san mateo bridge. we'll have an update for you straight ahead. today's deadline days for several gas stations and this day could affect you when you go to the pump. "mornings on 2" begins right now. and good morning to you. welcome to "mornings on 2." i'm dave clark. >> i'm claudine wong. tori campbell is off today. it's friday, october 15th. we begin with developing news from san jose. the investigation is underway into an early-morning fire that damaged a 7-11 store. ktvu's kraig debro has been talking to investigators and he joins us live with the report. >> reporter: good morning, claudine. i want to show you this quickly. even though the store is closed, there's been a fire here. people are pulling up as part of the routine of their day are

being told the store is closed. the fire department says no damage estimates have been made. but the roof of the building will have to be replaced. we got a look at the damage the fire did, it's not overly dramatic but it does prove a point. what happened here the fire department says could have brought down the entire building. several 911 calls and several officers called in the fire. the fire had been burning for a while before it was discovered. half-ton air-conditioning units sit on the roof. >> we're still investigating the fire cause but we know the fire started in the rear. it looks like it went up to the rear of the wall in the ceiling area. >> reporter: the clerk was alone in the 7-11 at the time the fire started. the laundromat next door was

not opened. the fire was contained in 38 minutes. even though firefighters have cleared the scene, they stayed here for about two hours completing will overhaul, the construction teams will be coming here to try to patch up the roof and other things that were damaged by the firefighters. as you saw that video, the attic was completely burned. firefighters tell me that a couple of more minutes, the whole thing would have gone in, collapsed on itself. we talked to some representatives from 7-11. they've been reluctant to talk. we're trying to get a damage estimate and have that for my next report. back to you. >> thank you, kraig. well, pg&e will take steps to improve wasn'ter supplies in the bay area. as part of that, residents of hillsborough, you will probably smell gas at times today. crews will be out there working on a pipeline off highway 280, south of the black mountain road exit. crews say the first purging of the guys line around 10:00 this

morning will make a loud noise and also release a detectable od of gas. they say that's normal. they plan to finish work their at 8:00 tonight. this morning's fire is tied to the pipeline state emergency, according to the state p.u.c. which declared that yesterday. they reduced the pressure in the pipeline immediately after the explosion in san bruno. but now they have to find out how to meet demands during the winter. the p.u.c. plans to consult consultants. an emergency closure is still in place on the san mateo bridge because of a crack found in the beam underneath the bridge. jade hernandez joins us now live with progress on the overnight repair work. good morning, jade. >> good morning, claudine. i know you were out here

earlier yesterday but we can still show the lane closure for drivers. we just spoke to a contractor who works for caltrans and he says that crews won't be actually out here until 8:00 a.m. they don't expect this lane to reopen until this afternoon. now, caltrans wasn't sure how much of a delay drivers would experience this morning. but they did expect a 30-minute one. we noticed traffic slow up a little bit. if you are headed in the peninsula, use the dumbarton or bay bridge, just to avoid any thaiups this delay may cause. crews worked to repair a 10- inch crack. it's about 100 feet east of the highway 92. workers discovered it during a routine biannual inspection. there was a girder installed in

1991. the beam will not be replaced. it is being reinforced with steel plates on top and below the beam. part of the reason why only the far right westbound lane remains closed. caltrans spokesmen explained to us the difference between this beam and the work done on the bay bridge earlier this year. >> we're talking about two very different components on two very different bridges. a totally different design. the eyebar is part of the suspension cable. this is actually part of what supports the road deck and this beam plays an important role in the seismic retrofit. the san mateo bridge was rebuilt in 1967. caltrans says they are glad their inspections work. wednesday's inspections did what it was designed to do. identify any problem. and again, this lane is expected to be closed at least

until this afternoon. reporting live, jade hernandez, ktvu channel 2 news. >> thank you. 7:06. well, knew this moving, san francisco police just released a sketch of a man suspected of assaulting a man and a woman at coit tower. the suspect is one of two of the suspects in the attack that occurred in august. you see him here. he's described as a light- skinned african-american man, about 6'1" weighing about 200 pounds. police say the man and the woman, they were on a date when they were attacked and robbed. the man suffered a broken jaw after being punched with brass knuckles. the suspect escaped with the woman's purse. no arrests have been made. santa clara police are investigating one of their own. 36-year-old officer clay rojas, a five-year veteran of the santa clara police force has been arrested, accused of

