good morning. i'm jade hernandez. uc regents are expected to vote on a tuition hike for its campus system. what opposition plans to do about it. overnight suv took out a traffic light, plowed the curb and took out a fence. what it didn't hit has people breathes a sigh of relief. stepped outside yet it's colder out there and it's going to get even much colder on our afternoon highs. early morning standoff with police officers. we watched it unfold live and it could have been a very big traffic mess this morning.

details up next. welcome to the middle of the week wednesday november 17th. i'm dave clark. >> good morning. i'm pam cook. thank you for joining us. check in with steve for a little weather. >> thank you. good morning, everyone. skies are clear. mostly clear. few high clouds drifting by. all the observations say clear. colder a lot of 30s and 40s. only 50-degree reading in downtown san francisco highs today near average to slightly above. 60s to near 70 degrees. the big change on the five-day forecast we'll have in about five or six minutes. here's sal. steve, right now traffic on interstate 880 is getting busier by the minute. if you're driving in from vallejo from the macarthur maze it's slow in some spots already. san francisco northbound 101 traffic looks okay to the downtown area. at 6:01 go back to the desk. thank you, sal. right now a man is being questioned by police in

berkeley after a standoff. he was up in a tree. now police shut down part of shaddic avenue between university and adison just a little while ago during that temporary standoff. police were called at about 4:00 this morning because it was believed that that man was armed with some type of sharp object. police shut down part of shaddic for about an hour and a half before the man finally climbed down and gave himself up. that street good news has been reopened. it's still not clear why the man did what he did. and police are still investigating. time now 6:02. uc police bracing for a big day of protests today over tuition hikes. in just a couple hours demonstrators plan to make their voices heard about this controversial issue on two bay area campuses. ktvu's jade hernandez is in san francisco now where the uc regents will be meeting today. good morning, jade. >> reporter: good morning. we're live in san francisco this morning at the ucsf mission bay campus.

san francisco and campus police are already out here this morning. i mention this because police are expecting large demonstrations later today due to the uc regents' discussion and expected vote on an 8% tuition hike. the regents usually hold the last meeting of the year at ucla. last year authorities dealt with near riots after a 32% tuition hike was approved. a uc spokeswoman told us moving the meeting had nothing to do with demonstrations in southern california but more to with cutting costs since it was cheaper to get everyone to meet in san francisco. student activists say this is a strategy to hold the meeting on a graduate only campus such as ucsf mission bay which is away from undergraduates who are effected by this hike and more likely to protest. but the uc spokeswoman told us and insisted there was no all tearier motive. >> we're not running and ducking by coming to mission bay. we're at mission bay because it's a cost-effective place to hold a board meeting. but what we expect is that the

people will be respectful and most importantly be respectful to police officers who are trying to maintain control. that's really critical. >> reporter: there is word protesters plan to shut down the meeting scheduled for today here at the mission bay campus. and students will be bussed in from other uc campuses. i want to bring you out live. you can see here a lot of san francisco and campus police gathered here this morning anticipating the huge demonstrations i mentioned. demonstrators are expected to be out here within the hour. i spoke to just three students who showed up. they're getting ready to gather all the protesters together once they start arriving. reporting live. jade hernandez, ktvu channel 2 news. the highway patrol investigating a horrible crash in san lorenzo. two people dead. seven others hurt. it happened shortly before 9:00 last night on worthily drive near grant avenue. the chp says all nine victims were in a minivan heading northbound. but for some reason officials

say the driver of the minivan veered across the road and slammed into a flat bed truck parked on the side of the road. >> the trailer was stopped in the right shoulder and hit the trailer in the front. the front of the minivan hit the front of the trailer and went underneath it. >> the highway patrol says the minivan driver a 30-year-old resident of hayward and one passenger also a 30-year-old resident of hayward, died at the scene. the seven other passengers rushed to hospitals. but their injuries are not known at this point. it's also not known if drugs or alcohol was a factor. time now 6:05. police searching for the suspect in a deadly shooting outside of a 7 eleven store. police responded to reports of a shooting outside the store at buchanan road and gentry town drive just before 9:00 last night. police say they found a wounded 21-year-old man inside of a car. that man was pronounced dead several minutes later. police have identified him as gregory leavy of ain't och.

