teacher here. the assistant principal said she can't comment this morning. she's referring all questions to the fairfield school district this morning. now, all of those questions have been referred to the district. i'm waiting to hear back this morning. first of all, this woman who was arrested last night, is an english speecher right here at rodriquez high. she's charged with statutory rape and child endangerment. authorities with the sheriff's office said she took advantage of her position with a 16-year- old student. she was released from the solano county jail overnight. the jail did not mention how much her bail was set at. of course, we're contactth the school. as i mentioned earlier they they are referring all questions to the district. back to you. >> thank you. well, an autopsy scheduled for today could give us new information about the fatal police shooting of an unarmed

man in oakland. authorities have identified the man killed on trask street as derrick jones, a 37-year-old parolee. investigators say the deadly shooting happened after jones had choked and beat a woman at a nearby laundromat. police say he did not have a gun or a knife but they say a taser did not stop him. >> he turned around and then placed had his hands, one again, down towards his waistband. the entire time the officers are yelling for the man to get his hands up. the officers believed they were in a life-threatening situation, discharged their firearm, striking the suspect. >> just had a daughter. she was only 2 years old. you know, he was the nicest, sweetest dude around. he wouldn't hurt a fly. >> last night dozens of people gathered outside the barbershop that jones owned to pay tribute to his memory. mayor dellums has set con dome

-- condolences to the family. he's said to monitor the district attorney closely on this one. the pg&e senior manager who heads up the smart meter program is on suspension. ers that's after he admits he used a fake -- that's after he admits he used a fake name to join an online forum to those discussing the matters. a series of raccoon attacks is really causing concern in alameda. there have been nine victims just since june. ktvu's christien kafton is live in alameda right now. he has the details on why there's concern. good morning. >> reporter: good morning. we're here in washington park in alameda where we, as well as everybody else in the area, is keeping a a close eye on the

raccoons. this latest victim was out walking her dog. we can tell you -- you that the -- >> i was screaming bloody murder, help me! >> reporter: the latest victim was bitten on the leg and attacked by a total of five raccoons. she was walking her dog her when the dog started to bark at the raccoon aggressively. the raccoon turned on them. and she said four of the our animals dropped out of the trees and joined in. she got a series of tetanus shots. >> a lot of people in the -- even animal control has said

don't feed the raccoons. almost your best bet is to feed them to get them away from you. that's what i do. >> reporter: wildlife experts speculate the raccoon population is booming and that's increasing the competition for food and leading to more aggressive behavior. animal control officers are trying to control the animals. we're right next to a dumpster and wildlife experts say they may be looking for scraps of food. we're live here in alameda, christien kafton, ktvu channel 2 news. 7:06. in overnight news, firefighters scramble to put out a fire in an oakland halfway house. this fire started around 4:30 this morning at an independent living center right near foothill boulevard. when the firefighters arrived,

they found an outdoor chair burning. that one there. that led to possible concern about arson. investigators found a jar full of cigarette butts, leading them to believe the fire was started by a cigarette butt. no one was hurt. in san jose, a fire that destroyed an auto body shop is being investigated. the crews rushed to the shop on san jose avenue shortly before 9:00 last night. they found the building and three cars engulfed in flames. firefighters evacuated a nearby home that the was briefly threatened but no one was hurt. the golden gate national recreation area began closing the station in september. it's part of a cost-cutting move to disband the department and save $750,000. the southern marin district

will handle emergency calls. the union says that department is not adequately stopped to keep the area safe. college students plan to stage protests in long beach today as cal state trustees need to take a final vote on tuition hikes. one proposal would increase 5% beginning in january. the other would increase by $440 next fall. a finance committee says it's possible the fall increase could be rescinded if state leaders approve additional funding in the state budget. let's go to sal. sal, please tell me there are no problems with caltrains. >> i can't do that. one of -- one of the trains is

you can see bands filtering through. if you are heading up 50 or 80, you either want to wait a little bit. there are some areas of snow. i think that will continue especially for nevada later today as a strong low will move into there area. we're on the drier side on the western side. this system, another great sign a system coming in. i've seen years where they come in and do nothing. this one held together and gave us some light rain. now the wind coming out of the northwest, you can see it banking up there. this looks like the last system in the pipeline until the pattern changes. a high of 63. sunny to mostly sunny for redwood city later on today. temperatures, very close to what we had had yesterday, even though we'll have a little more sun. and they are held in check,