giving confidential dmv information to hells angel member william betancourt of santa cruz county. both face felony conspiracy charges. 7:07. today is the deadline for some 3,000 gas stations in california to replace defective gas nozzles. the security camera caught one of several ins -- instances where it sprayed. the state ordered those nozzles to be replaced by today. it doesn't always happen, but every once in a while tara has good news about a traffic problem. what happened? >> well, the sig-alert has been lifted that means all lanes are cleared. we can show you 101 northbound

fine for installing a smart meter in watsonville despite the city's ban against them. they were fined $100 for the new smartmeters but say they are only subject to state law. watsonville is considering what to do next about this. it may have to go to court to decide who has jurisdiction over the devices. meanwhile, the town of san anselmo has decided not to impose a moratorium on smartmeters. this was after a report from the town attorney that the ban would not be enforceable and would face legal challenges. 7:20. it was an active heroism that saved a woman's life. firefighters don't recommend it but this time they say it all worked out. also, a a behind the-the scenes act and whether this will affect the festivities on treasure island. we have an accident in

time now, 7:23. vallejo police want to identify a man they say was caught on surveillance video steeling the purse of a 98-year-old woman. these are images of the suspect leaving the safeway store on lincoln road two weeks ago. police say the woman put her purse in a shopping cart when she had her back turned and the man grabbed it and took off. organizers say a construction accident won't affect the music festival this weekend on treasure island. three construction workers were hurt when a canopy collapsed when they were setting up the stage. luckily, they weren't seriously hurt. they banged up their ankles. 10,000 people are supposed to be onhand for the music festival. let's go right out to tara about the accident in menlo park. >> we've just received confirmation that this is, indeed, a fatal accident.

this is police activity. we can see if we zoom in on the street here, this is el camino real, also known as highway 82. you can see a yellow tarp and we do know that the coroner is on his way. again, this is el camino real. it's shut down between atherton avenue and watkins. chp is advises folks to use fair oaks lane as an alternative. again, we just received confirmation from atherton police that this, was indeed a fatal accident. so this section of roadway should be shut down for some time as police investigate this accident. all right. this is the lane closure that we've been talking about. these repairs should be done today. we are advising folks to use the bay bridge or the dumbarton bridge as an alternative.

you can see traffic is just inching along right here. the metering lights are on. give yourself an extra 15 minutes to make it into san francisco this morning. steve, how's it going? >> pretty well. cooler pattern is starting already, from about the marin headlands south. the fog is starting to move in. it's a sign of things to come. thick fog but sunny. still warm. all of these temperatures are 54 to 59 degrees. even delow rose park -- delores park. mostly sunny, breezy, cooler. 60s, 70s, and still upper 80s. the high won't give up real fast. 70 in the city after yesterday's 85. will be our forecast today.

it was random, malicious act, retrofit rib tuesday. >> it was the day after 4th of july. so i think that had a lot to do with it. police are saying reward money offered to help solve this case did help lead to the arrest. prosecutors haven't decided yet if they are gonna charge the boys as juveniles or adults. >> a very alarming crime wave in san francisco, burglaries at churches. now, take a look at four of the six churches burglarized between august and september. some of them were burglarized more than once. thieves stole money from collection boxes. they stole musical instruments. laptop computers. they even stole food. police say some of the thefts may be connected to homeless outreach programs. san francisco's great highway could be fully reopened today but with some major changes. the southbound lanes between sloat and highway 35 have been closed since december because of severe erosion.

to see the first vehicles go across the brooklyn bridge. now, why it was shut down. we're hearing there may have been suspicious packages found somewhere near the bridge and so what they did is they cleared all of the cars and all of the pedestrians off the bridge for a short while. we're hearing word that this has reopened. but we have yet to see the cars going back and forth. but sometimes that can take a lot of time. we'll continue to follow it and bring you any more development as he we get them as the hospital continues to release those chilean miners

