>> i'm tori campbell. it's wednesday, october 6th. we begin with breaking news. authorities in los angeles have arrested the man accused of stealing a van and deliberately ramming a motorcycle officer. alexander diaz is a 36-year-old parolee from southern california. sheriff deputies say he was arrested early this morning in east los angeles. police say he was in the bay area monday morning, specifically to steal a delivery van, and they say officer todd brower spotted him just moments after diaz stole the van filled with flat-screen tvs. hethe injured officer -- the injured officer is expected to leave the hospital later this week. kraig debro will have more at 7:30. fire investigators want to know the cause of an overnight fire in oakland. this is the fifth time firefighters have put out a fire at the home in the

fruitvale district. ktvu's jade hernandez is on the scene with more. >> reporter: we know this morning that tires fueled the flames inside this home. you can see. not much left of the house. firefighters will be out here monitoring hot spots because of the tires that fueled the flames. the battalion chief what initially responded to flames told me by phone just an hour ago that this fire is possibly suspicious. scwawters could be the come -- squatters could be the come trit. they don't know. this fire breck out around 11 -- broerk out around 11:00 -- this fire broke out around 11:00. then come to find out this home has burned four times before.

we're hearing more from the good good samaritan who rescued remember. claudine wong has more. >> i spoke with the man who saved this little girl. he's been very busy telling his story. he doesn't know this little girl or her family. but he says he watched the news and when he saw the truck pass through the neighborhood, he went after this. even the police chief calls the rescue of this 8-year-old girl a miracle of god. this story beats those odds and that is thanks to a man who not only watched the news but did something about it. now, the 24-year-old man came back into the neighborhood where the 8-year-old girl was abducted. that's when perez saw him. he saw pictures of the truck on tv. when it drove by, he took action. >> i was yelling at him, to get

him off the road. first, i said, i need to talk to you and he said my truck is messing off. i need to leave. i didn't see the little girl at first and then she stuck her head out. >> reporter: the driver -- gonzalez was arrested 40 minutes later. neighbors say the little girl was scared but is obviously grateful to be home. the father is also expressing his gratitude. >> translator: the father as well is very grateful for the help of law enforcement and is very happy his daughter is home. >> reporter: we still don't know why gonzalez went back to

the neighborhood. we're not sure what he told his grandmother who he texted. we also are learning heartbreaking details about the night this little girl was forced to spend with her. police say they went to a rural area and he threatened her after assaulting her. he faces kidnapping and sexual ail assault charges. we're hoping to get the good samaritan here live. i will let you know. there's concern that some people are taking the law into their own hands. someone posted video on youtube accusing two men for stealing

medical marijuana and anything else of value and encurables -- encourages victims to hunt them down. >> i wouldn't say vigilantism has set in. but if the guys keep going, it will turn into a situation where it's not good for these guys. >> the sheriff's department discourages anyone from going after suspects on their own. 7:08. well, today we will get the first look at california's proposed new budget plan. last friday, governor schwarzenegger and legislative leaders announced they reached an agreement on a spending plan. today that proposal will be made public. a vote by lawmakers is set for tomorrow. it needs a two-thirds majority to pass. california has set a new record for the longest delay ever in passing a new budget. be on the lookout for large

with the taliban. while u.s. operations engage to drive out the taliban fighters, "the washington post" is reporting that taliban representatives and the government of hamid karzai have begun secret high-level talks to negotiate an end to the war. it was said negotiations were impossible until all foreign troops withdrawal. but reported talks are on the way. now, the pentagon is not confirming the talks other than to say that there has been some outreach by the taliban the obama administration has only very recently expressed an openness to end the war. alison burns, ktvu channel 2 news. >> thank you, alison. 7:16. more than two dozen tankers carrying fuel to nato troops in afghanistan were set on fire today in pakistan.

just over an hour ago, police confirmed to ktvu that a man is under arrest in connection with the hit and run crash involving a fremont motorcycle. kraig debro has new information about the arrest. good morning, kraig. >> reporter: good morning, tori. i just fond out from fremont police around 5:00 a.m., lapd along with detectives arrested alexander diaz, the 36-year-old man wanted here for attempted murder on an officer, among

other things. diaz started out what happened on monday with stealing a van and then running over the the officer --. this is sergeant swaner. your officers went to make the arrest. what happened that led them to l.a.? >> late yesterday, our officers went down there. the suspect had relatives down there. he was seen at a home and they took him into custody at 5:00 a.m. when he exited the residence.

>> reporter: was there any struggle -- >> no. he's currently in custody and we -- >> reporter: we also understand that somebody may have recognized him from media reports and reported his movement to you guys. >> yeah. yesterday evening we received -- based on the news media coverage on this, we received information from a citizen who claimed to have been contacted by the suspect. the suspect requested a cab be called for him. that cab dropped him in an area near san jose near a bus terminal, at which point it appears he boarded a bus and went to southern california. diaz is accused of stealing a van on lippert and on mission court, running over an officer.

