welcome to "mornings on 2". i'm dave clark. >> good morning. i'm tori campbell. it is thursday, november 4th. we're learning more about a horrible, early-morning crash that has left two people dead. it happened at 106th avenue and macarthur boulevard, not far from the oakland zoo. ktvu's kraig debro joins us now with information. >> reporter: good morning, tori. within the past few minutes, the police tow trucks have hauled away both of the vehicles involved in this accident at 106th and macarthur. this is just west of the oakland zoo. just a horrible accident. the impact happened probably around 80 miles an hour, according to witnesses. if you look in the middle of the street and beyond, as you go to the auto service center, you can just see all of the oil, the fluid from the cars, all spilled out as a result of the impact. the oakland police are trying to put together the last moments of the chase that led to the crash and ended two lives. at 2:00 a.m. this morning, the chp said it

spotted a bmw driving westbound. driving too fast. then they attempted to pull over the driver. instead, the suspect sped off, and the chp gave chase. the vehicle got off the freeway at 106th avenue and foothill and continued driving northbound on macarthur. when the vehicle got to macarthur and 106th avenue, it got into a collision with the second vehicle. >> i figured, they're just going to pass each other. and i'm looking. and they hit head-on collision. and soon, the car's impact was like a big old explosion, right? it didn't look like one tried to turn. it may turn to avoid it, hit the door, whatever. >> reporter: one of the two people who died in this collision died here at the scene. the second person was taken to highland hospital pronounced dead. the chp said they were attempting to pull over the bmw. but you just heard our witness say police were chasing the driver of the suv. we heard that from more than one person.

we're going to have to check with the chp again. the officer we spoke to is not here at the time. pretty difficult to imagine how you mix up two very different cars in an eyewitness account like that. oakland police are investigating this because it happened on the streets of oakland. chp, of course, began the chase at 580. but the opd is now in charge of the investigation in figuring out just what happened here at the end. of course, this intersection is blocked. already starting to see cars at the a.m./p.m. it might be a problem for people here this morning. time now, 7:03. the search for an abandoned little boy's family will soon pick up this morning. police say a woman left a little boy in a yard in san pablo. ktvu's jade hernandez is at san pablo headquarters. and i know police are checking

out tips on this. >> reporter: since neighbors discovered the little boy, tips have been coming in here to san pablo. detectives are expected to be coming any time. police have reported now, they have not tracked down the taxicab driver, whose cab the woman jumped into after abandoning the boy. this morning, authorities are asking, do you know this little boy? he is between 18 months old and 2 1/2 years old. the woman abandoned the boy near contra costa college yesterday morning, around 8:00. she was wearing a brown jacket and yellow backpack. authorities don't know if she is the boy's mother. but a neighbor found the boy in front of his home. and san pablo police say the area was deliberately chosen. and they have harsh words for the person who left the boy. >> we're going to find out who did this. and if our investigation shows that there is criminal behavior or action involved in this, we're going to request that the district attorney prosecute this individual to the fullest

extent of the law. >> reporter: the toddler can't form clear words yet or answer questions about his name. he was missing a shoe and wearing a dallas cowboys shirt when the neighbor discovered him. authorities say he's healthy and unfazed by what happed. when we checked in this morning, we learned he is still in protective services right now. we hope to have an update for you in this case, within the hour. reporting live, jade hernandez, ktvu, channel 2 news. it is 7:04. governor-elect jerry brown is wasting no time, getting ready to run the state. he has a meeting scheduled today with governor schwarzenegger, to begin laying the groundwork for his transition in january. in a press conference following his election win, brown says he wants to make state government leaner. he also said he recognizes the challenges facing him. but the state's projected $12 billion deficit. >> all i can tell you is i didn't create this mess. i'm going to be straight and tell it like it is. and i'll do everything i can to make it work.

>> reporter: brown says he will continue living in the oakland hills with his wife, although he says they will also find a place to live in sacramento, that will be modest. the last time brown was governor of california, from 1975 to 1983, he refused to live in the governor's mansion and instead rented an apartment, close to the capital. two bay area races remain undecided this morning, with results that are still too close to call. in the race for state attorney general, san francisco democrat kamala harris has a very narrow lead over steve cooley, the republican candidate. you can see there. frip 45.9 to 45.8%. harris's campaign is expressing confidence that after all of the votes come in, she will main ahead. cooley, who is district attorney for los angeles, at one point, declared victory. but then he canceled the victory news conference yesterday because of the uncertainty of the outcome. and it's still unclear

whether incumbent bay area congressman, jerry mcnerny will be returning to capitol hill. he leads harmer by just 121 votes in the east bay's 11th congressional district. he is seeking a third term. in both of these undecided races, it could be weeks until a winner is declared. thousands of absentee and provisional ballots still have to be counted. sal has been talking about traffic problems. san jose is getting a little better? >> it is. and i want to show you this, tory and dave. we are at the scene here. in fact, we're probably just going to have to get off the freeways soon. they have one more lane closed here. southbound 101 at 880. it was an overturned truck earlier. they took it away. and now they're just doing some cleanup work.

