good morning. welcome to "mornings on 2." i'm dave clark. >> good morning. i'm tori campbell. it's wednesday, november 3rd. we are ally fog the election results as they are still coming in -- we're following the results as they are still coming in this morning. it looks like the voters are sending jerry brown back to sacramento. taking a look at the results, brown got 54% of the vote and mitt got 34%. got-- and meg whitman got 34%. jade hernandez has more. >> reporter: good morning.

he celebrated with supporters here last night, at a building where he restored. he says he's ready to serve the state of california. whitman had characterized him as a failed politician. but he sold himself as a frugal governor who will make hard decisions and won't tax people without their approval. recent exit polls had brown at double-digits coming into the state. >> wewe will had have times that will be tough. how long they will last? a year, maybe longer, but if we all pull together, and if we operating -- with honesty, if i tell you what i understand, i level with you, and we include

>> i will not forget. >> reporter: governor brown plans to hold a conference at 8:00 a.m. back to you. >> thank you, jade. 7:03. the u.s. senate race, it appears that the voters are sending barbara box back. take a look at the latest numbers. boxer with 52% of the vote, fiorina with 42%. senator boxer declared victory at an election party in los angeles last night. she told her supporters it was the toughest and roughest campaign of her life. >> everything was grown at us, including the kitchen sink. [ laughter ] >> and the stove and the oven and everything. >> reporter: senator boxer's projected win is helping democrats keep control of the u.s. senate but with a smaller

majority. however the republicans have taken control of the house. carly fiorina still has not officially conceded the senate race. fiorina watched the election results with her family last night in irvin. she says this race is too close to call and she told supporters she promised to run a fearless and tireless campaign and thanked her supporters for doing the same. >> we're going to be watching all night. all of these people who have already declared this race, maybe that wasn't a smart thing to do. >> carly fiorina reportedly raised $17-point million, 6.5 million coming from her own pocket. proposition 19, to legalize marijuana, is losing. 54% of voters have rejected the

measure, while only 46% gave it a yes vote. in oakland, at this university, they say the battle is far from over. they say they are already ready to introduce another by for november 2012. >> i think we'll have a lot more support coming from around the country. >> if the measure had passed it likely would have faced legal challenges from the government. supporters say it would have brought in revenue. opponents say it contained legal loopholes and would have made it easier for smokers to get behind the wheel. you can get up-to-the-minute results at the bottom of your

-- at the bottom of your screen. our coverage continues online at ktvu.com. we have another big story this morning. hundreds of people already gathered for this morning's big victory parade for the world champion san francisco giants. ktvu's claudine wong has moved from montgomery to -- from washington to montgomery. what's the mood out there? >> reporter: there is a lot of activity. we know the fans have been here all night. this is washington and montgomery. you can see the congratulations sign up. if you look down washington street there's some of the boats and floats to be put in this parade. we expect dozens and dozens of floats and cable cars obviously as the team makes their way through the city. this is the start of the

parade. it ends at civic center plaza and that's where they have hundreds of bans. we were there earlier and you saw a lot of people camped out. everyone we talked to said they just want to celebrate the giants and be a part of history. >> i love it. i love it. from the orange lights -- from the orange lights -- >> oh, yeah. >> even tiffany's, they put a jersey on the statue. >> i've been a giants' fans for 31 years, got off the airplane, came from el salvador, headed to candlestick. my grandpa took me there and made us all giants' fans. >> reporter: back here live. you can see the fans got their front-row seats. really, if you want to come out here, there are a lot of fans getting out here really, really

early to make sure they have a got seed. this street will be closed down along with others. everyone is being called in to help man this. the mayor has said this will be the parade to end all parades. it's going to affect traffic this morning. san francisco police say they are gonna try to hold off shutting down the streets. this is very busy as it heads down market street. cal social security social security street. sal castanedo is watching all of this. sal? >> actually, sal will be talking about that. but first we have breaking news regarding the caldecott tunnel. it sounds like there's problem with the bore? >> it sounds like the construction work has collapsed

on one man. we're getting word that it could be just one injury here -- now, they are say saying there are two -- saying there are two people injured. westbound 24 at the caldecott tunnel. this is going to back up traffic only because of all of the response. it looks like two workers were injured. perhaps it's not as serious as we first thought but it is going to cause a traffic issue. this is a look at highway 24, westbound getting up to the the tunnel. we have a look at highway 237. you can see on the right there. you see all of the flashing lights? this is causing a big traffic jam on the nimitz freeway. if you head south, it's causing a big traffic jam. this is not the worst of it.

