7:30 am
this could be the last day for some important resources for families in oakland. claudine wong joins us with the story and reaction to it. good morning, claudia. >> reporter: good morning. the jefferson center about to open its doors this morning here on avenue. a lot of uncertainty today as they start their day. they're not really sure what to tell parents as they arrive today. i just talked to a woman who you can was just going into the school to open it up. she says, you know what? she's not sure what to tell parents monday. this isn't the only center facing the fate. let's give you a look at the 7
7:31 am
centers slated to close. 50 kids go to the schools, and those families are left wondering what happens next. why is this happening at all? look no further than sacramento. certainly there are budget cuts, but this is less about the budget cuts and more about no budget. many believe the money could be available once the budget is passed by lawmakers; but while we wait in impact limbo, the oak school district says it can't wait any longer. remember the fiscal year started in july. after finding money to keep the centers open this month, the district said it didn't have enough money to do it again. >> these kids, everything is being cut from them, took from them. it just -- you know, it really breaks my heart that they keep doing it to them. >> reporter: so, again, here's the problem this morning. we just talked to the woman who's opening the child development center right now. she says there are several different kinds of programs that are run here. you have the preschool program,
7:32 am
the before-school program, and then you have the after-school program. the before-school program as of monday goes away. no one can come here before school as they are going to today. the preschoolers are going to be transferred about 10 blocks away to another center that will stay open. there's a couple dozen that will still stay open. the real problem the kids here are the kids who are in kindergarten and first grade. those kids come here after school, and their parents rely on this. there are no other problems for them. the school down the street offers some programs for the second graders and up. for these six to eight-year- olds, there's nothing. so she said that on monday, volunteers have said they will be here to try to provide that service any way, even without the money, just do it with volunteers. but that, again, is hard to promise these parents who are now trying to figure out what to do with their children if the center doesn't actually open. live in oakland, claudine wong, ktvu, channel 2 action news.
7:33 am
>> okay, claudine, thank you. >> let's go back to sal. we have a hazmat situation in san francisco. what's happening, sal? >> there was some sort of hazardous release apparently. we're trying to confirm this. it made some people sick at pier 96. you can see the news chopper 2 is live overhead. they have several paramedic vehicles, and, apparently, several people have become ill. this is at pier 96. now i want to -- let's turn the two-way on it and see if i can talk to erica. erica will you pull back for me? i want to see wider view to give our viewers a lay of the land. pier 96 is a facility owned by normal or operated at least by normal waste systems. it's a huge recycling facility. i've actually been there before to see them doing their recycling. this is where most of the recycling trucks in san francisco come and get rid of their recycling. it's right near the ships there and some of the old seaports.
7:34 am
so pier 96, inside that building is where they sort the recycling that comes from most homes in san francisco. again there's been some sort of a hazardous material release there and has sick end people. so we have a crew on the way. we have several firefighter and paramedic units on the scene, and that's what's happenening now. so a big response. they have a command center set up. you can see it there. so we'll let you know more about the situation. at 7:33, let's go back to the desk. we're learning more about a 13-year-old shot and killed while walking in oak. ktvu's craig debro joins us with more on the young victim. good morning, craig. >> good morning, tori. the past 30 seconds somebody else came up here and dropped off another t-shirt. kermit bayliss, the pe teacher at the middle school dropped this off. you may read about this later today, but they had a sports festival in june, and this is one of the last -- this is the t-shirt -- at least one like this. this is what the young victim

7:36 am
shooting or any suspects, but the family suspects jamon clark was set up. family members say he got a call from someone asking him to walk to a gas station and then fill up a gas can so he can go and help that person who was stranded. there are no indications right now that the person who made the call has come forward. if friends and family do know this person, fear of retaliation could keep people from coming forward. >> even if we knew who did it, we wouldn't tell y'all, though, because it's not in the game, though; but if the police catch him, they catch him. if not, you live by the gun, you die by the gun. >> reporter: now, as i say, you're going to hear more from mr. bayliss coming up in a half an hour. he said he was most impressed by his ability to adapt to any sport. he said he was a pure athlete. in addition to that, outside of the athletic world, friends and family say he was a regular churchgoer, and very respectful of adults. so stay tuned. we'll have that interview

his home, they found several cures on his computer depicting local children. he coached 8-year-old girls for the livermore youth soccer league, but has since been removed from the position after league officials learned of the arrest. time now 7:37. we now know at least one of the sources of the small that's link to the massive egg recall. . the food and drug administration confirms the bacteria was found in chicken feed at both rite county aid and hillandale farms. the two iowa farms recalled more than half a billion eggs around the country. about 1,550 illnesses have been connected to the out break so far, including dozens right here in the bay area. all right. 7:38. we want to check in with sal and get another update on the hazardous material response in san francisco. sal? >> reporter: all right, tori and dave. we do have several workers at pier 96 who have responded here to the report of people
7:39 am
becoming ill at the pier 96 recycling facility. you see the vehicles, rescue companies a fire engine and fire truck there along with several workers from the facility who have come out. those are the people who sort the recycling material. apparently something made several of those workers ill. they're outside in the fresh air. perhaps that's all it took. that's the response. we have a reporter and crew on the way to find out more about the if situation. again, peer 96 is in the southeastern part of san francisco. most people don't live there. but northwest waste runs the recycling facility, a lot of where the recycling is sorted after it gets off loaded from the blue bins into the recycling trucks. the traffic is backed up.

8:46 am
how are they feeling five years after hurricane katrina hit? i think there's mixed feelings five years or. a lot of people feel like progress has been made and much to celebrate. nevertheless there are residents still not back in their homes. i was talking to the community leader in the lower ward who says 75% of the neighborhood are still displaced. so folks who have struggled to get back here to their homes, rebuild their homes, find they may be successful. they miss their neighbors, miss the community they recognize know and love. five years later there's a lot done. still a lot to do. >> and i'm curious, how safe are the levies now? is new orleans ready in case another hurricane hits? >> that's a great question. city leaders say that the heaven vies are stronger than
8:47 am
they used to be, and new orleans is safer than it was five years ago when the hurricane hit and the levees broke and the city was flooded. the corps of engineers has been working on a $14 billion project to build and rebuild some of the levees; but if you talk to some of the residents -- and you can understand why, they don't necessarily trust the levees, and they don't necessarily trust government officials. if there is a huge storm a category 3 or 4 or 5, experts say the heaven vies could break again. the water could topple over at least. but they're hoping they're at least strong enough that maybe they can evacuate the city before it floods. >> and you mentioned government officials. are we hearing anything from the people in charge five years ago? >> an interesting comment recently from michael brown, who was the director of fema during hurricane katrina. he shared a sentiment.
8:48 am
you'll recall that comment from push where he said, "heck of a job, brownie." he recently told cnn he krinthd when the president made the statement realizing that what was happening on the ground and what the government officials were reporting were not in sync and that the government should have been talking about the information in context instead of simply kind of talking about statistics and numbers. they should have done a better job of explaining why people weren't getting here fast enough, why supplies weren't getting here fast enough. so, you know, a lot of people are looking back on this five- year anniversary. there's certainly a lot of blame to go around. i think many people here hope that if anything like that, a big hurricane cops this way again, that there will be better coordination among local, state and federal officials. >> yes,. >> still a lot to be learn. man that, live for us in new orleans, thank you. time 8:48. meantime hurricane danielle out in the atlantic ocean is now a category 4 storm. with 135 miles per hour winds.