>> well, starting tomorrow, for 48 consecutive hours, the tactical teams will go through exercises to test their capability and readiness. today is just a check-in day. >> i know you do exercises with no sleep, weapons exercises. tell me about the testing. >> they will be tested on everything. they will be tested mentally, physically. just the fact that they will be up for 48 hours will test their ability to function with lack of sleep. we'll be able to test all of our equipment and we do all of these things in actual real- life situations and scenarios and builds and other things that are really -- builds and other things that are real life. >> we're looking at video where -- why are you getting the international attention from

these teams from israel and jordan? >> well, two years ago, the los angeles county sheriff's office competed here and when they went back to los angeles, they said that this was the best drain -- traying they had ever worldwide and they presented it as the best training they never ever had. over the last couple of years, we have had people come and observe it and now they want to compete. so this year they will be competing. >> let's talk about the things going on in san francisco. you will have exercises at the transamerica building and at city hall? >> that's right. we'll have scenarios at the transamerica building and also at city hall and at the muni railroad, along with other places in oakland and berkeley and hayward and fremont. we're all over the bay area. it's a warn together citizens, if you are seeing tactical s.w.a.t. teams out it's probably because of the urban shield. >> tell me what you will be

doing at transamerica building. >> it's a long ways down. when they get out there and they are only held up by loans -- ropes, it should test their skills for year. and when you talk about the major critical event, i guess there's no way to practice for it except just do it and -- how have you been doing it in terms of -- i mean, communication is always a huge element in handling situations. >> well, urban shield -- this is the fourth year for urban shield in the bay area. you are exactly correct. it does test our own capability to respond to a situation in a practical sense when the johannes mehserle verdict came out and the city of oakland said we need 150 deputies and all of the equipment and cars to get them there and radios and all of these different

a fatal accident in atherton may be raising questions about pedestrian safety. we'll take you to the accident scene live. >> reporter: good morning. i'm jade hernandez we now have a better of -- better idea of when the san mateo bridge work might be done. we'll have that story for you straight ahead. one south bay convenience store won't be very convenient this morning. welcome back to "mornings on 2." >> i'm dave clark. it's friday, october 15th. we are following breaking news from the peninsula. an investigation continues right now into a deadly accident. tara moriarty joins us now. i know there's new information.

>> that's right. authority the say a car struck a pedestrian on el camino real between atherton avenue just after 6:00 this morning. they completely blocked off the roadway there to try to piece together what happened. the tarp there is where the body is and the coroner is on the way. this portion of el camino will be shut downful at least 10:30. a few weeks ago a biker was struck and killed in a crosswalk three blocks from this accident. also, there are no sidewalks on either side of the roadway.

so again, el camino real shut down due to a fatal accident, until at least 10:30. the san mateo bridge has a lane shut down for the second day in a row because of emergency repairs. jade hernandez is live from the san mateo bridge to tell us how traffic is being affected. crews found a crack on the underside of the bridge. it's about 100 feet east of the high raise on the peninsula end of the breeze which is part of highway 92. workers discovered it during a

routine biyearly inspection. the crack is located in the steel girder which allows the bridge to move fact and forth during an earthquake. >> this is the first time we've had any issue since the retrofit. we've been doing it every two years. we're talking about two very different components on two very different bridges. totally different design. the eyebar, that's part of the suspension cable. this is part of what supports the road deck and also this beam plays an important role in the seismic retrofit. the san mateo bridge was

rebuilt in 1967. caltrans says they are glad their inspections worked. wednesday's inspections did what it was designed to do, identify any problem. we left several messages for caltrans but a contractor on the project did tell us that the work will continue later this morning. if you want to avoid delays on the bridge, we've been warning drivers all morning to use the dumbarton or bay bridge. reporting live from the san mateo bridge, jade hernandez, ktvu channel 2 news. thank you, for the update. construction crews are going to be patching the roof of a convenience store in san jose this morning after it was damaged by fire. the fire broke out about 4:00 this morning behind a 7-11 store on almaden road. it caused the most damage to the roof where heavy air- conditioning units almost fell through. there was a clerk inside when the fire broke out. but he was not injured. the 7-11 and law dro mat next

