good morning, i'm jade hernandez. an east bay neighborhood deals with a water main break for the second time in a week. we'll have that story for you and the amazing pictures coming up. i'm tara live in san bruno where cleanup crews continue their efforts after the fire. we'll tell you what they're cleaning up today and why they -- coming up.

a fire following the sound of an explosion near uc berkeley overnight forces the evacuation of dozens of students. and a bay area police officer may face criminal charges if the strange case involving his teenage stepdaughter and her boyfriend. mornings on 2 begins right now. this is ktvu mornings on 2. good morning to you. welcome. i'm dave clark. >> good morning, i'm tori campbell. it is wednesday, september 22. this morning crews are working to repair a broken water main in pleasant hill. traffic is being diverted around morello avenue and kiki drive and thisis not the first time this pipe has had problems recently. ktvu channel 2 reporter, jade hernandez joins us with more. good morning, jade. >> reporter: i want to start off with traffic, because there are nearby schools and i just spoke with a spokeswoman with

the contra costa water district and crews wanted to make sure there was still one lane open right here at morello so drivers could get through. so that's for drivers and their commute. as far as the water main break, you can see that crews are still pumping water out of this hole. it's to maintain pressure so that workers can get inside and make their repairs this morning. crews have been out here since last night. won't you take a look at some of the video we shot when we arrived here. crews have been out here since 7:30 last night. that's when the water district started receiving calls. an 8-inch water main burst. it was the second in a week along the same line. and that spokeswoman, i told you that i spoke to, jennifer allen, just arrived about 15 minutes ago. she told me that crews worked overnight to restore water service to 40 households and i spoke to one neighbor this morning. he told me his water was restored around 2:00 a.m.

>> we are just going to bed and washing the dishes and water stopped, came outside, and the whole street was flooded. >> it stopped down the street, it happened about a week ago, too. i guess something is going on with the pipes. >> the contra costa water district crews will be out here for the rest of the day. we've been told this 8-inch water main is going to take until at least later today to be completely repaired. of course they have to patch the road. you can see a huge hole right here at morello, but for drivers coming through here and needing to get through the street, they were not allowed last night. they have one lane open this morning. we'll continue to update you on the situation, luckily there was no flooding to any of the residents overnight. reporting live, jade hernandez, ktvu channel 2 news. well a major cleanup project in the san bruno disaster zone starts this

morning and this directly affects the whole bay area. ktvu's tara joining us live. she is there and has all the details. what's happening, tara? >> reporter: well, dave, you know, cleaning up the neighborhood ravaged by the fire can be a very tricky process. san mateo county officials says stirring up dust could create health problems. so they are going to be taking their time and approaching this delicately. what they will be focusing in on this morning, burned out cars, like the ones you see parked here still on claremont drive. now according to the health department, they will be bringing in heavy equipment to remove the debris and there will also be workers sifting through the rubble by hand. now meanwhile, people who live here say they want to move forward with their lives. the underground gas pipe rupture leveled a good chunk of their neighborhood september 9, destroying at least 50 houses and killing 7 people. dozens of residents will have to rebuild, but again today's cleanup centers around charred

vehicles. toxic metals found in paint, car batteries, and electronics could pose a health risk. so to make sure that the toxins stay put, if we come back here live, you can see these storm drains, like this one, have been lined with sandbags to prevent runoff into the san francisco bay. today crews will be cleaning up what remains of the homes. ktvu channel 2 news. okay tara, thank you. time is now 7:05. about 50 people were evacuated from a student housing facility in berkeley overnight when a fire broke out. this happened just after 11:00 a the the andre castro arms facility on prospect and bancroft. witnesses heard an explosion before the fire was found. police and fire crews were quickly called, but three of the students who live there, they jumped in before the firemen arrived and helped put out that fire. >> we got there, it was pretty big. it was as big as three people

standing. there was a bunch of paint cans. put it out with fire extinguishers. >> luckily, no one was hurt. the fire crews are still investigating. it is 7:05. a police chase involving a stolen car ended in a fiery crash in richmond. police say the suspects crashed into a truck at harbor way and roosevelt avenue around 8:30 last night. one suspect was taken to the hospital with major injuries. the other was taken into custody. the truck caught fire and flames damaged a minimart and nearby apartments. a woman whose car smashed through the window of a hayward auto supply store is recovering this morning. it happened shortly after 10:00 last night at the auto parts store on jackson street. firefighters rescued the driver and rushed her to the hospital. we don't know the extent of her injuries or why she crashed into the store. the windows are boarded up this morning and there's no word yet on whether the store will be open today.

