had to say nixon ktvu channel 2 news at noon. >> this is ktvu channel 2 news at noon. >> good afternoon. topping our news this noontime the san jose fire department is just wrapping up a news conference after coping with several fires yesterday in the wake of budget cuts and staff reductions and today firefighters are voting on a proposal that would help restore some of those cut jobs. ktvu's jade hernandez joins us with more on this from san jose. good afternoon. >> reporter: good afternoon. will the 49 san jose firefighters who were laid off get their jobs back? the city says yes, but there is a catch. the voting continued today inside of this hall where union members urged leadership to accept a 9% cut in wages and benefits, if they do the city says they will rehire 49 firefighters laid off in july. >> mayor reed and others of his colleagues on the council are putting politics ahead of

public safety. >> reporter: earlier today mayor chuck reid stood firm. san jose police took a 4% pay cut as did other unions, he said firefighters should not be exempt. on top of that the union has no business accusing the city of not implements a gps tracking program sooner. he says the system to better deploy fire companies would not have changed response times yesterday. >> the way they deployed like they were yesterday is like a year ago. if you have multiple events you always have to move people and resources around to account for that. >> reporter: city council woman nora campos charges the mayor with playing political gales and she, too, points to one of the three fires that broke out yesterday morn and response time. >> it took our fire department 12 minutes to respond to a gas line explosion and in those 12 minutes what was really sad to hear is that we were not able

to respond. >> i hope the firefighters will see it is better for everybody to take a 10% cut than it is for some people to take 100% pay cut. >> reporter: union members will finish voting in a few hours. the decision is expected by 3:00 or so. we will have more for you tonight at 5:00 and 6:00. live from san jose, jade hernandez, ktvu channel 2 news. >> a broken gas main forced the temporary evacuation of a chocolate factory in san leandro this morning. construction crews snapped a two inch gas main outside the building at 1111, 139th avenue around 7:45 this morning. natural gas fumes forced into the factory forcing employees to evacuate. the owner of a shop next door watched the evacuation. >> well, they were walking find of fast, some of them were holding their face like they were smelling something. >> so firefighters worked

quickly in coors nation with san leandro pd and the safety economiy at the chocolate company to safely evacuate between 20 and 25 employees. >> no one was injured, they capped the gas leak and allowed workers to return to the plant. the reward for information leading to the arrest of the killer of a 13-year-old oakland boy is now at $15,000. the fatal shooting happened wednesday night on bancroft avenue near 61th avenue, not far from frick middle school where the boy was a student. kraig debro has talked to family members and joins us with details. good afternoon. >> reporter: good afternoon, tori. in fact the middle school is about 100 yards from here just around the corner behind me is a memorial that came up here late wednesday night, early thursday. a memorial to the 13-year-old. not only that but most of his immediate family has been here all morning long. despite living here in east oakland his family says there is no used to getting used to

murder especially when it is your son or brother that is the victim. >> one day you see him smiling and the next day you look at him on the ground with a bullet in his head and they did it noing for. >> he died on can kroft between 61th and 62nd not 100 yards from the middle school where he graduated two months ago. his mom is among the family members who visited the memorial this morning. he and his twin were two of nine children, a brother who was with him when he was killed declined to speak with us on camera. his basketball coach though showed up this morning to hang a t-shirt on the fence before the memorial. he says he was a leader who always did more than he was asked. the coach says he and jamon started out life in a similar fashion. >> not only that, i am an oil twin. see, he was an oil twin. i was an oil twin back -- well, i still am, but for the most part i really connected with the young man because i see him

and his twin brother, you know, i go boy, that was just like me and my twin brother when we were in middle school, junior high school. >> he believes jamon's death was a set up. someone called that night to ask if jamon would get gas to help a friend. it is not clear if the person who called and the person who needed gas par the same person. the person who called went with them sort of. the brother, whose name we are not releasing and jamon told me the person stayed well behind several dozen feet and sometimes across the street. when the brothers got to the intersection several shots were fired from behind, jamon ran 40 yards then collapsed and died. >> they said right before he got shot the last things he was saying, he was singing a song, they was walking dune the street and singing a song and somebody just started shooting. >> reporter: police do not respond to requests for more information in this case. the family says the boy who requested help that night has denied that he was involved at

all. now also we are learning there may be another memorial tonight. the family was talking about it here. they weren't sure what they were going to do. there is a lot of organizing and also thinking about funeral services. he was supposed to go to skyline high school next year. he was a star in track here as well as basketball and they say had a great sense of humor. we are getting the impression he will be really missed by not only his family put the community. craig debro, ktvu channel 2 news. >> thank you, kraig. the san francisco chp honored a father and son today for saving the life of a man trapped in a burning car. alphonso rodriguez and his 14- year-old son were driving on 101 on st. patrick's day when they saw a burning car with a man trapped inside. mr.rodriguez could not get into the burning car until his son handed him a wrench to smash the window. >> had he not retrieved that wrench from the vehicle from my

truck, you know, i believe that mr. bell would not have survived this accident. >> rodriguez and his son were both awarded certifications of commendation from the chp for their bravery. nathan anthony lavell lives in los angeles, he survived the crash and has been treated for severe burn injuries. there is more bad economic news today and word from federal reserve chief ben bernanke that the recovery has weakened. the fed chief spoke to bankers in jackson hole, wyoming this morning, he says the outlook is inherently uncertain and the chi remains vulnerable. he also said the government is prepared to take further measures if necessary, such as the large scale purchase of securities. his speech comes on the heels of disappointing news about the gross domestic product, that it grew just 1.6% between april and june. despite that news the numbers are higher on wall street right now. investors shook off his down beat economic assessments and also a revenue warning from

