all right. thank you, sal. in our california governor's race it looks like jerry brown will be making a return trip to sacramento. here are the very latest numbers. 54% of the voters choosing jerry brown. 41% meg whitman. jerry brown celebrated with supporters in oakland last night. >> well, in his victory speech jerry brown told his supporters there are still a lot of tough times ahead for state of california but he said he is committed to working together with republicans to meet the state's challenges. >> we're all god's children. while i'm running into this politics thing, i still carry with me my sense of kind of that missionary zeal to transform the world. thank you. >> now before he got into politics, jerry brown studied in a seminary intending to become a catholic priest. he last served as governor of california between 1975 and

1983. well, republican meg whitman conceded the race to brown last night after spending $140 million of her own money on her campaign. >> tonight has not turned out quite as we had hoped. we've come up a little short. >> the former e bay ceo said she called jerry brown to wish him well. she urged her supporters to continue to demand change from political leaders in sacramento. as we look ahead a bay area police search is on this morning after a san francisco voting inspector apparently ran off stealing the ballots from a polling site. ktvu's kraig debro is live in san francisco with the latest on this. good morning, kraig. >> reporter: good morning, dave. so there's two things going on here. why would somebody steel 75 ballots? and law enforcement at the same time is looking for a motive. why would somebody take or disrupt the process one of the most sacred rights during an election day. it happened at this garage

behind me in the city's excelsior neighborhood. the accused only described as a male who has worked for the registrar in the past. this may have been his first year as an inspector. voters says a precinct worker was there at the time of the theft. in order to steal the ballots the thief had to untwhrok doors to get to the items. another door had to be unlocked for the thief to steal a memory card that records all the votes cast. >> he's not an agent veteran of the election process but he had worked i believe i'll have to check but i'm fairly certain he worked as a clerk in a previous election. and this was his first election as an inspector. >> reporter: the sheriff's office investigating the theft here. it's not clear what penalties the thief will face. did a little research and couldn't find another recent instant of a poll worker/inspector stealing ballots. stories about workers changing ballots after they've been cast but few involving allegations of such an obvious theft.

no luck so far with investigators. we're going to try to talk to neighbors around here about what if anything they saw. and thers another issue at hand here. somebody who cast their ballots, those ballots are missing now, they may want those ballots cast in this election. what will happen to them? will they have to vote again? will they be counted? a lot of questions still remain. live in san francisco, kraig debro, channel 2 news. time now 6:04. proposition 19 the legislation of legalized recreational use of marijuana is losing right now. here's the latest on this. the yes vote 46%. the no vote 54%. now that's the latest we have right now. now at oak ster dam university in oakland the supporters of prop 19 told us this battle is far from over. they're already working on introducing a similar initiative for the 2012 elections to legalize the use of marijuana. well, in the u.s. senate race it appears voters are

sending democrat barbara boxer back to washington for a fourth term. ap called her the winner over republican challenger carly fiorina. here are the latest numbers 52% of the votes for boxer, 42% for fiorina. >> senator boxer declared victory at an election party in los angeles last night. she told her supporters it was the toughest and roughest campaign of her life. >> this is my eleventh straight election victory. [ cheering and applause ] and what a sweet one it is. [ cheering and applause ] >> thebarbara boxer projected win helps democrats keep control of the senate but has a smaller majority. and the republicans have won control of the house. senator boxer talked about all the changes. >> i would hope that most of the people in the united states senate and the house regardless of the changes want to get our

economy back on track. and want to make sure our kids are educated well so they can get the good jobs. >> senator boxer says her number one priority will be creating jobs. well, boxer's opponent carly fiorina has not yet conceded the race. she watched election returns with her family last night inner vine. the former ceo says the race is too close to call. she told supporters that she promised to run a tireless and fearless campaign and thanked her supporters for doing the same. >> we're going to be watching returns all night. but all those people who have already declared this race, maybe that was probably not a smart thing to do. [ cheering and applause ] >> fiorina reportedly raised $17 million. boxer's $6.5 million came from her own pocket. still just a couple hours away but our other big story is that hundreds of fans are already gathered for this morning's big victory parade for the world champion san

