>> reporter: we want to give you a live look at the san mateo bridge right now, where things are slowing down. the morning commute is affected by emergency repairs. we'll tell you what they have to fix coming up. we are just now hours away from a major announcement involving a summertime fire that gutted a bay area school. >> reporter: why the county is getting ready to test hundreds of students on a local high school. one of the republican party's biggest stars makes a

rare trip here to the bay area today. "mornings on 2" begins right now. and good morning to you. welcome to "mornings on 2." i'm dave clark. >> good morning. i'm pam cook. tori campbell has the day off. it's thursday, october 14th. well, drivers could be in for a rough commute this morning, especially on the san mateo bridge, where emergency repairs are taking place right now. ktvu's claudine wong is out there at the bridge live this morning with more on what's causing the problem and how the traffic is looking right now. good morning, claudine. >> reporter: good morning, pam. yes. we told you it would be slowing down this morning, and right now it's doing just that. i want to give you a look at the westbound direction of the san mateo bridge. this is where the problem is. you can see that slowdown and take a look at the right, you can see the right lane shut down. the lane is shut down because of the emergency repairs that need to happen underneath.

you are not seeing any caltrans crews right now on this section because there's really nothing they can do at this point because they are waiting for the necessary pieces to fix the problem and that's why this morning the commute is going to be affected so much this morning. let's take a look from above at newschopper2, which is taking a look at the bridge. we can show you the extent of the slowdown as the people start backing up. really, the lane is only shut down from the toll plaza up until that section of the incline and then it opens back up. we know from watching commutes every day that it really doesn't take much to back things up. that's what we're starting to see this morninged a more and more people hit the san mateo bridge. so what the problem? well, there is a 10-inch crack in a 30-foot long wishboned- shaped beam on the upper elevated portion.

that beam was put in nine years ago. >> what it could lead to is long-term is having serious problem. there was no danger of any immediate catastrophic failure. >> the bridges and the freeway, it's always been terribly frustrating. but this is just worse. it just adds -- the whole quality of life, you know, it just -- it affects it all. it's a real pain. >> reporter: back live here looking at the san mateo bridge, you see the cones stretching across the lane. we believe that's where the problem is, certainly some commuters are not happy about their change in commute. but caltrans is recommending that you try to avoid this bridge, try to use the bay bridge or the dumbarton bridge, if possible, because this slowdown we expect to get

slower, as the morning progress sebastian pineiro. we'll continue to watch the situation and -- as the morning progresses. back to you. well, the young fairfield mother accused of a horrifying crime is still in the hospital. police say monica christine mccarrick fatally stabbed her twin daughters and then tried to take her own life on friday night at the apartment, which she is also accused of setting on fire. >> we entered the room and there was so much smoke and heat. there was no use risking our lives. >> homicide investigators believe the twin girls were killed before that fire started. children's mother will be transported to the solano county jail once she gets out of the hospital.

>> a major break in an unsolved arson at trace elementary school, now, the san jose mercury that two teenagers have been arrested in the case but so far police have not confirmed the arrest. a positive tuberculosis test in a local high school and now hundreds of students may have been exposed to that disease. kraig debro is live in union city with all of the details. >> reporter: good morning. students and staff are starting to arrive here at the high school. class starts around 7:39. i did speak with the district spokesperson and he says he's going to be down here to fill in the details. i've learned that the person that came down with the active case of tb is a student here at james logan high school. letters went out to about 4100 parents last week. those letters told parents,

there was an active case of tb. the district is not confirming the identity. the spokesperson did say that 500 letters were mailed yesterday to people associated with the school. those letters tell the recipient they must be tested for tb. the point says the number indicates to attempt to err on the side of caution. in other words, they don't believe there will be 500 additional cases. tb is spread through the air. so coughing, sneezing, those can all spread tb. other symptoms, chills, night sweats, fever. the county says there were 156 cases of tb in 2008 and those are the -- that's the latest numbers that are available. the staff member says he's also had tb in the past and after he tested his blood positive, the