time now, 7:06. a decision may be made about making drastic cutbacks to ac transit bus services. the planned cuts would save more than $12 million by eliminating more than half of the weekend routes and four of the six overnight lines. a lot of people who depend on those services say those cuts will leave them stranded. >> i go to school in the evenings, so i'm not going to be able to get to school. it's going to be hard. >> yesterday, a group of people protested in oakland. they are trying to get the transit board of directors to vote against those reductions tonight. one board member says he feels their pain, but with the district at an impasse with the union drivers, it is running out of options. if these cuts were approved, they would take effect in december. that would have a big impact. 7:07. let's check in with sal who is keeping a close eye on a lot. sal. >> that's right. the wind advisory for the bay bridge has been issued since

overnight. and they checked it all night. they keep checking it and leaving it up. wind advisory for the bay bridge, but other causeways and bridges are on the bay area may be windy. let's go to the bay bridge toll plaza where we have a backup of 20 minutes here at the toll plaza. no major delays once you get on to the bridge, but again, you'll be feeling the wind, especially if you have a small car or high profile vehicle. let's move along and take a look at oakland north and southbound 880 here, looking good near the coliseum and the airport exit. and this morning if you are driving out of the valley, a bunch of slow traffic already and windy. steve was talking about gusty winds coming over the pass. it's no secret, that's why they put those windmills out there. 7:08, here's steve. 42 miles an hour, sal. good morning, everyone. the last day of summer. this is it. bye. and it sure feels like fall out there. we have some cool readings. a lot of 40s coming in.

mostly clear, well it might be 55 in the city in alcatraz. 38 degrees up there in the observatory. it will be sunny, breezy and cool with highs 60s and 70s. tori. thank you, steve. 7:14. a san jose police officer faces possible charges of false imprisonment involving his teenage stepdaughter. investigators say the officer was in full uniform when he pretended to arrest her boyfriend for having sex with a 14-year-old girl. veteran motorcycle officer said he was trying to scare the boy, but the 15-year-old boy's parents say he's an angry cop abusing his authority. police sited both teenagers for unlawful sexual intercourse which is a misdemeanor citation. the white house is defending president obama this morning ahead of the release of a new book by journalist, bob woodward of water gate fame about the war in afghanistan. he claims the obama

administration was deeply divided about the war. ktvu's alison burns is live in our washington, d.c. bureau. she has all the details. good morning. >> good morning, dave. president obama is holding an event today to mark the six month anniversary of the new health reform law. but he's getting upstaged by these eye opening revelations in the new book. it's called obama's war. it's about the war in afghanistan and the war within the obama administration about how to manage it. woodward reveals that president obama urgently looked for a way out of the war last year. repeatedly pressing his national security team for an exit plan and that he ordered the surge in troops as a compromise. he is quoted as telling top white house aids, this needs to be a plan about how we are going to hand it off and get out of afghanistan. and when he rejected the military's request for 40,000 more troops, he rejected the idea of long-term nation building, saying i'm not doing

ten years. now even though this book reveals a lot of discord in the obama administration. the white house this morning is trying to put a positive spin on it, saying it reveals president obama as an analytical, strategic, and decisive commander in chief. reporting live from washington, d.c., alison burns, ktvu channel 2 news. >> thank you. time is now 7:16. another one of the president's top economic advisers is leaving the white house. larry summers is stepping down as director of the national economic council. he plans to go back to harvard at the end of the summer -- end of this year. summers is the third member of the economic team to step down in the middle of the economic crisis. 7:17. democratic leaders in the u.s. senate plan a new vote on the pentagon's ban on gays serving openly in the military. repeal don't ask, don't tell,

but it was defeated with all republicans voting against it. 60 votes were needed to pass, but it only received 56. we have thousands of americans who are patriotic who want to serve who happen to be gay or lesbian and we are telling them they can't. >> suddenly they want to push you out. >> republican senator, john mccain, says he believes the vote should wait until after the pentagon releases the new study due in december. senate leaders say they will bring the issue up again in a lame duck session after the elections. another bill known as the dream act also failed in the senate in the same vote. it would have allowed young people who were under 16 when they illegally came to this country to become citizens after spending two years in college or the military. they also would have had to be in the u.s. for five years and have a high school diploma. sponsors plan to make the dream act the first amendment to the

defense bill that was just defeated. time now, 7:18. there will be state budget negotiations today, but they will be in southern california. darrell steinberg will fly to a los angeles. he will meet with governor schwarzenegger who is staying at home because he is sick with a cold. steinberg was sick of sitting around in sacramento waiting for things to happen on the budget. the state budget is now 84 days overdue. a san jose nonprofit says thousands of families could go hungry because of the city's budget cuts. west valley community services says for the first time in history, it will be forced to deny assistance to people in two west san jose zip codes. the agency lost $150,000 in funding from san jose. they placed 2,000 empty grocery bags, you see them here, they put them in front of city hall to show how many people will be affected. >> i don't know what to do

without that service. yeah. we really need that. >> san jose mayor, chuck reid says those cuts were made throughout the city to cover a huge $118 million budget gap. he also says next year is not looking good. there will be additional cutbacks. 7:19. eight current and former city officials with the town of belle outside l.a. are headed from jail to court this morning after being arrested in the scandal that is drawing nationwide attention. the mayor, the excity manager and six other officials are accused of taking more than $5.5 million from the working class suburb of los angeles. the eight are facing dozens of charges including illegally paying themselves enormous salaries. some as much as $800,000. the da also says more people could be arrested. there's another effort to crack down on nightclubs in the bay area. we'll tell you what san francisco is now considering

and who will be targeting. plus the reason san francisco wants driving a car to be a last resort decision. good morning. san mateo bridge drivers have it easy right now, but bart riders don't. we'll tell you why there's a delay affecting one major line.

