different -- will be a00 for 11 different -- hub for 11 areas.

it will have retail space, a public park and towers connected to the center. the goal is to create a transportation and commercial hub in the middle of the city to cut down on traffic congestion. >> i'm sick and tired of hearing how wonderful the transportation system is in france and japan and have you been to shang guy? do you know -- shanghai? do you know what they are doing? well, finally, it will happen here. >> the reason california got the most money because you all got your act together. you've been working on it for a decade. >> reporter: it will be seven years before the new transit center is complete. and secretary lahood says the project will bring about 48,000 jobs during that construction period. the transbay joint powers

unincorporated walnut creek. the latest incident happened around 8:30 yesterday morning. a woman woke up with an intruder's hand over her mouth. that man fled after she struggled and broke free. one rape and one attempted rape took place in that building. there were some guards present there today but some residents don't feel like management isn't doing enough. >> management hadn't told us anything. >> reporter: do you feel they've been anything gent -- negligent? >> yes. i live alone and i haven't heard anything. san francisco police have released the only person arrested in the killing of the

tourist from germany. phillip stewart walked out of jail and prosecutors say at this point they don't have enough evidence to charge her. but the case remains under investigation and they are atenthing to collect ballistics, evidence, gunshot residue. a suspect on the run for 30 years has finally been caught. the bulgarian native was arrested in mexico last week while working op a cruise -- on 0 cruise ship. he is accused of sexually assaulting aier at a gym -- a girl at a gym. he's expected to arrive in the u.s. sometime this week. stocks are turning negative

bay area law enforcement agencies issued more than 1300 citations yesterday in a one- day crackdown on drivers who use their cell phones without a hands-free device or text while driving. the chp wrote 350 tickets to people seen holding their cell phones while behind the wheel. law enforcement officers issued more than 440 citations and in

the rest of the bay area, police handed out 550 tickets. the fine for using a hand-held cell phone could run as high as $142 for the first violation. a just-released report is not good news for job seekers. the labor department says job openings fell in june. it could be a sign that hiring is not likely to pick up soon. june's totals are still better than the low point of 2.3 million in july of last year. that's still far below pre- recession levels when there were about 4.4 million openings a month. there is a job fair going on right now in the east bay. it is for those who were affected by the nummi plant closure. >> reporter: good afternoon.

entrepreneurs are buying a company from the maytag team. the two men specialize in alcoholic beverages. the former jetblue flight attendant who has become an overnight celebrity ofcursing out a passengers and doing other shocking things is out of jail. steven slater is out of jail after releasing $0,000 bail. he was swearing over the pa system, grabbed a beer and left the plane on the emergency side. he did not have much to say to reporters after his release. >> what with all of the people -- what about all of the people who have supported you? >> he's charged with criminal mischief, and faces up to seven years in prison if convicted.
