race for california governor. ktvu's mike mibach is at jerry brown's headquarters in oakland. >> reporter: from the fox theater in downtown oak land it is the house that jerry brown helped rebuild when he was mayor and the house where tonight democrats hope to throw a major victory party. the former two term governor filled out a ballot this morning at a fire house in oakland. it is the same city he led as mayor for eight years. at the time he took office back in 1999 some business and residents of oakland were leaving town unhappy about the state of the city. jerry brown came in and says he revitalized downtown, revitalized up down, jack lindon square and the port of oakland bringing in extra business. fast forward to today. a similar situation developing although in a much larger square. many residents are fleeing not only oakland but the state of california. there's a multi billion dollars deficit. brown liked the challenge he
6:01 pm
faced back in oakland in 1999. and he likes the challenge if he's elected. to get back to being governor, he needs to take down meg whitman, the former ceo from silican valley looking to become the first california female governor. will she carry the female vote? will she carry the latino vote. will the money she spent from her fortune pay off? my colleague maureen naylor has been following the whitman campaign, she joins us now from southern california now live from universal city. >> reporter: you see the color cream of gold and green. and they hope will be part of the victory celebration here. as you mentioned, this has been
6:02 pm
a long and expensive campaign. it'll come to an end in just a few hours. i spoke with meg whitman when she arrived here earlier this afternoon. she arrived in this green bus which she's been traveling in through california and says she's feeling good today. the silican valley ceo has been shaking hands with voters. he's been creating a platform of cutting government spending. this is the most expensive general election campaign in state history. the most money come ing from the whitman campaign, 148 million from her own chest. this is a lot closer race and they are not taking anything for granted. in fact, right now they are
6:03 pm
still on the phones upstairs. i spoke to a staffer just a short while ago and they said any staffer not working on the floor in preparation for the party tonight should be upstairs on the phone asking voters to go out to vote. we're going to be bringing you the latest, maureen naylor. ballot problems are forcing election officials to comp come up with a creative solution. the error was a result of a smudge during the printing process. workers have been erasing the smudges but hand ever since the problem came up and then reprocessing the ballots. >> we wanted to make sure that the shadows from the toner didn't cause any issues that would result in the ballot being misread. >> election officials are even checking ballots that don't appear to be smudges but they say they don't expect this extra step to delay results.
6:04 pm
>> there have been long lines at san francisco's city hall today with some people reporting wait times of 45 minutes or longer to cast their ballots. officials are predicting more than half of voters are expected to vote. officials say this year over all turn out may rival the last midterm gubernatorial election where turn out was about 60%. along with selecting a governor, california voters are also selecting a senator. the main contenders, democrat barbara boxer and carly fiorina. we have crews at both campaigns. >> reporter: i'm at the hyatt hotel in irvine county where republicans have having a victory party. she will be staying up in her hotel room watching the returns
6:05 pm
through the evening then scheduled to come down here after 10:00. she will be flanked by signs, they are orange in color. they are sort of a black curtain background. carly fiorina i'm told is a giants fan. and that she tried to catch some of the game last night. fiorina is hoping to emulate the giant's surprise win. she did vote earlier today near her home in los altos hill. then she flew down here to rally the troops at a phone bank and came now i guess where she's at the hotel here. polls have heard trailing senator boxer by as much as eight points. but fiorina's camp says the vote is going to be much closer than projected. and a winner may not be declared until tomorrow.
6:06 pm
that is from her camp. i'm sure the boxer camp has a different take and that's where my colleague rita williams is to the north of me in los angeles. >> reporter: lloyd that's absolutely right. we are here in the heart of hollywood for whatever happens for the democrats tonight. this is a campaign party headquarters, for three term u.s. senator barbara boxer who's locked in what's described as one of the closest and hardest fought senate races in the country. this is how barbara boxer spent her last campaign event today in oakland: in what's called a meet and greet, no speeches at an oakland restaurant. she and other democrats know that the key today is which party drives up enough enthusiasm to get the supporters to actually go and vote. quite unlike two years ago when president obama was elected. now democrats are thought to be, less enthusiastic than republicans this year and of course tea partyers. once running neck and neck more recent polls show boxer pulling
6:07 pm
ahead of republican opponent, former hp ceo fiorina but it could turn out to be a photo finish and we'll be right here in hollywood for whatever happens tonight. rita williams, ktvu. state voters are being asked to decide several important and controversial ballot measures tonight. prop 19 held a get out the vote rally tonight. that would allow counties to regulate and tax the sale of marijuana. the measure has attracted worldwide attention. the obama administration says it will continue to enforce federal drug laws if that measure passes there will also be several legal challenges as well, undoubtedly. prop 21 would place a vehicle licenses fee to fund
6:08 pm
maintenance of state parks. and prop 45 would eliminate the two vote requirement for the legislature to pass a docket. it would penalize lawmakers fehr áf for every day that it does not pass a state budget -- personalize lawmakers for every day that it does not pass a state budget. >> reporter: we're at the union hall for warehousemen and longshoremen where folks already gathering tonight to watch election results. this is the first time for some alameda voters to use the first ranked voting. this system is receiving mixed reviewed. >> if you're going to vote, vote for who you like and that's it. but to vote three times is kind of confusing to me. >> i think it's great because it prevents a run off campaign
6:09 pm
which could be very expensive. and very hard on the candidate to have to fire up their supporters again. >> reporter: the way it works, if no candidate gets a majority of first choice votes, then the candidate with the fewest votes is eliminated. this this example that would be candidate b. if those second choice votes give either candidate a majority that candidate wins. if not the process of eliminating candidates and redistributing votes continues. reporting live here in oak land, amber lee. you can also talk to two online this election, comment on our facebook or follow us on twitter. tag your twitts with @ ktvu. we would like to know whether you think the bay area is

6:14 pm
and perhaps leave congress all together. meanwhile back here live in washington, all eyes are on that board behind me. remember 39 seats are needed for republicans to win control of the house. folks here expect that in deed to happen. live in washington, carol hann. a greater percentage of californians are registered to vote in this election than at any other midterm since 2004. but only a little more than half are expected to cast a ballot. 44% are democrats, 31% are registered republicans. a ktvu field poll expects a little more than half of democrats will vote compared to more than 2/3 of republicans and a bit over 1/3 of those who consider themselves to be independents. ktvu's channel 2 will be providing you with live election coverage from los angeles and throughout the bay

buildings down on to the cars just like in 1958. they're thinking about putting janitors on the roofs and sprinkle confetti from the rooftops, we'll see if that works. ktvu. >> a nice low tech solution to that problem. plans are now set for the parade. that parade will begin at 11:00 a.m. tomorrow and it'll start at the intersection of montgomery and financial street. it'll then head down to market and then up market to the steps of city hall. it's the same route that the giants took when they first moved to san francisco from new york back in 1958. the estimates are that 100,000 people are expected to come out for that parade. but if you can't make it to the parade or if you don't feel like dealing with the crowd, you can watch it all live right here on ktvu channel 2. we'll also be streaming it live on our website. >> so exciting, looks like the weather should be absolutely