good morning to you. welcome back. time now 7:23. the city of san francisco is considering another idea to reduce the violence in nightclubs. this idea targets party promoters. it will require them to register with the city and would hold them accountable if anything goes wrong at their event. last month, another piece of legislation was passed giving the entertainment commission the power to revoke club permits. 7:23. san francisco officials have a vision of fewer drivers on city streets in the future. the chronicle reports the

city's municipal agency board wants to transfer for driving to be a last resort. improving public transportation and car pooling. one bart director is pushing for the idea of unlimited monthly bart passes. bart says it does not intend to take up the topic again. the last time the idea came up was in 2006 and it was shot down. time now 7:24. hey sal, delays on bart right now? >> that's right. they have some track side issues near the hayward station. they have a crew out there. i just got off the phone with a bart dispatcher, it's causing a 10 to 15 minute delay on the bart line. especially the passengers between fremont and hayward and for passengers on the san francisco and richmond line from fremont.

basically the commute direction, 10 to 15 minute delays for that particular line, but talking to the dispatcher, she told me they have the problem resolved and it should be out of there in the next 20 to 25 minutes. let's move along and take a look at westbound bay bridge incline. the traffic is okay. but there is a backup at the toll plaza. if you look to the right, you can see the new bay bridge is, you know, taking shape and of course, we watch it every day. now it looks almost like it's ready to go. and this is a look at 280 northbound coming in from downtown san jose. it is going to be a slow ride, 101 is also showing wear and tear. 7:25, here's steve. >> we have just a few clouds around. it will be sunny today, breezy, cool to nice temperatures in the 60s and 70s, but this looks like the coolest day of the week. we will start to see warmer weather kick in. temperatures now we do have some 50s, there's a lot of 40s and even an upper 30. i'll show you that in a second. we have lots of sunshine today, after yesterday's system came

it is 7:29. crews have been working for 12 hours now on a broken water main in pleasant hill and it will be several more hours before the job is complete. ktvu's jade hernandez is in pleasant hill now to explain why the job is taking so long. good morning. >> good morning, tori. we are getting new information from the contra costa water district spokeswoman. this is an all day job because they are replacing an entire section. there were two water main breaks within the last week here on this line. we are live at morello and you can see here crews working really hard to try to pump water out of what is left. is this a big hole. this is where the water main break happened around 7:30. i was also told by the spokeswoman for the district that right now you can see two lanes of traffic going in opposite directions.

this is for the commute. they want to make sure that drivers get to nearby schools, but were being told that these two lanes of traffic, these four lanes of traffic may actually be narrowed to one lane later today. so that they can patch this road. i want you to listen to jennifer allen. she's a spokeswoman for the district. >> the crews were shutting the valves in the area in order to contain the leak in this area and then allow for the excavation where the problem is and also crews have been working overnight in order to provide service to all of the customers. >> i just gave you updated information, but let me tell you how this all started. the water district said they started receiving calls around 7:30 last night. an 8-inch water main burst, it was the second in a week along the same line. now this is the same line which broke off september 13. jennifer allen, the woman you just heard from is the spokeswoman for the department.

she told me that these pipes were installed in the late 60s and crews worked overnight to restore that water service. i spoke to a neighbor that said his water service was restored around 2:00 a.m. there was no flooding, but there was fear of flooding in and around this neighborhood, but luckily, crews were able to get started. they were able to shut off the main valve at around 8:00 and 9:00 last night. and then they just started pumping that water out, applying pressure so they could replace this entire section. as i mentioned, crews will continue to work throughout the day and they may actually narrow this down to one lane depending on their work and also they want to make sure that drivers can get through during rush hour this morning. reporting live from pleasant hill, jade hernandez, ktvu channel 2 news. >> jade, thank you. all right, our time is now 7:32. a major cleanup project in the san bruno disaster zone starts this morning. this is the picture we see as

you see it. now the crews are going to start hauling away some of this wreckage you're looking at. the burned up cars and other vehicles destroyed and this pipeline explosion. those cars could create a toxic threat for the whole bay area. the season's first rains could stir up toxins and although the debris and that runoff could flow right into the san francisco bay. also later today, the san mateo county health department will host the very latest event designed to help all of the victims of the pipeline explion. experts will be there to provide important tips on insurance and financial benefits. the meeting starts at 1:00 p.m. at san bruno's recreation center on city park way. 7:33. the heads of two massive iowa egg farms are expected to apologize when they testify at a congressional hearing starting in about 90 minutes. their facility produced the contaminated eggs that made more than 1500 people sick this

summer. members of congress have told them to be ready to answer questions about dirty conditions at the farms. both farms tested positive for salmonella two years ago and hundreds of millions of their eggs were recalled this summer. time now, 7:33. police in tiberon announced an award for information on a homicide that happened exactly a year ago today. joan was shot outside the front door of her home. police say they spent and invested 4,000 hours following leads in this case, but they haven't made any arrests. an unanimous donor posted that reward money. an autopsy is scheduled today on the body of a vallejo woman found dead yesterday in a car at an apartment complex in american canyon. investigators say they found a metal baseball bat next to 33- year-old richy's body. she was beaten to death.

