well, good morning to you. welcome to "mornings on 2." i'm dave clark. >> i'm tori campbell. it's thursday, november 11th, veterans day. we begin with new information in the unexpected flareup in concord. allie rasmus just talked to a refinery spokesman who gave her some surprising new information. allie has this newup date. >> reporter: good morning the spokesperson says the he refinery is stable and they are in the process of restarting om operations. he also says even though there are no flames or visible, two

of these flares are still minimally active. he explained the refinery has added steam to the burnoff process which is why we no longer see black smoke. it was a different scene last night when six flares were burning. around 4:00, the refinery's's main power source and backup went out. the burnoff is supposed to release pressure in the system, the pressure buildup was triggered by that sudden power outage. >> the power outage, we were affected by it. we would like to understand what happened so in the scope of our operation, we can look at things differently in the future. >> reporter: the spokesperson says the refinery is working with pg&e and another utility to find out what caused that power outage. now, any time you burn off fuel

it's going to lead to some air quality concerns. and contra costa county's hazardous department took samples of the air yesterday evening the he they would no going -- evening. they would not go into details as to what they found. but some people in concord, avon and clyde were ordered to stay indoors to avoid any harmful fumes. that sheltner place was lifted around 8:00 last night. back to you. >> thank you. our coverage, of course, always continues at ktvu.com where you will find more video from the tesoro flareup. look for the "bay area news" tab. there is a major new development in monday night's fatal shooting in oakland of an unarmed man. an independent autopsy reveals that derrick jones was shot several times but he was only hit in the front of his body. members of his family was

claiming he was shot in the back. police say they opened fire after jones reached for his waistband during a foot chase. the officers said they thought he was carrying a weapon. in other news, one person's in the hospital now, following an early-morning shooting in sunnyvale. police say they found the victim around 2:00 a.m. near pershin drive. here's new video. investigators say they are checking into whether the shoot something related to an incident on highway 101. one witness thinks it was a drive-by shooting. we haven't confirmed that with the police. so far no arrests have been made. the police have not released a suspect yet and the motive for the shoot something still not known. this morning, don perata will make his first public comments on his loss to councilwoman jean quan, in the

oakland mayor's race. perata told ktvu he does not understand how rank-choice voting works. some political voters say it was quan's understanding of the system that led to her victory. jade hernandez has more on the rank-choice voting controversy. >> reporter: good morning. we have yet to hear from don perata this morning and even this week. you can bet he has a lot to say about this process which helped elect jean quan as the new mayor of oakland. we're live from city hall. after more than a week since the november 2nd election, the voting has continued. her opponent, don perata, had 35% of the vote which was not the majority and that's where rank-choice voting kicks in. it's also where quan picked up

enough votes to win. last night dave o'donnell said there are a handful of ballots that still need to be counted. quan has won the race because she had more second and third- place votes than perata, a move sparking date. 59% over 49.02%. the registrar's office says that's still enough for a victory. >> this is gonna be a race that people will be studying for a long time. it gives hope to people who are outspent. it gives hope to people as long as you can organize your neighborhoods and get volunteers. in a democracy if you win by one vote, you win. >> reporter: quan said she will soon announce the transition team by monday. it will include supporters of perata and other candidates. she said her priorities will be dealing with crime, jobs and

helping young people. she will hold a chinese banquet to celebrate with her voters tonight. perata plans a news conference at the east bay mall at 10:00 a.m. he has yet to comment on the race, as i mentioned earlier. reporting live in oakland, jade hernandez, ktvu channel 2 news. >> thank you, jade. we are still tracking results in two other closely- watched races from the november 2nd election. in the 11th congressional district race, jerry mcnerney needs, david harmer by almost 2500 votes. mcnerney claimed victory yesterday but harmer has not conceded the race. the 11th district covers parts of alameda, contra costa, santa clara and san joaquin counties. the attorney general's race remains tights. the latest numbers show kamala harris is getting closer to

steve cooley. cooley is the los angeles d.a. he has a led of 1.10th%. the latest on that crip. ed carnival views -- crippled carnival cruise ship, "splendor." these are pictures from the ground. you can see a tugboat on the front, side, back all around it, pulling pulling that cruise ship. it will take about an hour to rig it and another two hours to reach the dock. it's close. it's been almost four days since that cruise ship lost its power because of an engine power. there were 4500 passengers on board. they've been left without air conditioning, hot water, hot food. we're told no one has been hurt but we understand again, it's gonna take some time once the ship gets into san diego port to get everybody off. it will take several hours. it's not a really quick

