supported today's protest because of its timing. >> reporter: it's paul chambers, 200 students took part tonight in the day of action. they received help even from the alameda county sheriff's. they temporarily shut down after they took up three rooms. they brought in required and limited -- police required in limiting the access to that room just to keep the peace. for several hours, students took part in a day of action. some students walked out because they say the state isn't doing enough for education. especially when the budgets are being cut. there will be 1,000 positions

eliminated on this campus alone. >> i feel it for students when they can't get into classes, i feel it for our professors when classes are being cut. >> the problem is we all just stay in our classes and do our normal thing, everybody will forget there's still a mayor problem. >> this isn't letting people out of class, this is part of education. >> reporter: while some came to protest others say they suffered because the protest permitted students to study for tests. >> that's why the protest is a big problem, they say this is all about education, why get in the way of my education. >> reporter: and the disruption continued as students decided they wanted to take over two rooms of the library as students held a sit in.

and a drop for unemployment claims has helped -- freddie mac says the reality on a 30 year fixed loan is now just 4.27%. this is the ninth time in 12 weeks the interest rate has hit a new low. mortgage rates followed. president obama has decided not to sign a bill that would have losened some of the regulations covering morning foreclosure documents. the president used a rare pocket veto in which a bill can die if the president does not sign it in 10 days. the president is worried that the bill could worsen problems

places county wide to 23, serving 132 districts. napa county has implemented a mandatory vote by mail system over the past four years in many of the counties less popular precinct. officials say they get better turn out where voters are forced to vote by mail. right now santa rosa are set to expire in 2016. but if measure d passes the boundaries would remain in place until 2035. and if petaluma's measure t passes, it's boundaries would stay in place until 2025 instead of expiring in 2018. right now lawmakers are voting on a state budget, coming up we'll take you inside the capital building and tell you why most lawmakers say they are not very happy about it. and big weekend coming up,

san francisco's police chief is warning his department could see drastic reductions. limits on new police academy classes could mean the city loses 20% of their police officers. the chief says the concern would be much greater if the city were facing a rise in crime during these budget troubles. but right now, crime is over all 10% compared to last year. tonight there is progress to report on the state budget. lawmakers are beginning to cast their votes. the end to this budget battle

though is still not in sight. >> reporter: we'll tell you where we are right now. assembly members are starting to vote on the main budget bill, saying that they'll work on the small changes later on. these are the smaller bill, details that need to be works out before they can reach a final budget. the negotiations could go late into the night. with the budget 99 days overdue, state lawmakers are finally voting on the state budget. leaders such as speaker juan perez crafted the budget with the governor. tonight they are reporting it is flawed. >> there's no such thing as a perfect budget. this will compromise necessary to find a 2/3 majority. >> reporter: both houses are scheduled to vote today on the

97 bill budget. and provides 9 million more in spending than last. the bills pushes those deficits off to a new fiscal year. critics also point out the budget proposal relies on $5.3 billion in federal aid. so far the state has only secured about 1.3 billion. lawmakers who cast their votes in favor of the bill say they need it to end the more than three months of budget limbo. >> i did vote for the main budget bill, the trailer's bills is where the details are. and so i think there are concerns there and we'll continue to have the style out hopefully. >> reporter: the one thing republicans and democrat lawmakers can agree on is that the system needs to be reformed. >> you can keep sending new people up here but if you don't change, the governor is not going change the outcomes. and what we're doing tonight is a necessary thing but not a good thing. >> taxpayers are upset. and we need to get the job

the coast guard has been working all day long to contain a diesel spill . the diesel is coming from a 37-foot recreation boat that sank. they put boons around the spill. the white house is rejecting the findings of a preliminary report that is highly critical of the way the obama administration handled that bp oil spill. the report says the administration blocked government scientists efforts to inform the public of worse case estimates of the amount of

oil spewing in the days immediately following that oil rig explosion. the white house insists it did not try to block any of the information it had and says it responded to the disaster in an unprecedented manner. >> it was the largest environmental disaster that we have ever faced. and we attacked it with the largest federal response. the report also says white house officials were overly optimistic in believing that bp could handle the gulf disaster. the report is being conducted by a commission appointed by president obama. the commission is expected to issue it's final findings in january. for the first time fewer than half of americans say they oppose gay marriage. the research center shows the shift in public opinion. 48% of those asked say they are against same-sex marriage. 42% of people surveyed say they

support it. last year 37% said they favored it. interns -- 62% of college educated 30 years were married own had been married. it's a very significant shift since the 1990s. that's when less college educated americans were married. and as the iraq war enters its tenth year, the loud and also the quiet day some americans are marking the anniversary of the country's longest war.

francisco city hall. mayor gavin newsom made a deal with the atlanta's mayor, if the braves win newsom will fly the braves flag. in turn, the atlanta mayor agreed he would fly the giants flag. a highway patrol sting today was bad news for some drivers on four wheels and also 18 wheels. chp officers say the main goal is to catch speeders but this part of i580 is one of the only interstate highways where big trucks are not allowed. some truckers who miss or ignored the signs were reminded

race for lieutenant governor as newsom and maldonado squared off in the south bay. and thieves targeted a memorial meant for bay area heros. steve jobs has apparently lost the battle to demolish a building. jobs will bulldoze the current mansion which preservationists fought to keep. the new $8.5 million home he will build will actually be about 1/3 the size of the one being demolished. the architect firm handling the rebuild is also the one that designed the iconic apple stores. san francisco and berkeley are among the oldest cities in the country. in both cities more than half the houses were built before world war ii. they are the oldest cities west of the mississippi river to hold those distinctions, the others are in england.

the bay area went through a housing construction boom. in you live along the russian river, keep an eye on your boat tomorrow because the rivers flow is going to increase. that's because the army corp. of engineers plans to start releasing water through coyote dam. with the rainy season just around the corner, they need to make room for storm run off in the months to come. increasing flow into the russian river is expected to improve migrating conditions for salmon. and the bay area is opening its arms for all the visitors that are coming this weekend for many reasons. >> reporter: i have to confess, i know we're not supposed to have favorites. but october is my favorite month of the whole year for the bay area. and here we have fleet week, all combines to make for outstanding bay area living this saturday and sunday. first we go outside. we have no fog at the coast.

blunt force trauma. they plan to take more tissue samples in an effort to determine exactly what happened. a former bush administration praised the obama administration decision to deny endangered species protection for a california fish that can only be found in the central valley. environmentists say the number of split tail fish have been on the decline. the wildlife services found that the fish did not warrant protection. the agency says their numbers go up and down dramatically in response to snow and rain. only 60% of americans plan to get a flu shot this year. today the national foundation for infectious diseases met in washington to stress that everyone six months and older should get vaccinated this flu season. and that those who got the h1n1 vaccine last year still have to get one this year to be protected.