southbound 101, much improved as they opened if up more lanes. northbound not affected. so finally, after more than 2 hours of it being on the freeway and blocking several lanes, it is almost gone. let's move it along, and take a look at westbound bay bridge. we had an earlier accident. and also a stall on the bridge. of course, they got out there as quick as they could. but traffic is backed up for at least a 25-minute delay. if you take the bay bridge, i think you need to give yourself an extra 10 minutes of head time just to be on time. moving along, 880, traffic still looking good here in front of the oakland coliseum. 7:07. here's steve. >> i can't do any better than this, folks. i cannot do any better than this. >> wow. very nice job, everybody. >> gorgeous sunrise. we get the higher clouds. kind of a mild, tropical feel today. muggy maybe. but very warm. 70s and 80s. we're going to hold this into the weekend? no. we're going to cool it down and bring rain here sunday. mostly higher clouds. about san francisco north. so the north bay could have mostly cloudy, kind of milky skies.

it will still be low 70s to a few low 80s. caught in between the high, which is moving now, towards the east. and a cold front coming into the left. and right in the middle, those higher clouds. that's what we had today. high clouds, mild to warm. 60s and 70s to a few very low 80s. san mateo, starting off mild. 60 degrees. 70 at noon and a high of 77. mix of sun and clouds. 50s and 60s. kind of cloudy. kind of sort of. 50s here. 62, mild degrees in san francisco. 30s up in the mountains. tahoe at 32. 50s for many. ukiah, sacramento, fresno. and it is hot. no, it was hot in southern california yesterday. some of the records. long beach, 100 degrees. ucla, 99. now, some of these temperatures were not only records for the date. hottest temperature ever recorded in november. do you want los angeles was 98. old mark was 96 back in 1900.

and san diego, 93. that tied the high previously of 93 in 1921. it will still be warm to hot. so if you have to travel down there, and you won't need a jacket. that's for sure. for us, you probably won't need one either. you have a high cloud system. that system to the left of your screen is going to split. it will split. but behind that is a lot of cold air. and there's a stronger system upstream. that will be the rain for sunday. high clouds. windy above the hills. right above the caldecott. some seeing gusts of 25 to 30 miles per hour. for others, there's no wind at all. 60s, 70s. upper 70s and a few low 80s. kind of hazy sunshine with a few higher clouds. partly sunny. cooler friday. much cooler saturday. set your clocks back, sunday morning. we fall back. rain on sunday. then a cool monday. they think there was a million people out there jamming the streets of downtown san francisco for a once-in-a- lifetime event.

>> that trophy looks good. they celebrated san francisco's first world series championship, the enormous crowd cheered on the giants on the victory parade route from the financial district to city hall. the city clearly has fallen in love with these self-described misfits who are now the champions of major league baseball. >> having a mini heart attack. i'm not sure what it's from. maybe the electricity in the crowd? maybe the smell of prop 19. i'm not sure. >> just coming out here and seeing you guys give us support from day 1, like brian said, from spring training to the torturous august, to -- i don't know, all the way to texas, just seeing black and orange out there everywhere was just so awesome, so fun and exciting. >> reporter: and chopper 2 -- news chopper 2 gave us this bird's eye view. they have never had anything like this. a sea of orange and black. hundreds of thousands of people jammed into the pacific center plaza. one of the largest public gatherings in san francisco

history. there's bound to be a few troublemakers in a crowd of that size. and there was some trouble on the streets of san francisco shortly after the huge rally. as crowds flooded market street, traffic was brought to a standstill. some people climbed on top of muni buses, disrupting service in the downtown. police made at least a few arrests. but there are no reports of any injuries. san francisco's cleanup crews have never had a job quite like this one. they worked all afternoon and well into the night, cleaning up the giant mess. piles of trash were left behind. and confetti rained down from skyscrapers for a long time. you can watch the entire victory parade and see our coverage of the team's world series win. just visit our website. ktvu.com and click on the world series tab. >> all right. time now, 7:12. an emergency in the air. you'll find out what qantas is doing this morning after an engine failed in one of its planes that had over 100 people on board.

emergency landing from singapore. but passengers describe a frightening experience. >> we felt this loud thud. you know, everybody sort of pretty shaken by it. so you can imagine how it was. >> debris from the plane landed in indonesia. qantas says it is grounding the fleet until it can determine the cause of the engine failure. it's not known if ash from the erupting volcano in indonesia is at all to blame. time now,7:16. and president obama has invited leaders of congress to come to the white house. after midterm elections gave control of the house. and alison burns reports from our washington, d.c. bureau, there are already signs that big fights are looming with the white house. good morning, allison. good morning to you, dave. this is brand new this hour. president obama has just wrapped up a meeting with his

cabinet. and he is making some news. he said he has invited leaders of the new republican congress and democratic leaders for a summit in a few weeks to look for ways to reach new agreements. he said he has heard the message from the election. and i think it's clear that the voters send a message, which is, they want us to focus on the economy and jobs and moving this country forward. they're concerned about making sure that taxpayer money is not wasted. and they want to change a tone here in washington. but there are some looming fights between the president and congress. on the bush era tax cuts, the gop wants to keep them for everyone. president obama wants wealthier americans to pay up. the gop wants to repeal health reform. obama says he'll tweak it. the president is also making a pitch for a $50 billion stimulus plan that republicans have already rejected. now, president obama said this

morning that he has invited san francisco congresswoman house speaker nancy pelosi to his leadership meeting in a few weeks. but it is still unclear right now what type of role she is going to play in the next congress in her first post- election interview. she wouldn't say if she plans to stay in congress. reporting live from washington, d.c., alison burns, burns,ktvu channel 2 news. >> thank you, allison. time now, 7:17. the change of power in washington may mean big challenges for california's high-speed bullet train. he says he doesn't agree with some funding for the national projects. although he didn't specifically mention california. the california rail authority is still expecting at least $15 billion of federal money for the rail project. but with nancy pelosi losing her possession -- position as speaker of the house, there may be harder to secure. by the way, there is a proposed