process. now, the cruise line is offering full refunds as well as air and transportation back home. the president of carnival cruise says this was the worst accident in the company's 35- year history. of course we'll bring you a live report from on the ground in san diego coming up at 7:45. >> i understand because there's no power, it will really be hard to maneuver it into the port. >> sure. can you imagine? it's 1,000 feet long. >> yes. we want to check in with sal. traffic is a bit lighter today. some people have the day off for veterans day. >> we have breaking news, up fortunately, that might ruin the -- unfortunately that might ruin the commute. we just launched newschopper2 for this. let's go right to the bridge. all traffic is stopped on the bay bridge for police activity. there is a person who is claiming to have a gun in his car and the police have

stopped. you can see that this has completely stopped traffic on the bridge. we had had reports that a man was distraught driving across the bridge. we've been following it. eventually, the man stopped on the bridge in his car. he told dispatchers he had a gun and he also told dispatchers he had had explosives in his car. now, when police approached, they did, indeed, ascertain the man had a gun and there was somebody else in the car with him. this is west of treasure island. all traffic is at a standstill on the upper deck of the bay bridge. and we're trying to figure out what's going to happen. we'll let you know. this is a very serious situation. you see more police officers from san francisco are coming in right now. san francisco police have been notified. again, a man in a car claiming to have explosives and a gun. police have showed up. he does have a gun and there's another person in the car.

all traffic is stopped. it may indeed stop traffic on the lower deck of the bay bridge. we'll let you know. this is obviously a very serious situation. the toll plaza is light. now that traffic is stopped on the bridge. pretty soon the metering lights will come on and we recommend using the san mateo bridge instead. finally, 880 traffic looking good in both directions. 7:10. let's go back to steve. thank you, sal. we have machines. weak system dragging across for some higher clouds, 30s, 40s to 50s. this system right here, you can see there's not much left of it. it will kind of drag across. a little breezy. temperatures coming up a little bit each day here. still, near average, slightly below, slightly above. santa rosa, 6. we'll go 67. walnut creek 66, two warmer than yesterday. same for oakland and san jose 63 to 66. occasionally, some higher clouds. not much else.

40s and 50s. san francisco the warmest at 546789 there are some 30 -- at 54. there are some 30s. the coldest i could find, 37. los gatos, 1. not far away i've seen upper 40s to low 50s. lake tahoe at 30. 33 ukiah. look at sacramento because of a north wind. 54 degrees and fresno is 3. so with the breeze, 40s, 50s. without it, you can be 15, 20 degrees colder. the next system is riding to the north. the jetstream continues to stay now well to the north. we had our last system two days ago give us the light rain. everything says up and over. that wind will turn more easterly for the weekend. today, 60s, low, mid. maybe a few upper. but it's pretty tough without that north-northeast wind. sunny and it will be sunny for

the guy in the car pulled over -- he actually pulled over and then police showed up and they did asker sane that he, indeed, have a gun. now there's some sort of a standoff going on as police units close in. now, this person had been talking to police for quite some time, dispatchers. they were getting in position to intercept him in san francisco. this is what's going on. all traffic is stopped westbound on the bridge. traffic on the lower deck is still moving through. we'll let you know. obviously, this is a major problem for the commute. you may want to use b.a.r.t. instead. it had been lighter than usual because of veterans day but that may be changing now because of this closure. back to the desk. >> of course sal will be back at any moment with any breaking news on this.

7:16. there is a growing controversy in washington over the early recommendations over the president's debt reduction program and it's dogging the president overseas. alison burns has the president's reaction from our washington, d.c. bureau. good morning, alison. >> reporter: good morning, dave. president obama is not shooting down any of the ideas and they are indeed controversial. the heads of the president's fiscal commission are proposing some huge defense cuts, including military pay freezes, eventually raising the social security eligibility age to 69. >> i set up this -- i set this up because i'm prepared to make some decisions. >> reporter: the president made the announcement from the g-20. he wanted a free trade agreement with china that he said would support more than