police interviewed another person in the car with him. police describing the shooting as "personal." but say they don't yet know the motive. there was another fatal shooting at that same 7 eleven store in april of last year. in that case the 46-year-old victim was pulling out of the parking lot on his motorcycle when a man ran up to him and fired several shots. police arrested a suspect shortly after that shooting. they say the victim and the shooter had an ongoing dispute. oakland police want to know who shot and killed a 46-year- old man outside the allen temple baptist church. it happened early yesterday at 85th and international boulevard. police say the victim who had been attending a class inside the church apparently stepped outside to answer a cell phone call. he was recently released from prison and trying to earn his ged diploma to try and turn his life around. >> he was on church grounds which is holy ground and people

desecrated our church grounds. >> church officials also say the man was among hundreds of people they help every year and say his death confirms the need for the many programs the church has been offering for decades. this morning the church plans to announce it's received private grants for nearly half a million dollars to fund programs designed to fight violence. time now 6:06. a half million bay area commuters could soon be paying a daily toll without going anywhere near a bridge. ktvu's claudine wong is live in san francisco now to explain why. good morning, claudine. >> reporter: good morning, dave. yes, we are used to paying tolls across bridges. we're even used to paying tolls for getting into the less crowded lanes on the freeway. but how would you feel if you wanted to pay a toll just to go into san francisco? that is a proposal now being considered by the san francisco transportation authority. according to a published report this would be the first program of its kind in the united

states. it's called toll congestion pricing. here's how it would work. if you drive into san francisco from san mateo county during the commute hours, you would pay $3 each way through a fast track type system. why do this? when you have half a million people going in it's expected to bring in $60 million to $80 million a year for transportation projects. if it happens. but it will cost drivers too. regular commuters would pay about $1500 a year if this went through and it's certainly not surprising that people we talk to this morning don't seem to like the idea. >> i'm saying it's nuts. >> reporter: would it effect how often you come into the city? >> every day. every night and every day. i start at 10:00 at night and get off at 6:00 in the morning. >> reporter: so this program is still a ways off. they're still in the talking stages right now. 2015 is the projected date to get a pilot program underway. as you can imagine you would have to put in a lot of the electronic equipment to record people's fast tracks as they come into the city from san

mateo county. it also would have to not only go through further study, san francisco supervisors would also take a look at it as well as lawmakers and even voters could have to take a grander at this before it would actually go through. certainly something being talked about and certainly something under consideration. for now it doesn't cost you anything to come into san francisco. sal of course is watching the roads into san francisco and across the bay area. how are things looking, sal? things are look good. and we are checking an overnight problem in oakland. an suv crashed into a front yard. it happened at the corner of 73rd and hallday avenue around 2:00 a.m. the driver lost control of his chevy tahoe while heading westbound on 73rd. the suv took out a traffic light before it jumped a curb and plowed through a fence. the ambulance took the driver to the hospital with minor injuries and no one else hurt. go outside and take a look at

highway 4 westbound. it looks okay. this is a live picture. you can see traffic okay here. it's busy in antioch as you drive out of brentwood and head west. this morning's commute is going to be okay at the toll plaza at about 6:15 or so is when they turn the metering lights on around then. and that's when we see a bigger crowd as we wait at the toll plaza instead of being stacked up on the bridge. this is a look at interstate 880 and traffic in both directions there is pretty good. here's steve. clear out there. good morning. for us temperatures now sliding into the 30s and 40s instead of the 60s we had a couple days ago. if you haven't stepped outside it's going to get colder and much colder towards the weekend. mostly sunny today. not a bad day. just not as nice as monday and tuesday. still plenty of sunshine. clouds roll in here tomorrow. it will be cooler on thursday. then turns colder on friday with rain developing by friday evening and then the weekend looks cold. looks really cold as we head towards sunday into monday. and some off and on rain.