meeting about the public rail at city hall tonight. meanwhile, calling the $43 billion rail project a bad investment. the california high-speed rail authority has predicted 39 million riders will ride that train by 2030. but the professor the ridership will likely be one- tenth to one-twentyth -- 1/20th december 2008. officers responded to a fight at the denny's, on woodside road. francisco huerta was lying on the ground of the parking lot, unconscious, when he was run over by officer oscar pavidda. he was left severely disfigured by the accident. the officer said he didn't see the victim because of poor lighting. the oakland police department will have extra officers on duty when yohanes

messerly is sentenced tomorrow. officers say they don't expect protests tomorrow. but they will be prepared for any trouble that may erupt on the streets in downtown oakland. a jury convicted the former bart police officer of involuntary manslaughter for shooting a victim in 2009. the judge could sentence him to at the most, 14 years in state prison. or he could only get probation. there's even a possibility the judge could give mehserle a new trial. next hour, we'll find out how they are getting ready for the expected verdict. again, that will happen in los angeles, in the same courtroom where he was convicted. and our own ktvu's chawd clawd -- claudine wong will be there and bring it to us. shifting gears. bring on the big bucks.

welcome back. there was an earthquake. but it was a little one. call it a microearthquake. it rattled the south bay overnight. it was a magnitude 2.5. struck about 10 miles east of san jose, about 1:30 this morning. we have no reports of any injuries or any damages. we did check with the u.s. geological survey. there's been no more quake activity in that area. >> 7:23. two bay area wildlife organizations are asking for the public's help, to catch whoever is responsible for a very disturbing case of bird

abuse. they say someone has been cutting up beer cans and putting them around sea gulls' necks. at least two birds have been spotted like this since september. one in san francisco, one in half moon bay. sightings can be reported to wildlife rescue or international bird rescue. a $2,000 reward is being offered in this case. california park officials are scrambling to save state parks, after the defeat of prop 21. the measure would have raised half a billion dollars from parks from an increase in vehicle and licensing fees. receipt -- recent budget deficits have already started some closures. now they are likely to continue next year. that could mean a decrease in rangers, camp grounds and picnic areas. domino's is marking their silver anniversary. they'll hire someone to work for just one hour next month. they'll pay them more than

$30,000. here's the requirement. you have to be 18 or older. no education or experience requirement. that lucky person -- i'm telling you, going to be well compensated, earning slightly more than $31,000 for 60 minutes' of work. domino's isn't saying exactly what that person will be doing. the average pay for part-time jobs in japan is less than $12.50 an hour. >> that would be pretty nice. kind of like winning the lottery. >> yeah. we want to check in with sal castaneda. >> and things are getting better in some areas, only to worsen in others. san jose area comes to mind. look at 280. we have a crash. a noninjury accident. and it's not good. as a matter of fact, i would recommend, if you know the way to get up, maybe using stevens creek or another way, avoid 280 for now or go early. this is a look now at 2 11, -- 237, also getting slow.

it is 7:30. we're learning more about a horrible early-morning crash that has left two people dead. ktvu's kraig debro is talking to witnesses and investigators. >> reporter: good morning, tori. i just spoke with o.p.d. this morning. they tell me that both of the people involved in this crash are oakland residents. right now, at the intersection

of 106th and macarture. you -- macarthur. you see opd. behind them, an opd engine and crews out here putting that absorbent material down. this crash caused several gallons of fluid from both vehicles to leak out. oakland police are telling us for the first time what they found out about this deadly accident so far. and we've not been able to confirm which of the two vehicles was initially contacted by chp. we now have that information. two witnesses told us, they believed they were being chased. but the bmw is believed to have t-boned. the chp says they tried to stop the bmw, around 2:00 this morning. >> the vehicle then began to run from us. took the exit at foothill and macarthur. came down macarthur here to the intersection with 106th, at which time, collided with another vehicle. as a result of the collision, two people fatalled out.

they didn't make it. >> she was coming from this way. she turned this way. and the thing came by and hit them and knocked them over there. >> reporter: now, originally this chase began on 580 westbound, with the chp giving chase. talking to opd investigators just a second ago, they tell me that the chp was far enough behind the vehicle they were chasing at this intersection. when they didn't actually see the collision. from that description, it appears maybe the chp had backed off on their speed a little bit. one of the victims, the person driving the 7 series bmw, is a 19-year-old man. police were not able to tell me how old the woman driving the suv was. and also speaking to some investigators out here, they say that that series car of bmw, even though it's a sedan, would be heavy enough to move a vehicle that weighed a lot more than it did itself way over to the corner of that auto service center.

originally, it looked kind of strange to see a small car, hitting a big vehicle like that over there. as the firefighters began to clean up things around here, we're going to continue to see what we can find out. look for witnesses. also, perhaps the opd will have some more information about just how this accident happened. they're not sure exactly if the suv was heading eastbound or westbound on 106. or was trying to turn southbound on macarthur. reporting live in oakland, kraig debro, ktvu, channel 2 news. time now, 7:33. dozens of people ran from their homes overnight, chased by a fast-moving fire at a redwood city apartment building. the fires broke out about 3:00 this morning. investigators are still there on the scene. ktvu's tara moriarty is joining us with the latest on the investigation. good morning, tara. >> reporter: good morning, dave. well, the sun is starting to come up. and once it is completely light out, fire investigators will start to sift through the