70,000 american jobs. that deal is not coming together. but those talks are clearly overshadowed by this fight in d.c. over these early recommendations from the fiscal commission. alison burns, ktvu channel 2 news. the president took time out to commemorate veterans day in south korea. in an an address to the troops, he paid tribute to those troops who were in the so-called forgotten war. he also attended a wreath- laying ceremony at a war memorial. a top white house adviser is hinting the president is ready to accept continuing all of the tax cuts from the bush administration. the president wanted to end the tax cuts for families earning more than $250,000 a year. republican leaders want them to continue for everyone. but if congress does not reach

a decision on the cuts they will expire for all taxpayers this year. some democrats are calling for a delay until december about whether nancy pelosi should serve as their minority leader. she announced she would run for the leadership post. no other house member has stepped forward to challenge her. 7:19. the obama administration is urging the supreme court to keep the don't ask-don't tell policy in place while a lower court considers the issue. the military policy was challenged six years ago by a gay rights group, the log cabin republicans. an initial ruling blocked the policy but a federal appeals court but the decision on hold pending a review. log cabin republicans have asked the supreme court to intervene. president obama has pledged to

end don't ask/don't tell but he wants it repealed by congress not the courts. the pg&e manager who used a fake name to join an online discussion group opposed to the company's smart meters no longer works for the company. pg&e says he resigned but the company is not saying whether he asked to step down. he headed up the $2.2 billion smartmeter program. he's already apologized for his action. google was so worried about losing workers, that it was giving 10% pay hikes across the board to all employees. we told but that yesterday. that already cost the company one employee, the person who leaked that information to the media. google fired that worker. no one is taking credit or blame for leaking that new information. there is a new report that shows the number of federal employees earning more than $150,000 a year has soared ten-

fold in the past five years. this report by "usa today" shows despite sour economic downtown -- our economic downturn, this has doubled since the president took office. now, members of the house of representatives say they are gonna use this information to challenge the president's plan to give a 1.4% across-the-board pay raise to 2 million federal employees. anger over full body scanners. some are calling for a protest that could make for some long lines next week. all traffic is stopped on the you upper deck of the bay bridge because of a serious police station, a man who is claiming to have explosives has pulled over on the bridge. police are there. we'll let you know more about this situation straight ahead.

breaking news in san francisco. the bay bridge, westbound upper deck, a man who threatened to have explosives and also told police he had a gun, in fact, he told police he had a gun in between his legs as he was driving along on the bridge. stopped his car eventually at the center and police caught up with him and determined there was a gun in the car and another person in the car. he's been talking to dispatchers. what happened, police became obviously very concerned about this and they started closing in on him. and then he slowed down and stopped. police have now a negotiator waiting to speak with this man on the san francisco side. now, it's interesting that they have not slowed or stopped traffic from san francisco to oakland. but all traffic from oakland to san francisco has been halted because of this situation. and again, police are there, we'll let you know what happens but this is a major closure for

the bay bridge and you are gonna have to find a way around it. fortunately today, being veterans day, you might have an easier time than if it were a normal day but the bridge is closed westbound. let's go back to the desk. do we know what the backup is right now at this point? >> well, i'm looking -- we have a camera focused on the incline section. i'm looking at that now. there's not a -- there it is. the people who were stuck on the bridge, unfortunately, are stuck on the bridge until this is resolved. but they not letting more traffic on there. >> sal, police surrounding this man who has a gun and possibly a bomb on the upper deck. why have any not closed up the

lower deck? i'm sure no one would want to be be beneath that -- beneath that lower bridge. >> i do don't know why they haven't done that. police were speaking to this man extensively before this happened. there's also word that the suspect's daughter is in the car. perhaps they are tending to the matter at hand trying to get this situation resolved. from what i hear, the man was emotionally unstable and they were trying to talk him down, talk him in to calming down. you can see traffic is at a complete standstill. that's not the chopper. that's our cam -- camera. one thing i do know -- there's newschopper2 -- they have a police negotiator on the way to

the situation from san francisco and they will try to talk to this man and calm him down,. >> we have a reporter on the way to the scene. we can see newschopper2 is there giving us live pictures. this doesn't happen very often. it obviously, this is a very serious situation. in case you are just joining us, distraught driver has stopped traffic -- we just lost our picture from newschopper2 but there is another picture on the scene -- on the upper deck, can deck, you can see some flashing lights there, there is another person in his car, possibly his daughter. police negotiator is on the way trying to bring this situation to a peaceful ending but in the meantime there's no traffic right now going across the upper deck, heading west into san francisco and sal had told

