would provide disaster relief to the victims of the pipeline explosion. a hearing was held. it aims to reimburse san mateo county, the city of san bruno and local years for any unrelated tax losses. it also extends a property tax exemption to those who have host their homes. >> it goes without saying that we never would have imagined the potential for such a devastating situation in the city of san bruno nor the financial situation that's now in front of us. san francisco firefighters and the coast guard worked together on a dramatic rescue of a woman who swam out into the ocean. the rescue happened off ocean beach late this afternoon. ktvu was told that the woman appeared despondent when she jumped into the water. rescue crews say a surfer got to her first while onlookers called for help. a coast guard cutter took the

woman for medical treatment. a man fell off his 32-foot into cold bay waters this morning. his boat kept right on going. minutes later, a man was pulled out of the water. but the unmanned boat was gone. it turned up about 20 minutes later when it crashed into a dry dock in san francisco. the coast guard said the boat had had minimal damage the man was in his 60s and he was not hurt. details of california's long overdue budget agreement are finally being revealed. the budget conference committee discussioned the plan, it maintains education funding, it also does not raise taxes. >> our cal works program which is nationally renowned to transition folks from welfare
