mendocino county, napa county and around the peninsula, half moon bay, the possibility of sprinkles. showers and thundershowers with 60s and 70s. here's sal. >> reporter: right now traffic is moving along okay on westbound instate 80 as you drive out to the macarthur maze. no major problems. also the morning commute is okay if you're driving on to the upper deck of the bay bridge. small delay at the toll plaza. let's go back to the test being. fire investigators want to know what caused an overnight fire in oakland. this is the second time crews responded to fire at this particular house. jade hernandez has more on this investigation. good morning, jade. >> reporter: good morning. firefighters have been out to this neighborhood before, five times to the very same house. it may seem strange, even suspicious but we know at this point the home that caught fire last night was under construction at some point and the fires halted renovations.

firefighters have fought the blaze outside fearing it was not safe to go inside. a young neighbor described what she saw. >> it basically caught on fire, the garden so like the father grabbed a hose and like basically just like sprayed -- threw water at the trees because it was going to catch on fire. >> reporter: the house is empty. no one lives inside. it's located on 2631 prentice place here in oakland. we do understand there was a man living in a tent behind the home from time to time, a transient. one neighbor said he hadn't seen that man in a couple of weeks but firefighters this morning told me they are not worried anyone was inside at the time sparks ignited the fire. the two-alarm fire did not leave much of a house left. one of the obstacles were tired left inside the home that burned. firefighters are out here this morning monitoring hot spots. we've been told they may be out

here for sometime. we don't know what caused or if this fire is suspicious but we know firefighters have been out here quite a few times before to the very same house. reporting live in oakland, jade hernandez, ktvu morning news. in santa cruz county there is concern some people are being encouraged to take the law into their own hands. someone anonymously posted flyers and video on you tube accusing two young men of a string of burglaries in felt on, boulder creek, and video alleged the pair have been stealing medical marijuana and anything else of value and encourages victims to hunt them down. >> i wouldn't say vigilantism is setting in yet but if these guys keep going, they are going to end up putting themselves into a situation where it's not going to end up good for these guys. >> the santa cruz sheriff's department discouraging anyone from going after suspects on their own and right now

deputies say they can't investigate the thefts mentioned in the flyers because no one has officially reported a crime. time now 6:03. a disturbing high school hazing incident at lahambra high school. the principal found out last week what happened in the boys' locker room. >> they taped his legs together and a couple kids held him down. there were punches thrown and there were a group of students that were spectators but were sort of egging on the whole thing. >> reporter: investigators are still examining surveillance video. the suspected ringleader reportedly could be expelled. >> we are going to get a first look at california's proposed new budget plan today. on friday gov. schwarzenegger and legislative leaders announced they had reached an agreement on a spending plan. today the proposal will be made public. a vote by lawmakers is set for tomorrow but it does need a two-

thirds majority to pass. california has set a record for the longest delay ever in passing a budget. be on the lookout this morning and throughout the day for large groups of kids walking to school. today is international walk-to- school day. all over the place thousands of students, teachers, parents all over the bay area plan to either walk or ride bikes to school. organizers say this is designed to encourage kids to be more active. it also cuts down on pollution and traffic around school areas, right? >> it's nice. there's a safe-routes-to-school program. a lot of cities and areas are instigating it now. so be extra careful. watch out. more people will be watching today. >> that's right. you watch out for the kids. pam, you say that like you're a mom oring. >> we call it walk and roll at our school. and hope for the best. >> be careful. walk to school day. we'll try and remind people of that so they are a little extra safe. let's look at the bay bridge westbound. the traffic is actually moving

if along slowly in some of those lanes. maybe that's an exaggeration but definitely we are seeing a little bit after slowdown at those cash lanes there. moving along and taking a look at 880 north and southbound, there's some sort of a stalled vehicle on the right-hand side. northbound 880 right before 66. and that's causing just a little bit of a slowdown there. and this morning's commute on the peninsula, clearing an accident north 101 near wood- side. they have almost all the lanes open if not all of them but there's activity on the shoulder. there's a little bit of a slowdown. at this point i would still use 280 if you want to have the best bet of not facing a slowdown. 6:07. here's steve. >> thank you, sal. good morning to you all. radar live storm tracker 2, a few blips here and there now. this system seems to be falling apart, the first band going through toward lake county, mendocino county, napa and sonoma. a few light sprinkles or showers. a few reports around half moon bay, also out to antioch of a brief shower or sprinkles. definitely possible today. today is the main day, as you