francisco giants. a ticker tape parade begins at 11:00 a.m. near the transamerica pyramid on montgomery street. claudine wong is already in san francisco right now. she joins us live. a lot of people around you. >> reporter: yes, we wanted to move to the front of the line to see all the people who have gotten the best seats for this parade this morning. [ cheering and applause ] there we go. there's a look. these people have been out here overnight and very early this morning. they're very excited. [ cheering and applause ] i'm going to see if i can get one to talk to me. tell me why you are out here, i know you've been out here for a few hours. how big of a giants fan are you? >> 31 years now. giants fan since 9 years old. this sun believable. best thing that ever happened to san francisco. yeah. welcome back. time now 6:15. proposition 23 is on its way to defeat. that means california's landmark global warming law will stay in effect. about 60% of the voters rejected the measure which was trying to postpone the limits on greenhouse gas emissions. governor schwarzenegger was one of its opponents. he appeared with the no on 23 coalition last night. the group says that measure was designed to kill the state's fight against global warming. supporters say it was needed to save jobs. republicans have seized control of the u.s. house of representatives. ktvu's allison burns joins us now from our washington d.c. bureau with the latest on how last night's historic elections will impact the balance of power in congress. good morning, allison. >> reporter: good morning to you, pam. president obama and republican leaders have scheduled events for this morning to give their take on last night's historic elections. it is the biggest republican sweep of the house in decades.

now in the house republicans have won 239 seats. democrats have won 183. it's a net gain of at least 60 seats for the gop. there are still several races undecided. that means ohio congressman will likely be the next speaker of the house. but he's being careful not to gloat. >> this is not a time for celebration. it's a time to roll up our sleeves and go to work. >> reporter: republicans failed to win one big trophy, democratic leader harry reed. he eked out a victory. >> today nevada chose hope over fear. >> reporter: democrats will keep control of the senate as of now there are 49 democrats, 46 republicans and two independents. it's a net gain of at least six seats in the senate for republicans. three races in washington, colorado and alaska are still undecided. i'll take a closer look at what this power shift means for san

francisco congresswoman and current house speaker nancy pelosi during my next update in about an hour. for now live in washington d.c., allison burns, ktvu channel 2 news. president obama will hold a 10:00 a.m. news conference this morning. we will carry that live right here on ktvu channel 2. time now 6:17. let's take a look at a couple key issues from election day. first proposition 26 which requires a two-thirds vote to pass certain state and local fees appears to have passed. you see the numbers right there. it's aimed at making it harder for governments to charge fees to businesses by reclassifying them as taxes. also proposition 25 has also won. you can see the numbers there. it's design today make it easier for the legislature to adopt a state budget every year. it's going to lower the threshold from passing a budget from two-thirds to a simple majority. it's aimed at avoiding political gridlock in the future.

and proposition 20 appears to be winning. you see those numbers there. it concerns congressional redistricting. now this measure would transfer the authority to a 14 member commission instead of the elected legislators. san francisco is set to become among the first cities in the nation to ban toys in fast food kids meals. that's after the board of supervisors approved an ordinance setting nutrition requirements for the so-called happy meals. the board voted 8-3 to ban offering toys in meals that lack fruits and vegetables or have too much fat or sugar. the ordinance is set to take effect december 1st of next year. time now 6:19. we're wide awake on this day after election day and so are the folks at the toll plaza. >> yes, they are. i think they'll be wide awake all day because a lot of people coming into san francisco today to do their job and to also go to the big celebration. it's going to all be mixed in there. we'll be watching the bay bridge. in fact, we'll be watching the traffic all day even during the parade we'll be here to let you