a lot of snow in the sierra nevada. for us colder air doesn't hold much moisture so we'll get rain but it won't be a gully washer. the cold air the big story. first sign of the front is right up there start to work its way in over the next 36 to 48 hours. today though we start off 30s and 40s end up with a lot of 60s to near 70 degrees. this will be it for the 70s until maybe about a week's time. mostly sunny, cooler. 6 0z, 60s and 70s. starting off at a brisk 44. go 62 at noon and then 67 for a high. san francisco's the only 50 i could find on the current observation. 52 everyone else in the 30s and 40s. 58 at 9:00. 64 at noon. high is 65. coming down that's five cooler than yesterday. some 40s near palo alto. also up into napa county and sonoma county and even on the peninsula i've seen a couple 30s. oakland berkeley 49. concord livermore 43. so much cooler than we've seen

by about five or ten degrees for some. teens in the eureka. and the colder you get a good look at it right there. the front slides in tomorrow. this whole system comes in with another system reinforcing it as we go into friday, saturday, sunday and maybe even into monday. mostly sunny. nice. but just a little cooler. pick up a more of a westerly breeze now. we've lost the north or easterly breeze. temperatures coming down. 60s the days are so short too 60s and 70s under mostly sunny skies. clouds then start to roll in thursday and then the temperature begins to drop big time. colder on friday. rain friday everybodying and then a cold rainy day saturday. cold with off and on showers on sunday. thank you, steve. a crack down at the cal palace. what's being banned and the reason some say it's just a few troublemakers who are ruining things for everyone else >> reporter: a congressional hearing about to get underway about the full body scanners and pat downs at the airport.

more than 1,000 have already died from the disease. security been increased in germmy because of a heightened security threat. the agency received a tip about an unspecified attack planned for the end of the month. would not say the source of the tip or where the attack is supposed to take place. a congressional hearing gets started in about 45 minutes minutes investigating whether the full body scans and pat downs at the airport are going too far. allison burns is joining us from the washington d.c. newsroom. she has the story. good morning, allison. >> reporter: good morning to you. and our sister station in dayton, ohio, first alerted us to this incident. a woman's name erin chase traveling with her young son when she felt like she was being groped by a tsa employee during a security pat down. >> she then proceeded she went around my waist and went behind me and proceeded to touch all of my buttocks including reaching back towards the front

towards my genital area and came around to the front with the palm of her hand. i've since learned that's what she was supposed to do as she's instructed by the government to do. >> reporter: and the complaints are increasing so much about the latest airport security measures that a senate committee is getting involved. the head of the tsa will be the only witness this morning. he's expected to defend the body scans and pat downs saying they are critical for national security especially in light of recent aviation threats. in fact, anyone who doesn't go through the screening cannot get on an airplane. privacy groups are filing suit in federal court saying the searches are overly intrusive and violate civil rights. we'll have live coverage for you from the hearing during my next update in about an hour. for now live in washington d.c., allison burns, ktvu channel 2 news. time now 6:17. today both house democrats and republicans go behind closed doors. they will decide who will be their leaders in the next

congress. political observers say it appears there will be no changes at the top. house speaker nancy pelosi is expected to remain the top democratic leader although she will become minority leader when the new congress convenes in january. and john boehner is expected to remain the leader of the house republicans. that puts him in line to become the next speaker of the house. tomorrow long time new york congressman will find out his punishment for violating house ethics rules. yesterday an ethics panel of eight house members found that congressman's financial and fund raising conduct violated ethical standards. the panel convicted him of eleven of thirteen rule violations. the full house ethics committee will decide his punishment at the hearing tomorrow. the punishment could range from a reprimand to expulsion. that is considered highly unlikely. san francisco supervisors want the public to have a say in selecting the city's next mayor. yesterday the supervisors