us earlier. traffic earlier, just a parking lot right now. traffic is being turned around at the bay bridge toll plaza. at this point, we really have no idea how long this is gonna go on for. but traffic is still moving on the lower deck. >> dave and tori, one of the things that was really frightening, you know how i listen to the police radios here. this warn was driving for quite some time. we didn't put it on the air because it's not our policy to frighten people. when he stopped on the center anchorage that's when we knew it was real. police will get these calls from someone who is not -- who is disturbed. when they show up, sometimes they found that not valid. now, they did asker sane here -- they did ascertain this person had a gun. then they stopped the traffic. this person talking to police,

appeared to be very, very upset. it's a man. he appeared to be very, very upset and he told them he had his daughter in the car with him. that's when all bets are off. that's when people realized this is serious. we will let you know. that's the latest we have. >> sal, without trying to jeopardize anything the police are doing. you say the man has been on the phone with the police, with dispatchers, any idea about what he's distraught about? >> no, they did -- they kept having a conversation with him. he kept hanging up and they called him back and he said at one point to them. he said he's trying to calm himself down as he heads into the city in this situation. that's one thing i remember. that is really a disturb -- it's really disturbing to hear that, especially in light of the fact that he has, reportedly, his 16-year-old in the car with him.

>> certainly very concerning for that situation and also for drivers. this is a holiday for a lot of folks, veterans day. but still, a lot of people trying to -- would like to get into the city via the bay bridge driving into school or work, and that's not an option. b.a.r.t. is a much better option at this point because we don't know how long this is gonna go on for. it could be over in moments or an hour. we don't know. >> and then you got -- well, we don't want to even think about the potential dangers and if this person has explosives. we're over the san francisco bay. there are cars packed on there. there are all types of potential ailties -- potential ailties -- >> the camera is trying to zoom in. we do know a police negotiator was on the way, trying to get involved in this situation. police did confirm that this person had a gun but they've not confirmed the claim of

explosives but they do say there is another person, sal mentioned, possibly this person's 16-year-old daughter was in the car. this person, emotionally unstable. very upset, no real reason why. but apparently the person was trying to calm himself down and was talking to police on the phone and ended up pulling over. it looks like newschopper2 is flying over the bridge right now. we may get a better view of what's going on. you can see the flashing lights of a -- of at least one or two police cars. >> it looks like someone is pointing a gun -- >> you can see law enforcement, clearly, they do have weapons, in position, keeping an eye on everything. in the meantime you've got all of those drivers stuck on the bridge. there's no way to get off. there's no way to back off. >> this was reported first at

7:10 this morning. so this has been going on at least for 20 minutes. so you know the backup is continuing to grow right now. >> there he is. there he is -- >> all right. so -- obviously -- all right. so obviously this man here -- we're listening to it simultaneously, listening to the police reports. the man is out of the vehicle. he's on the phone with someone. he's been in contact with the police the whole time. he's upset about something. that's his suv right there. you know, it's disturbing to watch as he's threatened to jump. so we will keep an eye on this. the police obviously are trying to defuse the situation there. >> yeah. this obviously is an extremely serious situation. we know the police officers there and negotiators doing their best to try to bring this to a positive ending but it looks like the person is extremely upset, very agitated

-- very agitated on the phone. we don't know exactly why, the reason for this -- for his concern and his emotions at this point. >> obviously, as a television station, this is where we get very, very careful and protective over the pictures that we show you at home of the breaking news situation that -- that could be very startling to people at home. we're trying to be very careful of the pictures that we're showing you. >> we -- we just learned that jade hernandez has just arrived at the bay bridge toll plaza and i believe that we can talk to her now. jade, can you tell us where you are? >> reporter: well, we are at the toll plaza, tori. but this is pretty amazing. we're in stopped traffic. you can see all of the lanes of the toll plaza closed. they closed them this morning. there were so many people -- they didn't know what was going on. donna, you are from martinez

and you were on your way to the city, correct? >> that is correct. >> reporter: do you know what's going on? have you been listening to the radio? >> i haven't any idea. >> reporter: have you contacted the people you need to. >> i was hoping there was a way to turn around. >> reporter: not quite. you will have to wait in your car. as you can see right here, every car, completely stopped, right here, every lane closed at the toll plaza. we've been hearing these reports of a person with a gun. he may possibly have a passenger with him, a child we are sitting here. there are people outside of their -- outside of their cars. they are on the phone. they are wondering -- >> he's in custody! >> reporter: as soon as we get more information we will pass it along to you. >> all right. thank you, jade. >> reporter: i -- >> go ahead. >> reporter: go ahead. i understand that now that man

