we begin this noontime with big changes proposed to the fire department in san carlos. this is the same city that recently got rid of the police department. so what will this mean for a public safety in this community? paul chambers joins us with details and reaction to the proposal. good afternoon, paul. >> good afternoon there are a lot of changes coming to san carols. the police department has been cut and now they are looking at san carlos fire department. they eliminated their partnership with bell month and we're live at station 16 that may be consolidated or outsourced. they will hold a special meeting to see if they will begin to outsource. they will have a report on the fire department. the report shows their services and level of safety are topnotch but the problem comes down to cost. the mayor would like to shift

the efforts away from fire services and move towards emergency medical services. the mayor says 54% of the calls are for medical with one percent going towards fire. he says of course, the fire services are needed but not as much as the past that's why the city is looking at merging or sharing services with cale fire or redwood cities fire department. >> they may be savings. there could be cut backs and so fourth if we end up sharing services with them. there is also an organization called cale fire, a different organization how to provide services. >> reporter: san carols already cut the police force. it will belong to the sheriff's office at the end of the month and the city outsourced park maintenance to save money. this isn't a done deal yet. the issue is still to be determined tonight at a meeting at 6:00 p.m. in san carols city hall but once those changes are decided the mayor says it could take six months to a year to go

into effect. station 16 is what they are looking to merge or share services with redwood city or cal services. i asked the mayor would anyone lose their job? he would not say one way or another. we'll have more at 5:00. live in san carols, i'm paul chambers, channel 2 news. >> thank you, paul. today is an important deadline before the november second election. if you want to make sure you're about to vote but the problem is not getting people to vote. good afternoon, jane. >> reporter: good afternoon. this is it. you have until midnight to register. the worry for election officials today voter apathy. they worry it will turn into lower turnout. we found vote by mail is up by a few percentage points in the last midterm election in 2006 and only 13% of registered

voters cast in mail in ballots and in 2006, 11% had and this year they see a trend emerging. this year voters will tackle the question who will be california's next governor in deciding the fate of several proposition measures including one which addresses recreational marijuana use in the state. voters will also decide whether they want to repeal a global warming statute until the unemployment rate drops to 5 and a half% and the push to get more voters is not over. the women voters recruited new voters at safe ways and lafayette, san ramon and wall neat creek in morning. the league of women voters is a none part seven group. they will do so again tonight

from 5:00 until 9:00. >> i think that people need to understand how important it is in a democracy for people to really participate and that this is the real chance that you have to control what happens in your state and in your local area. the people that you want to have represent you. >> i think the off year election always is a little less than the mayor presidential elections but there are a lot of ballots this year so there is a lot of people voting on those. >> if you compare to the last several elections, the numbers are down and that probably means turnouts will be down but if you compare to other government elections they are up. so i think we'll have more vote by mail than people going to the polls. >> reporter: we're live at the walnut creek safe way and the voters will be out here from 5:00 to 9:00. if you want to become a more informed voter, there say

nonpartisan site called smart voter.org. check that out before the november 2nd election. >> all right. thank you, jade. a new associated press poll says the biggest problem for democrats in the november election is lack of enthusiasm. the poll finds about half of the people who voted for president obama in 2008 say they will definitely cast ballots in the upcoming election while two thirds of those who supported john mccain in 2008 say they will vote for sure in november. a quarter of the people surveyed who voted for mr. obama two years ago say they are voting republican this time or at least thinking about it. tab on the front page. oakland police are investigating four shootings over the weekend that left one person dead and six wounded. one of the shootings was around 9:15 saturday mornings at an atm in the safe weigh shopping center when a man was using an atm and was shot and the person took off in a car? it's shocking because it's in the middle of the day. there is tons of people around and it personally makes me worried. >> the fatal shooting was saturday on west street near children's hospital. 29-year-old caroline howard was killed when two people in -- when people in two different cars opened fire. three men were wounded in that shooting. police say they do not believe howard was the intended target. two postal workers killed

this morning at a post office in western tennessee. authorities say two female employees were shot in what appears to be a robbery at a post office in henning. they are searching for two men driving a maroon chevrolet malibu. it's about 45 miles northeast of memphis and the hometown of alex hailey. nine years after shaun dray's death the trial has begone. he's been serving time for attacking two other women in the same washington park where her body was found. she was from modesto and vanished in 2001 in may. her disappearance marched the career of then congressman gary who was investigated when news emerged he was having an affair with her. there are reports today of a security breach at facebook. the wall street journal says the site is unintentionally sharing

user's personal information with dozens of advertisers. the issue is with popular applications such as farmville. the paper says these apps can transfer information about users and the names of their friends even on the strictest privacy setting. they are taking steps to fix the problem. police are warning people to be extra alert while walking the streets of berkeley. after a tough loss last night, the giants are home. we'll tell you what the team will do this afternoon for game three of the championship series. a chance of rain in the forecast. mark will tell us if it's a likely chance, also. >> i don't really know if it's going to be anything that will get people to ride that normally don't. >> increase ridership. we'll tell you how you may win a prize from the transit agency.