can see the big low. a week ago they were blazing hot. now they are in the 60s with the rain and also up in the sierra nevada, a pretty crazy day yesterday even out into curran county and higher elevations. they had severe weather. for us today it will be clouds and sun and rain. you can see what's going on. as everything wraps back around that low, it's just -- i mean, 25 miles can make a huge difference in the atmosphere. clouds, sun with showers. 60s and 70s. it will be cooler, that's a given today. temperatures in the city will cool down a little bit from 64. 48 at mount tam which is 6 degrees cooler than yesterday. they jumped up 10 degrees. now they are cooling down as that cool air aloft comes down. morgan hill 49. pleasanton, 54. brentwood is at 55. 30s in the mountains, cold up there. 49 monterey but temperatures 50s across the board for many, even all the way down to the

desert in southern california. you can see that system is pinwheeling in some clouds. look how big this is. it's controlling the weather in arizona, utah, nevada and california, idaho and also into oregon. so it's a big guy. mostly cloudy, partly sunny, showers and cooler. more sun to the south, more clouds to the north. possibility of thundershowers, especially out towards the inland areas. i wouldn't think the coast but with the afternoon heating things could get interesting today and tomorrow. we'll clear it out thursday afternoon. friday looks better then the weekend warmer. >> okay, steve. time now 6:08. the construction worker who's being praised this morning as a hero for rescuing that kidnapped fresno little girl is now telling us about the chase that led to her freedom. ktvu's claudine wong is in our newsroom with his remarkable story and also the reaction from the little girl's family. good morning, claudine. >> reporter: good morning, day. you know, as you hear the details of this rescue, it does seem pretty incredible. you have a good samaritan who was not only very observant but also very persistent not giving up when the suspect did not want to pull over. even the police chief is

calling the rescue of this 8- year-old girl a, quote, miracle of god. certainly statistics aren't encouraging in these types of situations. fresno's police chief saying in the case of stranger abductions, 40% of kidnapped kids are killed before police are even called and within 24 hours 90% are dead. but this story beats those odds and that's thanks to a man who not only watched the news but did something about it. now, for some reason yesterday morning the suspect, 24-year- old gregorio gonzalez, came back into the neighborhood where this 8-year-old girl was abducted just 11 hours earlier. that's when victor perez saw him. perez had been seeing pictures of gonzalez's truck on tv so when it drove by he took action. >> i was yelling but i kept cutting him off so he'll get off the road. first it was a simple question i need to talk to you and he goes e. goes no. my truck's messing up. i need to leave. i said okay. i didn't see no little girl until the second time i cut him off and the little girl stuck her head out and that's when i

said okay, that ain't his little girl right there. >> perez says gonzalez pushed the little girl out of the truck and that's when he grabbed her and called 911. perez also had the presence of mind to write down a partial license plate of the truck. gonzalez was arrested 40 minutes later when he was spotted by a chp officer. the little girl's mother who had tried unsuccessfully to chase down gonzalez after her daughter was grabbed yesterday thanked the community. >> she would like to thank the community, law enforcement and everybody0 that helped her find elisa and bring elisa home. >> now, we don't know why gonzalez went back to that neighborhood but we do know that according to police, sometime overnight he did text his grandmother. his grandmother actually owns the truck he was dry. we're driving. she told him she had seen the truck on tv, some indication he must have known police were on to him. we are learning more about the night the little girl spent the

night with him. the alleged gang member is on probation and is facing charges of kidnapping and sexual assault. claudine wong, ktvu news. >> 6:10 is the time right now. it wasn't the usual presidential address. >> we cannot sustain -- whoops. welcome back. two dozen tankers carrying fuel to afghanistan were set on fire today in pakistan, the 6th attack on convoys taking to supplies to afghanistan since pakistan closed a keyboarder crossing a week ago. the closure left hundreds of trucks stranded making them easy targets for insurgents. the pakistani government closed the crossing after nato helicopter attack in the border area killed three pakistani troops. a. the "washington post" reports that secret talks aimed at ending the war in afghanistan have started between representatives of the taliban and the afghan government. ktvu's allison burns is live in our washington, d.c. newsroom getting reaction to this