is in custody. i'm gonna toss it back to you at the desk with more information. >> all right. well, that actually is news to us. i'm not sure if sal can join us if he has any updates. we've been following this for about a half hour. a man pulled over on the upper deck of the bay bridge, distraught with a gun and we saw him talking outside of his car a short time ago -- >> i'm sorry. i got a little distracted. i've heard the police now say that the party is in custody. that means that the person that we saw earlier has now -- has been in -- he's in police custody. i'm sorry if you had had to hear me yell that across the newsroom because i wanted to let everybody know. i was yelling, party in custody. they are gonna have to approach the vehicle very carefully because he claims to have explosives with him. but i guess the good news, if you will, if there's any good

news, they've defused the situation enough to take this person into custody. >> you see the car on the upper deck. >> and a person there. i did see -- i did hear them saying someone is in custody. >> perhaps it was the daughter. a 16-year-old daughter in the car. >> this is the situation where we're just going to have to wait and see what happens. we'll let you know. but the good thing -- not the good thing. there's no good thing here. traffic has stopped. traffic has stopped on the bridge. so what you need to know is that you cannot go to work using the bay bridge. you need to go either the san mateo bridge or the richmond san rafael bridge. you can take b.a.r.t. as well. count out the bay bridge, just count it out.

and you've talked to the other person and told them -- told them will be late. >> yes. the other person behind the tunnel is my boss's son. he's called as well. >> how are you keeping yourself calm? you know, how are you physically dealing with it. >> i'm pretty -- i can handle press pretty -- stress pretty well. i'm just listening to the radio. have you been talking to anybody else. people know the situation, that there is a gunman on the bridge? >> no. i've spoke ton a couple of people in the cars next to me and told them what i've heard so far. >> is -- do you know what's going on? have you heard? or dots it seem like everybody knows what's going on? >> people are still trying to figure out what's going on. i only know because i called my

coworker. >> good luck to you, felicia, stuck on the upper deck of the bay bridge. hope you get to work soon. >> me, too. thank you. >> tables for calling -- thanks for calling. >> you can see the looks on people's faces. wow! what did we get in to? >> this is the bay bridge toll plaza. sal mentioned they are hoping to eventually get these people turned around and be able to move in the opposite direction. but if we don't see -- we don't see any movement at it point. but that would not be an option on the upper deck of the bay bridge. once again, if you are just joining us, just a quick headline, there is a driver who is distraught, who stopped his car in the upper deck of the bay bridge. you can see it there in the window on the right of your screen. that car stopped, driver was distraught on the phone with police, said he had a gun. police saw a gun. he had had his 16-year-old daughter, we believe in the car with him. he was out of the car for a

time being, talking to police. police negotiator on the way to try and bring this to a peaceful resolution. but at this point, the upper deck of the bay bridge is completely closed to traffic. we can still see traffic moving on the lower deck moving for the time being. >> tori -- i'm not sure what i just saw. but he was sitting on the edge of -- i think he's still there. our camera has pulled back at a -- at a safe distance. he either leaned over the side or -- we -- we have a standoff here. a very, very tense standoff on the upper deck of the bay bridge. you can look at the traffic. it's a major, major mess and tense situation. we're learning things as you are learning them at home. >> and this -- of course, sal was telling us for the first couple of hours of the commute, it was a lighter-than-normal

day because of veterans day. i thought he said 20% people less going to work and school and that was the reason there was less traffic on the roads but obviously that's completely changed right now. a major problem. we haven't seen anything like this happen in quite a while. again, b.a.r.t. would be your best option if you are trying to get to san francisco. >> let's go back to the bridge itself. ktvu's jade hernandez. you have a bird's-eye view of the cars and the people stuck there. jade, what are you seeing now? >> reporter: that's absolutely true. in fact, there's 12 lanes of traffic completely stopped. people are getting out of their car, they are asking what's going on. the signs a the toll plaza say closed. one woman i spoke to said this is the first time she's ever seen all lanes clod -- all lanes closed. amy is gonna talk to us. >> did you know what was going on? >> reporter: i didn't know what

was on. my daughters updated me. >> i kind of told you what happened and brought you up to, date. are you worried about sitting here? >> yes. i would like to be able to get out of this. there's no time -- we're gonna be stuck, it looks like because the traffic is really backed up, people are around looking. it's a big concern and i know -- i hope they get the guy. >> amy wall ton headed to -- amy walton headed to san francisco. everyone is keeping calm, asking a lot of questions. they have been sitting here for