burning apartment complex, to figure out what started it all. >> if he had alerted early, he wouldn't have been able to get through this. >> reporter: redwood city fire officials tell us smoke detectors alerted residents about the fire, which broke out just before 3:00 this morning. if those alarms weren't working, crews say that some people might not have made it out. we're here off lynden street, near the intersection of el camino real and woodside drive. firefighters say the fire ignited. crews had to evacuate 40 people. many of them elderly and disabled. they say the scene was quite chaotic when they first arrived. >> some of the challenges that we face are just the sheer number of people, interior hallways, so that adds a problem. the hallway held like it was supposed to. but there's still smoke in there. that can make people's evacuation route more dangerous because they can't see they have smoke in the way. >> everyone did make it out safely. red cross took over, once the victims were loaded onto a bus. they were taken to the fair

oaks community center. and the city is also trying to assist in helping these folks since they now have nowhere to live. firefighters want to remind you to change the batteries in your smoke detectors, since daylight savings is this weekend. it is a perfect time. because once again, they say that detectors definitely saved lives in this case. now, investigators do not know what sparked the fire. but we did speak to a fire marshal just moments ago. and he told us that he should know sometime by 3:00 this afternoon. live in redwood city, tara moriarty, ktvu channel 2 news. 7:35. police are investigating a series of overnight robberies near the uc berkeley campus. there have been four reported incidents of parker and telegraph, between midnight and 2:30. we talked to police this morning. they say they did take one man into custody. but they're still trying to determine whether he is responsible for all four overnight robberies. oakland police are looking for a suspect who they say shot and killed one man and injured another. yesterday evening, officers got

several calls, reporting gunshots in the area of outlook and parker. when they arrived on the scene, they found two 28-year-old men, from tracy, suffering from gunshot wounds. both victims were transported to highland hospital. and we learned this morning that one of those men did not survive. right now, there is no description of the suspect. time now, 7:35. there's a lot of talk this morning about who will replace san francisco mayor gavin newsom. newsom is the state's newly- elected lieutenant governor. he'll be sworn in at the state capital in early january. but his mayoral term runs another year. so the board of supervisors must decide who will fill in until the next election. >> this is a very, very important moment for the city. this is an opportunity to do some special things. but also some opportunities to do some damage. >> reporter: now, a lot of names are being mentioned, including the current board president, david shu, former

supervisor, aaron peskin, tom and even former mayors, willy brown and art agnos. we have been told that willy brown and agnoshave said they do not want the job. they will start counting second choice votes in the race for oakland's mayor. right now, don peratta. jean kwan is in second with -- quan is with 24%. followed by rebecca kaplan. these will change once they drop the last-placed candidate and begin distributing second- choice votes under the rank choice system. time now, 7:37. pg&e just gave us an update about the gas pipeline maintenance work. and made a lot of people nervous yesterday. pg&e told us, crews performed a second pipeline purnling last night-- purging last night off northshore boulevard, near the north shore amphitheater.

the work released some of the gas smell into the air. and there were a lot of phone calls calls from concerned residents. officials say crews were performing a routine check of the gas transmissions system. there was no danger, they say, to the public. well, work on the fourth bore of the caldecott tunnel has resumed, following a construction accident. the worker was hurt yesterday morning, when a piece of concrete inside the tunnel fell on them. the worker was taken to the hospital, treated and then released. caltrans says this is all under investigation. and they say worker safety is a top priority. >> hmm. that's good to hear. 7:38. we want to check in once again with sal. top priority for you, of course. getting to this morning's traffic. i have to say, yesterday, the bart platforms were absolutely packed. a lot wearing orange and black. >> it brings up that bart set a new ridership record because of all of the people using bart.

and also cal train had a lot of people on it. this morning, we have back-to- normal commutes on those systems. highway 4. you might want to think about using bart instead of taking your car from eastern contra costa county, over down to walnut creek. because it's pretty slow this morning, as you can see. back to normal. and there's a sense that a lot of people are going back to work after a large portion of the bay area had been celebrating and taking time off these last few days. now, it's back to work, back to school. this is a look at 237 westbound, crossing 880. stop-and-go traffic there. and 880 south is slow. 280, northbound. we've had a couple of incidents along that stretch getting into the valley. and even though i'm not showing it to you, i'm going to say, the bay bridge is crowded for at least a 25-minute delay, getting into the city. 7:39. here's steve. >> sal, thank you, sir. i concur with torei yesterday. it was just amazing how many people were lined up at bart.

good start to the dow this morning. wall street stocks rise sharply after the fed announced a $600 billion plan to stimulate the economy. right now, the dow is up 164. 11,379. nasdaq up 30. s&p up 15. this is offsetting disappointing news. the labor department had worse- than-expected news about the jobless claims. 20,000 more people filed for jobless claims than the week before. that puts it at 50,000, the

same level as at the end of last year, which indicates there really has been no change in the overall job picture in the last 11 moth -- months. fremont facility that received over a half billion dollars in federal loans is having financial difficulties. solyndra. it means cutting 200 jobs. they produce thin film solar tubes, which collects solar energy more efficiently than flat solar panels. president obama and high-level energy officials from around the world, have visited solyndra. a texas university student is now the fifth american to die across the border in mexico in the last week. victims were all el paso residents. they were shot while visiting siudad juarez. that's known as mexico's murder capital. you're looking at video from sunday. that's when a young woman and a high school student were shot in an suv. on saturday, a man was shot on the porch of a house. and on friday, a woman was