good morning. we had some overnight rain. still a few rain showers skirting the coast but overall, mostly sunny and breezy and cool as temperatures stay in the upper 60s to low 50s. here's dave. thank you, steve. president obama arrived in south korea earlier this morning to attend a global economic summit. as ktvu's alison burns tells us now from our washington, d.c. newsroom, he's already on the defensive. >> reporter: that's right. president obama is facing two days of contentious talks about the economy. as he arrived in seoul, south korea for the g-20 summit, he faced intense criticism about recent steps by the federal reserve to try to stimulate the u.s. economy. some g-20 leaders say it had give the u.s. an unfair advantage. one german official called it clueless. it will be a tougher crowd for

the president in seoul, compared to the warm welcome he's had for a few days. he delivered a major address there, saying indonesia gains strength with its diversity. >> here we can find the ability. >> reporter: president obama called for renewed cooperation with the muslim world and the fight against terrorism. reporting live from washington, d.c., alison burns, ktvu channel 2 news. >> okay, alison. thank you. during the president's trip to indonesia a handshake between michelle obama and a conservative muslim official is getting a lot of attention. you can see him holding out both hands to shake her hand. some people are making fun of that government minister on twitter because in the past, that minister has said as a

good muslim he avoids contact with women who are not related to him. the minister tweeted back saying that he tried to hold back but mrs. obama forced the handshake. critics say that video tells a different story. the volcano in indonesia is erupting again today, sending fire and ash in the air. the death toll this morning climbed to at least 191 people. international airlines are watching closely and -- dash and canceling flights. sully sullenberger appeared at a news conference to call attention to the issue of fight

fatigue. sullenberger joined other pilots to call attention to proposed new faa rules that would change the amount of time a pilot flies and the amount of time the pilot has to rest in between flights. >> one of the things that's in the proposal unbelievably to me, is recommendation to increase by 25% the daily flying time pilots will be flying. i can tell you from personal experience and from my knowledge of the science, there's no data that shows flying more hours a day will decrease fatigue. >> he became famous for safely landing a flight in the hudson river in new york last year. a mystery continues this morning over what it was that the streaked across the -- that streaked across the skies in southern california. even the experts don't agree on what it shows. >> it could be a test-firing of

an intercontinental ballistic missile. >> it's clearly an airplane con trail. it's an optical illusion that it looks like it's going up, where, in reality, it's going toward the camera. >> from the video i saw there's nothing conclusive that looks like a missile con trail or a jet con trail. >> what do you think? the military, the faa, even norad haven't been able to say with any certainty exactly what it was. 7:18. sixteen people are behind bars after a major gang sweep around the bay area. twenty-three locations were raided in seven cities yesterday. in addition to the arrests, one ton of marijuana was seized from five growhouses in vallejo and hayward. officers also confy dated guns and -- confiscated guns and $100,000 in cash. investigators say the gang members are linked to a variety

of crimes, including drive-by shootings. we talked to neighbors caught offguard by the raid. >> all of a sudden, these bombs started going off. i jumped up and i looked out the window and there's three s.w.a.t. guys in the backyard. the bombs kept going off. >> the suspects have been booked into the santa clara county jail and are scheduled to be arraigned on friday. one woman is making a very dramatic effort to get people talking. why she's spending a whole month inside a room made of glass.

an oregon woman is spending a month living in a glass room. she's only communicating via the internet. she says it's to demonstrate the lack of privacy opt internet -- on the internet. she doesn't think it's a bad thing but hopes to get people communicating face to face again. anthony thomas of morgue be hill testified yesterday that he paid $60,000 for the emerald in 2001 but never received it. thomas claims the miners who dug up the giant emerald in the brazilian jungle kept it and said the shipper lost it. 7:23.

the hilton hotel change just settled a dispute with the justice department to improve hotel access for the disabled. this new agreement would apply to about 900 hotels owned by hilton, including the waldorf, embassy suites, hampton inn, double tree and homewood the suites. the government lawyers claim the chain failed to provide enough rooms. and engineers' union is trying to stop san francisco's doyle drive rebuilding project. the union representing the engineers filed a lawsuit in alameda county superior court last week. the lawsuit claims that caltrans broke the law by allowing a private investor to get involved. now, using a private investor, we're told, will save the state about $150 million. so far, no comment from caltrans or the transportation

school administrators and will have a live update at 8:00 a.m. 7:30. a food fight of sorts is heating up in san francisco. outgoing mayor newsom vows he will veto a law that bans fast- food restaurants from putting toys inside kids' meals. this won't happen without a fight. kraig doe bro is live in san francisco now with the details. >> reporter: good morning. some politicians will fight. butvy a feeling a lot of -- but i have a feeling a lot of kids will get their toys but not without a fight. the board of supervisors say these kind of meals are high in calories and help cause child obesity. but so far, the people we spoke with say the kids' meal are a shot at a toy and that's it. >> mcdonald's happy meals would

