[ no audio ] >> reporter: one man is already accuse of three other assaults is still behind bars this morning. so who is responsible for last night's attack? management, according to the resident we spoke to this morning, hired a few more security guards after the last assault. all of these assaults have taken place since late june. the latest happened last night around 6:00 in the evening last night. a woman told the contra costa sheriff's office she was attacked while inside her apartment. they said the woman followed the woman into the gate of her apartment and then into her apartment and then assaulted her. >> yeah. i thought they caught the guy and it was all okay. i guess it's not. >> reporter: this is the man

still behind bars in connection with the three other assaults at park regency apartments. this man, a berkeley man. his family and girlfriend said he is innocent. we contacted the spokesman for the sheriff's office and as soon as we get an update, we'll let you know. jade hernandez, ktvu channel 2 news. well, there are two new disturbing revelations tied to that pipeline explosion and fire in san bruno this morning. today's "chronicle" reports pg&e was worried last year that liquids were corroding the metal of four bay area pipelines and that includes the pipeline that blew up in san bruno. also, pg&e admits it's still not fully inspected all of the high-risk pipelines. and it still has to inspect about a quarter of the 1,000

pipelines that require strict safety tests. the funeral for two victims will be held in san francisco in a couple of hours. claudine wong is in san bruno with more on the efforts to remember these victims. claudine? >> reporter: we're live in the disaster zone, where cleanup and recovery is going to continue. those who lost two people in this horrific tragedy will also remember and try to say goodbye. funeral services will be held for jacqueline greig and her daughter janessa. she was a student body president at her school and friends described her as a role model. the two are surviveed by the husband and father james and their sister, gabby. >> we know they are in god's

hands. it's the holes in our heart that need filling. >> reporter: now, a vigil took place last night in remembrance of 20-year-old jessica morales. who was also -- who was also killed last thursday. her boyfriend is still in the hospital. last night, mourners lit candles to remember jessica and to mourn her. her mother thanks everybody. >> i thank you for your love. i know you recognize me. i know you know who my daughter is. just you looking at me and giving me a look of encouragement, that means a lot to me. >> reporter: the funeral for jacqueline and her daughter will begin at 11:00 this morning in san francisco.

california and california state university will each get $106 million in federal stimulus money. the state's community colleges will split $5 million. csu says the one-funding will allow them to admit up to 10,000 new students and restore classes. uc reportedly plans to spend the money to hire faculty. and today, the obama administration is fighting back against critics. the white house is releasing a greatist hits list of projects around the country. alison burns is live in our washington, d.c. bureau with more. >> reporter: good morning, tori. the white house is releasing its list of the top 100 stimulus projects projects that are changing the country. number five is the caldecott

tunnel expansion. this is a drawing of what the lanes will look like. the state has given $200 million for the project. that is expected to relieve congestion. the white house is touting these stimuluses today as election steps up their criticism of the spending. >> look, i don't think the president and his economic team get it. our economy is struggling to create jobs and all of this spending is the reason why. >> reporter: in all, california has been awarded $20 million in recovery money. i will have more on whether any other local projects are on the white house list in my next update, in about an hour. alison burns, ktvu channel 2 news. >> thank you, allison. more than a dozen oil wells among mexico's gulf coast are shut down at this hour, all because of hurricane karl. that storm is expected to make landfall sometime today along

the vera cruz coastline, which is also home to the country's largest power plant. now, hurricane karl drenched cancun earlier this week. just look at these pictures. that's when it was just a tropical storm causing severed intoing and -- flooding and knocking down tree limbs. since then it's grown into a category 3 hurricane with winds of up to 100 miles anour. and this is new york. a fierce storm ripped true the city. yesterday's storm actually crushed a driver to death and injured a passenger. rail service was suspended for hours and that caused havoc in the evening commute. the national weather service is investigating whether that storm is really a tornado. 7:18. this morning, the broken bp oil well in the gulf of mexico is a step closer to being permanently sealed. a deep relief well is now connected to the blownout well.

the next step is to pump mud and cement down the relief well to seal the broken well at its base. that final seal is expected to be completed by sunday. 7:18. well, the captains of ships in the bay area waters are being warned -- be on the lookout for whales. all of that is because a dead whale was found impaled on the front of a ship that arrived in the port of oakland. scientists say it was a mint key whale. they think the whale was alive when it was hit and was searching for food. >> they are oblivious of ship traffic and oblivious of each other. >> now, today the carcass of the whale will be towed out to sea. a new report shows the bay area sales market, the sale of homes have dropped while prices have gone up.

complex to tell us what some believe makes that apartment so vulnerable. >> reporter: well, dave, i can show you. it's easy access. park regency apartments is really close to 680 here. one man told me he thinks the access must lead to these crimes which are victimizing women. the sheriff's office is calling what happened last night a home invasion where a woman was sexually assaulted. we watched security guards patrol around the apartments where assaults happen last name the complex is on oak road and has 900 units. the complex used to have only one security guard on duty, but management hired three additional guards. they also posted fliers warning residents about the incident. the latest happened around 6:00 last evening. a woman said she was attacked while inside her apartment. the sheriff spokesman told us that the man followed the woman through the gates of the

complex and into her apartment, where he sexually assaulted her. authorities have not released a sketch of her. >> i'm surprised to hear there's any sort of activity like that. this neighborhood is really safe. >> reporter: this is the man behind bars it connection with a rape, two attempted rapes and a burglary. the suspect's girlfriend and family claim he's innocent. but authorities said dna testing linked him to at least one of the rapes. we've left messages for the spokesman for the contra costa county sheriff's office. we'll update you. back to you. >> thank you, jade. thousands of people in richmond have no power this morning. pg&e says 3,480 customers lost power shortly after 5:00 a.m.

