san francisco police are considering a new policy that would dramatically change the way officers make life-or-death decisions.

san francisco, 20, 30 minutes. we're fearing it will be more than that because delays tend to snowball when things like this happen. we have kraig debro coming up. right now, the commute is not starting off well getting into san francisco. we have another traffic update in a few minutes. let's go back to the desk. one minute after 7:00. the other big story we're following. uc police are bracing for what is expected to be demonstrations. police are already at mission bay, at the campus. jade hernandez is there with more. >> reporter: good morning. i want to show you very quickly that authorities, san francisco police are already preparing for this protest about to start in about a half an hour.

i mentioned police off the top because they are expecting large demonstrations this morning. the regents usually hold the last meeting of the year at ucla. but last year authorities dealt with near riots after a 32% tuition hike was approved. a uc spokesperson said moving the meeting had nothing to do with the demonstrations in southern california last year but more to do with cutting costs since it was cheaper to get everybody to meet in san francisco. student activists disagree. they say this is a strategy to hold a meeting on a garage hit- own -- a graduate-only campus. the ucspokesperson insisted there was no ulterior motive. >> we're here because it's a cost-effective place to hold the board meeting but what we expect is the people will be respectful and most importantly be respectful to police

officers would are trying to maintain control and that's really critical. >> reporter: the uc board of regents is expected to vote on an 8% fee fike that would affect students whose families make over $120,000. the regents will look at cutting retiree income in half for many employees. they point to the state and federal funding for the reasons to forgo the hike. i want to take you live here. a protest is expected to start here in about a half hour. there are some demonstrators that are already arriving here. the regents meeting will schedule to meet at 8:30. jade hearse, ktvu channel 2 news. >> thank you. police in han antioch are out there searching for a suspect outside a 7-11 store. police responded to a shooting outside a store on buchanan road. officers found 21-year-old gregory leavey inside of a car and he was shot.

he was pronounced several minutes later -- pronounced dead several minutes later. the investigation into the shooting continues this morning. also, there was another fatal shooting at the same 7-11 back in april of last year. in that case, the 46-year-old victim was pulling out of the parking lot on his motorcycle when a man ran up to him and fired several shots. police arrested a suspect shortly after that shooting. they say the victim and the shooter had an ongoing dispute. well, we have new information this morning about a napa man who was shot and killed over the weekend while he was out hunting with some friends and his 11-year-old son. police have refused to say who fired the shot that killed 60- year-old william downs. but according to "the press democrat" newspaper sources close to the family say it was the 11-year-old son who accidentally fired the shot that killed his father.

sonoma county sheriff's officials say that downs stepped out of a truck right at the moment another hunter in the party was aiming at a bird and fired. 7:05. this morning, a crime scene investigator will return to the witness stand in the richmond gang rape case. yesterday, investigator grazetti showed the photograph she took of the victim after she was attacked. she was overcome with emotion. the mother of one defendant spoke outside of court yesterday. >> translator: we know what kind of person my son is. we trust in god and the courts he will be cleared of charges. >> today's the third day of a preliminary hearing to determine if there's enough evidence to put the seven suspects on trial. they are accused of gang raping the teenager outside a homecoming dance last year. it's a plan certain to anger a lot of joggers.

commutersen the peninsula -- commuters on the pill may be -- on the peninsula and this is not near a bridge. claudine wong has more. >> reporter: that's right. no crossing a bridge. you are just basically crossing a highway. under this plan you could be paying big bucks. we've been out here talking about the folks -- talking to folks about the plan. they say they aren't doing it. it is something being considered by the transportation department authority. if you drive through san francisco during the commute hour you would pay $3 each way. why do it? it would bring in a lot of money $60 to 80 million. if you consider a regular commuterser someone who drives back and forth every day, they

would pay about $1500 a year. it's really not surprising that people we talked to this morning do not like the idea. >> i pay the toll poll from the north bay coming in. i'm not gonna pay tolls within the inner city, no way. >> reporter: we're still years off from this possibly become a reality. we're talking a lot of stuff that would have to go through before it happened. the transportation authority is going to study the idea. 2013 is the projected date being thrown around for this pilot program that would last between six and nine months before they decide to make it permanent. authority and voters all have to take a look at this. if you gauge the reaction -- it's pretty hard to find someone would thinks this is a good idea. one person says if it happens here, why not every other city in the bay area?