now her boyfriend, 39-year-old william has been arrested in the killing. police say he flew into a rage when he tried to break up with him. >> oakland police released a sketch of a man believe responsible for two sexual assaults near lake merritt. the female victims describe the man as african american with a medium build, 5 feet 10 inches to 6 feet tall. the two victims told police their attacker had a gun whether he robbed and then sexually assaulted them. both attacks happened sunday night in relatively secluded areas around lake merritt. >> our time now, 7:35. san jose police are searching for a driver in a hit-and-run crash that kill add bicyclist. the 25-year-old victim was found shortly before 7:00 a.m. yesterday on zanker road. he died there at the scene. now right now we don't know his name, but investigators believe he was headed to work when he

was hit. investigators say they haven't located any witnesses yet, but if you have any information, call san jose police. we do have an update on a deadly crash in san jose we first told you about yesterday morning. police say the driver, 18-year- old mitch pennings was under the influence when he crashed his ford e explorer into a light pole. his passenger whose name has not yet been released was killed. police say pennings was found a block away. he is facing several charges, including vehicular manslaughter and felony drunk driving. a 16-year-old boy who is involved in a deadly crash has been booked into juvenile hall after being released from the hospital. police say he was driving the car that collided with a big rig last friday on the boulevard. 16-year-old isaac, a passenger was killed. three other passengers were hurt. investigators say they found open beer cans and a liquor bottle at the crash scene.

7:36, a late night car accident knocked out a car accident causing quite an unusual sight. fire from that hydrant shooting high up in the air. it all happened when a car and a minivan collided on the intersection of 35th and international. two people who were eating dinner heard the crash and quickly came to the aid of the victim. >> we heard the noise, we came rushing in. there's an elderly lady in the backseat. i helped her out and my friend helped one of the other girls out. >> the good samaritan tells us one of the victims of the crash was pregnant. he says four people went to the hospital, but the extent of their injuries is unknown at this time. time now, 7:35. there's a new study out today that that claims the bay area's largest city has the worst roads of any big city in the whole country. ktvu's kraig debro is joining us live. he's in san jose with more on

this story. >> reporter: thanks, dave. at monterey is listed as one of the three top worst roads in the city of san jose. there are cars sitting on divit right there. this is a coalition of construction and transportation experts. he says neglect is the main reason for the bad roads. the road from here to madero road ranked third on the list of worst roads in san jose. according to the study's author, that's an advocacy group in washington promoting transportation policies that relieve congestion. 24%, nearly a quarter of at country's major roads are in poor condition. the conditions are so bad that it costs drivers an average of $402 a year to repair their damaged vehicles. now california cost is higher, survey says drivers spend $600 to more than $750 per year repairing vehicles because of bad roads. >> i was driving down here on

tulle road before they fixed it, okay, and i went into a hole. there was a hole in the street and my front end was smashed in and i needed to get an alignment and it was like -- i was upset about it. >> i don't remember which road it was. it was so bad, every 10 feet someone actually did them on purpose. there was a pothole on the left side every 20 feet or so and you hit them and you are like, they kept coming and kept coming. >> reporter: now here's a list of the top three worst roads in san jose. the advocacy trip has the top seven if you want to check it out. it's www.tripnet.org. and the top five worst cities with the worst roads, these are cities with more than 500,000 people. you see san jose is number one. l.a. is number two. honolulu number three. and concorde number four. i have been trying to get an answer on that.

my first answer from trip was that the transportation department had singled out concorde and put in its own area. i have to check with them to see why that is. i'm sure a lot of people have their horror stories about the worst roads in the bay area. mine happens to be from jacquelyn to square on 880 south to high street. that second lane from the right. that is horrible. reporting live, kraig debro, ktvu channel 2 news. >> i'm sure people have their least favorites. i'm sure you can twitter sal to tell him your least favorite. i'm sure now the bay bridge, some stalled vehicles there, sal? >> i'm going to borrow a page and go to horrible. pull the horrible card on the bay bridge westbound because we've had two stalled vehicles on that bridge and traffic is backed up at the bay bridge toll plaza for at least 25 minutes. so you can go ahead and pull whatever adjective you want out of your pocket. if you want an alternate, you may want to consider the san

mateo bridge. we have a live look for you. westbound 92 looks good getting over the peninsula and not a bad ride up 101 if you want to get into the city that way and of course bart is always a good option. they had minor delays, but if you want to take transit, bart is doing well. no major delays. some minor ones on the fremont line. you are looking at a map of the peninsula. a little bit of slow traffic on 101 northbound. 280 is better. if you are driving into the south bay this morning, the freeways there not doing well. look at 85, a lot of red on the map there and also 280 shows a lot of red getting up. 7:41, here is steve. >> good morning. a little chill in the morning air. mostly sunny skies today. a few low clouds coming down out of the northwest. things seem to bank up a little bit down towards santa clara. in a northwest wind, things seem to bank up a little bit down in the santa clara valley. there we go. and that's what's happening. it's also chilly out there and temperatures are very cool for

taking a live look at the big board on wall street. stocks wobbling a bit, as traders turn to buying treasuries and gold this after the federal reserve failed to take any immediate steps to help the economy in their one- day meeting yesterday. they would step in if necessary down the road. right now the dow is currently down 15 at 10,745. nasdaq also down 15, s and p is down 4. one stock definitely want to keep an eye on today is adobe systems. the san jose based software company posted a jump in net income after yesterday's closing bell. that was after announcing record revenue of $990 million. you think stock would be up, in fact it is down almost 21% right now trading at $26. adobe warns revenue is likely to be less than what wall street expected. today, there is a job fair for