the worst of it. here's steve. we're getting a little bit of a northeast wind. so that's going to keep temperatures on the mild to very warm side side. 70s and upper 70s to low 80s, sunny, fair, warm. oakland, 78 degrees. maybe even approaching 80 by the airport. temperatures starting off on the mild side at 56 could be in record-setting territory. 82 the forecasted high. a lot of mid-70s upper 70s and low 80s. including mountain view. 50s and 60s now. 30s in the mountains, 40s, 50s, high pressure is still in charge. big system continuing to develop. it will slow down and weaken

republicans ousted democrats in what many are interpreting as a rebuke to president obama. let's take a look at the numbers -- >> reporter: there are still several races undecided. here is a picture we got overnight of the white house of president obama calling john boehner, offering congratulations to the man who will likely be the next speaker of the house. john boehner says he has a mandate to offer health reform. >> we must remember it's the president who sets the agenda. the american people have sent an unmistakable message to him tonight and that message is --

change course. >> reporter: nancy pelosi, who will serve as speaker until january -- >> we are going back to the failed policies of the past. >> reporter: now, democrats were able to keep control of the senate but they lost some feets. now we're looking at 9 democrats, 46 republicans and two independents in the senate. it's a net gain of six seats for republicans, three races indoles, washington and alaska are -- in three cases, colorado, washington and alaska are still undecided. >> you can watch the president's news conference 10:00 this morning. we'll abring it to you -- we'll bring it to you live. it could be another day before we find out who won the race for oakland's mayor.

right now don perata has 35% of the vote and jean kwan is trailing. the front-runner, perata, did not celebrate last night. he left the party last night because he is suffering from a bad case of laryngitis. >> we've been told if you have a substantial lead coming out of the election date it holds up. but this is not science. >> the final results of the race will likely be announced on friday to give voters enough chance for second, third choices. if no candidate receives a majority, 51% of first-choice votes, then the process of

redistributing votes happens. first, the candidate with the fewer first choice votes is eliminated. then voters who chose an eliminated candidate will have their vote transferred to their second-choice candidate. if those additional second- choice votes give either candidate a majority, that candidate wins. if not, the process continues of eliminating. in oakland, two voters had to decide two very important issues. dealing with police funding. they rejected measure x. that measure would have had homeowners pay for police services. also measure bb was approved. now, that restores $20 million in police funding by removing a requirement on the number of police officers the city has to have staffed. the funding comes from a partial tax approved back in 2004. measure bb does not carry any

new cost for the residents of oakland. vallejo police are searching for three women blamed for four recent strong- arm robberies. investigators say the victims were all elderly and handicapped women who were physically attacked before they were robbed. police say the three suspects have been spotted in a late 1980s volvo, four-door sedan. there's damage to the right side of the car. police describe the suspects as very dangerous. also, on craigslist, a woman said suspects repeatedly attacked her while holding her inside a room on discovery inn. she said she was told for nearly a week before the suspects drove her to richmond. she said she escaped before jumping out of their camaro. coming up, we'll tell you where voters reelected a

good morning to you. welcome back. time now 7:23. voters in los angeles county reelected a state senator who died last month. jenny opeda died of complications from a blood clot but she still got the majority of the vote. if the votes hold up, governor schwarzenegger will have to call a special election to fill

the vacant seat. san francisco is about to become one of the first cities to ban toys in fast-food meals. this is after an ordinance was set for nutrition requirements. the board voted to ban those that have not enough fruits and vegetables or too much sugar. prop 23 is on its way to defeat which means california's landmark global warming law will me main in effect. about 60% of voters rejected the measure which sought to reduce gas missions. the group says the measure was designed to kill the state's fight against global warming. supporters say it was needed to save jobs. 7:24. let's rush right back to sal. breaking news at the caldecott tunnel. what's going on? >> well, it was a construction

accident that aped less -- which happened less than an hour ago. the new bore, there was some sort of an accident where a couple of workers have been injured. and they are looking looking for a rescue team to get up to them. someone may, indeed, be trapped in the new caldecott tunnel. so far, westbound traffic a not affected all that -- traffic not affected all that much. this is going on in the new bore. and we're learning from dispatchers and we'll let you know more about this accident. let's take a look at highway 237. still clearing up an accident, 237 at 880. the traffic is really bad on 880 heading south. this morning on 280 northbound, getting up to highway 17.