quite some time now and everyone just making sure and hoping that the situation ends well. reporting live from the toll plaza, bay bridge toll plaza. back to you. >> jade, i mentioned -- sal had said earlier they were going to try to get the cars that were before the toll plaza to turn around. at least get them on their way. have you seen any kind of movement like that? >> there's no vement from this angle. there's so many cars in front of us at this point. they may be trying to do that. but it will definitely be a very slow process. every car shut down. when a we arrived, it had just started to back up. now we can even turn around and show you the traffic behind us. this itruck is. we're not even in the parking lot near the toll plaza. when we pulled up, cars started to pull up behind us and then they just remain there. >> jade, i have to ask, any sense that people are turning the keys off, turning the ignition off and saving gas?

because -- you are not planning this. >> reporter: absolutely, dave. a lot of people have turned off their kai. as i mentioned earlier they are getting out of their cars. they are on the phone. you can see people here, a lot of people -- especially here in the bay area. they are patient if there is a situation, if there is an accident or weather. right now, i don't know if it's due to the holiday. right now it seems like everybody is relatively calm. a good concern. definitely people are turning off their cars right now. >> right now we want to go back to sal for an update. any new information you've learned about the situation on the upper deck? >> the latest that i've heard is that the san francisco police bomb squad along with a hostage negotiator and several units from chp are trying to get together and come up the wrong way on the bridge to get to the scene. this is -- also i've been hearing that they may try to

open up a lane to get some of this traffic now. what happens is these are reports only. the police end up changing their mind. they talk about things and they say well, no, that's a bad idea. they end up staying we're -- saying we're gonna do this and end up not being able to do it. we've heard all of these things but we don't know until they do something. one thing we know for sure is police are on the san francisco side of the bridge, waiting to take action. you hear them planning and all of that. this situation is not going to be resolved any time soon. another interesting thing that i heard is that the police are getting ready to put spike strips out in case this vehicle takes off. but these are things they are talking about now. nothing has been done just yet. they are trying to plan and the traffic at the bridge. we recommend that you don't even go. just pretend that the the

new information in the unexpected flareup at an east bay refinery. fire from the tesoro oil refinery bushed most of the night, producing towers of flames and huge plumes of smoke. allie rasmus has new information on this situation. what's the latest? >> reporter: we spoke to the spokesperson who says the refinery is in the process of restarting operations. if i step out of the way, that's the tesoro eagle refinery you are looking at. the mailing address is in martinez but the refinery itself sits in an incorporated part of concord. even though it appears things are back to normal, two of threes flares are still burning off fuel this morning. >> we have one or two flares that are actively flaring at this point. but as a result, we were able

-- [ inaudible ] >> reporter: it was a different scene out here yesterday, when six flares were burning, flames and huge plumes of black smoke were visible in the area. around 4:00, the refinery's pain power source and backup system went out. that outage triggered the flares, it burned off diesel and hydrocarbon in the air and released the pressure buildup. any time you burn off fuel it will lead to air quality concerns. contra costa county hazardous materials department took samples of the air yesterday evening. they wouldn't go into details as to what those samples contained but for a few hours, people in concord, clyde and avon were ordered to stay

with us. are you with us? >> yes, i am. >> thank you for joining us. we're looking at pictures of what is happening with the investigation with the bomb squad. what can you tell us now? what's the latest? >> we got the call around 6:56 about a person distraught who was gonna commit suicide on the bridge and there was also information that he had a gun in the car and explosive devices. since then that person has been taken into chp custody. we're advises motorists to avoid the san francisco/oakland bay bridge. if they need to get into san francisco, use the dumbarton, the hayward bridge. >> we're seeing a lot of activity. do you know how -- how are they gonna check the vehicle to confirm whether or not there were explosives on it. >> they have very specific tactics. sometimes they will use a

robot, sometimes they will use an officer in a bomb suit. they are gonna do what they are gonna do to make sure there's no more destructive devices inside the car to reduce any damage whatsoever to the bridge. >> the person who is in -- how did they get him on the bridge? how did it end? >> officers were able to approach the vehicle at one time. evidently they may have been in full contact. i've been in contact with the person on the scene. they were successfully able to get that person to surrender and that was the first step. we wanted to have it resolved to them in 0 nonviolent manner with no life being taken in possible. so we were successful with that. now we're in the process of interviewing him, finding out what was on his mind, what his intentions were. >> do you know the status -- we