report. good morning, allison. >> reporter: good morning to you, dave. the taliban in afghanistan is denying that there are reports this morning that very preliminary truce talks are underway. of course, you can't see any negotiating on the battlefield. nato tv is releasing this vivid front-line video of u.s. and afghan troops trying to take out taliban strongholds around kandahar. you can see the taliban is still putting up a fierce fight but the "washington post" says secret talks are starting to get underway between taliban representatives and the government of afghan president hamid karr -- karzai to end the war. >> we have seen high-level outreach by some members of the taliban to the afghan government. >> reporter: the obama administration has only very recently expressed an openness to negotiating to end the war.

the timeline has u.s. troops beginning to leave afghanistan next year. reporting live from washington, d.c., allison burns, ktvu channel 2 news. bob woodward of the washington post says there's talk in the nation's capitol that secretary of state hillary clinton may run as a vice- presidential candidate with president obama in 2012. woodward says the idea that is reportedly on the table is that secretary clinton would simply change jobs with vice president joe biden. >> president obama needs some of the women, latinos, retirees that she did so well with during the 2008 primaries, and so they switch jobs. >> woodward says then clinton would be well positioned to run for president herself in 2016, but the white house says there's absolutely nothing to the rumor. president obama was caught off guard during a speech at a women's conference when his presidential seal fell off the

[ laughter ] >> the president went on to joke that someone backstage is probably sweating bullets, reporting to the white house staffer who placed that seal on front of that lectern. in other news at home the mill valley city council is considering new restrictions on panhandling along busy roads. several residents have complained to the council in recent months. they say the people who stand in traffic medians asking drivers for money are creating a traffic hazard. the council talked about that issue at its meeting on monday. they asked their staff to research how bad that problem really is. right now it's 17 minutes after 6:00. we want to check in with sal. hopefully no big problems for the commute. >> reporter: you're right. there are no big problems right now. that earlier problem on northbound 101 has been cleared

up. we'll talk about that in a moment. first of all, though, we want to check in with highway 24, which is very busy this time. 24 on the right there, that's westbound 24 on the right heading to oakland, and eastbound 24 on the left. bay bridge coming toward us, you can see traffic is backing up a little bit. this is around the time that they switched those metering lights on. on the peninsula, traffic is still recovering from an earlier crash even though all the lanes are open on 101, redwood city northbound there was a problem near woodside. those lanes are open. there's still debris floating around out there. 280 might still be a good bet for you. 6:19. let's go to steve. >> thank you, sir. we do have an interesting day. this is the one we painted for rain today and so far it's beginning to happen at least a little bit towards peninsula from highway 1, pacifica to

half moon bay. a few reports toward antioch, also up in the for the bay you've had a lot of clouds and a little bit of rain. sun, clouds, showers, rain. heavy rain being reported in southern california. santa maria has heavy rain right now. it's range -- ranging toward the desert and redding. this is a big system so you can get a little bit of sun then it will cloud up and get some rain and be out of there. it will be cooler today. you can see the one band rotating around from san francisco, pacifica north. clouds, sun and showers, possibility of thundershowers later on. 40s and 50s. cooler than yesterday. this low is lifting north and that puts us into the possibility of mostly cloudy conditions, showers, possible thundershowers and cooler for all. we had 80 in santa rosa yesterday. not today. 70s there, 60s for everybody. this system will linger into thursday and more inland by thursday afternoon. it will start to move out. then friday looks much better. saturday and sunday, your weekend will be sunny and warmer. here's to you, pam. >> good. thank you. cisco systems is promising a