know what areas to avoid. but i can already kind of give you a thumbnail. you should avoid civic center plaza unless you're going there for the celebration. and even then take bart. don't bring the car. move along and take a look at oakland 88o north and southbound. that traffic is still doing very well. and so is 580 by the way as you drive on 580 westbound over to the macarthur maze. and this morning's commute on the rest of the freeway hayward city and fremont still looking good with slowing here and there. for the most part off to a pretty trouble free start. 6:20. let's go to steve. sal, thank you, sir. we have a few high clouds in the north bay and also patchy low clouds on the coast from about point raise lighthouse northward. it's not that dramatic but there are some higher clouds. storm tracker 2 temperatures there 40s and 50s. they'll kind of zip on by but mainly towards the north bay. not going to stop us from having a mostly sunny and warm day except a few high clouds to the north. after today things will fall

apart. still looking 70s and low to mid-80s. temperatures way above average for this time of year. should be mainly in the upper 60s. 61 in san francisco. there's hardly any wind at all and what wind there is is a little bit out of the north. plenty going on to the left of your screen. that won't make an impact until friday and saturday. but it will by then. today patchy fog few high clouds. sunny and warmer for everyone else. 70s to low 80s. we'll top out today beautiful weather for the parade. sunshine mild to warm conditions. five day does have warm today and then a little cooler on thursday. much cooler friday into saturday. a lot of clouds roll in here rain makes it sunday and you can also sleep in an extra hour as we set that clock back. >> woo hoo. i like to hear us on the early shift like to hear that. one of the biggest media companies in the country is reporting better than expected earnings. time warner the parent company of fortune and cnn says net income came in at $522 million. that's down 10% from last year, but sales rose 2%.

mostly from advertising revenue. oracle in acquisition mode again. it will pay $1 billion for art technology group. that's $6 a share for art technology which sent its stock soaring 45% on the news. industry analyst says it could help win deals in retail, telecommunications and financial service sector. that sale expected to close by early next year. time now 6:22. oakland voters made up their minds about oakland police officers and money with two key measures dealing with police funding. and shuttle discovery heads to the international space station it will carry a crew of six humans and one robonaut has what nasa calls the most sophisticated hands ever. ah, focus group. so what are we testing here?

funding. they rejected measure x. that's the initiative that would have required homeowners for a $360 parcel tax to fund police services. we needed two-thirds approval to pass. measure bb on the other hand was approved. that restored $20 million in police funding by removing a requirement only the number of police officers the city must have. comes from a parcel tax approved back in 2004. measure bb does not carry any new additional costs for oakland residents. we want to remind you that we have up to the minute on the races on the bottom of the screen. keep an eye there. and also complete bay area election coverage continues on our website at ktvu.com. for results of many of the smaller races in your area plus video and more. all right. well, the launch of the space shuttle discovery has been delayed again. this time by electrical problems. then there's bad weather that could threaten tomorrow's

rescheduled launch. but whenever the shuttle takes off, it's going to have a very unusual crew member. r2 right there with the arms up the first human oid robot to go into space. this robonaut will start the ship packed inside the shuttle's cargo bay. once he's in space he'll be tested out as an astronaut helper. >> give us the ability to utilize the same connectors, tools and do the same sorts of tasks that the astronauts can do on the space station. >> now it weighs about 300 pounds. it's got several cameras inside of its head. nasa says the real gem of this creation, look at these hands. and it's arms. it can move and grasp much like a human being. now if the tests are successful, r2 could next be sent outside in space to do some of the most dangerous repair jobs. all right. thank you, dave. california voters give jerry brown his old job back. >> that's the spirit that i want to take back to sacramento

governor-elect brown the democratic ticket beat former e bay ceo meg whitman. his ray may included governor of the state nearly 30 years ago and two term mayor of oakland did not make him a shoe in to replace governor arnold schwarzenegger. whitman categorized him as a failed politician. recent polls had brown up by double digits less than two weeks before the election. the 72-year-old democrat will become the state's oldest governor ever ironic since he was one of the youngest in state history in the late 70s. but he told the crowd gathered last night he's ready to take off. >> the divisions tonight in california. there will be divisions in state capitol. there will be divisions in washington. i take as my challenge as forging a common purpose. a common purpose based not just on compromise but on a vision of what california can be. >> reporter: this was an expensive race for sacramento.