remedy is he had to take one pill for nine months. we have some clues who the student was, junior, senior, sophomore and then in addition to that, we'll be talking with the spokesperson. kraig debro, ktvu channel 2 news. >> thank you, kraig. this morning that picket line is still up around san francisco's largest hotel. we're out there, too. these are live pictures right in the middle of the picket line. we have house speakers, bellman, cooks. they walked off the job and promised to continue the strike until tuesday morning. they claim they've worked more than a year without a contract. hotel guests were caught right in the middle of it all. [ inaudible ] >> right now, the hotel is

being run by managers. workers from other hotels and about 400 replacement workers. they say this strike will not resolve any contract issues but he says he will add the union to resume contract talks within two weeks. ktvu has also learned the hilton waikiki in hawaii may be hit by a strike today. that hilton has 1500 employees. it's the largest hilton hotel in the world. all right. there's also some problems here in the bay area. san mateo bridge is probably the major problem in the commute this morning. tara, how does it look right now? >> it's pretty backed up. but the good news is the rest of the bay area is looking fantastic. we're not seeing a lot of accidents or anything like that on the chp report. so that's good news. here is a live look at the san mateo bridge where we've been -- that we have been talking about all morning. they've closed one lane in the weekend direction to repair a

crack they found yesterday. so we don't know how long this lane is going to be shut down. we're hoping by the end of the day, it will be back up and running. as for how, we've noticed a lot of backup. a live look at 280 near san jose, traffic on the right had- hand side there as you make your towards highway 17. give yourself some extra time. at the bay bridge toll plaza, same story. it's bottlenecked to the maze. you will need an extra 15 to 20 minutes to make it across the span in to san francisco. a lot of folks using the bay bridge as a result of the problems at the san mateo bridge. well, look at this. pretty picture. pretty picture. those of you multitasking, you are listening but not watching. san jose looking at the web camera. it has mostly cloudy skies. there is a band of high clouds coming in.

this has retained some heat. napa says clear. the oakland airport, a little north wind at 5. i've seen a little northeast in hayward. the loss be will be warmer and maybe throw some humidity. record highs, maybe the high clouds will take the edge off today, but it will still be warm to hot. sfo, 92. oakland, 92. richmond, 92 and san jose is 93. that tied the record going back to 1901. so another record-setting day. watch the little spin in the atmosphere. can you see it going right up there, right past mendocino. that's just drawing in right there. that's why i show you the satellite because it's cool. this system will bring in cool but probably not until tomorrow. some of the high clouds will probably be in if the morning.

the mix. it will be mostly cloudy. some patchy fog on the coast. i believe we're over or near fremont. >> beautiful picture, steve. 7:14. this is not pretty, a record number of homes were taken over by banks during the summer. 288,000 properties were lost to foreclosure between july and september. that made it the worst three- month period since 2006. the housing market topped out and then just started to plunge. the experts say many of those will be challenged in court now because many banks are accused of taking possession of some of the homes without doing the proper examination of the documents. we're learning new details about that hunting accident back in 2006, when then, vice president, dick cheney, accidently shot one of his companions. alison burns joins us now from our washington, d.c. newsroom with new information about the extent of the victim's injuries. >> reporter: good morning.

harry wittington is in his 80s and still lives with bird pellets embedded in his skin five years after being shot by vice president cheney on a hunting trip. he's revealing new details to "the washington post" about what happened on that day. along with a mild heart attack, he also had a collapsed lung and underwent invasive exploratory surgery and that the birdshot barely missed his carotid artery. now, he said he and cheney were not hunting buddies. they were simply acquaintances who met a few times. "the post" asked it if cheney apologized. he would not answer that question, only that the two have exchangessed a few christmas -- exchanged a few christmas words.