believe he had a 16-year-old female in the car. >> that person is in the custody of law enforcement. that person appears to be uninjure. we're grateful for that. >> officer, this is sal castanedo in the traffic center. i was following this when it was going down. the man was in contact with your dispatchers, did he let on while he was so upset and threaten to go into san francisco, is what i heard, and commit some sort of a crime in san francisco. do you know? it. >> there was one report that he had had some emotional difficulties going on in his personal life, which is not really appropriate for me to go in to and that may have been the catalyst for him feeling that this was an appropriate method of behavior to take. clearly, it's not. now it's just a matter of

clearing that area so we can open up traffic again. >> your dispatchers are trained to field calls like this. it's kind of a delicate situation because i know you a get a lot of calls and pranks like this. when did you know this was for real? >> we know because we also called several radio stations as well communicating the same thing. once the information was put an then the officers regan responding in their training level of ability to make sure the incident does not escalate. >> officer, we've been wondering, do you know the reason why the lower deck was not closed, if there were concerns about explosives? >> there was unconfirmed reports that there was a destructive device --

planning to use a stop -- pipe struck. the traffic on the bridge is being allowed to go through. so they somehow have determined that the vehicle is safe enough to drive by. it looks like it's a ford explorer or something like that, a vehicle that's similar to that in that right lane with the flashers on. people are driving by. you can see -- here comes a police car backing up -- >> they are getting traffic through but they are not letting people close to that. it looks like a ford explorer in the right lane. >> and this all illustrates how one person can upset a whole traffic system for several hours in a giant way. >> this could have been a whole lot worse. today is veterans day, it was lighter than usual. if they do open the lanes, i think we'll is a much quicker recovery time than we normally do. if this would have been

yesterday i think it would have had had a huge impact on the bay area. but since 20 to 30% of the work force is off today, we did get lucky. >> it was a massive response to all of this. but the magnitude of the potential ailty of it all they used a lot of restraint to get this to end. it had as good an ending as one could hope. no one was hurt. the people who are involved are now with law enforcement and it look like the traffic is starting to move. the vehicle in question is still there. but sal determined it was not enough of a serious situation -- keeping the bridge closed and they are getting the backup traffic get through. it looks like they are still having to merge, those folks on

the upper deck, merge over to the left lane because they -- obviously the right lane is still blocked from that suv that that distraught man was in. >> that's interesting to me how quickly san francisco police mobilized their tactical units to get up on the bridge. i started to listen to this just before 6:00. within a half hour, they had people from the hall of justice to come up on the bridge. ey've trained and practiced for situations like this and they are ready to go. a lot of those police officers have now been -- a lot of those police officers have been released a ready to go. another thing that officer morgan said, this man apparently called radio stations on his way to the bridge. >> yes. >> yeah. >> this is something we will follow. he was distraught. he stopped his car on the bridge. just now, about an hour and a half later, some of these people stuck there for an hour and a half are being allowed to get through. >> you have a certain amount of

they've been sitting here making sure traffic -- traffic has been making a u-turn. all of these drivers were stuck earlier. i want to show you from newschopper2, what the bay bridge toll plaza looked like from above. it was a complete parking lot every rain on the -- every lane on the toll plaza was closed. it says closed and no cars were moving. people were outside of their cars. they were on the phone trying to figure out what to do next. they turned off their engines. some of them then managed after a while to figure out if they could drive past the toll plaza and make that u-turn as i mentioned before. caltrans workers told me they are very lucky because it's a light traffic day. with the veterans day holiday, they have been able to clear traffic, 30 to 45 minutes.

that's pretty good. i'm told they have oneor two drivers who still wanted to get on the bridge even after being told what's going on here. but other than that, they said they had no problems. i just got off the phone with the california highway patrol, trent cross. he said he's gonna be here and hold a media conference and update us on the situation on the bridge and about traffic and how the california highway patrol was able to reduce what was a parking lot at the bay bridge this morning within the last hour. now, we understand that trent cross is on his way and as soon as he gets here. we will bring you a live report. >> now, these are pictures