people looking for work in the bay area. it's being held on a campus of devri university. employers holding face to face meetings include wells fargo bank, and lawrence liver more national laboratory. the job fair starts at 9:30 this morning and runs until 1:00 this afternoon. time now 7:46. a federal judge could decide as soon as this week whether to allow executions to resume here in california. capital punishment in california has been on hold since 2006. after a legal claim that it may inflict cruel and unusual punishment. the state attorney general's office now is asking the judge to lift that ban. he says the state has modified its execution procedures. rolling on that request is expected by friday. now the first execution if that moratorium is lifted will occur in san quentin's new lethal injection chamber. our cameras went inside and we

broadcast the debate live. time now 7:49. muni's executive director reportedly is on the short list of candidates being considered for a similar job in washington, d.c. at a salary of $309,000 a year, he has the top salary on the city's payroll. he hasn't had any talks with officials in washington and says for now his focus is right here. in oakland, mills college is facing a lawsuit by a former employee who claims she was layed off because of a vicious dog report. 62-year-old pamela reid worked as the executive assistant to the president of mills college. now she was let go in january and claims it was a result of her filing a vicious dog report against her boss' dog last year. reid claims she was bitten by the chihuahua terrier mix during the on campus home. 10 minutes before 8:00.

a new list is out for trash hot spots along bay area creeks and waterways and this saturday volunteers can help by participating in coast cleanup day. the group save the bay identified 225 locations that need cleaning up and water agencies are issuing a requirement to cities to permanently cut trash in these locations. the new rules call for a 40% trash reduction by the year 2014, plus garbage must be eliminated within 12 years. some cities say they are short on funds. if you would like information on the coastal cleanup event, you'll find it under web links. j some ople call it visual clutter. we'll tell you why sfo may not be able to go through with the plan with more terminal advertising. >> entry denied. why japanese officials sent paris hilton packing.

welcome back. well, paris hilton, sorry. she's been forced to cancel her asian tour and come on back home. she arrived in tokyo yesterday, but they stopped her at the airport, immigration officials did, japan has very strict immigration indivisible bar entry to anyone convicted of drug offenses. just two days ago, paris hilton pleaded guilty to drug possession charges. police found a small amount of cocaine in her purse during a stop in las vegas. 7:54. san francisco is getting closer to expanding its tobacco sales law. right now the sale of tobacco is only prohibited in the city's drugstores, but supervisors voted yesterday to extend that ban to all stores with pharmacies. that would include safeway and costco. the measure must now go to the full board for approval. and a proposed alcohol fee could go before san francisco voters now that it has been

struck down by mayor gavin newsom. he said it would hurt businesses and jobs. the fee would have only applied to alcohol wholesalers and distributors with the revenue going to pay for alcohol related health problems. time now 7:54. the san francisco city attorney could be the one to decide on a plan for more advertising at sfo. now the deal between the airport and clear channel outdoor would allow 187 more advertisements for a total of 434 ads all over the airport. but that may conflict with a voter approved measure last november. so, the airport asked the board of supervisors to pull that issue from today's agenda so the city attorney can look at it and decide on a possible answer to this conflict. all right, it is 7:55. we want to check in with sal and see how things are moving, especially for folks heading to the toll plaza.

2 starts now. complete bay area news coverage continues. this is ktvu mornings on 2. >> good morning. welcome back to mornings on 2. i'm tori campbell. >> and i'm dave clark. the crews are busy. they have been working for more than 12 hours now on a broken water main in pleasant hill. now morella avenue. ktvu's jade hernandez is in pleasant hill. she's right there. why is it taking so long? how is it going? >> well, dave, a lot of questions right there, but first off, crews have been working all night and they have a big section to replace. that's one of the reasons why this work is going to take into later this afternoon and dave, let me show you. there's a big hole, you can see right here. you can see cars making their way around this repair. i have been told that two water main breaks within a week has these crews replacing the

entire section. neighbors slowly regained their water service overnight. let's listen. >> we are just going to bed and washing the dishes and water stopped, came outside, and the whole street was flooded. >> it stopped down the street, it happened about a week ago. so i guess something is going on with the pipes. >> the contra costa water district restored service to 40 households affected, including the man you just heard from. it doesn't seem possible when you look at the hole in the road at morello avenue where that water main broke last night. crews are pumping water out of the hole where the 8-inch water main burst. residents started calling around 7:30 last night. as i mentioned before, this is the second water main break in a week since september 13 and those breaks happened along that same line. and that is the reason for this section replacement. >> the crews were shutting the valve in the area in order to contain the leak in this area

and then allow for the excavation down to the pipe where the problem is and also crews working overnight in order to provide service to all of the customers. >> now service was staggered. different residents receiving their water service restored within different numbers of hours overnight. traffic, we're told, may be reduced to one lane later today so crews can finish that work. we're told that won't happen until at least after rush hour. they don't know for sure that it is actually going to have to happen, but they do know that crews will be out here at least until later this afternoon because they still have a lot of work to do. we are live in pleasant hill, jade hernandez, ktvu channel 2 news. a major cleanup project in the san bruno disaster zone gets underway this morning and this project is not just impact the blast zone. it actually has a direct effect