claudine wong, ktvu channel 2 news. >> thank you, claudine. we want to check back in with sal. obviously a lot going on right now with the delays on b.a.r.t. how is -- how is the rest of the commute. >> if you are trying to get into san francisco, it might be easier or harder depending upon where you are. this is a look at 80 westbound, really slow traffic on 80 coming down the -- from pinole, richmond, heading all the way down to oakland in that area. what pam i doing? there we go. traffic is going to be busy heading from pinole to richmond because of earlier crashes. bay bridge live -- bay bridge toll plaza, it's lighter at the top because a lot of people are stuck up the stream, if you will. if you are coming to san francisco, not that bad at the top and the commute if from 280

alameda county voters have elected the first transgender

trial judge. final results show victoria kolakowski won slightly more than 50% of the vote. during her campaign, she said a transgender judge would bring diversity to the county's superior court bench. today both haas democrats and republicans will go behind closed doors. they will decide who will be their leaders in the next congress. political observers expect no changes at the top. house speaker nancy pelosi is expected to remain the top democratic leader. however, she will become the minority leader. and john boehner is expected to remain the leader among the house republicans. that puts him in line to become the next speaker of the house. the so-called slurppy summit between president obama and republican leaders has been postponed. president obama scheduled this

policy that would preclude shooting at drivers that are drying -- trying to run them down. right now they are not allowed to shoot unless they believe they are in serious threat or injury bodily. a new policy would pre -- would prevent them from shooting even if a suspect is trying to run them down. other cities like los angeles have those policies. they tell them to get out of the way instead of shooting. 7:20. substance abuse at schools. students who get high or drunk and where they are getting their goods. also, while the giants world series win brought joys to thousands of fans. it's left one bay area agency crying foul. we still have a big problem on b.a.r.t. as you look at the trains moving on the system. there are major delays because

of a problem inside the transbay tube. we will tell you what happened and what it is causing the system to do now.

about 2% of 11th graders say they've been drunk or high

at school. that compares to 28% in the last survey. it also shows that while students are drinking less, they are using marijuana more. according to district superintendent janice adams, they are likely getting those substances from older friends or even parents. 7:23. muni officials are complaining they have disbanded -- they have to spend almost $500,000 extra because of the giants winning in the postseason. they say the extra costs were about $73,000 to add extra buses to get the fans to the playoff games. about $150,000 for the victory parade. they say with that figure, nearly $100,000 of expenses were lee late -- related to vandalism during the big victory parade. we want to check in with sal and get an update on the commute and the situation for b.a.r.t. >> it's been a tough one for

for b.a.r.t. earlier there was -- earlier there was a train stuck in the transtube. the trains are backed up getting into san francisco. mostly at this hour, it's in to san francisco that we're worried about. it's causing major system-wide delays into san francisco. if you are taking b.a.r.t. and you normally go by their schedule, it's off this morning a by quite a bit. you-- morning by quite a bit. i have been getting a lot of tweets from people who are upset because they are going to be late for -- late for work. the bay bridge is back up from the middle of the parking lot of the toll plaza there. it's about a ten-minute wait and this morning's commute on the south bay, 101 is not that bad yet. if you are on the peninsula, burlingame, san mateo looks

mission bay campus. there are some people gathered behind you, jade. >> reporter: that's right. the activity has started right here on this mission bay campus. protesters have gathered behind me. a large group, several different buses have dropped off students from other uc schools. i've been told that this demonstration and protest should get underway. joining us this morning is bob samuels is who is a teacher at ucla. you were talking to me earlier about why you feel this is an important day that the demonstrators be out here. >> i see them raising tuition and fees and i don't see any money going into instruction. they are making classes larger. they are putting esl, english as a second language. >> reporter: now, the uc regents have said this is necessary. they have to kind some way to cut their deficit. i know there is a meeting today at 8:30 talking about an 8% tuition hike.

how does this affect protesters, demonstrators, students, faculty? >> well, they keep increasing executive pay and spend money on other things like construction projects. we want the money to go to the students. and a lot of people are -- a lot of people can't simply afford to come here anymore. >> reporter: i've heard from names on the list that the uc regents have put out there. how do you feel about that? >> i -- first of all i've never heard that before. i don't know if that's legal. that is gonna have to be investigation, public meetings, law. i believe it's illegal. we'll have to talk to the press about that and we'll have to file some legal charges like we've done in the past. >> reporter: thank you for joining us. police have set up barricades. they are sutt up here with a table. as i was mentioning about the