we're seeing earlier. you can see one of their dogs is getting ready to go over to the car and check it out. it looks like they are -- maybe they've already done that because it looks like the police officer has just put the bomb squad dog away. perhaps we're making progress in this. again, the police have said that they will not be able to tow the car away until it's checked out by the bomb squad. the san francisco police bomb squad did mobilize quickly and they came up on the bridge. they are on the scene right now. you can see cars are being let through. we just saw jade talking about the bay bridge and they were not letting people through. perhaps that's gonna change. if they are letting these cars go through perhaps they will let cars get on the bridge. we will let you know. unfortunately as sop some of these cars went to start their -- as they went to start the cars, some of them had dead batteries. some of them wouldn't start. it will take a while to get this process cleared. the best way for you to get into san francisco would be to take b.a.r.t., use the richmond/san rafael bridge, use

all lanes have been reopened on the upper deck of the bay bridge. but they are still not letting traffic through at the tom. the vehicle that was involved in the police standoff has been removed to the fifth street offramp. these are live pictures from newschopper2 of an absolutely empty upper deck of the bay bridge. if you have to drive from san francisco to oakland, this

really has not affected you. but the upper deck is shut down. we also have a shot from the macarthur maze, where they are still holding traffic. we have heard that at any moment now they are going to reopen these lanes and people are just sitting there waiting for that to happen. as of right now, no one is being led into the toll plaza. i want to let you know on the richmond bridge -- there are a couple of accidents approaching the bridge, westbound 580 at castro right before the bridge, and another accident, so people going arou are finding their bridge commute not that great and you have to head across the golden gate bridge. once again, they have not reopened the bridge. they are expected to at any time. >> all right, sal. you are talking about the bay bridge. this is a story we will continue to follow and bring you updates as soon as we get it. we're also following another big story. the cruise ship "splendor" has just reached the dock.

it was greeted with a round of cheers. there are live pictures there. you can see it's -- it's been three days since the ship lost power with nearly 3500 passengers on board. leaving them without air conditioning, hot food or hot water and also no cell phone or no internet service. it looks like some folks getting onto the ship right now to help the exit strategy. no nobody was hurt but we understand it will take several hours for all of the passengers to get off the ship. they will be well again stated. there's been no hot food. we understand the bar has been open offering people free drinks for the last few days. the president said the engine fire that pocked out power was the company's worst incident in the 35-year history. and we have more information about the mystery in the sky over southern california. nasa, along with the pentagon, both now agree it was probably a jet that caused that billowing vapor trail that

are no cars here. those cars that were here earlier had to turn around and make a u-turn. they made a u turn and went right back to oakland. as i mentioned before, the california highway patrol, sergeant trent cross is expected to be here. i spoke to a couple of caltrans workers and they told me due to the light traffic for veterans day, they were able to clear this out in about an hour. once they decided to move traffic and have traffic make that u-turn so they could go back to oakland, they were able to clear the traffic and the toll plaza very quickly. now, what sal's been reporting and what we've been hearing is that they expect to open up the toll plaza soon but we don't know when, we don't know what time that "soon" is. so as soon as we get information, we are get it to you. but right now, traffic is still not flowing to san francisco from here. back to you. >> thank you. we will continue to cover the big story today, what happened on the upper deck of

pulled over on the bay bridge. police swarmed in. shut down the upper deck of the bay bridge. took about an hour or so for negotiators to bring it to a peaceful ending. that person is in custody. they are still keeping the bridge closed. what you can -- you can see how traffic is affected. we can also look back and figure out -- if you didn't see everything that was happening at the time -- we're gonna go to the video of the suspect on the bridge. if we can go to that, maybe we can. maybe we can. there you see right there the man with the striped shirt on the phone with someone pointing and there's his vehicle right there. this was at the heart of this whole controversy this morning. very, very tense moments. you can see him, at one point he was on the very edge of the ledge. we were watching closely as he was doing this over the water. again, a very, very sense situation. of course, the police -- the police kept everyone away.

and then you can see the bomb- sniffing dogs came in and very, very carefully examined his car. not only did he have his daughter we're told in his car, but there were reports that he said he had explosives in that car as well. >> that the car has -- that car has been moved. some equipment is off the bridge. they let all of the cars on the bridge off. at this point, they still have this span closed because this person had threatened to harm the bridge. so they want to make sure everything is safe before they reopen it. the lower deck has been opened the entire time. so people have been able to head east. can you still see 80 there is completely closed. that's the point, one of several points on the bay bridge -- >> the backup on 80, stretching up to albany hill because of this closure. >> all right. thank you, sal. we want to quickly, though, check in with steve for a look