7:16. well, sarah palin is macon an a -- is making an appearance in the bay area. she's scheduled to speak at the san jose center for the performing arts at 3:00 this afternoon. that will be followed by a vip dinner. biden says it's time to put an end to the rumors about who will be running with president obama. biden has said that president obama has officially asked him to run again as his vice president for the next election. the deadline to register for the election coming up, midnight on monday. 700million are registered. another 6 1/2 million are eligible. if you are voting by mail, make sure you check your postage.

a lot of voters will had get multiple ballots. alameda county is sending out three ballot partly because of ranked-choice voting. the additional weight means higher postage to pay for. it will had go up to 78 cents. now, in alameda county, they are also looking for people to help out as poll workers on election day. election officials say poll workers are especially needed in the cities of berkeley and in oakland. now, you will be paid between $95 and $180 a day. and they are also paying sometime stipends before the election. some of those miners rescued from the mine in chile may be able to leave the hospital today. miner was wheeled into the hospital. they are being given a complete health checkup, and so far chile's health minister says they appear surprisingly healthy. one has an pneumonia and one needs dental surgery. one has been offered a trip to elvis presley's graceland. apparently, he led his coworkers in songs while passing the time. while one miner was underground, the mistress and the wife met each other. he said he wanted both women to greet him. only the mistress showed up. you can see more about this on

our website. governor schwarzenegger is in london right now, he's meeting with the british prime minister. the governor was received earlier today. here is a photo right there at david cameron's official residence at number ten downing street. governor schwarzenegger will also see the changing of the guard at buckingham palace. there's a new report out about the turnover rate about the teachers in oakland. and we'll have information about an online diploma program at uc berkeley and why some people don't really like it. 880 near the coliseum is looking good. but we do have a lot of traffic on the bridge ahead.

a positive tb test and students may have been exposed. here's kraig debro with more. >> reporter: parents are dropping off kids here at james logan high school. rick le plant, a spokesman for the district, is here. just yesterday yesterday, the new haven school sent out letters saying parents of students needed to be -- students needed to be tb. this is an bacterial disease. tb is difficult to catch. it takes close contact with an active carrier for an exlend -- an extended period of time. you cough next to somebody, you sneeze, something like that can transmit the disease to something else. according to a teacher, i spoke

to here at the school earlier this week, rather, somebody from the alameda county health department came here and said that about 156 cases were reported in the year 2008, the last year numbers were available. so that apparently isn't that many cases. according to some of the parents we talked to this morning, they are worried. >> i'm scared. i'm scared that my son is gonna get infected with this -- what's going on over here with this tuberculosis here at james logan. >> reporter: the district will not reveal who at the school has an active case but multiple sources tell us, it's a student. the student with whom i spoke this morning said her friends are not that worried about catching tb but some of the parents don't know what's going on. letters went home to parents. parents of some of the students here are first-generation immigrants but don't speak or read english that well. i spoke to a girl who is a

junior at the high school. she said her dad didn't know anything about it. so it's up to the kids to let some of the parents know what's going on here. from my next worst we're gonna hear from rick le plant, the spokesman from the district. reporting live in union city, city, kraig debro, ktvu channel 2 news. >> thank you, kraig. well. >> traffic is mo everyoning very slow on the san mateo bridge due to emergency repairs on a cracked steel beam. one of the three westbound lanes is closed at this hour, the earliest it's expected to reopen is this afternoon. caltrans discovered the problem during a routine inspection. they found a ten-inch crack just before the incline on a beam that was put in place as part of a seismic retrofit project nine years ago. it's still unclear what caused

it. claudine wong is out there at the bridge keeping an eye on traffic and the repairs. she's gonna have a live report for us in the next half hour. federal investigators just released their first official report on that san bruno pipeline explosion. the ntsb says a power glitch at a pg&e plant in milpitas caused a surge in pressure and that caused a valve system to malfunction moments before that deadly explosion and fire. now, last night, a pg&e representative was in south san francisco and answered some pretty tough questions about last month's disaster. >> the main thing i'm concerned about is upping the pressure and having shutoff valves or some type of shutoff valves that work before this thing blows up. >> we totally understand the concerns that folks have in the wake of this tragedy. >> this is a terrible tragedy. it shouldn't have happened. we're committed to working with the ntsb. getting to the bottom of