it could be another hour before things are back to normal. the cause of the outage is under investigation. investigators in the east bay are now looking for the cause of an early-morning brush fire in bay point. it started shortly after 4:00 a.m. at a park not far from the bay point pittsburg b.a.r.t. station. the wind-whipped flames briefly came close to a home before the fire was put out. they don't know how it was started. but witnesses say they spotted several homeless individuals running from the scene. the funeral for victims of the pipeline will be held today. last night friends and family gathered for jacqueline grieg and her 13-year-old daughter,

changed the community in ways that we probably don't yet even have the ability to perceive. last night's city vote follows the state of emergency already declared in sacramento. we have an update on an officer-involved shooting in concord that we first told you about yesterday morning. police now say the gun the suspect pointed at officers during a foot chase was fake. two officers shot and wounded 25-year-old brian brownwhite. investigators say he's wanted on a $900,000 arrest warrant for armed robbery in fremont and san jose. a 19-year-old man is facing serious charges after leading chp officers on a chase in downtown san jose that killed two of his passengers. officers say they pulled over jose fernandez around 1:30 yesterday morning because of a missing license plate. but as the officers got out of their patrol car, they say fernandez sped off. he crashed into two parked cars a short time later at the

intersection of st. james and north 6th street. unfortunately, the end you result was two passengers suffering fatal injuries. the driver and front seat passenger suffered non-life- threatening injuries. 7:36. the san francisco police department wants tough, new safety measures for nightclubs. this follows several recent violent incidents including a deadly shooting in front of the club in fishermen's wharf earlier this year. the police want security cameras, the installation of more outside lighting and metal detectors at the entrance of clubs. b.a.r.t. is on track to expand the contract to build the long delayed mass project. b.a.r.t. trains would run on elevated tracks. the project carries a $480

million price tag. caltrans is warning drivers about a new traffic shift on a westbound interstate 580 in san rafael. starting tomorrow, traffic will be redirected from 580 to the newly constructed bellham boulevard overpass. from there traffic will merge onto highway 101. caltrans says the new configuration will be in place while they work on this project and during that time there could be more delays and that's already a busy area. what's happening, sal? breaking news. >> we have a house fire and i'm looking at one of my internal maps. it's at 1005 university avenue. let me just pull it back. it's somewhat close to highway 101, two-alarm confirmed

stormtracker2. in mendocino county, it looks like there are clouds moving in. this is a slow-moving system but it's here as advertised. we thought friday would be the transition day. now, the whole system, slowing down a little bit. it's still running into the high-pressure system. it will be the fight between the two and the first system to come through usually falls apart and weakens. it's a sign after change until that low right there moves in. that will be late saturday into sunday. you can sigh how the system is getting close. this would be a pretty good rain producer. could easily get over 1 to 2 inches of rain there. i would say for the north bay or for everyone, about .10 maybe let amounts -- maybe lessants to about .5. that's what it's looking like. i will fine-tune things as the information comes in from the

680. one walnut creek man, as i said, said that access is leaf leading to these crimes. another woman said she thought an arrest in previous assaults would have stopped the crime. >> yeah. i thought they caught the guy and it was all okay. and i guess it's not. >> reporter: the sheriff's office is calling what happened last night at park regency apartments, a home invasion where a woman was sexually assaulted. we watched security guards patrol. park regency is located on oak road and as 900 units. the complex used to have only one security guard on duty but management hired additional guards. they also posted fires warning residents about the incident. the latest last night happened around 6:00 in the evening. a woman told the contra costa county sheriff's office she was attacked while inside her apartment. the sheriff's office said the man followed the woman through through the gates of her

complex and into her apartment where he sexually assaulted her. the question surfaces, if the man who is accused of the three other assaults is still behind bars, who is responsible for the latest? >> i already have an alarm on my door from the last round that we went through. and a stick in my sliding glass dear. >> this neighborhood is really safe. i know there's been some car break-ins. when i used to live down the road a little bit. but i never imagined this area would have that kind of problem with an assault or anything like that. >> reporter: this the man still behind bars in connection with a rape, two attempted rapes and 22-year-old antonio muton. his family and girlfriend claim he's innocent. but authorities say dna testing links him to at least one of the rapes. we're still waiting to hear back from the contra costa

what do you know about this. >> reporter: this fire started around 7:00 a.m. this morning. if you have ever driven down university here, you know these homes are multi-million dollar homes. that's what you got here, a multi-million dollar hole on fire -- home on fire. there's two struck companies on the scene. you got mutual aid. i talked to a woman who lives in the house. the woman said she woke up around 7:00 this morning and she heard some noises. first she thought it was her dog and she went downstairs. she wandered around to see where her son was. when she got to her son her son was trying to put out the fire with some water from the kitchen. the son said that he, too, woke up unusually early and he said when he woke up, it felt like an oven. so pretty soon all of -- all three of them, the mother, son and another relative were trying to put out the fire. they left the house and called