that's already slow getting up into the valley. we have to caution you. if you are going to san francisco the best way to get there is by public transportation. not your car. here's steve. thank you, sal. >> we do have mostly sunny conditions expected today and some patchy clouds. some of those higher clouds drifting by. you can actually get a look at them right there. some of those just filter by. now, at the the surface there's not much going on. there are some pretty good breezes out of the east. plenty going on. there's a big system out there that will start to play into our weather on friday with a

breaking news in the east bay where there has been a construction accident inside the new couple -- new caldecott tunnel. two workers are being rescued by contra costa fire teams. this is not affecting traffic and people who are driving to the caldecott may not even be able to see what's going on. let's go now to the phone, chp officer sam morgan is with us on the line. officer morgan, can you tell us

more about what happened? >> yeah. good morning at about 6:58 this morning, our dispatch center got a call regarding the new construction area of the caldecott tunnel. when our officers responded to the scene, we discovered that a new portion of the construction fell on a worker. the worker was hit by pieces of concrete, not life-threatening injuries and was transported to a local hospital. it's not affecting traffic at all. no one is trapped. we're investigating this as an industrial accident. >> okay. so, in other words, the people who were had hurt, the one worker that you mentioned that was hurt has already been taken away from the scene. >> that's correct. >> and nobody in there needs to be rescued? >> that's correct. >> that's good news. the worker inside that was taken out, was hurt taken to a hospital but nobody else is trapped and the traffic is not being affected.

you can see contra costa fire units there still on the scene doing an investigation. the good news is nobody was hurt. the traffic is moving on. so what sounded like what could have been a very serious accident, according to officer morgan, and the injuries sustained are not life- threatening. let's go back to the desk. in thein the california governor's race it looks like jerry brown is going back to the office. juriry brown ended up -- jerry brown ended up with 54% of have the vote. jerry brown celebrated in oakland last night with his supporters. >> the next governor of the state of california. jerry brown! [ cheers ] >> now, in his victory speech he told his supporters there

are still tough times ahead for california but said he's committed to working with republicans on the state's challenges. >> i'm hoping and i'm praying that this breakdown that's gone on for so many years in in the state capitol, that that paves the way for a breakthrough. >> jerry brown last served as the governor of california in the ally in the '80s. now, republican meg whitman conceded the race after spending $10 million of her own -- $140 million of her own money on her campaign. >> tonight as not turned out quite at we had opened. we have come up a little short. >> she said she called jerry brown on the phone and wished

him well. whitman urged had her supporters to continue to demand change. barbara boxer has declared victory over her challenger, carly fiorina. but fiorina has not officially turned in the towel. she says the numbers are too close to call. boxer 52%, fiorina, 42. rick low zahn know is at -- rick lozano is in irvine with more. >> reporter: good morning. we have yet to hear from a carly fiorina spokesperson as to whether she intends to make any kind of an announcement. she's saying it's not over until it's over, although most experts say it is. she spent most of the night crunching numbers and telling

her supporters it's not over. >> it is too close to call. it's a long night. we will be watching returns all night. but all of those people who have already declared this mistake, maybe that was not a smart thing to do. >> reporter: so instead of conceding, fiorina spent the late-night and early-morning hours monitoring the returns despite several news organizations declaring barbara boxer. fiorina left what was supposed to be a victory party and returned to her hotel room. this, while the incumbent had had no trouble at all, declaring victory at a celebration in hollywood. >> this is my 11th straight election victory. kamala harris with 46% of the vote. look, her opponent, steve cooley, from los angeles, 46%. that's the latest from there. it's also looking like mayor gavin newsom will be moving from city hall to the state capital. the republican, 39%. newsom has a comfortable lead over mall maldonado. last night, newsom said he wants to transform the office of the lieutenant-governor. >> i came in to do some bold things and to be aggressive and i want to remake that lieutenant-governor's office. i want it to mean something again. >> newsom earlier ran for governor but eventually dropped out of that race. when he takes over at lieutenant governor in january, san francisco will have to find a replacement there to finish