exactly what happened, figuring it out and working to prevent any such tragedy in the future. >> and later today, the california public utilities commission will closely examine that ntsb report. you can actually read the entire report yourself by going to our channel 2 website, ktvu.com. oakland is seeking an injunction against a notorious street gang in an effort to crackdown on violent crime. it would cover the area between 21st avenue and high street below brookdale avenue. in that zone, the gang members tacted by the injunction would be prohibited from carrying guns or even hanging out with each other. they would also be under curfew. but one self-professed gang member we talked to said the crack down will make little difference. [ laughter ] >> the gang injunction, it don't matter to me. i don't think it matters to anybody else. it's like they are not gonna stop what i'm doing. >> city leaders say the

targeted gang has been involved in 35 shootings so far this year alone. the injunction still has to be approved by the alameda county superior court. there will be a hearing to review another injunction filed against the north oakland gang in june. that targets 15 known gang members in the area east of telegraph area. some people have been imposed of this injunction calling it racial profiling. they plan to hold a rally outside the hearing. the attempted abduction of a toddler in san jose is under investigation this morning. police say a woman was walking with her 1-year-old daughter on monterey road tuesday when a man -- police say the man pushed her and grabbed for the child. the woman was able to fight him off, though. police describe the man as latino in his late 20s or 30s, about 5'9" and has dark hair. that attacker, according to police, wore a mechanics jumpsuit covered in oil.

he allegedly got away in a red car. well, this morning, some of the world's top female golfers will tee off at blackhawk country club in danville. but one player will not be taking part in today's tournament. ktvu's jade hernandez joins us now with the reasons why. jade? >> reporter: good morning. this transgender woman is not asking the lpga to stop the tournament scheduled for blackhawk here today. but she doesn't want any future tournaments to be held in california until this matter is settled. we're live in danville where the tournament is expected to begin later this morning. the lpga is holding the tournament. no men are allowed to play in the tournament. but one man says it's not fair she can't play in today's tournament. even more, the rules are keeping her out. this individual underwent surgery to become a woman. she won the championship.

rig accident. it's blocking one of the lanes in berkeley on -- berkeley on 8 this is at gilman street. so it definitely is causing some slowdown. right now we're going to take a live look at chopper 2. this time over 880. this is in hayward. these are folks that are approaching san mateo bridge. look at that backup. it's just wall-to-wall cars as far as the eye can see. so this lane closure on san mateo bridge, one westbound lane that's been shut down due to cracks and repairs that need to be done definitely causing some congestion. folks want to give yourself some extra time or try to avoid the san mateo bridge this morning. use the dumbarton bridge instead or maybe the bay bridge if that's in your area. here's 101 through san jose. traffic on the right-hand side northbound as you make your way toward the airport. this has been stop and go for the past half hour. here's steve. thank you, tara. well, this is one of those days

fog. 80s down on the desert. a lot of fog in southern california. producing some of those higher clouds. that system to the left of your screen will eventually make it by tomorrow. today, mostly fair, warm to hot. also, these higher clouds throw humidity into the mix. 60s, 70s, 80s. by the beaches, 80s, 90, low to mid inland. the fog is on its way tomorrow. we'll see a big cooldown saturday. definitely cooler sunday, monday. new tests are showing, santa clara's county -- santa clara clair county's dam is at risk of collapsing during a major earthquake. anderson reservoir could experience significant slumping, but that's only if a 7-point magnitude quake hit on the fault two kilometers from the dam. that could flood morgan hill and san jose within minutes.

gm announced california will be the test market for chevrolet's electric car. the volt runs mostly on battery power but does get a boost from a small engine when needed. 7:46. with all of the talk about the iphone moving to verizon, there's word the ipad will be available at verizon stores just two weeks from now.