meg whitman the republican challenger spent $141 million of her own money making this race the most expensive statewide election in u.s. history. although campaigning on not owing anyone anything in sacramento, her image took a hit after whitman's former maid accused her of firing her and knowing about her illegal status. whitman gave her concession speech in los angeles last night. >> you know, in many ways this election was much bigger than governor brown or me. it was about the struggles and dreams of millions of californians. our challenges are daunting. and they won't be solved by politics as usual. >> reporter: governor-elect jerry brown plans to hold a press conference later this morning at 11:00 a.m. at his campaign headquarters right here in oakland. reporting live, jade hernandez, ktvu channel 2 news. looks like san francisco mayor newsome will be moving from city hall to the state capitol.

take a look at latest numbers in the lieutenant governor's race. as you can see a comfortable lead over able. a republican who was appointed to the position by governor schwarzenegger. at his campaign headquarters last night newsome said he wants to transform the lieutenant governor's office. >> i didn't come up there to play in the margins and be the anonymous lieutenant governor. i came in to do some bold things and to be aggressive. and i want to remake that lieutenant governor's office. i want it to mean something again. >> tried to run as governor but ended up dropping out of that race. when he takes over as lieutenant governor in january, san francisco will need to find a replacement mayor to finish out his term. the attorney general's race is neck and neck this morning. take a look at latest numbers. harris is san francisco district attorney has 46% of the vote. the republican district attorney in los angeles 45% of the vote. that is a very latest in that

race. newly released records show a dramatic increase in attacks at napa state mental hospital. the los angeles times checked hospital records following last month's deadly attack on psychiatric technician. those records show attacks on napa hospital workers have soared in recent months. also a big jump in patient on patient attacks. the hospital created several new security measures in response to last month's deadly attack at the hands of a mental patient. we have new information on a story we first reported yesterday morning. firefighters in oakland came to the rescue of two children and five adults who were trapped in a burning building on east 15th street. about 40 firefighters responded. two children and one adult were hospitalized for treatment of smoke inhalation. investigators are still looking for the cause but they have determined that the fire started in the basement. our time now 6:35. the idea of speeding up san francisco's muni service by cutting down the number of stops is resurfacing at city

hall. transit officials say 12 minutes of every hour muni buss and trains run is spent picking up or dropping off passengers. well, now, officials are considering a plan to eliminate a more than 100 stops on five of the routes. those stops are mostly on flat terrain and the distance between the average stops is just over 700 feet. so they say most riders should easily be able to walk to the next stop. we have a fun story to follow this morning. hundreds of fans are already gathered for this morning's big victory parade for the world champion san francisco giants. the parade begins at 11:00 a.m. and starts right near the transamerica pyramid on montgomery street. the parade then moves up market and ends at the civic center. now the crowd is growing by the minute. these pictures were taken just a short time ago. claudine wong is out there. it's the same route the giants took during their welcome to san francisco parade when the team moved from new york back

we took these pictures just a short while ago from civic center plaza. the ticker tape parade starts at 11:00 a.m. the midterm election will bring a power shift to capitol hill in january as expected republicans will take control of the house of representatives. democrats keep their majority in the u.s. senate though republicans did pick up several senate seats. and jerry brown is going to be the governor of california again. jerry brown defeated republican challenger meg whitman yesterday. brown used to be the governor of california between 1975 and 1983. a san francisco polling inspector could face criminal charges when police catch up to him. he's accused of running off and taking a bunch of ballots with him. ktvu channel 2 reporter kraig debro just spoke with a neighbor in the area. kraig, you're in san francisco with the details. an incredible story. >> reporter: yeah, good morning, pam. people starting to wake up here