on the entire bay area. ktvu's tara joins us now live with details. good morning, tara. >> good morning, tori. most of you probably seen the pictures from the devastation here in the san bruno neighborhood. behind me, there are some homes that remain completely untouched. others are boarded up to prevent lewding and steps away, you can see everything is just leveled. all that remains are the chimneys from these homes and this morning, crews from the san mateo county are clearing out burned cars. that will be their focus in just a couple of hours. just moments ago, trucks carrying what appears to be water arrived and neighbors tell us they have been dousing spots before they start to sift through the rubble as to not stir up any dust. according to the san mateo health department, they will be bringing in heavy equipment to remove the debris. dozens of cars line the street. those vehicles have batteries, electronics, and paint that contain toxic metals. crews will be working to clean

all of that up and they are anxious to move forward now with their lives. >> it's the beginning of the cleanup gets to rebuild, gets to get back to normal. getting rid of the junk and devastation of the area. kind of get tired of looking at it after a while. you want to see it progress. >> the underground gas pipeline ruptured dozens. seven people were killed. now one big concern, if we can come back here live, once the rains come, that will wash toxins into those drains that lead to the san francisco bay. so crews have covered the storm drains with sandbags. now tomorrow, workers are going to be coming back in here again to clean up what remains of those homes. we are live here, ktvu channel 2 news. >> all right, thank you, tara. it is five minutes after 8:00. about 50 people had to be evacuated from a student housing facility in berkeley overnight when a fire started inside. it happened just after 11:00 at

the andre castro arms facility near the stadium. witnesses say they heard an explosion before the fire was discovered near a pile of paint cans. the police and fire crews were quickly called in, but three studentswho live there jumped in before crews arrived and helped put the fire out. >> we got there. it was pretty big. it was as big as three people standing. there's a bunch of paint cans. put it out with fire extinguishers. >> nobody was hurt. fire crews are still investigating. time now 8:06. in richmond, a police chase involving a stolen car ended in a fiery crash. now police say the suspects crashed into a truck at harbor way in roosevelt avenue about 8:30 last night. one suspect suffered major injuries and was rushed to a hospital. the other one was arrested. now the truck erupted into flames and that damaged a minimart in some nearby apartments. a woman whose car smashed through the window of an auto

supply store is recovering this morning. look at these pictures. this happened around 10:00 last night at the auto parts store on jackson street and mission boulevard. firefighters rescued the woman driver, we don't know the extent of her injuries or even why she crashed into the store. the windows of the auto part store boarded up this morning, no word on if the store will be open for business today. 8:06, a decision may be made today by about making drastic cuts to ac transit bus services. the plan cuts would save more than $12 million by eliminating more than half of the weekend routes and four of the six overnight lines. many people who rely on those services say the cuts will leave them stranded. >> i go to school in the evenings, so i'm not going to be able to get to school. it's going to be hard. >> yesterday, a group of people protested in oakland trying to get ac transit board

of directors to vote against the reductions tonight. one board member says he feels their pain, but with the district at an impasse with union drivers and mechanics, it is running out of options. if approved, the cuts would take effect in december. let's go to sal now, do we have a big mess on the bay bridge, sal? >> as a matter of fact, i was looking that up and i'm afraid it is getting worse. if you have anything that you can let me know, just go to ktvu.com and find me on twitter and let me know if you are going to go. you are sitting at home and going to see, maybe you can do something else, because we are going to go to toll plaza picture and it's very, very slow. not only is it slow, but it's going to be backed up for about twice what it normally is going to get backed up to. it's going to affect all the freeways everywhere. as a matter of fact, if you are driving to the toll plaza, the latest delay time we have is about 30 minutes at the toll plaza and maybe a little bit more if you are way at the end of the line. just plan accordingly. some of the other freeways

around the bay area, you are going to see traffic that is going to be busy on 880 as you come up towards the downtown oakland area. that's not quite as bad. sometimes it does get slow here. i doubt a lot of these people are going to be stuck in traffic for ever. this is 280 northbound as you get up to highway 17. that's been slow as well. these are routine slowdowns. the one at the bay bridge does take the cake and checking with bart to make sure they are on time and you can have that as an option. here's steve. >> thank you, sir. sunny for most. a few little low clouds around, but it will be mostly sunny today. still gusts 25 to 30 miles per hour. at the surface, things are calming down. it will be breezy at times. the headline, cool then warm, in fact, very warm as we get to the weekend. today will bottom out with temperatures, windy at times. cool to nice with 60s and 70s, but everything after tomorrow shows signs of high pressure coming in for a lot more sunshine and much warmer temperatures. today, though, our system that

boyfriend for having sex with a 14-year-old girl. the veteran motorcycle cop says he was simply trying to scare the boy. but the 15-year-old boy's parent says he is an angry cop abusing his authority. both of those teenagers were later sited for unlawful sexual intercourse which by the way is a misdemeanor. it is 8:14. the white house is defending president obama's handling of the war in afghanistan. ahead of the release of a new book by journalist, bob woodward. in it he claims the war created a deep divide within the obama administration. ktvu channel 2 reporter, alison burns is live in our washington, d.c. bureau with the latest. good morning, alison. >> good morning, tori. the accounts of the book indicate it's going to read like a reality tv show full of dispension. the book is called obama's war. it's about the war in afghanistan and the war in the