verizon says it will start selling the ipad on october 28th. it will also offer data plans for 20 bucks a month for the tablet. that breaks the exclusive hold on apple mobile devices. at&t says it will begin selling the ipad for the first time. data plans from at&t are $15 a month. bay area carmaker tesla has signed a deal to help develop an electric version of toyota's rav-4. tesla says it will get $60 million to develop a new power train system for that crossover vehicle. toyota invested $50 million in tesla last july. tesla is taking over part of the former nummi plant in fremont which was partially owned by toyota. yahoo! may be a take jeff target for the second time in less than three years. "the wall street journal" reports aol is talking with potential partners to buy yahoo!. the sunnyvale-based company rejected a $47 billion buyout offer from microsoft two years

ago. since then, yahoo!'s market value has dipped below $25 billion. several items will be pulled from local store shelves after tests showed high levels of lead. now, some of the items came from east oakland walmart, others came from target.com. they include a bag of beans that contains 12 times the amount of lead allowed. other children's toys were higher than federal standards. that has parents and grandparents we talked with very concerned. >> i'm just appalled this is getting through. it can cause lead damage and affect their ability to learn. >> the items were reported to the attorney general, which is contacting the stores. the state department just announced the terror alert for

healthcare issues are right at the heart of this strike. hospital management says medical costs, they've soared 80% in the last five years. they want nurses to pay for some of their medical benefits. however, the nurses' union says the hospital wants nurses to pay too much. >> these men were arrested in february along with another man, accused of installing credit card skimmers in gas

discovered a crack in one of the beams yesterday. they decided to cut down one of the beams in order to -- one of the lanes in order to try to fix it. it's smooth sailing pretty much until you hit this area. at edgewood road there is an animal down in the roadway and there is a two-car collision, 101 northbound embarcadero road. right now we're going to head to 280 san jose. northbound traffic as you make your away towards highway 17. finally, the bay bridge toll plaza bottlenecked back to the macarthur maze. if you need to make it across the span to head into san francisco, we think a lot of people may have chosen this bridge to go on instead of --

sensitive. with the bridge having a crack, you know, i'm where rid because i have to go on the bridge every day. >> there was no danger of any need for a catastrophic failure. there are no unimportant parts of the bridge. so when you find a crack like this, you do have to take immediate action. >> you are taking a live look at the san mateo bridge, take a look at those cones on your screen. there are some cones that go straight across. we're told this is a problem on a 30-foot wishbone-shaped beam that's underneath the start of the elevation of the san mateo bridge. that's what you are look act right now. they -- looking at right now. they found a ten-inch beam while they were doing a routine information. they found that. they said they need to get it fixed.

apartments. neighbors saw the smoke and they broke down the apartment door trying to help. we entered the room. there was so much smoke and heat and there was no sense in going in and risking our life, not knowing what was in there or who was in there. >> the homicide detectives believe those twin girls were killed before the fire started. the girl's mother will be transported to the solano county jail once she gets out of the hospital. the fire back in july destroyed 16 classrooms. now, the san jose mercury is reporting that two teenagers have been arrested in the case. but so far, police have not confirmed those arrests. a positive tuberculosis test at a local high school now hundreds of students may have been exposed to the disease. ktvu channel 2 reporter kraig debro joins us from union city. kraig, we understand european learned some new information.

>> yeah. good morning, pam. students are arriving here at james logan high school. we just talked to the district's spokesperson. the district is not revealing who came down with the active days but we've learned there will be testing next week. a spokesman says tear was a case of tb in 2001 as well. last week the district sent out 4100 letters, one for each student. yesterday, the district identified 500 people who need to be tested. >> i'm scared. i'm scared that my son is gonna get infected with the -- what's going on with this tuberculosis here at james logan. part of the fear stems from the fact that because the federal

line is still up around san francisco's largest hotel. we're right in the middle of the pickup line. bartenders, cooks and other workers walked off the job yesterday morning. they say they will continue the strike until tuesday morning. they claim they worked more than a year without a contract. hotel guests are caught up in the middle of it all. >> no janitorial tasks, no room service. >> right now, the hotel is being run by managers, by workers from other hotels. they've got about 400 replacement workers. the hilton's general manager says this strike will not resolve any contract issues but he adds he will ask the union to resume contract talks within two weeks. we just had breaking news in. moment ago, union workers in hawaii announced they are starting a five-day strike

welcome back. a new report shows teachers hired in 2004 in oakland were no longer in the class five years later. and some of them didn't have a choice. the district talked to nearly 560 teachers and found 160 of them were released after their first or second year.