in the excelsior neighborhood this morning. just spoke to yet another person that lives out here said she voted yesterday afternoon. but the person in question, the man accused of stealing the ballots did not help her. she says she had not seen him before at this precinct. one of the other neighbors we spoke to said a person who did this crime or accused of this crime made an attempt to cover his tracks. what we know right now so far is that 75 ballots were stolen. the woman we spoke to says every election she takes snacks to the precinct workers to thank them for doing their job. when she arrived yesterday afternoon to do the same thing, the person police are now accusing of crime had just left the garage when the theft occurred. the registrar voter says the precinct inspector took 75 ballots, a roster and memory pack that records all votes cast. our witness says the inspector warned the other precinct worker before leaving. >> i think he said a few abusive things to her, but i'm not quite sure because she did happen to mention that he said something to her like saying

you're not going to say anything about this. and that was it. >> reporter: the neighbor told us that the precinct inspector accused of taking ballots also took the keys he used to unlock the case of ballots and then took the keys issued to the precinct co-worker. neighbor also says people who had come to vote were very upset they could not vote. but after the police did their investigation, the precinct reopened and voting continued. the man's name has not been released but police know the man's name and address. our next mission to try to contact the people who live in the home where the precinct was stationed to see what they can tell us. live from san francisco, kraig debro, ktvu channel 2 news. time now 6:46. it could be another day before we find out the winner of the race to become oakland's next mayor. right now former state senator has 35% of the vote. his top challenger holds 24% of the vote. but with rank choice voting, the winner needs 51% in order

to claim victory. don was out celebrating last night but he ended up leaving his party early partly because he's got a bad case of laryngitis. but he did tell us he's optimistic about the results even though he says he doesn't fully understand the ranked choice process. >> we've been told that you have a substantial lead coming out of the election day it holds up. but this is not a science. >> he also talked to us about his plans for the future of the oakland which include revamping the city government and reinstating those 80 police officers recently laid off. well, his main opponent, oakland councilwoman, says she is not surprised by the early results. at her party in oakland last night she told us that he spent a lot more money earlier in the campaign which may have given him an advantage in the early absentee. still she says she is confident that the ranked choice system may work in her favor in the end. now the third top candidate in the race for oakland mayor is

councilwoman rebecca cap lain. she was endorsed by the oakland tribune and right now she holds 21% of the votes. the final will be announced on friday to give election officials to enough time to sort through under the ranked choice system. here's just a reminder of how ranked choice voting plays out. now if no candidate gets to the majority of first choice votes, then the process of redistributing the votes happens. first the candidate with the fewest first choice votes is eliminated. in this case, candidate b then voters who chose an eliminated candidate will have their vote transferred to their second choice candidate. if those additional second choice votes gives either candidate a majority, that candidate wins. if not, the process continues of eliminating candidates and redistributing the votes and that will just continue. now we want to remind you that up to the minute results

terrorists used ups and fed ex to mail explosive devices in that yemen bomb plot. the death toll is climbing from a series of coordinated bomb attacks in neighborhoods across baghdad. bombs began to explode in markets, restaurants and cafes in the early evening. there were about 20 explosions including car bombs, roadside bombs and mortar attacks. 64 people were killed, 360 people injured. time now 6:50. back to the elections. california lawmakers rejected a bill that would have made it illegal to carry unloaded guns in public. san diego asemiblue woman sought the bill after gun rights groups held a series of demonstrations openly carrying unloaded weapons. now the bill would have made it a misdemeanor to openly carry a handgun in a public place. right now 6:50. go back over to sal who is checking in on the san mateo bridge. how does it look, sal? >> it's looking good, pam and dave. right now traffic is moving

down compared to last year. checking in on the numbers taking a live look at the big board on the new york stock exchange, the dow jones up just a little bit right now 9 points. about the same for the nasdaq and s&p 500. but of course many investors waiting to hear from the federal reserve. now shortly after 11:00 this morning fed chief ben bernanke and his colleagues will wrap up their two day meeting. economists expect the fed to announce it will put between a half and three quarters of a trillion dollars into the economy. supporters say the idea is a good stimulus plan. but critics worry it will further weaken the dollar and negatively effect trade with other countries. yeah. 6:53. we'll take a quick break. we'll be right back.