-- about the i.d.s, they are allowing the media an faculty members here at the campus to go inside. we'll continue to have more on this coming up. reporting live, jade hernandez, ktvu channel 2 news. >> we'll check back with you for an update. 7:32. new this morning, oakland teachers have given union leaders the green light to authorize a strike but teachers are not preparing to walk off the job just yet. union leaders say only a small fraction of members voted st night and that first strike is too week right now. oakland teachers did say a one- day strike back in april after the district forced a new contract that included no pay raises. today oakland's outgoing mayor ron dellums will release his state of the city online with video chronicling his achievements over the last four years. he chose not to deliver his state of the city address in

person. according to "the chronic kell" ron dellums's wife has been talking about him leaving office early before his term ends reportedly to take a lobbying job in washington, d.c. the chronicle says he's under pressure to pay the irs to clear up his tax lien by the end of the year. if mayor dellums were to step down. it is 7:34. the chp is leading the investigation into a horrific crash in the east bay. kraig debro just got new information about the victims. he joins us from san lorenzo with details. good morning, kraig. >> reporter: good morning, tori. this happened in unincorporated alameda county, san lorenzo. if you look on the ground right

behind, you can see skid marks here and then a flat bed. according to people around here, they say there was another flat bed parked here so that's a result likely of the van hitting the flat bed and it being stopped in its tracks. the people people at the company had no video cameras. this all happened around 8:45 last night. the alameda county coroner told me there was seven people in the van at the time. the driver, died instantly. at least three others were trapped inside the minivan and under the flatbed. the person driving behind the driver died later at the hospital. for some reason, police are still looking for a cause. we haven't seen any evidence of alcohol or drugs. like i said, it's still an ongoing investigation. we're just in the infancy.

we won't hopefully find out what caused this collision. >> according to police, there were no other cars on the road at the time of the crash. there doesn't appear to be any obvious reason for the crash. the people inside the van. take a look at this live picture, they all worked at that company down there -- we went and tried to speak to a couple of the employees. a couple of the guys did not know the people because they worked on a different shift but they were in a minivan coming from santini foods. it's not clear if that minivan's owned by the company and they were just getting a ride home. i'm gonna check back again to see if i can get some updated information for my next report. reporting live in san lorenzo, kraig debro, ktvu channel 2 news. >> we'll check in with you shortly. thank you, kraig. a fremont family is now pleading with a hit-and-run

driver to come forward. the 80-year-old male victim was hit by a car while crossing from montboulevard on november 5th. he died a few hours later. his family said he was in the middle of his routine walk when this happened. they have a specific message for the driver. >> i don't want vengeance or revenge. i would like closure for my family. so i would very much appreciate it if they came forward. >> the car's front grille was found at the scene. they are watching neighbors and auto shops to look out for a light silver or light blue, 1995, toyotaive salon. fremont police are asking anyone with information to call them, and the caller will remain anonymous. the family of a missing man from concord wants your help of finding the father of two girls. police told ktvu this morning, he's still missing. 33-year-old brian irv was last seen wednesday morning

reportedly disappearing after an argument with his wife. now, his family says there's been no activity on his credit cards or his bank account since. they are very -- they are very worried, if you have any information on his whereabouts, contact concord police. oakland police are trying to find out who killed a 46-year- old man outside the allen temple baptist church. this happened early yesterday at 85 theth and international boulevard. the victim, a 46-year-old man, was attending a class inside the church. he apparently stepped outside to answer a cell phone. the man had had recently been released from prison. church officials say he was trying to earn his g.e. -- dash earn his ged diploma and turn his life around. >> he was on church grounds, holy ground, and people desecrated our church grounds. >> they say this death confirms the need for the many programs the church has been offering

for decades now. now, later this morning, the church will announce they've received a private grant for almost $500,000 to pay for programs designed to combat violence. 7:38. the epp is ordering caltrans to stop polluting area rivers and streams. recent epa audits reportedly found sprayses of -- traces of metal, grease, and pesticides all from construction sites along 50,000 miles of california roadways. the epa is warning caltrans they could face penalties if they don't stop the runoff within a year. lots of problems in the commute, especially with b.a.r.t., sal. how are we doing -- doing? >> b.a.r.t. is recovering. we've had some major delays unfortunately because of an earlier train stuck inside the transbay tube. that train was removed. it was removed about 40 minutes ago. there's still major delays into