backed off on an earlier plan to quickly choose a successor to outgoing mayor. the board now plans to hear public testimony on the appointment meaning the selection process could now take at least a few weeks. he takes over as california lieutenant governor in january. rave-type music events and parties are now banned at the cal palace. that's after two drug or alcohol related deaths at an event last may and after more than a dozen other people got sick at a show there three weeks ago. the cal palace board voted unanimously to impose the ban though it's still unclear how long it will last. the ban does not prevent the cal palace from allowing such shows in the future. time now 6:19. sal says we just had a crash at richmond. what happened? >> well, it's westbound 80 at central. this accident is blocking the two left lanes. i want to put it on the map for you here. west 80 at central avenue. now let me get rid of this thing here. i got rid of the indicater. i wanted to see how the road

sensors are picking up traffic. it is going to be a little bit slow heading west to the macarthur maze. west 80 at central avenue this crash there. the traffic is already getting slow. the two left lanes are blocked although it doesn't seem like an accident that will be there all morning. certainly it has to factor into your plans if you're driving from richmond heading toward oakland. move along to the toll plaza. this actually might help the toll plaza a little bit because more people stuck on the freeway up above means that fewer people are at the toll plaza. and it's going to be a little better for you. so if you come in let's say on 580, get over there now before everyone else gets there. this morning's commute on 880 northbound and southbound that looks good here at the coliseum. now let's go to steve. thank you, sal. good morning everyone. clear skies, mostly clear and temperatures cooler this morning. 30s and 40s. show you some in just a second. and kind of a puff of a breeze but it's all over the place. i've seep a little bit of a

possible snow showers late sunday into monday. pam and dave. wow. thank you, steve. construction of new homes dropped in october. in the last hour the commerce department reported construction of apartments, condos and houses sank 11.7% last month. that is the worst showing since april of last year which was the lowest level ever recorded. prices for used cars hit a record high last month. in october the average price for a used vehicle was $18,570. that's up more than $600 from this time last year. economist i say many are choosing to buy used cars and supply is down after the success of the government's cash for clunkers program. time now 6:22. a south bay school district is on the hot seat this morning. what's being done now after an ambulance was blocked from reaching an injured high school athlete. and why dna samples taken from of california babies over the years as

freeway heading south -- west. it's actually technically west but people think of it as south toward oakland. so westbound 80 is very slow. we just had word of a new crash on westbound 80 as you drive past highway 4. we'll get the update on that. looks like a bad morning for interstate 80. all right. thank you, sal. a south bay school district is responding after coming under fire for blocking an ambulance from reaching an injured student. the 14-year-old boy was hurt during an october 29th football game at the high school in san jose. his family complained after they say the principal refused to allow the ambulance on to the school's new track and field. the district says the principal should have allowed the ambulance on to the field and has sent out a letter clarifying its policy. family members say the boy's still under observation for possible brain damage. they are also saying they're waiting for a formal apology and explanation. if you were born in california in the past 30 years, chances are the state has a card stored with your dna

on it right after you were born. the few drops of baby's blood is mandatory screening for 77 serious genetic diseases. the program is a life saving one, but those samples are also state property. they can be shared without consent and without notice for research, for lawsuits or investigations because privacy laws don't apply to government agencies. >> so from birth we don't own our dna. and the most secret pieces of us and our personality have become government property. >> the state of california is supposed to notify parents their child's blood spots may be retained. and we received a promise from state officials to make them notice that parents can opt out of the program more prominent on any paperwork. officials say parents who are uncomfortable with this can request that the samples be destroyed. however they're urging parents to support the newborn disease