both put pressure on you tube to remove that video. you tube told the new york times, the videos violated the website guidelines that prohibit, quote, excitement to commit violent acts. excitement this morning for one of the accused kidnappers of jacey dugard. the lawyer wants to keep documents in the case sealed, arguing that releasing them could hurt her right to a fair trial. now, nancy and phillip garrido are charged with kidnapping jacey dugard and holding her captive for 18 years in the backyard of their home near antioch. 7:48. san francisco police are still looking for dozens of ballots that were stolen from a polling place on election day. they arrested a poll worker. 50-year-old carl bradfield nicholas. he is suspected of running off with 75 ballots and a memory card that records votes from a polling place in the excelsior district. police arrested nicholas at his home yesterday, but the stolen items were not found. at this point, it is not known

what would happen if they are found, whether they would be counted or not. nicholas faces felony burglary charges and election code violations. today, they will ask for permission to raise ticket prices. the team wants to leave alone the cost of the cheap seats. price tag up to $74 each. but it wants other ticket prices prices to go up between 10 to 20%. premium seat costs would jump 55 to $350 each. team officials say 49er tickets would still sell for less than the average throughout the nfl. 49ers, by the way, have two wins and six losses so far this season. facebook is announcing a new service today. it's called "deals." it's used in conjunction with the places featured. depending on a user's location, businesses in the area can offer discounts and other deals. facebook says it is launching a test version of deals, with the help of 23 companies, including

the gap, 24-hour fitness and north place. any of the people who go to the city's 2500 restaurants should know how clean those businesses are, especially the kitchens. now, there is a proposal to display the ratings they earned by semi annual inspections. they think having to post the score would have to be unfair, since the number is available to anyone who asks. but officials say there are few diners even know the scores are available. >> i really believe it should be in the front window. so that the public, walking by, looking at the menu, can also look at the score and think, do i want to go in there? >> maybe they had a bad day. maybe they had a machine that was broken, et cetera. and once they got it fixed, they'd be back in good graces. but they'd have to keep that lower score posted for up to six months, which we feel is unfair. >> other cities, including los angeles and new york already require health department

department. this toddler was abandoned yesterday morning, around 8:00. he was found in the front yard of a home. that neighbor called police. and police have been looking for the mother ever since. this morning, the woman did turn herself in. and of course, we'll have more on the story coming up. reporting live, jade hernandez, ktvu channel 2 news. >> thank you very much. our time is now 8:00. we're also getting new information out on a deadly early morning crash that happened in oakland. ktvu's kraig debro is out there. he's got new information about the two men who died in that crash. craig kraig is with us now on the very latest. so what do you know now? >> both men are from oakland. one is a teenager. one in his early 30s. intersection at 106th and macarthur, just opened about 10 to 15 minutes ago. and just opened in time for the morning commute. and they tell us that both victims are from oakland.

chp ended at the intersection of 106th and macarthur. chp says one of its officers trieded to pull over the driver of a bmw. on westbound 580 and 105th avenue. drivers sped away, but got off the freeway at foothill and macarthur, just a couple of miles after the initial contact. the impact of the crash killed both people. opd investigators told me that the driver was traveling at a very high rate of speed. police say that you can tell that from what the impact did on both vehicles. not only did they crush the metal. the bmw changed the direction of the suv from southbound 106th avenue. basically to northbound on macarthur. 31-year-old driver dried on -- died on the scene. we can take a live look. the suv was traveling that way on 106th. and the bmw going this way. the suv ended up in that auto

service center, across the street there. the bmw was able to push that suv all the way back into that auto service center. despite the fact that it was going westbound on 106th avenue. we've checked with police to try to get more information about the identity of the two people this morning. reporting live in oakland, kraig debro, ktvu, channel 2 news. it is two minutes now after 8:00. governor-elect jerry brown is wasting no time getting ready to run the state. he has a meeting scheduled today with governor schwarzenegger to begin laying the groundwork for his transition in january. brown said he wants to make state governments leaner. he also said he recognizes the challenges facing him. for the state's projected $12 billion budget deficit. >> all i can tell you is i didn't create this mess. i'm going to be straight and tell it like it is. and i'll do everything i can to make it work. >> reporter: brown says he will continue living in oakland

hills with his wife. although he said they will also find a place to live in sacramento that will be mod fest. last time brown was governor of california from 1975 to 1983, he refused to live in the governor's mansion. and instead rented an apartment, close to the capitol. time now, 8:03. two bay area races are still undecided this morning, with results just too close to call. in the race for state attorney general, san francisco democrat, kamala harris, the district attorney, has a very narrow lead over steve cooley, the republican candidate from los angeles. now, harris's campaign says they're confident that after all of the votes are in, she will be the winner. harris, san francisco's d.a. trailed steve cooley in the early returns tuesday. in fact, steve cooley from los angeles, at one point, declared victory. but then he canceled the victory news conference yesterday because the outcome is still so uncertain. and it's still not clear

whether incumbent bay area jerry mcnerny will be going back to capitol hill. he leads david harmer by just 121 votes in the east bay's 11th congressional district. mcnerney is seeking a third term. in both of these undecided races, it could be weeks. who knows until a winner is declared. thousands of absentee and provisional ballots still have to be counted. >> but i believe there is a deadline for when they have to ratify someone. so they have to be mindful of that and not wait too long. 8:05 is the time. we want to check in with sal castaneda and get an update. >> things are getting, pardon me, a little better. my point these last few days is kind of shot. let's go out and take a look at northbound 101. slowing approaching the downtown area. if you're trying to get in from, let's say, the peninsula. the slow traffic will begin near third street. 280 is backed up. coming down the interchange.

