>> i think the city and nummi is definitely looking out for the fans. >> no problem, beautiful weather, no traffic. >> reporter: traffic is a big part of the problem for taxis. cab drivers complain they have only one small loading area. they say they want another on third street. >> we're the largest ramp taxi service in the city and if we can't get into the park, and we have a wheelchair sitting over here waiting for us, like i can't do it. so i get a ticket for unloading. >> reporter: nummi spokesman paul rose told me by phone late this afternoon, they are examining the idea of placing a loading zone for taxis. and giants fever is spreading to sacramento. the bust of david brodrick in the senate chambers of the state capital is now dawning orange and black in a symbol of

giants pride. brodrick was a state senator from san francisco in the mid- 1800s, he was said to be control san francisco and was described as utterly vicious. brodrick was killed in an 1859 fight that he had with a former friend at lake merced. a lot of giants fans have been sending us pictures and we've been posting them. here's a look at one on our website ktvu.com. you can sends us your pictures and see how other fans are showing their giants pride. just go to the orange october section on our home page. california's record budget stalemate is over after 100 days of turmoil, lawmakers today approved a spending plan and just moments ago we learned that governor arnold schwarzenegger has signed that new budget. the legislature has finalized the $87.5 billion budget plan just after sunrise. it includes about $7.5 billion in spending cuts with about a billion dollars slashed from public safety and 3 billion from schools. no new taxes or fees. >> we all gave something up in

order to get to that sweet spot of compromise. >> reporter: the new budget does rely on some optimistic future assumptions including federal reimbursements and $1.4 billion in tax revenue. after passage of the budget the governor headed to the bay area where he got a warm reception. governor reed praised the governor for breaking the dead lock. but the mayor says any budget is better than none. that doesn't mean the city will get more money, in fact, it might get less. >> it's good to have that behind us. >> reporter: teachers say the teachers cut to education come on top of hundreds of lay offs. oakland police will soon

begin training following several indents with animals. >> reporter: we're here at the east bay spca where this pit bull mix is getting some exercise. today oakland police also came to the spca to receive training for its officers. anthony bats didn't come here to pet a few dogs. he came to ask the spca what to do when officers encounter dogs. in an incident captured on home video last may an officer shot and killed a scared deer that ran into an east oakland backyard. last year an officer fatally wounded a dog named gloria. >> we're going to learn the skills, spca is going to teach

us. >> reporter: bats says he wants to equip officers with animal polls and learn ways to stay away from animals without using deadly force. >> these are the experts they deal with aggressive dogs all the time so we want to learn from their expertise. >> reporter: the training will focus on animal behavior, bite prevention and how to handle wild animals. >> being able to do some things to quickly assess whether that animal is truly accessing or is simply protecting and will back off. that is some of the things we hope we can offer to them. certainly different steps they can take if there is escalating behavior toward them. >> reporter: the training is expected to begin early next month and take several weeks to complete. the spca also plans to write officers with updates and refresher courses. rob roth, ktvu news. construction crews lefted a car from a sink hole in richmond this afternoon. nearly six months after it was

swallowed up by the earth. the 2002 honda civic was one of two cars reported missing when the giant sink hole measuring 40 feet wide and 100 feet wide opened up. no one could find that car until this morning. the owner says she had a long fight with her skeptical insurance company. she now drives a saturn and know says the insurance company can do whatever it wants with that honda. crews received a call around 11:15 last night. when they arrived they said the building was engulfed in flames. they had to call for back up because the restaurant is on the water. >> there were several attempts to fight the fire from land. the chief thought the best call would be for the fire boat.

>> reporter: the fire boat was put out of commission seven years ago due to budget cuts. it's supposed to be used only in the event of a major catastrophe but turned out to be very helpful last night. a boat anchored outside the restaurant was also destroyed. no one was hurt. on a voice mail recording you can hear both brown and a campaign staffer talking and that's when the staffer is heard calling whitman a [ bleep ]. her campaign called the comment an appalling and unforgivable comment. a first of its kind event

they focused instead of speculation that the federal reserve may be ready to do more to prop up the economy. the dow jones closed above the 11,000 mark for the first time in months. the nasdaq picked up 18. despite those rising numbers on wall street, the labor department released the final monthly jobs report before the november election today and it shows the nation lost 95,000 jobs. unemployment remained stuck at 9.6%. ktvu's consumer editor tom vacar joins joins us now with this story. >> reporter: how height is money? look at this, this add office in oakland was closed and consolidated to one downtown. to save jobs the city of antioch and many others held another regular furlough friday. for many local governments, former edd director michael burnick says today's jobless report reflects a reality, furloughs are not enough.