campuses. campus police say they're getting ready for the worst case scenario. and employees have been warned. >> we've closed pretty much all the entrances. we've only allowed one entrance on the back of the building and said be prepared for high security. >> protests are also planned this morning at uc berkeley's campus. yesterday dozens of protesters there reportedly tried to shut down an administration building. uc regents are expected to vote on the proposed 8% tuition hike tomorrow. the family of a missing concord man is asking for help to find the father of two girls. 33-year-old bryan erb last seen last wednesday morning and reportedly went missing after an argument with his wife. his family says there's been no activity on his credit cards or bank account since and they are very concerned about his well- being. anyone with information on his whereabouts is asked to call concord police. well, a fremont family is now pleading with a hit-and-run

driver to please come forward. the victim, 83-year-old police say the fremont grandfather was hit by a car while crossing fremont boulevard on the morning of november 5th. he died of his injuries a couple of hours later. his family says he was in the middle of his regular walk when this happened. now they're pleading with that driver. >> i'm just asking and i'm begging if you're out there just give the family closure. i know everybody has to leave sooner or later this world. but he didn't have to go this way. >> now police say they do have one clue. the car's front grill was found there at the scene. they're asking neighbors, they're asking auto shops, to look out for a damaged white, silver or light blue 1995 toyota avalon similar to these. now fremont police are asking anyone if you have any information call them. they say your call will remain anonymous. the san francisco police department is considering a new policy that would prohibit

officers from shooting at drivers who try to run them down. currently officers are not allowed to shoot at a moving vehicle unless they believe they are in imminent danger of death or serious bodily injury. but a new policy being considered would prevent officers from shooting at moving vehicles even when a suspect is threatening to run them down. other big cities including los angeles have adopted such policies telling officers to get out of the way instead of firing at a car. the goal is to prevent a car from rolling out of control after a driver's been shot. time now 6:34. it's a plan that's certain to anger a lot of drivers. commuters on the peninsula may soon be paying a toll to drive into and out of san francisco. ktvu's claudine wong is in san francisco now with the details of the story. good morning, claudine. >> reporter: good morning, dave. we've moved to daily city. we hopped over the line. literally a hop, skip and jump. if you're here and want to get

off at 6:00 in the morning. >> reporter: we should mention this program is not right around the corner from starting. really they're still studying it. the san francisco transportation authority taking a longer look at it. the idea is that in 2015 you could get a pilot program underway that would last six to nine months and then they could decide if it would be permanent. but even if the san francisco transportation authority decided it wanted to go through with it, san francisco supervisors would also have to take a look at the idea as would lawmakers and possibly voters. we're going to be out here this morning now in daily city talking to folks about what they think about this plan and this program. and we'll keep you updated coming up on mornings on 2. right now we are going to sal who is keeping an eye on the roads for you. hi, sal. hello. there is a mess developing already on the east shore freeway westbound interstate 80. you can see the road sensors getting very deep red. that means we have stop and go traffic because mostly because of an accident at central avenue. it was in the two left lanes.

now it's still in the left lane. they've managed to clear one of the lanes. waiting on a tow truck to clear the freeway entirely. but this commute is terrible on 80 coming up from richmond. out to the toll plaza, i think what we're going to have is fewer people getting through and lighter than usual commute. this actually might help people out at the toll plaza because it's working as kind of a gradual meter not letting too many people here at once. and then little later on it's going to be more crowded. right now it's actually pretty good because a lot of people are stuck on the east shore. moving along and taking a look at 237. that looks okay. the last few days we've had kind of a tough one into the valley. if you want to get going early now is your chance. 6:37. let's go to steve. thank you. we have mostly clear skies. mostly clear. couple patches of fog down around point rays. few high clouds. overall mostly sunny day. but our cooling trend continues even though it will be sunny to mostly sunny today. the big drop in temps starts

tomorrow from this system right there. the first front coming by won't do too much. but it will drop our temps. and the cold air reinforcing it behind it. go 62 at noon and a high of 67. and it won't get much warmer than that over the next five to six days. forecasted high yesterday 74 was what we penciled in. it was really close. san jose 75. 70 san francisco and oakland. 71. today though only one 70. that's san jose down 5. mid-60s san francisco, oakland and walnut creek from 74 to 68 as this slide continues. picking up more of a westerly or southerly breeze. 42 palo alto. they've made it to 40 and kind of warmed up a bit. 46 san jose if you're getting any breeze temperatures come up a little. warmest is the city at 54. napa santa rosa 43.