big announcement a little later this morning. there are reports that cisco has a new consumer version of its tell he presence videoconferencing system used by businesses. insiders say the san jose-based company is preparing to take aim at skype and polycome with the system but it would require a $30 a month subscription plus it would cost $600. skype is free. clorox says it needs to add another building to the corporate campus in oakland that will become its major research and development facility. it has already announced plans to consolidate 1100 workers to the hacienda business park campus but clorox headquarters will remain in oakland. time now 6:20. a real-life prince to the rescue. we're going to tell you what england's prince william is being praised for doing. >> and four political fight in the bay area. we'll tell you where there's no holding back in the personal attacks as election day gets

they have had switched on the metering lights. in and out of marin county looking good. the time is 6:24. back to the desk. breaking news just coming in. police in los angeles have just arrested the man accused of stealing a van and deliberately ramming a fremont motorcycle police officer. los angeles sheriff's deputies say alexander diaz is a 36-year- old parolee who was arrested after midnight in east los angeles. you see his picture there. he was here in the bay area monday morning, specifically to steal a delivery van, and they say officer todd bauer spotted him after stealing a van with flat screen tvs. the motorcycle officer was stopped when he saw the stolen van coming straight at him. the injured officer is expected

to get out of the hospital later this week. we'll have more details on all this coming up throughout the morning. in other news, marine biologists want to know why a pregnant blue whale has died. it washed ashore at bean hollow state beach on saturday in san mateo county. scientists believe that 80-foot whale probably died a few days before washing ashore. britain's prince william has finished his first royal air force rescue mission. the 28-year-old prince copilotted a helicopter that airlifted a sick man off an oil rig over the weekend, his first rescue since graduating two weeks ago. prince william is expected to spend three years as a search and rescue pilot. he is number two in line to britain's throne. gov. schwarzenegger will appeal the federal government's controvertial decision in the san bruno gas pipeline disaster.

fema rejected a request for millions of dollars in disaster aid. the federal agency says that state and local agencies have not yet been overwhelmed and that is a crucial requirement in getting money from washington. san bruno's mayor says the appeal involves a lot more than money. he says a federal declaration would bring national attention to the pipeline safety issue. election day is four weeks away, and now the race for mayor of richmond has gone negative in a big way. richmond's police and fire unions claim to have dug up dirt on mayor gail mclaughlin. they say court documents show that before becoming mayor she filed for bankruptcy and that she suffered from serious psychiatric disabilities and could not hold down a job. the mayor says it's all a smear campaign. >> the mayor's never been there for police or fire on many issues we care about. truth is the mayor is not the leader we thought she was. the information about her background confirms that. >> i believe my past challenges

[ applause ] >> reporter: the union says the mayor has not been supportive of them in the past and they plan to launch a series of political ads today highlighting the mayor's bankruptcy. the mayor meantime produced documents showing she is repaying her debt. a berkeley school reopens this morning after being evacuated yesterday because of a suspicious package. the bomb squad rushed to cragmont school yesterday afternoon when that package was found in the principal's office. investigators say it appeared to be lawn of box with wires sticking out. and it was detonated. no one was hurt. a fell on investigation for allegedly starting a fire with a blow torch and explosives. sheriff's deputies say 65-year- old john blanchard left a propane blow torch unattended

in a princeton storage yard friday afternoon. that blow torch caused a nearby container of gunpowder to explode. officials say blanchard was living at the storage yard illegally. he was taken to the san mateo county jail. well, he is healthy, he is ready to play ball, but the giants player may miss the playoffs. >> reporter: fire first called for the fifth time to the same house in the same neighborhood. we'll explain why coming up.

youth entrapreneurship challenge. take a look at those faces. >> we could work for them some day. >> if we're lucky i guess. opening up following gains in asia and europe. we'll get the numbers for in you a moment. thank you for joining us for the ktvu morning news, wednesday october 6. fire crews are still on the scene of an overnight fire. it started shortly after 11:00 at a home in oakland. ktvu's jade hernandez is there now with a look at why this fire was so hard to put out. good morning, jade. >> reporter: g i just spoke to the battalion chief who responded to flames last night. he told me this fire is possibly suspicious. squatters may be the culprit but that an arson investigator will determine for sure later today. this fire broke out in oakland last night around 11:00.

