>> and i'm kraig debro in for dave clark. let's get a look at the morning weather. >> we have mostly cloudy skies. temperatures in the 50s. mostly sunny skies by this afternoon. 60s and 70s on your temperatures today. we'll have more clouds in the morning and more sun in the afternoon. now here is tara. thanks steve. this is a look at the sinal grade. this is looking good. traffic wise near 880 good. no delays to report. topping our news this morning oakland police are investigating a day-time shooting that happened at a popular east bay shotting area. the attacker shot a man at the atm at the safeway shopping center. the shooting happened at 9:00 saturday morning. oakland police say several witnesses saw the shooter run to a nearby car and speed away.

the 29-year-old victim was still conscious when police arrived. police are not sure about a motive. people we talk to say the motive doesn't matter. >> very sad when anybody gets shot. >> it's kind of odd. crime is getting so high these days. it's not surprising. >> the critically injured victim is being treated at highland hospital. they are offering a $5,000 reward for any information leading to an arrest. this shooting was one of four shootings over a 48 hour period in oakland over the weekend. later today the giants and phillies will be working out at san francisco at & t park. getting ready for game three of the national championship series. >> rollins hits one to deep right center. back at the wall. this ball is off the wall.

to other facilities. the doctor pepper snap l company says it's more efficient to do the work outside of vallejo. today bart unvails its brand new ridership plan. they are try something they have never done before. paul chambers joins us live. >> reporter: it's a way to bring former bart riders back to the system and attract new ones. they say ridership is down and this is the way they plan to attract new people. >> in 2008 we saw record riders. 308,000 ride -- 380,000 riders a day. now we are 350,000 riders a day. we need those riders. >> reporter: that is 60% of their revenues. that's why they are calling it their new campaign it's simple. the reader board will display

the word of the day. you need to listen to those words. once you hear the word you need to text that word to 11444. they are giving out airline tickets. bart tickets. and tickets to the cal game. you can enter online by going to barts website. they are also encouraging new riders to get their access to train stations. they are holding a special separate draw agent the 12th street plaza drawing where they will have a different word to text in. you need to be there at 12:25 you need to have your phone and make sure you are paying to attention to the word of the day. that's how bart is trying to get new people on to its public transportation system. if you're not taking public transportation, tara will help

you commute in. it's a good idea to take mass transit. there is no delays. right now we will head outside to the bay bridge toll plaza where case in point why you should be taking mass transit. this is starting to back up here. the metering lights should be going on shortly. this has backed up earlierer than usual. on the san mateo bridge lanes have opened. cal tran closed westbound lane on wednesday after a routine inspection found a crack none of the beams under the deck of the bridge. over the weekend crews fixed the problem with a series of steal plates. they say it will continue to monitor those repairs. 101 near san jose it's a little dark out there. there's not a lot of traffic. that is good news. here is steve. thank you. and happy monday everybody. well, yesterday's rain wasn't much. i will show you rain totals in a second. it cleared the air out.

we'll have better visibility today and better air quality. the low that came in made it hold together. pattern could be changing a little bit. show us more rain as we get to the next 5-7 days. today will be on the drier side of that low as we head to southern california. rainfall a tenth of an inch to a third for some. as it dives southward it will take care of that rain. picked up a third of an inch. santa rosa .28. san francisco .11 and livermore with .07. today the cloudy in the morning. and sun in the afternoon. 54 in san francisco. go for a high of 64 for today. temperatures in the 50s for everybody. 51-54-55 covers the spread

season starting today oakland residents can get up to 20 free sandbags and 50 feet in plastic sheeting. the city of san jose will be trimming trees in the downtown area part of its storm preparation. city leaders are hoping to prevent a repeat of last year. this morning authorities are looking for a third man in connection with a series of recent sexual assaults at an apartment complex in walnut creek. police say they arrested 51- year-old william yokum. he's accused of a rape on september 16th. helid at the complex and -- he lived at the complex and knew his victims. the man accused of an assault on october 2nd is still on the loose. >> if there is still somebody there is still that unpeace of mind. >> this is a sketch of the suspect in the october attack.

he's 5'8" with a medium build and brown hair. in addition to the two recent attacks there were three sexual assaults at the complex beginning in june and august. a man apparently wondering on to interstate 80 was hit and killed ore the weekend. the highway patrol says it happened at 6:15 yesterday morning. the pedestrian was reported standing near i-80. . police are still investigating. nato official says he knows where osama bin laden is hiding. it's not in a cave in afghanistan. and there is a new terror warning this morning for europe. i will show you who is behind it. ♪

a nato official says he knows where osama bin laden is hiding. he says he's not living in a cave in afghanistan instead he's believed to be living in relative comfort in a house in northwest pakistan. the area where the official says bin laden is believed to be living is in the ruggest part of afghanistan. . >> we are hearing about a new terror alert with france as the target. th france comes directly from al qaeda. alison burns joins us live with

the details. good morning. >> reporter: good morning to you, pam. a top french official says the threat is very real. this latest warning comes from saudi arabian intelligence services that al qaeda in the arabian peninsula is targeting europe. particularly france. european countries are on high alert and the travel alert from the u.s. state department urging americans to be cautious traveling to europe is still in effect. france has been boosting security at tourists sites. you can see here the armed guards at the eiffel tower. they believe they are the terrorist group. the involvement of french troops in the war in afghanistan. reporting live in washington, d.c. alison burns ktvu channel 2 news. there is now reports of wide-spread fraud in the