house for a meeting in a few weeks, to look for ways to work together. >> i want us to talk substantively, about how we can move the american people's agenda forward. it's not just going to be a photo op. hopefully it may spill over into dinner. >> reporter: but there are some looming fights between the president and congress. the president warned this morning that the bush-era tax cuts should not aspire for middle-class americans. at the end of this year, republicans want to extend them for everyone. the gop wants to undo health reform. president obama says has indicated he might be willing to tweak it. the president also will make a pitch for a new $50 billion stimulus plan republicans have already rejected it. now, president obama said this morning that he has invited san francisco congresswoman -- san francisco congresswoman nancy pelosi to that leadership meeting in a couple of weeks. but her speakership ends in january. and it's still unclear what her role is going to be going

forward in her first post- election interview, she wouldn't say if she plans to stay in congress. reporting live from washington, d.c., alison burns, ktvu channel 2 news. >> all right. thank you, alison. the change of power in washington may mean some major challenges for california's high-speed bullet train project. the incoming head of the house transportation committee says he does not agree with the funding for some national projects. although he did not specifically mention california. the california rail authority is still expecting at least $15 billion of federal funding for the rail project. but with nancy pelosi losing her position as speaker of the house, that may be more difficult to secure. by the way, there is a public meeting about the proposed rail line at san san jose's city hall tonight. meanwhile, a new report by a stanford management professor is calling the $43 billion rail project a bad investment.

the rail authority has predicted that 39 million riders will ride the train by 2030. but the professor says the ridership will likely be just 1/10th to 1/20th of those numbers because the trains will not serve the metropolitan area. analystsanalysts and money managers are weighing in on how a republican congress with a democratic president and senate will impact the stock market. opposing parties in the house and senate have not been good for stocks in the past. and some investment managers say next year is even more important than most. because there are a number of economic and policy issues on the table. keep an eye on pg&e stock today. the san francisco-based utility reported earnings a little while ago that included the $238 million charge, related to the san bruno gas pipe explosion. but the utilities still reported earnings of $1.02 a share, which beat analyst estimates by 7%. stock is up more than 1% right

now. time now, 8:18. police will have extra officers on duty when yohanes messerly is sentenced tomorrow. police say they don't expect any problems. but they'll be ready. if there are any demonstrations or trouble in the streets of downtown oakland. there were 78 arrests during the melee that followed the mesehrle verdict last july. convicted of involuntary manslaughter for the fatal shooting of oscar grant at the bart station new year's day, 2009. the judge could sentence mesehrle to 14 years in prison or he could just give him probation. coming up at 8:45 this morning, oakland's police chief, anthony bats, will join us live here on mornings on 2. he will tell us how the police department is getting ready for tomorrow's verdict. we will be live outside the los angeles courthouse tomorrow.

well, redwood city has agreed to pay $1.25 million to a man who was run over by a police car. this happened back in december 2008, after police responded to a fight at the denny's on woodside road. francisco fuerta was lying on the ground of the parking lot, unconscious, when he was run over by officer oscar pullvedda. he was left severely disfigured by that accident. the officer said he never saw the victim. because the lighting there was poor. it is 8:20. the items found on some bay area birds is causing outrage, among some local wildlife organizations. also, a warning about the futu of state parks. the key state proposition has been voted down. good morning. highway 101, san jose. not all that bad. but the south bay hasn't really been great today. we'll tell you about that and the rest of the commute coming up.

welcome back. good morning to you. time now, 8:23. there was a micro, we call it a microearthquake that rattle the the south bay overnight. magnitude 2.5 quake, struck about 10 miles east of san jose. so far, no word of any injuries or damage. the u.s. geological survey says there has been no more activity in that area. two bay area wildlife organizations are asking for the public's help to catch whoever is responsible for a

disturbing case of bird abuse. they say someone has been cutting up beer cans and putting them around sea gulls' necks, like a collar. at least two birds have been spotted like this since september. one in san francisco, and one in half moon bay. sightings can be reported to wildlife rescue, or international bird rescue. a $2,000 reward is being offered in the case. california park officials are scrambling to save state parks after the defeat of proposition 21. the measure would have raised a half billion dollars for parks from an increase in vehicle licensing fees. recent budget deficits have already forced partial closures and service cuts at some state parks. now, park officials warned those reductions will likely continue over the next year. that could include a decrease in rangers, campgrounds, and picnic areas. time now, 8:24. how is this for a job? domino's in japan. they're hiring someone to work for just one hour next month.

it is 8:30. and we want to update you on this hour's breaking news. the mother of an abandoned little boy, has turned herself in to san pablo police. ktvu's jade hernandez joins us live from san pablo now, with more on why the mother abandoned her child and what charges she could face. good morning, jade. >> reporter: the mother is

facing child endangerment and desertion charges. she turned herself in and is being questioned right now at police headquarters. this is the little boy she left behind and abandoned in a semi secluded neighborhood yesterday morning here in san pablo. he's only about a year and a half old. the young mother abandoned the toddler near contra costa college. a neighbor found the boy in front of his home. police tell us this morning that the mother tried to explain why she did what she did. >> reporter: well, she saw the media reports this morning. and saw that we were looking for her and she contacted us and came to the police department. so far, we learned that she told us she felt she was an unfit mother. and that somebody else could care for her child better than her. >> authorities say that the boy is healthy and is with child protective services right now. police have given us the mother's name. the the woman has been arrested. her name is sandra samuel. she is 41 years old, and from