maps to bay area emergency agencies. at the same time, pg&e is asking those agencies not to release those maps to the public for security reasons. earlier pg&e said the information was so sensitive it had to be kept secret even from emergency response agencies. however, pg&e officials changed their minds because of mounting political pressure. a second lawsuit has been filed against pg&e making the same basic claims as an earlier lawsuit. they want an unspecified sum for injuries and property damage. this lawsuit seeks class action status and it request pg&e turn over the $100 million victims' fund to an independent party. a fire destroyed a home in sunnyvale overnight. it started just before 4:00 on the 1000 block of fairwood. firefighters say the house was

being remodeled. still no word what caused it. they say no other homes were damaged in the blaze and nobody was injured. investigators in the east bay are looking for the cause of an apartment house fire. there's no word on the injured, including one firefighter. the red cross is helping the six other people left homeless. the fire cost an estimated $500,000. a berkeley school is open again this morning after students were evacuated yesterday because of a suspicious package. now, the school was evacuated and nearby streets were closed down yesterday afternoon after the package was found in the principal's office. the bomb squad was called in but they determined it was just a lunchbox with wires inside. no one was hurt. school officials in martinez plan to hold a special meeting about campus bullying next week. this is in response to a

disturbing high school hazing incident at alhambra school. the principal suspended seven members of the freshmen football team after finding out what happened. this happened last week inside the boys' locker room. >> they taped his legs together. a couple of kids held him down. there was some punches thrown. and there were a group of students that were spectators but sort of egging on whole thing. >> investigators continue to examine the surveillance video. the suspected ringleader may well be expelled. 7:35. fights in downtown walnut creek are raising questions among residents and city officials over what to do about the troublemakers. officers were reportedly slow to respond to the first fight to the club because all of the officers on duty were dealing with near fight at the vice ultra lounge a few blocks away. >> we had all officers there

more than an inch of rain fell at the reno/tahoe airport on monday, breaking the old request of .25. highway 89 was closed because of snow. two teenagers from utah are in critical condition in a las vegas hospital after being struck by lightning. the boys were standing outside their high school in santa clara utah when they were hit. the boys were initially taken to the hospital but then were taken to a burn center in las vegas. it's never happened before but there's talk of a major shakeup at the obama administration at the next presidential election in 2012 and we'll talk to the good samaritan who rescued the 8- year-old girl. we'll join him live.

second set of fremont detectives are on an airplane and headed down to l.a. earlier this morning, lapd along with other fremont detectives arrested a man wanted on a fuj tifn warrant -- fugitive warrant. this is the man. police wanted him for not only stealing a van but for allegedly trying to run over and kill a fremont police officer. detectives had had an idea that diaz might be in l.a. early this morningland followed diaz to a house in east l.a. at 3:30 this morning. >> they continued to watch the house anded a about 5:00 a.m. this morning, he came out of the house. it was confirmed that was him. the officers made contact with him and took him into custody. >> reporter: he was arrested without incident and did not have any weapons. on monday, around 10:30 police

say diaz stole a van full of tvs at lippert. the call went out about the stolen van and then later, the man was spotted by auf officer patrick brower. he ran brower over. brower is suffering from a compound fracture in his leg and crushed toes. diaz's pictures was all over. >> after seeing the news media coverage about this, that individual contacted our individuals saw a photograph of him and said that man is the man who we helped get a cab who got him to a legal bus company. >> reporter: and the bus company confirmed that diaz bought a ticket for l.a.

now, this morning, the police officer is still recovering from that compound fracture in his legs and crushed toes. he's expected to recover. diaz is expected to return back here to the area. just when is not clear. detectives have gone down to l.a. but he could fight the extradition. he's on patrol for grand theft that could get in the way of his legal proceedings but the idea is to bring him back here as soon as possible and he will face charges of attempted murder. and also the theft of the van. kraig debro, ktvu news. fire crews are still monitoring hot spots on a suspicious overnight fire. it started shortly after 11:00 at a home in oakland's fruitvale district. jade hernandez is there now with a look at why fire crews are so familiar with this

property. good morning jade. >> reporter: good morning. a neighbor told me this home that caught fire has been vacant for some time. it was sold and the house went into bankruptcy. since then, transients have lived there from time to time. the fire broke out last night. information came to firefighters on the scene that the home had had burned before, four times before. a neighbor said at one point the house was under construction and the fires halted renovation. another observation from firefighters, tires fueled flames. the house was empty at the time the flames sparked. but those people who do come

marin biologists want to know why a pregnant blue whale has die. it washed ashore on the beach on saturday in san mateo county. scientists believe the 08-foot whale probably died a couple of days before it washed ashore. 8:23. san francisco's controversial alcohol fee did not survive a veto by mayor newsom. seven supervisors voted yes to approve the fee but eight are needed to override the veto. newsom argues the free is a bad idea. advocates say the fee would only amount too a few cents a drink and the city needs the money to treat alcoholics. the mill valley city council is considering banning panhandling along city roads.

dlin ritually running down a fremont motorcycle cop. now, the suspect in this foe is a 36-year-old parolee from southern california. sheriff's deputies arrested him shortly after 5:00 this morning in east los angeles. police from fremont also helped out. police say diaz was in the neighborhood here monday morning morning too specifically steal a delivery man. and officer brower spotted him. investigators say the motorcycle was stopped at warm springs boulevard when he saw that van coming straight at home. the injured auf is expected to leave the -- officer is expected to leave the hospital later this week. the suspect, diaz, is expected to return here to the bay area either tomorrow or friday. it's 8:30. the man with credited rescuing a kidnapped third grader tells ktvu that he was only scared