a member of the high-speed rail is resigning. richard cats has been the focus of a state attorney general's review to determine if there is a conflict of interest between state and county jobs. katz says the jobs are not impattible but according to "the los angeles times" he will step down from the high-speed rail authority position on december 1st. rave type music ee haven'ts and parties are banned at the cow palace, at least for now. that's after two alcohol or drug-related deaths last may and after a dozen people got sick at a show there a few weeks ago. the board sloated -- voted unanimously to oppose the ban. so it's unclear how long it will be in effect. the case of a tortured teenaged boy from tracy could go to the jury this week. the defense attorney for anthony wietres -- waiters

rested his case after calling two witnesses. he's accused of inflicting months of physical and mental abuse to a 16-year-old boy in tracy until he escaped. a south bay school district is coming under fire for

injuring a student. the family complained after the child was hurt and the ambulance was refused to drive on the field. the district said they sent out a letter clarifying the policy. one school board membersaid this never should have happened. >> certainly, the principal should have allowed the ambulance on the field.

the science guy, collapsed on stage while he was making a speech. this happened at the university of southern california in los angeles. he's the 54-year-old tv personality apparently fainted right in front of hundreds of people reportedly collapsed in the middle of a sentence reportedly was out for about ten seconds. campus paramedics responded. haven't heard any word on what caused him to pass out. but bill, the science guy, told the audience something similar to that happened to him earlier in the day. well, san francisco investment banker tom skyer will donate $250,000 today to create a green jobs training program. sanfrancisco mayor newsom will announce the donation later this morning during a business conference at levi's global headquarters. he will also announce the creation of 50 jobs right now for the first graduates of this

class. palace officials say the couple will be very involved in their upcoming wedding. middleton revealed some details about how the prince popped the question. >> it was very romantic. the crowds have grown. hundreds of protesters are expected to be out here. we're live at the ucsf mission bay campus and this is where the they will -- where they will meet for an 8:30 meeting. the protest started an hour ago, students have been walking around the front entrance of this building. we were told by demonstrators they plan to be out here to make their voices known about how they are against the tuition hikes. i want you to take a rook at -- look at this video. this is what happened when demonstrators approached ucsf mission bay this morning. campus police have pushed back

the demonstrators. i was told this morning the way they planned to handle this, this morning is that campus police will allow those already signed up to speak at the meeting, they will allow those speakers inside. then they will allow the general public. police are still asking for i.d.s this morning. that's a safety measure that's been put into place. we also spoke to a uc regent spokeswoman and i want you to listen about what she has to say about what they expect in just a half hour. >> i hope people will be respectful. no one here wants any kind of disruption that's a problem, and these campus police that you see here are from several different uc campuses, they broke these students every single -- they protect these students every single day. they are the ones that protect

we have to take out loans. so they are pushing out the students. there are more people that they are giving access to these limited funds which means less money per person. >> reporter: a former you u -- a former uc berkeley campus student. he came to support the students. we'll be back live and bring you more. jade hernandez, ktvu channel 2 news. police in antioch are looking for the suspect in a deadly shooting outside a 7-11. officers responded to reports after shooting outside the store on buchanan road just before 9:00 last night. officers found gregory leavey of onty okay -- of antioch in a car. officers questioned another person who was in the car with

leavey. the investigation continues this morning. there was another shooting at the same 7-11 in april of last year. in that case, the victim was pulling out of the parking lot on his motorcycle, when a man ran up to him and fired several shots. police arrested a suspect shortly after that shooting and say the victim and shooter had an ongoing dispute. we have new information about a napa man shot and killed over the weekend while out hunting with his friends and his 11-year-old son. police have refused to say who fired the shot that killed 50- year-old william down. but according to the press democrat newspaper, sources close to the family say it was the 11-year-old son who accidentally fired the shot that killed his it fire. sonoma county officials say they stepped out of the truck right when another hunter was aiming at a bird and hired. 8:05. well, this morning a crime scene investigator goes back from the witness stand in the