be unhappy with without -- without the toy. >> reporter: but the -- one supervisor proposed the ordinance. it would require meals to have 600 calories or less and 610 grams of sodium or less. people we talked to so far say the supervisors doesn't get the point. >> i think it's more the kids trying to get the toy because -- why else would the kid want -- why else would they come to mcdonald's but for the toy? >> reporter: the vote yesterday was 8-3. still, mayor newsom is vowing that he's going to veto this orie -- ordinance.

this could go into effect as early as december. it look like that will happen unless at least one or two -- possibly two votes change. that's not likely to happen, though. coming up at 8:30 i'm looking forward to talking to more parents. i can't wait to talk to some parents out here and see how they feel about it. kraig debro, ktvu channel 2 news this morning, there are several reports google is giving big raises to all of its employees after the first of the year. "the wall street journal" says all 23,000 executives and staff members will get 10% pay hikes. "the financial times" says worker will get $1,000 cash holiday bonuses. insiders say the move is an attempt to get people to stay with google, this is after top google executives recently left

to join facebook. the oakland-based company plans to cut 120 jobs as it gets out of the search business. askexecutives say all of the engineers will be based out of new jersey and china. "ask" frequently ranked fourth or lower in the search industry. general owners properties has emerged from bankruptcy. they filed for chapter 11 in april of last year. during the bankruptcy, it worked out a way to pay off all of its creditors in full, which is rare in chapter 11 cases. it will be split into two companies, one that owns the mall and the spinoff called howard hughes properties, which owns planned community. the san francisco board of supervisors has started the process to select a replacement

for mayor newsom when he becomes lieutenant-governor in january. >> i believe it's gonna be chaos no matter what. i guarantee you, there will be a lot of that discussion going on that is gonna be people jockeying for a position. the board president david chu wants to establish a process first and that could take weeks. the person selected could serve out the entire year of newsom's term. there are reports that leland yee will run for mayor next year. he has turned -- served one term in the senate. he was elected to a second term last week. he represents the westside, including large parts of the richmond and sunset districts. in the oakland mayor's race, still, no final results

section of carpool lane that opened up last year. it runs from portola avenue to greenville road. the official ribbon cutting ceremony is set for 1:00. 7:37. sal, that sounds like a good thing, right? >> yes. in transportation line, it's like getting a new video game released. good morning, everybody. let's take a look at the commute now, traffic is busy as you are driving on southbound 101. it's backed up coming in from novato near marinwood and that slows down to central san rafael. no major problems on the richmond bridge getting into richmond county or leaving it for that that the matter. we're looking at the commute at the bay bridge toll plaza which has been busy, just after years of looking at this, it does appear, a little later on, this will lighten up for you. we'll see. but it's moving along pretty well for the morning commute. it's about a 12-minute delay.

westbound 580 traffic is busy in livermore. you can see the road sensors are picking up slow traffic. it's extending into dublin. 101, southbound, is slow from airport to pockets down in san mateo. here's steve. >> good morning. we have mostly sunny skies. a little breezy, cool. still some pockets of fog, had a couple of -- little guy rainers go down to the coast and the mountains. still some snow on the go. there is another low that's dropping in. this was the front. now we'll see the low start to come in and that could continue by tonight. at as far as the satellite goes, can you see how everything is driving out of the northwest which is a drier pattern for us. there's the low right there as it dives into northern california.

afterall. ac transit called off plans to make deep cuts in weekend and overnight service. ac transit scheduled a contract dispute with its drivers and mechanics. changes to its contract says ac transit will save about $13 million a year, money that will be used to maintain the off- hour buses. in mountain view, a final decision is expected today on whether to approve a controversial cell phone tower right near a preschool. the tower would go on the roof of the first presbyterian church. this is a rendition of the tower we're talking about. it would be housed on the roof's structure of the group's fellowship hall. some people expressed real concern about possible radiation. the preschool sits on the church grounds. >> i don't know how effective

it would be. i'm certainly not worried about this tower. >> well, industry represent itches say any emissions would fall within safety standards. the church would receive about $1700 a month to have that tower there. today's decision can be appealed to the city council. dog owners in pacifica might want to pay more attention to leash laws at pacifica state beach. after two years of debate between dog owners and wildlife advocates, the city council voted to enforce existing leash laws to protect a rare bird. the small, fluffy, white bird was listed as an endangered species in 1993. target says it has fixed a