richmond. she does have other children. police have not told us what child protective services are doing with those children or where they may be. we just know that sandra, samuel, 40 years old, from richmond, turned herself in this morning and said she was an unfit mother. and that's why she dropped off her little boy in front of a neighbor's yard yesterday morning. we'll have more on this coming up. reporting live, jade hernandez, ktvu channel 2 news. a time now, 8:31. dozens of people were forced out of their homes this morning as flames raced through. ktvu's tara moriarty. >> reporter: good morning, dave. we did speak to one fire victim this morning who said he didn't even have time to grab his shoes before he left this morning. this was a very fast-moving fire, according to the battalion chief, one that forced the evacuation of 40 people. many of them elderly or disabled. >> they have alerted people early, he wouldn't have been

able to get through this. >> reporter: flames broke out just before 3:00 this morning. we're here off lynden reet near the intersection of el camino real and woord side road. -- wooded -- woodside road. some crews say they had already made it out earlier. smoke detectors definitely saved lives in this situation. given the early hour, this fire caught most residents offguard. some walked off the street this morning without their shirts and shoes. >> and i go in my bathroom, and there's smoke coming out. and i can feel all of this heat, you know, the heat. and i said, that's it. i'm out of here. >> reporter: investigators believe the fire started in a bedroom on the first floor of the building and then rapidly spread to the second and third floors. everyone made it out quickly. red cross helped board a bus and makeshift shelter. until officials figure out where to put these people, who are basically left homeless. the redwood fire department did

lose one of its stations due to budget cuts. but fire department officials tell us they will have to check the logs to see if that had any impact on response times. meanwhile, an investigation is under way to try to determine what caused this fire. also, firefighters want to remind you right now to change the batteries in your smoke detectors, since it is daylight savings this weekend. and a perfect time to do so. we're live in redwood city. tara moriarty. ktvu channel 2 news. 8:33. police are investigating a series of overnight robberies near the uc berkeley campus. there have been four reported incidents between parker and telegraph, between midnight and 2:30. we talked to police and they say they did take one man into custody. but they're still trying to determine whether he is responsible for all four of the robberies. oakland police are looking for a suspect who they say shot and killed one man and injured another. yesterday evening, officers got several calls, reporting gunshots in the area of outlook and parker. when they arrived on the scene,

they found two 28-year-old men om tracy, both suffering from gunshot wounds. both victims were transported to highland hospital. and we learned this morning that one of those men did not survive. right now, there is no description. suspect. >> time now, 8:34. a lot of talk this morning about who will replace san francisco mayor gavin newsom. newsomstate's newly- elected lutennant governor. he'll be sworn in at the state capitol in january. but his mayoral term runs another year. now, the state board will have to decide who fills in until the next election. >> this is a very, very important moment for the city. this is an opportunity to do some special things. but also some opportunities to do some damage. >> reporter: well, a lot of names are being mentioned, including the current supervisor board president, david chu. former supervisor aaron peskin. assemblyman tom ammiano. even former mayors, willy brown

and tom agno. we have already heard brown and agno have said they don't want the job. l.a. county registrar will begin counting second-choice votes in the race for oakland's next mayor. right now, john peratta is in first place with 35% of the votes. jean quan in second with 24%. followed by rebecca kaplan. these will change once election workers drop the last candidate and begin distributing second- choice votes under the rank choice system. time now, 8:36. pg&e gave us an update this morning about gas pipeline. maintenance work that made a lot of people nervous yesterday. pg&e told us the crews performed a second pipeline purging last night off north shoreline boulevard, near the shoreline amphitheater. it did the same thing about 11:00 yesterday morning. the work released some gas into the air. ask that prompted a lot of calls from very concerned residents. officials say the crews

were performing a routine check of the transmission system. and there was no danger to the public. well, work on the fourth bore of the caldecott tunnel has resume said, following a construction accident of yesterday. the worker was hurt yesterday morning when a piece of concrete inside the tunnel fell on him. the worker was taken to the hospital, treated and later released. caltrans says the whole thing is under investigation, and they say that worker safety is a top priority. >> uh-huh. it is 8:37. and we want to check in with sal castaneda. keeping a close eye. especially on the south bay. more problems there, sal? >> not problems. but tori, and dave, we've had slow traffic there to be sure. 280 was kind of a mess. i want to check in and let you know that 280 is covered. now, on the left, that's 280 southbound, coming toward highway 101 and getting down to the 101-680 interchange. some slow traffic. i have a feeling it has to do with san jose state.

just after noon our time, weather permitting. and five years after the nasa deep impact spacecraft sent a probe into a comet, as we show you here. that same craft is getting real close and personal with another comet today. now, deep impact is taking pictures from the relatively close distance of 400 -- wow. 435 miles. and they've already found the comet is shaped like a peanut. scientists are really interested in the comets, because they're icy leftovers from the formation of the solar system. and they figure if they study them, they can give us clues as to how the earth and the planets formed, about 4 1/2 billion years ago. >> isn't that amazing? >> yeah. it is 8:41. tomorrow morning, in los angeles, a judge will sentence former bart officer yohanes mesehrle. is the fact that it's on a friday cause for great concern?