parliamentary elections in afghanistan last month. the results of september 18th elections were supposed to be announced yesterday but now the commission says it won't announce the results until wednesday. reportedly the commission is in the process of throwing out nearly 25% of the votes because of fraud. over the weekend the iranian government freed a 71- year-old american businessman after keeping him in prison for 2.35 years. in one of his trips to iran he said an acquaintance gave him $200 to pass along to a friend that was down on his luck. iranian officials say they leased tagavi they believe he was used. you can pick up your voter registration form at your county elections office library

here's a look at your bay area bridges at the moment. huge back up at the bay bridge. the metering lights just gone on. all lanes have been open in time for your morning commute today. caltran closed a westbound lane wednesday after they found a crack one of the beams under the deck of the bridge. they fixed the problem over the weekend. your good to go today. 6:24 let's head back to the desk. in the philippines one person is dead after a powerful typhoon made landfall. typhoon mcgee hit the island of wind up to 160 miles an hour. typhoon is now headed toward southern china where 140,000 people have been evacuated. typhoon mcgee is the most powerful storm to hit the philippines in four years. after chandra levy's death

her accused killers trial is under way. ingmar guandique he's been serving time for attacking two other women. levy from modesto vanished in 2001. this week a state-wide earthquake drill is being held to remind people of being prepared. more than seven million people are expected to take part in the great california shakeout. at exactly 10:21,000 morning participates will be asked to duck and cover and practice how to protect themselves from falling objects during an earthquake. the drill follows the 21st anniversary of the earthquake. it hit on october 17th, 1989 as

the san francisco giants and the oakland a's were about to begin game three of the world series. you remember freeways collapsed. buildings topped and caught on fire. 62 people died. san francisco police say a two alarm fire in the tenderloin district is suspicious. it started yesterday morning at an apartment building on leavenworth. they had the flames under control in about an hour. red cross helping families that are displaced. investors in pittsburgh rush are looking into a fire that destroyed a home there. it started at 6:00 in the eve nick. firefighters say the fire started at a back shed and quickly moved to the home. nobody was hurt. 15-year-old girl is hurting after falling through a sky lot window. they say a girl and three other

women already playing on a building in l street. the other children ran to a nearby restaurant asking for help. rescuers had to cut through the door of the warehouse to get to the teenager. the giants are back home after taking a red eye from philadelphia. the stage is set for game three of the national championship series. a man is critically injured after being shot after using the atm. the opening bell is about to ring in wall street. we'll have the early stock numbers for you.

it's the nature of the shooting that shocked many people. it was saturday morning 9:15 in the morning. this is a busy shopping center. the victim was using the atm. police say it happened as this man walked up to the atm. they say the man was at the atm when another man walked up behind him and shot him. the gunman jump into a nearby car and took off. the victim was critically injured. >> he was talking to us but not too much. >> very sad when anybody gets shot. when anything violent happens. >> reporter: that shooting was one of several violent crimes this weekend. one woman was killed and six other people injured. this is video of the shooting on west street when karen howard was shot and killed.

police do not believe she was at target. but an innocent bystander. a $25,000 reward is also being offered in that case. live in oakland claudine wong. we are just getting word of an overnight shooting in sacramento that killed a taxi driver. that happened at 3:15 this morning. witnesses say they heard two gunshots ran outside and saw the cab driver with wounds to his upper body. the yellow cab taxi company did dispatch the driver at 3:00 a.m.. it appears to to have been an armed robbery. police asking people to be alert after a series of robberies. police believe they may be connected and there was a fifth robbery in oakland on wednesday that may also be connected. us spects rob people walking on

the greenway trail and city streets. they used a pistol in the tuesday robberies and shotgun in the crimes on wednesday. >> i've just been trying to be a little bit more cautious and not walk alone as much. look around corners before i walk down streets. >> police believe the same robbers are involved because they used similar wins. san francisco police are looking for two men responsible for a violent attack. that happened yesterday afternoon during a fight in the parking lot during the 49ers raiders game. police say one victim was stabbed. the other was punched several time in the face. both are expected to survive. well, the san francisco giants are back home. there they are heading back into at & t park. they arrived there at 5:00 this morning after taking a red unite from philadelphia. last night the phillies defeated the giants 6-1. we did

nonpartisan vote. volters will be tackling the question of what will be scalds' next governor and deciding the fate of several proposition measures which address marijuana in the state and whether the state will appeal a global warming statue. you're here very early. tell me why do you think it's so important you sit out here for the next couple of hours and get people registered? >> we're having an early bird special for voter registration at the safeway in order to help voters register. participating in our democracy is really important. we'll also have a chance for voters to register after work and we will be staffing four different safeways in the east bay. we will be covering continuing at the lafayette safeway from 5:00 p.m. to 9:00 p.m.. >> do you catch people off guard when they come by?

wondering how the results here might effect the drug wars south of the border there. polys show the vote on whether legalizing small amount of marijuana could be close. one argue argues that it would effect drug trafficking 2-4%. much of the marijuana consumed in california is already grown here. german chancellor says a chance to build a multiculture society in germany has failed. she says outsiders are welcome in germany but must learn to speak german. some say it makes them feel less welcome. some of the rescued chilean miners have started telling their story. they were mobbed by reporters. some of the miners have started asking for money for interviews. reportedly they have asked