supervisors created a host city agreement with the golden gate yacht club. the agreement calls for repairing and using piers south of the bay bridge and building an america's cup village on the shoreline. this now moves to the full board of supervisors to get their approval. 7:48. thousands of people who have been stuck on a stranded cruise ship since monday are heading back to land. mexican tugboats have taken the "carnival splendor" in san diego at the speed of four miles an hour. the fire lost air conditioning. there's no hot water or cell phone service. navy helicopters have been shipping supplies to the ship including spam, pop tarts. >> they have water. they have food. >> officials say the ship

should be in san diego by tomorrow night. carnival will refund their trip and give them vouchers for a free future cruise. >> that's a cruise they will never forget. >> exactly. well, several bay area medical marijuana clubs are closing their doors temporarily. the story of a horrific kidnap is unfolding in court. did the chilling testimony of what happened to elizabeth smart during her nine months of captivity.

killing levy. her disappearance became international news after she was romantically connected with then congressman gary condit. he was once the main suspect. police no longer believe he was involved. elizabeth smart will go back to the witness stand. the 23-year-old kidnapping victim said her accused kidnapper, brian mitchell, forced her to do drugs, look at pornography, and raped her almost every day. she also described how she was tied to a cable between two trees to keep her from running away from a campsite and that mitchell attempted to kidnap her cousin for another wife. police in danville are warning business owners take extra precautions following

three downtown burglar. lifestyle chiropractic was burglared. the something old/something new store was hit on october 21st and christie james jewelers on sunday. the burglars broke into all of the businesses at night stealing cash, jewelry and computers. several medical marijuana clubs in san jose are closing in the wake of recent law enforcement raids. pot club owners and patients rallied outside city hall yesterday. they are asking the san jose city council for more protection. advocates say they were law- abiding medical marijuana providers. the city has planned a set of hearings next month to deal with the issues. a new study says more holiday travel this year. according to an annual poll from merit's research, about

and 100,000 in cash. investigators say the alleged gang members are link the to a variety of -- to a variety of crimes including drive-by shootings. we talked to some neighbors would were caught offguards by the raids. all of a sudden the bombs started going off. i jumped up and i rooked out the window and there's three swat guys in full military gear in the backyard. the bombs kept going off. the suspects have all been booked into santa clara county jail and are scheduled to be arraigned on friday. it's a giant-sized legal battle at stake. it's an emerald valued at $00 million. there is a bay area connection.

testimony couldn'ts today to determine who is the rightful owner of the world's second largest emerald valued at $400 million. now, anthony thomas of morgan hill testified yesterday he paid $60,000 for this 850-pound emerald back in 2001 but never received it. he claims the miner who dug up that emerald in the brazilian jungle kept it and told him the shipper lost it. a group of businessmen also claim they are the rightful owners. 8:24. the hilton hotel chain just settled a dispute with the justice department to improve hotel access for the disabled. the knew agreement would apply to 900 hotels owned by hilton.

victims since june about raccoon attacks. >> reporter: we're here in washington park which has really been the center of a lot of these attacks. you can see part of the reason why. this is a park that's very popular with dog owners. a lot of these attacks involve dog owners. the owners try to get between the dogs and raccoons. so far, as said, there have been nine victims since june. the most recent victim was attacked sunday night and said it was like something out of a horror move -- movie. >> reporter: this woman was walkinger dog when the dog barked at the raccoon. the raccoon turned on her dog and started chasing them. she said four more of the

animals joined in on the attack. she was able to get away and is now undergoing a series of tetanus and antibiotics shots. we've been talking with people walking their dogs and they say they've all seen the raccoons out here and have their own strategies for dealing with the ever-present threat. >> i always have extra bread or a cookie in my car and i -- bass you deliver the news and i always throw out the bread and they go out and get it and i go about my business. >> reporter: wildlife experts speculate that the raccoon speculation -- population is booming and that's increasing the competition for food. animal control officers are trying to trap the raccoons. they say they are not planning on euthanizing them.

companies. one that owns the mall and the spinoff called howard hughes properties whichs planned communities. the new clipper cards used to pay fares on multiple bay area mass transit lines has a flaw. it's costing taxpayers money. some people have figured out it's possible to ride anywhere for just $2. that's because the clipper cards allow riders to exit like that through b.a.r.t. gates even if they owe a balance. metropolitan transportation commissioners say they are aware of that loophole. >> this is actually designed into the system as a customer