out his term. a bay area police search is on this morning after a san francisco voting inspector apparently ran off stealing ballots from a polling site. kraig debro is following this story and joins us now with more information. good morning, kraig. >> reporter: good morning, tori the san francisco sheriff's office is investigating this theft. so far this morning we've not been able to reach investigators but we did speak to a neighbor who said she arrived at the precinct place, the 11th precinct, after the theft but before police arrived. the ballots were stolen in a random fashion, in other words, that person may not have known which ones he stole. he unlocked three different stores in order to steal 75

ballot, and a memory pack that records all of the voters and a roster. >> they don't know if the gentleman went completely berserk but he apparently -- he just closed down the whole place. >> there wasn't any notes in his files that indicated he couldn't handle any responsibility. he scored very well on the assessment that was given to him. he interacted fine with our staff. >> reporter: this is the first year the man had had been an inspector. they clearly have his name and address and did not release it to the public. the precinct closed for an investigation but reopened for people and voting resumed here. there are not that many races

so voice that 75 ballots would make much of a difference. i've been trying to get more information about the person accused of stealing those ballots. kraig debro, ktvu channel 2 news. >> thank you, kraig. 7:39. well, hundreds of fans are already gathered at this moment for this morning's big victory parade for the wold champion -- world champion giants. the ticker-tape parade starts at 11:00 a.m. at montgomery street. the parade moves at market street and it will end at the civic center. people already started camping out overnight. the crowd is growing by the minute. this is an area right at washington and montgomery. you can see this is where the parade will really start.

messy day in san francisco. speaking of messes, they clear and accident where 237 and 880 meet here. 880 south is very very, heading south and driving to milpitas because of the earlier crash. also this morning's commute is going to be busy in livermore. we have an accident at greenville road. we have a lot of slow traffic here this morning, coming off the altamont pass. if you are driving to the east shore freeway westbound 80 is also pretty slow from pinole richmond heading out to the maze to a very crowded bay bridge toll plaza. it's crowded there. no major problems on the way in. let's go to steve. we have mostly cloudy skies. there are clouds kind of drifting up. some of those will drift in the area. it won't stop us from being mostly sunny. upper 78 os to 8 -- 70s to 80s.

them. they've had -- i've had one message from them and they said it was a lot more difficult to be in prison without me. >> they are harder on them now that you're gone? >> no, not -- i got three sentences. that's all of the information i've gottefrom them since i was released around 40 days ago. i don't know how they are doing. but i can see where they are. i know what it's like there and i know how small their world is, how trapped, they feel. they only have 40 minutes out of their cell every day and the rest of the time, they are in a small, cramped space together. they are best friends but no matter how close you are, having only one other person in your world is psychologically very difficult and trying. >> i don't want to cut you off but i don't want to run out of time. quickly, can you tell us -- i know you were released because

of your health concerns, issues that you are dealing with but you are going to be summoned back for the trial. will you be going back to the trial? >> i was released on compassion grounds, actually. the official didn't didn't have anything to do with my health. it was just compassionate grounds and i'm urging and pleading for the iranian government and the iranian leaders to find it in their hearts to release josh and shane on the same grounds. the trial, i've thought very long and hard about to go back to the trial. right now my mother is in the hospital. so i can't possibly go. i know shane and josh would want me to be with my mother. >> okay. we would talk on and on. sarah shourd will be with families and friends of shane and josh tonight, 7:00, near lake merritt for a vigil and a banner drop.