the suspects robbed people walking on the green way trail and on city streets. police say the suspect used a pistol in the tuesday robberies and a shotgun in the crimes on wednesday. a friend of two of the victims said she is more careful now. >> i've just been trying to be more cautious and not walk alone as much and look around corners as i walk down streets. >> police believe the same robbers are involved because they used similar weapons. authorities are looking for a third man in connection with a series of sexual assaults in an apartment complex in walnut creek. police arrested 51-year-old william owe come last week. he's accused of a rain on september 16th. he lived at the complex and knew his victim. his arrest brings little relief to residents because the man responsible for an attempted sexual assault on october second is still on the loose.

>> i do feel a little better but if there is somebody out there, there is that unpeace of mind of what will happen. >> this is a sketch of the suspect in the october attack. he's 5'8" with a medium build and brown hair and in audition to the two recent attacks there were recent sexual assaults between june and august. a man was arrested for those attacks based on dna evidence and remains behind bars. a long time business is closing up shop today. the 7 up bottling plant on chestnut street is shutting down after 60 years in operation. the plant's owner, the dr pepper snapple company says it's being consolidated into other local branches and the 90 people that worked there can apply for openings at the other branches. this afternoon the giants and phillys will be working out at san francisco's at&t park. they are getting ready for game three tomorrow afternoon.

game there will be a ktvu channel 2 news special edition. fox and cable provider cable vision will meet again today to try to come to an agreement over rates. the dispute led to a blackout in programming over the weekend causing 3 million subscribers to miss the baseball play-off and yesterday's nfl game with the giants. the cable vision serves new york, new jersey and connecticut. subscribers experienced several other blackouts when contracts with networks expired. today is kickoff to a new ridership campaign called try bart week. riders can enter contests for prizes that include tickets for a year, tickets on southwest and gift cards for things like ice cream and concerts. to enter bart riders must text the word of the day. it will be posted randomly on train arrival boards. some people don't think the contest will work. >> i know what gets me to ride

this morning. san francisco right now 59 and some 60s to report in fairfield concord and san jose last check 61 at the airport. weather story is this, warmer for tuesday and the extended forecast we reintroduce the chance of showers. we'll highlight that coming up and as far as temperatures today the range from the mid 60s coast side and warmest locations 73 to 74 and tomorrow a few neighborhoods will be flirting with the 80-degree mark. here goes the old system from yesterday heading down to the south and as a result you can see most of the significant cloud cover most of the significant rainfall heading out of the area. now that will be the plan for today with temperatures good 10 to 15 degrees warmer over yesterday's highs. so we had the clouds this morning and skies this afternoon and sunny and a few sunny observations as well as you can see through the afternoon hours. at 3:00 partly sunny and 62 to 74 and by 6:00 mostly and fair

skies by 9:00 this evening. once again, another chilly evening and another chilly tuesday morning. temperatures this afternoon ranging from the 60s, warmest locations around 73 to 74. san jose tops out at 71 and 69 and freed month around 70. the five-day forecast, temperatures under mostly sunny skies warm up. in fact, tomorrow the warmest locations could be the 70s and cooler by wednesday and sunshine and a chance of a shower as we head to friday and we're excited for game three of the series back in san francisco for tomorrow. just beautiful weather with mostly sunny skies and pretty much the three-game series looking good as well maybe a few extra clouds thursday. >> thank you, mark. a three-year-old pasadena boy who was lost by his intoxicated father has been found safe. police say a man who was helping police search for dillon found the boy about 10:30 last night.

that was about 25 hours after he was last seen leaving a wedding with his father at the wheel. police say the child was found asleep and strapped into his car seat inside an area parking garage. >> the great news here is that dillon was in his car seat. he was asleep at the time that we found him. he's in good shape. we immediately called the pasadena paramedics. they responded and he's undergoing medical evaluation at that time. >> the boy's father, 23-year-old joe was arrested saturday night alone and on foot. police say the father was too drunk to remember he left the wedding with his son. ahead, a closer look at wall street. despite the weak economy, a lot of people are taking to the skies.

cars. san francisco international airport is seeing more traffic despite the slow economy. airport officials say travelers made more than 11 million trips through sfo between june and august. that's a 4% increase since last summer. the director credits the frequent flying to low cost carriers and travel to asia and the middle east. demand is growing for -- demand for air travel is growing nationwide and that may lead to more expensive tickets during the upcoming holiday season. experts predict a 7 to 18% spike in airfare from last thanksgiving and christmas. travelers should also expect more crowded flights because airlines only added a few new planes or routes over the past year. south bay university uncovered serious allegations of misconduct by california prosecutors and now the state licensing board is taking