obama administration about how to manage it. the bottom line is that some of the key players on the president's national security team have expressed major doubts that his afghan war strategy will succeed. among them, richard holbrook, it reveals new details about how general david patraeus dislikes some of the president's top aids. as for president obama, he repeatedly pressed his team last year for an afghanistan withdrawal plan. he implored at one meeting, i want an exit strategy and he set an exit timetable because quote, i can't lose the whole democratic party. now the white house is trying to put a positive spin on the release of this book, saying it shows president obama to be an analytical and decisive commander in chief. alison burns, ktvu channel 2 news. another one of president obama's top economic advisers

is leaving the white house. larry summers is stepping down as the director of the national economic council. he has always planned to return to harvard university at the end of this year to avoid losing his ten your. summers is the third economic adviser to leave the administration. his departure could leave the white house to revamp where voters are expected to take out anxieties on democrats. >> 8:16, a house committee is hearing testimony in washington from a panel of experts as we speak on the department of homeland security's response to the bp oil disaster and movie star, kevin costner are among those that testify. >> if we elected to throw this fleet of 80 ships at it, our own kitchen sink if you will, we would have the storage and process and capacity of over $1.5 million-barrels. >> kevin costner and his scientist brother are promoting

a new technology that they say could separate oil from water. the costner brothers developed this technology during water world several years ago. now lawmakers want to find ways to improve any future responses to oil rig disasters. >> back here at home, state budget negotiations will take place today in southern california. senate president proteem, darrell steinberg is flying to los angeles. he will meet with governor schwarzenegger who is staying at home, he is sick with a cold. steinberg's press secretary says steinberg was sick of sitting around in sacramento waiting for things to happen on the budget. the state budget by the way is now 84 days overdue. a san jose nonprofit says thousands of families are in danger of going hungry all because of that city's budget cuts. west valley community services agency says for the first time in their history, they will be forced to deny assistance to people in two west san jose zip

codes. that agency lost $150,000 in funding from the city of san jose. now this is what they did. they placed 2,000 empty grocery bags in front of city hall to demonstrate how many people will be affected. >> i don't know what to do without that service. yeah. we really need that. >> the san jose mayor says those cuts were made throughout the city to try to close a huge $118 million budget gap. he says next year is not looking good. there will be additional cutbacks. it is 8:19. eight current and former city officials with the town of bell are headed from jail to court today. after being arrested in a scandal that is drawing nationwide attention. the mayor, the excity manager and six other officials are accused of taking more than $5.5 million from the working

suburb of los angeles. the eight are facing charges, including illegally paying themselves enormous salaries and close to $800,000. more people could be arrested. well, yet another safety proposal aimed at making night clubs safer. we'll tell you what san francisco wants promoters to do to reduce the violence. >> and could bart riders get a break soon? the possibility of unlimited monthly passes. good morning. pretty slow this morning getting to the bay bridge and that's having a chain reaction on some of the other freeways. i'll tell you what caused the whole thing coming up.

it is 8:23. oakland police hope an $18,000 reward will lead to an arrest on a fatal shooting. just a few blocks from highland hospital. we don't know the victim's name or age and police are trying to determine a motive. anyone with information is asked to call oakland police. san francisco is considering yet another idea to reduce violence at nightclubs. this one targets party promoters. it would require them to register with the city and would hold them accountable if anything goes wrong at their event. just last month, another law was passed giving the entertainment commission the power to revoke club permits.

time now 8:23. san francisco officials have a vision of fewer drivers on city streets in the future. the chronicle forced the transportation agency wants the city to be a place where driving would be a last resort. that agency says it should be making roads better suitable for bikers and pedestrians and improving public transportation and car pooling. bart commuters should not expect to see monthly bart passes with unlimited bart rides any time soon. one bart director is pushing for the idea, but the agency says it doesn't intend to take up the topic because the current fare structure works. last time the idea came up was in 2006 and then it was shot down. >> all right, 8:24 is the time. we want to check in with sal once again, keeping a close eye on all the traffic and some pretty big problems out there. sal. >> we are here to shoot an idea down. don't go to the bay bridge. bad idea. well because we've had some stalled vehicles on the bridge

earlier and they had to switch the metering lights on to extra slow. now this is the bay bridge on the top left, it's still very slow. what they are doing to ease the problem is that all the stalls are gone. they have turned the metering lights on to a little faster to cycle the cars through quickly. but still a big delay, at least 25 minutes. san mateo bridge is a good option. if you are coming in, the golden gate bridge looks good and if you are driving out of marin, that bridge is doing nicely. 8:25, let's go to steve. >> we have mostly sunny skies out there. still a few low clouds around, but they don't have much of a chance. a little cool and breezy, but more sunshine today than we had yesterday. sunny, oakland temperatures struggling to rebound from some really chilly readings. we had a lot of 40s and our system is into nevada. reno 54. sacramento 54 and some of the low clouds, a few off the coast and just some scattered low clouds, mainly southern end of the bay as they come down out

what happened, tara? >> well dave, for the past had half hour, we noticed crews have been dousing the area hardest hit by the fire with water. this will keep those tiny dust particles down that are potentially hazardous during this cleanup process. this morning what san mateo county officials are focusing in on are burnt out cars. a neighbor told us he saw a couple vehicles being hauled away yesterday and they are expected to remove the rest of the charred vehicles. they include batteries, paint, and electronics, all which harbor toxic metals. we talked to one resident who said not only has the physical cleanup begun, but the emotional cleanup as well. the county provided psychologists for fire victims who try to prepare for their emotions. >> i'm a little bit on the edge, like when i hear a siren or something like that, it makes me think, ought oh, what's going on? there have been a ton of sirens