especially trying to get into san francisco. a big event today. i don't think we're grasping the gravity of the -- the grave of the situation. let's check out the south bay. northbound 280 is very slow in downtown, getting up to highway 17. northbound 17 traffic is going to be busy coming down to the valley and getting into the san jose airport area as it turns into interstate 880. this morning's commute is okay on southbound 101 as you drive down to the 580 interchange in marin county. westbound bay bridge traffic is backed up this morning for about a 25-minute delay. it's going to be very slow all day long as people try to get into the city for the parade. what's the weather like for the parade? >> we have a little bit of patchy fog. most of it is off the coast. for most, it's quiet.

before she officially concedes. 8:03. well, proposition 19, that landmark legislation to legalize the recreational use of marijuana, is losing. look at the latest numbers. the yes vote 46% but the no vote is 54%. that's the the latest on that. at oakster dam university supporters said the batel is far from over. they say they are already working on reducing a similar initiative for the 2012 election to legalize the use of marijuana. >> i think it will be a lot different. we'll have more support. >> if the measure passed, it probably would have faced legal challenges from the federal government. supporters say it would have brought extra revenue and allowed law enforcement

on ktvu. back here at home it could be another day or so before we find out who was elected the new mayor of oakland. right now don perata has 35% of the votes. jean kwan holds 24% but with ranked-choice voting, the winner needs 51% to claim victory. now, the front-runner was out celebrating last night but he left his party early partly because he has lay enjoy tis. he is optimistic about the results even though he doesn't fully understand the rank choice process. >> we've been told if you have a substantial lead coming out of the election day, it holds up. but this is not a science. >> well, the final results of the resume not be known until friday to give election officials time to sort through first, second, third choices under the rank choice system.

here is how it works. if no party gets first ranked choice votes then the candidate with the fewest first choice votes is eliminated. in this days, candidate b -- in this case, candidate b and those who chose an eliminated candidate will have their votes transferred to the second-choice candidate. s are in oakland, voters had to decide two person important measures dealing with police funding. they rejected measure x. that's the initiative that would have required homeowners to pay a $360 parcel tax to fund police services. it needed a two-thirds approval to pass. measure bb, on the other hand, was approved. it restores $20 million in police funding by removing a

requirement on the number of police officers the city must have staffed. the funding comes from a parcel tax in 2004. this does not carry any additional cost for residents. in the last couple of months, general motors announced november sales are up. overall, they are forecasting the entire auto industry will post an annual sales rate of just before -- of being up. sales jumped 12.8%, driven by a surge in crossover sales from models like chevy equinox and the cadillac. now, solano county auto dealerships are bouncing back after major car dealers ended agreements with some of the

welcome back. we have new information about a double shooting overnight in san francisco. about 30 minutes ago, police told us one of the victims has died. investigators say the victims were standing on nay street in the ingelside district, when a car drove up and someone opened fire shortly after 1:00 a.m. now, the second victim's injuries are described as not life-threatening. police say there are two suspects involved here. the car is described as a four- door gray japanese model car. if you have any information about this case, contact san francisco police. voters in los angeles voted for jenny who died of complications from a blood clot. the voters still gave her 54% of the vote. if the results hold, governor schwarzenegger will have to call a special election to fill the vacant seat. it's 8:24.

and proposition 23 is on its way to defeat which means california's landmark global warming law will stay in effect. about 60% of the voters rejected the measure that sought to postpone limits of greenhouse gas emissions. governor schwarzenegger was one of the critics and appeared with the no on 23 coalition last night. the group says the measure was designed to fill the state's fight against global warming. the idea of speeding up san francisco's muni service by cutting down the number of stops, the buses make it resurfacing at city hall. transit officials say 12 minutes of every hour, muni buses and trains run are spent picking up or dropping off passengers. now, officials are considering a plan to eliminate more than 100 stops on five routes. they say those stops are mostly on flat terrain. and distance between stops is

kamala harris was pretty much counted out and now she's making a comeback. i didn't see many ads, i didn't get any mailers in the mail or campaigning for this job. it's an important one. why is it so quiet? >> there was a lot of activity going on in both of these parties because republicans thought that steve cooley had had the best shot to win a state-wide position, with republicans going down and meg whitman, the tide just turned against him. the fact is that kamala harris has survived ahead and clinging to a lead right now. that would mean democrats have control over the governorship, the u.s. senate and every state- wide office including both houses of the legislature if kamala harris makes it through. this is one democrats will be nail-biting all the way.