year -- laundromat next door will be closed for repairs as part of the investigation. san francisco police released a sketch of a man assaulting a man and a woman at coit tower. the ising is one of two suspected in the attack -- the suspect is one of two suspected in the attack. he's 6'1", african-american, weighing about 200 pounds. police say the couple was out on a date when they were attacked and robbed. the suspect escaped with a woman's purse. no one -- with the woman's purse. purse. clay rojas, a police officer, has been arrested. he's accused of giving confidential dmv information to

the hells angels. pg&e is going to be working today to help improve expected winter gas supplies. as part of that, residents of hillsborough are being advised that they will likely smell gas. throughs will be working 0 a pipeline off highway 280 south of the black mountain road exit. crews say the first purging of that line will be about -- will be at about 10:00 this morning. that's expected to create a loud noise and release a detectable order other of gas that they say is considered normal. they plan to finish that work around 8:00 tonight. the agency reduced the gas pressure in the pipelines immediately after last month's disastrous pipeline explosion. but now, the puc must find a way to meet demands for winter. back to tara.

more on that bad situation in atherton. >> this is going to take at least two and a half hours until this roadway is completely open again. these are live pictures from chopper 2. you can see the yellow tarp there and that's where the body of a pedestrian -- the body of a pedestrian is located. theretherethere is a section these now -- that's now blocked off and folks are advised to use -- this happened at 6:00 this morning. they've blocked off the roadway to try to figure out exactly what happened. the coroner is on its way. again it's going to be at least -- it's going to take until at least 10:30 until investigators are able to conclude their investigation and open up the portion of the roadway to let all of these cars through once

the trends are starting at the surface and the cooler air begins to move in. 50s to 59, 53 to pleasanton san carlos. 30s in the mountains. 50s and 60s up and down the coast. thick fog around the coastline. that system will continue to march in. the low will form. it will still be warm for some. maybe even hot -- for many of you. fog returning, a little cooler, it's still sunny, it will be warm. not as warm as yesterday. thousands of gas stations have a deadline today all over california. this could affect you when you fill up your car. ktvu's paul chambers joining us live with all of the

details. what's going on, paul? >> good morning, dave. i just spoke with the owner of this gas station behind me. she's one of 3,000 owners who may have their gas stations closed today. she's extremely upset. let me explain to you why. at the end of business today she may have to close her gas station because of a state mandate requiring the little hold on -- hold open nozzle on the gas station pump. when you grab the pump you can switch it on and that way it -- dash it had had continue to flow. you step away, the state says this has to stop right here. the nozzle is called vst. that's the brand. it only deems with that.

the fire marshal said this action needed to take place if the station wants to stay open. but this owner says she will fight that decision. >> if they shut me down, they shut me down. i think it's unfair but i have to make a stand. i'm making my stand. i'm prepared. if they want to come and shut me down. i'm gonna protest it. she says her station will lose hundreds of dollars because they are awaitingwaiting for the new nozzles to come in. they've taken it to the governor and to court. a local lawmaker is planning to meet with the fire marshal this next week to discuss possible alternatives. air regulations are working to talk about a permanent fix. coming up in our next half hour we'll you -- you will hear exactly what the owners thinks should happen. she doesn't want to close the gas station but she says she

for the second year in a row, the government is expected to request a budget deficit of more than $1 trillion. that announcement coming today. alison burns reports from our washington, d.c. newsroom. that's going to put democrats on the defensive on our campaign trail, right, allison? >> reporter: good morning, claudine. that's right. another trillion-dollar deficit means the government keeps spending much, much more than it's bringing in. let's take a look at the numbers. the congressional budget office projects that the deficit for the 2012 -- 2010 budget year will total $1.29 trillion. that's down slightly from the highest record, it's more ammunition for republicans on the campaign trail, railing against big government

music festival. three workers were hurt yesterday when a canopy collapsed when they were setting up a state. fortunately, they were not seriously hurt. some 10,000 people are expected to be on hand for the annual music festival. >> we've been telling you about -- we have been telling you about a deadly accident in atherton. tara has the latest. investigators are saying it will be at least two hours until el camino real is completely open. police have shut down the road there as they continue their investigation into how this accident happened. authorities say a car struck a pedestrian just after 6:00 this morning. you can see the yellow tarp and they -- the coroner has just arrived on scene here. they will begin removing the body. officials are advising drivers to use fair oaks lane this morning as this portion of el camino will be shut down until at least 10:30.