technology bellwether intel to snap up some bargains, especially in materials and energy shares. right now the dow is currently up 135 at 10,121. back above 10,000. s&p is up 29 and the nasdaq excuse me is up 29. s&p is up 13. we are expecting a verdict within the next few minutes in the church trial of a retired presbyterian minister accused of violating church law by efficienting same sex merge ceremonies. she conducted ceremonies for 16 couples in 2008 when same sex marriage was briefly legal in california. some of those couples testified at her trial. the presbyterian church allows ministers to bless same sex unions as long as they are not called marriages. if found in violation of church rules she could be rebuked or suspended. there is something new at san francisco airport and it is a safety upgrade that has been

san francisco airport is celebrating the completion of two runway improvement projects, they include the completed repaving of one runway and the installation of energy efficient lights and signage throughout the airport. the projects were paid for with $14.5 million in stimulus funding, which helped get the upgrades done ahead of schedule and helped sfo maintain its reputation as one of the greenest airports in the country. at this hour the work day is slowly getting back to normal at a san francisco recycling facility. it was evacuated early this morning when employees say a mysterious dust cloud filled the plant, burning their eyes and throats just before 6:30 this morning. it happened at peer 96 in san francisco.

hazmat crews spent hours at the scene and as claudine wong reports they believe they have identified that mysterious powder. >> reporter: news chopper 2 was over the scene as hazmat crews raced to the recycling plant in san francisco's hunters point. workers rushed out of that plant after a mysterious powder filled a portion of the facility. >> it fell from one of the top lines and then as it fell it just spreaded through the whole shop. >> it was coming towards us like the fog and i smelled it and i -- >> what did it smell like? >> it smelled like a chemical or something. and i ran -- i ran from my mask and told everybody put their masks on and we got out of there. >> but everybody started running and they said come on, come on, so i came. and the reason why something got in my nose was because i didn't have my mask on fully. >> reporter: hazmat crews say 20 people were exposed one person went to the hospital but

a dozen people simply had their eyes flushed at the scene. >> and they put water in there and flushed it out so i feel better. >> reporter: the company spokesperson says these kinds of scares are unusual. >> we are handling bottles, cans and paper primarily, but a couple of times a year something that should not be here will be here. >> reporter: within a couple of hours hazmat tracked down the source of that powder and solved the mystery. >> there has been a test on the product and came to a decision that it was ammonium phosphate. >> which is? >> fertilizer. >> reporter: that fertilizer is considered none hazardous but officials say this incident should remind everyone to be careful about what you put in your recycling bin. in san francisco claudine wong, ktvu channel 2 news. >> americans are having fewer babies and the recession may be to blame. the u.s. birthrate dropped for the second year in a row to its

lowest level in a century. last year there were 4.1 million births down 2.7% from 2008. besides the slumping economy experts say the decline in immigration also contributed to the decrease. today is the last day of operation for seven childhood development centers in oakland before they temporarily close. the centers provide several different programs to young children, including before school and after school care. they are funded by money from the state but without a budget in place the district says it cannot afford to keep them open on its own. >> these kids everything is being cut from them, took from them. it just -- you know it really breaks my heart that they keep doing it to them. >> on monday some children will be transferred to other centers that will remain open. some volunteers also promise to show up at effected after school centers and provide that service for free. funding to the centers should be restored once the state

budget is passed. this monday engineers working for the federal government will begin the removal of a temporary cap on the blown out oil well in the gulf. mud and cement have been pumped into the well, since it was installed so they do not expect any oil to leak out when the cap is removed but bp has been put on stand by to collect any leaking oil. federal investigators want to remove the blow out preventer underneath the cap as a key piece of evidence. they are trying to determine the cause of the oil rig explosion that killed 11 workers and led to the massive oil spill. five years ago today people in new orleans were bracing for the arrival of hurricane ka trine a people in live in hard hit parts of the city where you needed a boat to get around say the hurricane is still a big part of their lives. well, some have rebuilt their homes with fema money, others

just barely making it to the lower 80s and cooler temperatures in the weekend forecast in a little bit. right now fog still left over patches especially south of the golden gate bridge toward pacific a and half moon bay. the clouds still a factor toward oakland and over a good portion of san francisco. a look outside right now. we can show you this still completely overcast over the city. currently upper 50s at 59 degrees. of course, we had the fog this morning. still lingering into the early portion of the afternoon hours. neighborhoods today only lower 80s around 80 to 84. the temperatures this weekend only in the 60s and 70s across most of the bay area. here is a look at some of the current numbers 63 santa rosa. fairfield sunny, 69. san jose 67. livermore 71 degrees. this was the big weather story just a few days ago. strong high pressure, record heat. that high is moving out and look what is moving in. a cool weather system from the north. we already felt it for today but it moves in for the

arrived home in boston during the last hour with the help of former president jimmy carter. he was reunited with his family earlier today. the president carter was by his side after flying to north korea to win his release. the end english teacher was sentenced to eight years of hard labor after an illegal crossing into the country. the government released him on humanitarian grounds. we have new video of 33 coal miners trapped a half-mile underground in chile. the men appear slim but healthy. they say hello and show their surroundings. they have been told it will take weeks or months for an escape tunnel being drilled to reach them. california health officials are warning consumers to avoid an imported grape candy. officials say it contains high levels of lead. the department of public health says cocken grape gummy 100% candy was found to contain up to 19 parts per million of