firefighters arrived and were fighting the fire from inside until they were pulled out for fear that the holes in the floor made it unstable. then information came to firefighters on the scene that this home located at 2631 prentice place had burned before, four times before. a neighbor said the house was under construction and that fires halted renovations previously. the house is empty. no one lives here and we understand that there was a man living in a tent or the garage behind the home from time to time, a transient. but according to a neighbor has to the been around for the past couple of weeks. one of the obstacles for crews were the tires left inside of the home. those tires fueled flames but firefighters gained control of this two-alarm blaze within a you are -- an hour. >> it basically caught on fire, the garden so their father grabbed a hose and basically just like sprayed -- threw water at the trees because it

was going to catch on fire. >> reporter: no one was hurt in this fire. no one lived inside. again, firefighters say this fire is possibly suspicious, but it is still under investigation. and firefighters are still out here this morning. several relief crews have been out here monitoring hot spots and they will be out here for a few hours more. reporting live from oakland, jade hernandez, ktvu channel 2 news. time now 6:32. an early-morning fire destroyed a home in sunnyvale. we just got some pictures in from there. look at this. the fire started just before 4:00 in the 1,000 block of fairwood. fire crews say the home was being remodeled at the time so no one was home. still not clear why this fire broke out though the crews are still investigating. no other homes were damaged. frantic search continues for a novato man who vanished while visiting fort bragg with his fiance.

jennifer renos reported her boyfriend michael o'brien had been missing five days show. told police she last saw him at the emerald dolphin inn september 27th. police found personal items that belonged to him near a bluff. if you have any information call fort bragg police. new officers will soon be patrolling the streets of five bay-area cities. grants will allow them to keep or add officers. san jose is expected to get $17 million to fund new police officers for three years. other police departments receiving grants include newark, pin ol' and pleasantville. the grants come from the justice department's organization called c.o.p.s. the giants begin their playoff series at at&t park tomorrow night and barry zito may turn into a highly-paid cheerleader. the coach must decide which players will make the roster

drive into concorde this morning. the morning commute looks okay if you are driving at the toll plaza, but there is a little bit of a backup now because they've turned those metering lights on, which always slows traffic a little bit. westbound 580 in liver livermore, traffic is past all the way through dublin. steve? sal, thank you. we have clear skies and mostly cloudy skies, depending on where you are, even a few light showers. it's going to be one of those days statewide. there are some very heavy rain reports coming in from southern california from san diego to l.a. a week ago l.a. was 113 degrees, a week ago yesterday. now they have rain. and also up towards -- you can see spreading northward, santa barbara, getting close to salinas, monterey and the sacramento valley. we've had some on the northern sacramento valley, redding, red bluff rotating around this bigelow. you can get a look at it dominating the entire west coast. it's one of these -- like throwing mud against the wall, see where it sticks. it could stick on us or miss us. it's so close. we have to go with sun, clouds

attempted murder of a police officer. this all began on monday morning around10:30. police say diaz stole a delivery van full of flat- screen tvs. the call went out on police radio and a few days later diaz was spotted on mission court. patrick broward county have time to respond when police say diaz ran him over in a van. he crashed into a light pole and got away but the officer was strapped while other officers and standers by worked to free him. he had a compound fracture in his leg and according to police his toes were crushed. about 8 hours after that there was a search of a south hayward bart station. police board the train and pulled the man off. police won't say how they knew the man was on the train but the arrest of that pan is -- man is connected to the crime down here. the man was let go late in the

afternoon yesterday. police released the identity of diaz saying he is from l.a. and a parolee wanted for grant theft out of l.a. he was here specifically to steal a van with merchandise inside. we are going to make some more calls down to the l.a. county sheriff's' office. i did speak to a deputy down there and it tells me that he searched the computers and diaz is not being kept in the l.a. county jail. so perhaps the task force includes some of their outside agencies. they will work on that and we'll have more information for you. kraig debro, ktvu channel 2 news. 6:44. a tennessee family is homeless this morning after firefighters refused to save their burning trailer. people are talking about this. the homeowners say theying for to the pay the annual fire protection fee of $75. the homeowner offered to pay the fee after the fire started but firefighters wouldn't take the money. this is what happened. firefighters eventually got