>> public sector employment has been largely immune from the ups and downs of the employment cycle. in this economy and for the first time we're seeing local government employment in particular going down. >> reporter: while private- sector jobs grew by 64,000, public employment lost 159,000 positions, most not census workers. >> a bigger part was the drop in local government throughout the nation. >> the demand for public services has only gone up. >> reporter: here at the concord edd, the contra costa service board is housed. >> the challenges now are compounded and make it i think everyone harder to find out way out of this. what we're seeing now is unlike anything we've seen. through generations. >> reporter: normally the stock market would react very negatively to such a large loss of jobs. but it's the kinds of jobs that are being lost that count. >> you don't want to see anybody lose their jobs but if

you're going to see somebody, you rather come out of the public sector instead of the private-sector. because it's the private-sector that's going to grow our economy. the silver lining to the jobs report is we did have private- sector hirings. >> reporter: don't forget unless the private-sector economy picks up and soon generating tax revenues, many more local, county and state jobs, their cuts will insue. i'm consumer editor tom vacar, ktvu channel 2 news. the nation's biggest bank, bank of america is going to freeze repossessions of forclosed homes in all 50 states. officials are concerned that some homeowners may have been evicted due to flawed or unverified documents. associated press says it has court papers that quoted a b of a official. she reportedly acknowledged signs hundreds of foreclosure documents a month without reading any of them. b of a plans to review

timid, solitary animals. sometimes glimpsed offshore. a quick dark fin is what you might seen. short breaths nickname them the huffing pig. >> there were none in the san francisco bay at the time now they are back and they are here every single bay. there might be something going on with the ecosystem with the bay. it could be something really positive. we want to find out. >> reporter: researchers are beginning what would be at least a five year project to try to unravel the mysteries of these smallest of marine mammals. >> trying to find out what they are doing here by tracking their movements. tracking them as individuals through photo identification. >> here we go. >> reporter: scientists now have a catalog of 125 individuals. until now almost all that was known was from stranded dead animals. >> now we have a chance to really see what they're like in their natural behavior, looking at them from shore and from boat in san francisco bay.

>> we can see them underwater, mating behavior. mothers and calves suckling and it's a view afforded nobody else in the world really. >> reporter: and it's a view scientists are asking you to share. especially your photos. go to our website ktvu.com and click on web links. they've seen harbor porpoises around the golden gate, salsalitos to tiburon. but years ago they were common throughout the bay. a sea lion that was shot in the mussel by a fisherman is undergoing plastic surgery today at sea world. he's been nicknamed sergeant nibus after the sheriff county deputy that rescued him. the adult sea lion won't be able to return to life in the

wild and will remain at six flags for the rest of his life. he will be kept in a dry recovery area for the next six days. let's check the weather now. looks like a beautiful weekend on tap for the bay area. >> looks like a good one, with everybody coming into town both saturday and sunday. we go outside, there's a little bit of patchy fog right along the coast. we're showing up in pacifica and mont era, it'll get back in there tonight. you can see the fog just a little further south. it'll fill in along the coast, it's patchy, not a big deal. it'll be there in the morning and patchy form, but for the most part, this weekend warmer. it might get you some 80s in the warmest spots. most of us upper 70s. then on sunday i think we will see mid-80s and upper 80s. santa rosa 46, that's cool. this time of year you wake up.

46degrees feels really cool. in the valley, low 40s, upper 50s. we're south of this event so high pressure will set up, it'll tweak temperatures up a bit every day. today we had 70s, tomorrow low 80s. sunday upper 80s. it's a good weekend. around the bay lots of 60s and 70s. tomorrow look for the oranges. those are your 80s and they start to fill in. sunday there'll be more oranges that will fill in toward the bay. so mark tamayo will be here saturday and sunday and he'll be showing you probably the hottest day in the week will be sunday. maybe with temperatures into the mid-90s. tomorrow, 80 in napa, 70 in vallejo. fire danger comes up a little bit but it's not off the chart as you might expect this year as it can often be. 83 in pittsburgh, patchy fog both days.

but a lot going on this weekend. they say it'll bring 1 million people to the area both saturday and sunday, it might be a little more than that. traveling is going to be awful this weekend. >> get on the bay bridge or the golden gate early. >> i bet the golden gate is going to be ugly. >> all the people getting to see the game, it's going to be great because of the gorgeous weather. we're gearing up for tonight, high school game of the week. it's a historic sight. it's washington against lowell at kesar stadium under the lights. i have a live report coming up.