you can see the cones off to the side here. the beam is right underneath that portion of the bridge where the elevation begins. caltrans says they were doing a routine inspection of the bridge yesterday or a couple of days ago when they found a ten- inch crack 0 the underside of the bridge. so what they did, is they decided, well, they got the lane closure already in place.

and above the crack. those are expected to be finished this afternoon. hopefully the commute will be back to normal tomorrow. back to you. >> thank you, claudine. federal investigators released their first official report about the pipeline explosion. the ntsb says a power glitch caused a surge in pressure and that caused a valve system to malfunction moments before that deadly explosion and fire. now, last night, a pg&e spokesman was in south san francisco and answered some pretty tough questions about last month's disaster. >> the main thing i'm concerned about is upping the pressure and having shutoff valves or some type of shutoff valves that work before this thing blows you. >> we understand the concerns that folks might have out there in the wake of the tragedy. this is a terrible tragedy. it shouldn't have happened. we're committed with working with the ntsb, getting to the

yahoo!. the sunny bail based company rejected an offer from microsoft two years ago. and there's word this morning that the ipad will be available at verizon. they will begin selling it on october 28th. it will also offer data plans for the tablet. that breaks at&t's exclusive hold, data plans from at&t are $15 a month. general motors is getting ready for one of the largest initial public offerings in the u.s. and there's no definite date for the launch of the new gm stock. but insiders say it will probably happen sometime next month. shares are expected to be priced between $20 and $25. that could raise $20 billion. that will be used to help repay those federal bailout loans. gm says repaying its debt is a critical step by customers.

gm also announced that california will be the test market for chevrolet's electric car. the volt runs mostly on battery power but it gets a boost from a small gasoline engine when it's needed. chevy says the volt will go on sale next month with the price tag of about $33,000. palo alto based carmaker tesla signed a deal to help develop an electric version of toyota's rav-4. tesla says it will get $60 million to develop a new power train system for that crossover vehicle. toyota invested $50 million in tesla last july. several items will be pulled from store shelves, they show high levels of lead. some items came from an east oakland walmart, others from target.com.

welcome back to "mornings on 2." mosquito fogging trucks will fan out across southern antioch to help prevent the spread of west nile virus. the area to be sprayed is bordered by sunset lane on the

left, hillcrest avenue and deer valley road on the east and burwood way and burkside on the south. the trucks will be fogging from about 6:30 this evening until about 9:30 to help reduce the number of potentialry infected mosquitoes. today is the third day of the walkout of the nurses at children's hospital. >> and healthcare issues are right at the heart of the strike. the hospital wants nurses to pay for some of their benefits. however, the nurses say the hospital wants them to fay teach. three men have been charged in connection with an alleged credit card scam in the area. the men seen in these mugshots were arrested in february along with another man. they are accused of installing credit card skimmers and gas pumps in 21 cities, including oakland, martinez and sacramento. the skimmers stole the credit card information and then were

able to steal $150,000. they each face up to 31 years in prison if convicted. san pablo police are looking for an atm that was stolen from the hospital. a surveillance photo took a picture of a man walking into e lobby with a handcart. police say there were two thieves who made up with the atm. it happened last monday or tuesday of last week. the hospital staff reported it missing a few hours late sneer today, the dalai lama will visit with scholars at sanford university. this is day three of the visit. he delivered a powerful visit of peace and compassion to school kids in east palo alto yesterday.