right now. 6:42. berkeley police are questioning this man. he held police at bay just hours ago this morning while he was hold up in that tree. police believed he at one point was armed with some kind of sharp object. and police actually shut down part of the street just to be safe. the man eventually surrendered. that street is now open again. antioch police are searching for a suspect who shot and killed a man outside of a 7 eleven store last night. police say they've interviewed a person who was with the victim when he was shot. police described the killing simply as it was a personal case. and this morning a congressional hearing is investigating whether full body scans and the pat downs for airline screenings are going too far. some passengers have complained. but the tsa insists these screenings are safe and they are necessary. the highway patrol is investigating a horrible crash

in san lorenzo. two people are dead. seven others are hurt. it happened shortly before 9:00 last night on worthily drive near grant avenue. the chp says all nine victims were in a minivan heading northbound. but for some reason officials say the driver of the minivan veered across the road and slammed into a flat bed truck parked on the side of the road. >> the trailer was stopped on the right shoulder and hit the trailer in the front. so the front of the minivan hit the front of the trailer and it went underneath it. >> the highway patrol says the minivan driver, a 30-year-old resident of hayward. and one of the passengers also a 30-year-old resident of hayward, died at the scene. the seven other passengers were rushed to hospitals. but their injuries are not known at this time. it's also not known if drugs or alcohol were a factor. time now 6:44. the case of a tortured teenager from tracy could go to the jury this week. the defense attorney for suspect anthony waders rested his case after calling two

witnesses. waiters is accused of inflicted months overtorture and physical abuse on a 16-year-old boy at a home in tracy until the teenager escaped in 2008. three other defendants made plea agreements that include 30 plus years in prison. san jose some scary stories from victims of bullying. it's part of an effort to convince schools to do more to keep kids safe. >> i had things thrown at me in hallways as i walk down. they were shouting names at me, lunging at me. >> ashley says the bullying got so bad she dropped out of high school but still gets harassing phone calls. last night's forum brought together parents, students and faith leaders. our time now 6:45. when comedian tina fay won the mark twain prize for american humor, she talked about the fame she has earned impersonating sarah palin on saturday night live. now we want to show you a

right now reported there is a train stuck inside the transbay tube on the bart system. it's a disabled train and there are people on it. apparently mechanical difficulties. so this is becoming a major issue. this train was heading into san francisco. so this is breaking news. i was just in fact barely able to get it on tv. i just got off the phone with bart. so if you are taking train into san francisco there are major delays on bart because of a disabled train. we're on the phone with bart getting more information. we do have a reporter on the way. this is a big deal for the commute. let's go outside and take a look at picture westbound bay bridge because of the problems on the east shore freeway. we do what we have is we have people who are stuck on the east shore essentially and not making it to the toll plaza which makes it better for you. 6:48. let's go to steve. thank you, sal. beautiful morning. sunrise for some and clouds for

morning. rather chilly readings. 30s and 40s on the lows instead of the 50s, 60s or 70s we had about two days ago. highs today under mostly sunny conditions still 60s. five-day forecast has cold air in it. we'll get to that when mornings on 2 starts. 6:56. investigators are searching now for the vandals who terrorized a rural cemetery where the graves date back to the 1800s. the cemetery is near the town of lincoln in placer county. now some time between saturday afternoon and sunday morning look at this someone trashed the headstones, the benches and the flower vases. one official said the vandalism appears to be random. the extent of the damage seems to indicate it wasn't just one person but several. cemetery caretakers are trying to notify families now that their graves were vandalized. warner brothers wants to do a live action remake of the classic movie the wizard of oz. the studio is reportedly in