afternoon. reporting live jade hernandez. we're larning horrifying details about this week's death of twin girls in fairfield. investigators say 28-year-old monica christine mccarrick fatally stabbed her twins with a samurai sword. police say she tried to take her own life by stabbing herself. she faces murder and arson charges. she will be charged once she leaves the medical center. two teenagers accused of starting a fire a at trace elementary school are expected to be arraigned in court today. the boys were arrested tuesday and on wednesday. that fire back on july 5th, caused millions of dollars in emergency to the -- in damage to the cool -- to the school. >> we don't know if it was

random, some malicious act of retribution. >> it was the day after the 4th of july. so i think that had a lot to do with it. >> police say reward money that was offered in the case helped lead to those arrests. prosecutors still haven't said if they will had charge the boys -- byes as juveniles or adults. there's been a disturbing rise in burglaries in churches in san francisco. take a look at four of the six churches burglarized just between august and september. some of them were hit more than once. stolen items include money from the collection boxes, musical instruments. laptop computers even food. police say some of the thefts could be connected with homeless outreach programs at the churches. san francisco's great highway could be reopened. you will see -- you will see highway changes. the hitch -- the highways have

sign, basically that everybody comes to and has to make a complete stop. the traffic is backed up all the way past lake merced. they do have traffic control out here in the evening. but not -- but not in the morning -- traffic is flowing well into san francisco. it's a bit foggy out there, as steve has been mentioning. it's -- some are saying man, it's just too hot! there you can -- there you saw it. a good 10, 15-degree drop for some by the beaches today. a very warm week but it's all changing. the system moving into the north -- it's very shallow.

the stores may be closed. one woman we talked to said they are -- she's going to fight the mandate. >> if they shut me down. >> i'm prepared. i'm making a stand. if they want to come and shut me down, i'm going to protest it. >> the surveillance video from her gas station shows the problem which is the nozzle spraying out gasoline. it had happened several times at this gas station, the owners self-reported it to the state, similar incidents have happened with at least 13 vapor systems technology. the state fire marshal mandated that the latch must be replaced today. this woman says it's -- says

this -- >> they want to do a temporary fix. it's unfair. we'll lose our customers. why don't they recall the nozzles? how difficult is that? is the company gonna go broke if they recall the nozzles? >> reporter: now, last month owners asked the governor to postpone this deadline. he declined. they also took the issue to report and it was also rejected there. let me make it clear, vsp is the brand. it allows you to pump gas and stay back. these were already certified by the state before this issue came about. she says she spends about $500 per nozzle and she can't afford to do that every single time. live in san francisco, paul chambers, ktvu channel 2 news. >> thank you, paul. 8:45. law enforcement officers from all over the world are converging on the bay area 24

weekend for a grueling -- this weekend for a grueling training. they are taking part on urban shield about how officers handle emergencies. they will go through physical and mental challenges all without sleep for two days. there will be training exercises all over the bay area. >> the teams are gonna have to rappel down the elevator shot. it's a long ways down. that will test their skills, for sure. >> this is the fourth year urban shield is being held in the bay area. 25 teams are participating this year including some from overseas. in new york the brooklyn bridge was shut down because of a report of a suspicious package. police say someone saw a

flashlight with copper wiring and called 911. it did turn out to be a false alarm. it took about an hour to reopen the bridge. three of the rescued miners from chile were released from the hospital, even more will be released later today. all of them are expected to be back home by sunday. this kind of cashny val atmosphere. reporters, tv producers, publicity agents are among those just waiting for the miners to be released. but we're also now hearing their stories of the time they spent trapped in the mine especially during 17 days before they were found. >> i think the worst thing is to pass three, four, five days without food to know there might not be any future. >> look at this, before they left the hospital, the men posed in their bathrooms and sunglasses with the president of chile. >> back here at home, federal prosecutors say cvs pharmacy has agreed to pay a $75 million