going on. i heard one this morning as a matter of fact. >> now the underground gas pipe rupture leveled dozens of houses, killing seven people. the one big concern according to the health department is that once the rains come, that could wash toxic material into the storm drains which lead to the san francisco bay. so as you can see back here live, crews have covered these areas with sandbags to try to prevent that from happening. now luckily the weather is expected to remain good through the weekend. now tomorrow, crews will begin tackling what remains of the homes. we're live in san bruno, ktvu channel 2 news. >> and later on today, the health department will be hosting the latest events designed to help victims of the pipeline explosion. experts will be there to provide important tips on insurance and financial benefits. the meeting begins at 1:00 p.m. at the recreation center on city parkway. >> it is 8:31.

the heads of two massive iowa egg farms are expected to apologize when they testify at a congressional hearing starting in 30 minutes. their facilities produce the contaminated eggs that made more than 1500 people sick. members of congress have told them to be ready to answer questions about dirty conditions at the farms. both farms tested positive for salmonella two years ago and hundreds and millions of their eggs were recalled this summer. a new study out today claims the bay area's largest city has the worst roads of any big city in the country. ktvu's kraig debro joins us live from san jose with details and some examples. good morning, craig. >> good morning, tori. i spoke with a representative for the authors of the survey and just a second, you will hear the explanation as to why concorde, california is on a list of worst roads with san francisco, los angeles, and san jose. >> that's horrible.

massive potholes and the grooves and people swerving to miss them because, you know, they are hitting a pothole and they come over and you are like oh man, lookout. absolutely. >> he is talking about the streets and freeways of san jose. they have been ranked as the third worst in the country by a washington based traffic advocacy group. the top three on the list are all right here. the intersection of tully at monterey, number three on that list. according to the department of transportation, the u.s. faces a $189 billion short fall in the cost to maintain urban roadways and a $375 billion short fall in making significant improvements. on an average, it costs drivers more than $400 a year to repair vehicles damaged by the roads. >> i was driving down here on tully road before they fixed

it, okay, and i went into a hole. there was a hole in the street. and my front end was just smashed in and i needed to get an alignment and it was like -- i was very upset about it. >> now here's a list of the top five biggest cities meaning cities with more than 500,000 people and the worst roads. los angeles, san jose is number one, then los angeles, then honolulu and san francisco, oakland is number five. see concorde at number four? i called the associate director of research at trip and she said that concorde ranking includes the city as well as the surrounding urban areas and when you add those up, you get an area that reaches 500,000 people. she couldn't tell me the area she was talking about. was she talking about concorde to the border of oakland? it sounded strange to me, but basically is this what you're talking about. streets and roadways that are like that, that are badly in need of repair and san jose has been on this list more than

sketch of a man believe responsible for two sexual assaults. the female victims describe the man as african american with a medium build, 5 feet 10 inches to 6 feet tall. the two victims told police their attacker had a gun when he robbed, then sexually assaulted them. both attacks happened sunday night in relatively secluded areas around lake merritt. time now 8:35. san jose police are searching for a driver in a hit-and-run crash that killed a bicyclist. the 25-year-old victim was found shortly before 7:00 a.m. yesterday at losse in the community. he died right there at the scene. we don't know his name as yet, but investigators believe he was on his way to work when he was hit. investigators say they haven't found any witnesses, but if you have any information, contact san jose police. and we do have an update on a deadly crash in san jose we first told you about yesterday morning. police say the driver, 18-year-

old mitch pennings was under the influence when he crashed his ford explorer into a light pole on amadin expressway. his passenger, whose name has not been released was killed. police say pennings was found about a block away from the crash scene. he is facing several charges, including vehicular manslaughter and felony drunk driving. and a 16-year-old boy involved in a deadly crash has been booked into juvenile hall after being released from the hospital. police say he was driving the car that collided with a big rig last friday. 16-year-old psi sack, a passenger was killed. three other passengers were hurt. investigators say they found open beer cans and a liquor bottle at the crash scene. 8:37. a late night car accident knocked out a fire hydrant in oakland creating quite a sight. here's what it looked like. water from the hydrant shooting high up in the air. it all happened when a car and

good morning. a state appeals court ruled that a berkeley teenager who murdered his father at the age of 15 can be held in juvenile detention until he is 25. police say they found the body of charles feyson in his bedroom in june of 2008. the appeals court rejected a defense argument that confinement would not help the young man as required by law. two nevada teenagers are facing prison time after pleading guilty to assault

charges. prosecutors say 18-year-old kendra burtuchi will be sentenced. joseph will be sentenced to ten years in prison. he fired a gun by the sunroof in the car driven by burtuchi. they were driving a minivan who was injured along with another boy. 8:55. the park is joining palo alto in a fight to keep the high speed bullet train away from the peninsula and now the argument is heading to court. the cities are suing to halt the high speed rail plan. they are asking state and federal officials to pull funding for the project, which is about $43 billion and they want the rail authorities governing body removed. the plans environmental impact report is also being challenged. the bedbug problem is bugging a lot of people here in the bay area. santa clara county veteran officials say they received 70