some of the top stories we're following right now. we're following overnight news from oakland. two people were killed in this, where a driver fleeing from chp officers crashed into another car in east oakland. business owners say there were two accidents at this very same intersection just last week. a court hearing started just a little while ago for one of the accused kidnappers of jacey dugard. nancy garrido's lawyer is asking a judge to keep the documents in the case sealed. nancy and phillip garrido are charged with kidnapping dugard and holding her captive for 'years. -- for 18 years. also this morning, president obama has invited republican and democratic leaders of congress to come to the white house on november 18th. the president said he wants to work together with republicans on the issues facing the country, after the republicans' very decisive gains in tuesday's elections. time now, 8:45. tomorrow morning in los angeles, judge robert ber --

well. they had their own security. and some of the same entities are going to participate. >> reporter: do you think, looking at this video, and businesses affected and even journalists covering the protests that were hurt. have you told the businesses to shut down or given them suggestions -- what you expect is? >> there again, i don't think we'll have any major problems. i think businesses have to make their own decisions. we have a number of fairs that are going on. the art murmur that is taking place. a number of shows going on at our major theaters. so we're not expecting any major dramatic issues taking place. >> reporter: some people i've talked to said they're concerned it is happening on friday. unlike the verdict, we didn't know if it would come after two days or 222 weeks. we -- two weeks. we know this is happening tomorrow. it's on a friday. the problem was when the sun went down. do you think that might be more of an issue, that people have

had time to plan, and they don't have to work the next day? >> i think it should be okay. we're still keeping the giants fans on the other side of the bay. i'm not anticipating any major issues. we'll be prepared. we'll be ready to respond at any given moment. so i think we'll be fine. >> reporter: obviously, though, passions are still pretty high. resources, as far as costs. do you know how much this is going to cost you this time around? are you pulling people off vacation? >> we're not pulling people off vacation. but we have mutual aid agreements with a number of other agencies. enough resources to deal with any potentiality that would take place in the city. i like to be prepare. i like -- prepared. i like to make sure we can deal with the worst case scenario. hopefully we'll come to this event. you won't see any police officers. but there will be plenty of us around to make sure everything is going well. >> and i'm sure los angeles county, giving you a heads up? >> what's funny, with the media being as efficient as it is, when we get a heads up, so does

the media anyway. so we get it about the same time as the public does. >> we know the family has asked for peace in all of this. and we certainly hope things stay peaceful. time now is 8:48. let's head back to claudine. just a few hours ago, the labor department had worse-than- expected news about the latest jobless claims. 20,000 filed for unemployment benefits. that puts the number at 457,000. the same level as at the end of last year, which indicates there has been no change in the overall job picture in the last 11 months. fremont solar energy company that received more than a half billion dollars in federal loans is having financial difficulties. solyndra of fremont will shut down one of its production facilities. that means cutting 200 jobs. solyndra produces thin filmed solar tubes, which collects solar energy more efficiently than flat solar panels. president obama and high-level energy officials from around

the world have visited solyndra. the bay area's only car maker now has a new investor. tes lasays -- tesla says panasonic corporation will invest $30 million in the car company. and receive a 2% share in the country. panasonic already makes batteries for the vehicles. and by the way, toyota is also a major investor in tesla. smokers in san francisco can no longer light up in outdoor seating in restaurants. restaurants must also comply. they must take down signs that vaz people advise people -- that advise people to smoke at least 15 feet away there their establishments. smoking is already prohibited in many areas in the city. including by atms, bus stops and farmers markets. san francisco's health commissioners think people who go to any of the city's 3500 restaurants should know how clean those businesses are. especially the kitchen. now, there's a proposal to have

restaurants display the ratings they earn during semi annual inspections. the restaurant thinks having to post the score would un-- would be unfair. but officials say very few diners know the scores are available. >> i really believe it should be in the front window. so that the public walking by, looking at the menu, can also look at the score and think, do i want to go in there? >> maybe they had a bad day. maybe they had a machine that was broken, et cetera. and once they got it fixed, they'd be back in good graces. but they'd have to keep that lower score posted for up to 6 months, which we feel is unfair. other cities, including los angeles and new york, already require health department ratings be prominently posted. for more information on how to check a restaurant rating, go to ktvu.com under the "right now" section. facebook has a new service. it's called deals. it's used with the places feature that was just unveiled earlier this year.

depending on a user's location, businesses in the area can offer discounts and other deals. facebook is launching a test version of deals with the help of 23 companies like the gap, 24 hour fitness and north face. on election day, voters in seven bay area counties were asked about paying a fee in order to make road repairs. where the voters said yes. and where they said no. also, the timing may not be right for a big announcement. from the 49ers.

san francisco police are looking for dozens of ballots that were stolen from polling place. they arrested a poll worker, 50- year-old carl bradford nicholas. he is suspected of running off with 75 ballots and a memory card that records votes from the polling place. police arrested him at his home yesterday. but the stolen items were not found. nicholas faces felony burglary charges and election code violations. voters in seven bay area counties were asked to election day to approve $10 annual vehicle fees to pay for road repairs. this was the first time under a new state law the counties could ask for voter approval for fees up to $10 per vehicle, to repair roads and take other measures to reduce road congestion. voters in contra costa and sonoma counties, rejected the

fees. voters approved it in alameda. santa clara, san mateo, and marin counties. our time now, 8:55. today, the 49ers will ask the city for permission to raise ticket prices at candlestick park. the 49ers want to leave alone the cost of the cheapest seats. but the price tag up to $74 apiece. but it wants other prices to jump, between 10 to 20%. premium seat tickets would jump $55 to $threef -- $350 apiece. it would still sell for below the nfl average. 49ers have a two win, six-loss season so far this year. san francisco giants. aubrey huff just finished out his one-year, $3 million contract. but huff is expected to re-sign with the giants, possibly next week.