richmond gang rape case. yesterday investigator -- the investigator showed the graphic foe totes she took of the -- photos she took of the victim. she became very emotional as she described the serious injuries the girl suffered in the brutal beating and gang rape. the mother of one of the defendants spoke outside of the court. >> translator: we know what kind of a person my son is. we trust in god and the courts he will be cleared of charges. >> today is the third day of her preliminary hearing to determine if there is enough evidence to put these suspects on trial. they are accused of gang raping the teenager outside of a homecoming dance last year. 500,000 bay area commuters could soon be baying a daily toll without going near a bridge. claudine wong explains why in this live report from daly city. good morning jade -- i'm sorry. claudine. >> reporter: good morning,

tori. yes. we're in daly city. sanmateo county cross into san francisco and those people would be affected by this plan if it were to go through. folks we're talking to this morning are not happy about it because it means money out of their pockets. this is a proposal being considered by the transportation authority. if you were driving into san francisco on one of the many highways that head into the san francisco area during certain hours, basic the commute hours, you would pay $3 each way with a $6 cap. it would work like a fastrack idea. it's expected to bring in $06 million to $80 million -- $60 million to $80 million. if you think about the cost to drivers, that's where we're getting the strong reaction from this morning. it's not surprising that people we talked to don't like the

october. so police shut down part of shaddock avenue to be safe. the man eventually climbed down and gave himself up. it's not clear why he did it and that street has since reopened. 8:14. sanfrancisco supervisors want the public to have a say in collecting -- in selecting the city's next mayor to replace mayor newsom. yesterday, the supervisors ran off to an earlier plan to quickly choose a successor. the board plans to hear public testimony about the appointment and the selection process is now expected to take a few weeks. mayor newsom leaves to become california's new lieutenant- governor. alameda county has elected the first transgender trial judge. victoria kolakowski won slightly more than 50% of the vote. she's been an administrative judge at the california utilities commission.

she said a transgender judge would bring diversity to the superior court bench. both house democrats and republicans go behind closed doors to decide who will be their leaders in the next congress. political observers expect no changes at the top. nancy pelosi is expected to remain the top democratic leader although she will become minority leader when the new congress comes in in january. and john boehner is in place to become the next speaker. the so-called slurpee summit between president obama and leaders have been -- has been disclosed. the white house says republican leaders asked for the meeting to be rescheduled november 30th. it was originally supposed to happen tomorrow. the slurpee reference comes from something that president obama said while campaigning before the recent elections. the president said while democrats are working hard to fix the economy, republicans

other and they frequent the area. an oakland man is behind bars this morning accused of dragging a san francisco police officer with an suv. police say 62-year-old elamar stewart faces several charges including aggravated assault. the incident happened at buchanan and street. police say an officer was was dragged several feet as he reached inside the suv and tried to stop the suspect. the san francisco police is considering a new policy. currently, officers are not allowed to shoot at a moving vehicle unless they believe they are in imminent danger of death or serious bodily injury. but a new policy under consideration would prevent police from shooting at moving vehicles even when a suspect threatens to run them down.

other big cities including los angeles have the poolcies, telling police officers to get out of the way instead of shooting at a car. the goal is to prevent a car from rolling out of control after a driver has been shot. it's a substance abuse problem in class. the results of a survey for one local school district. and while the giants world series victory brought joys to thousands of fans it brought one bay area agency crying foul. and the bay bridge commute is doing well, but the east bay commute has struck out. we'll tell you more about it -- straight ahead.

a close call in oakland. an suv barely missed crashing in a house. it happened around 73rd and holiday avenues around 2:00 a.m. the suv took out a traffic light before it jumped the crush curb and crashed into a house -- jumped the curb and crashed into the house. no one was hurt. ben near school district say 24% of the 11th graders say they've been drunk or high on drugs at school. that compares to 28% in the

last survey. the survey also shows while students are drinking less, they are using marijuana more. now according to district superintendent janice add adams, they are likely getting their substances from parents. federal regulators are not confirming or denying a ban is coming on four loko. there are several cases where college students have been hospitalized after drinking several of these beveragings -- beverages. muni says the extra cost during the the world series

a very noisy protest is happening right now at ucsf's bay mission campus. take a look at what we've seen in the last half hour. hundreds of students and their supporters protesting to increase tuition. the regents meeting there is just now getting underway. about 100 people will be allowed into that meeting to address the regents. uc's spokesperson says she's hoping the demonstrators will be respectful. >> i hope people will be respectful. no one here wants any kind of disruption that's a problem. these campus police that you see here are from several different uc campuses, they

protect these students every single day. >> uc president mark a -- mark yudof has proposed an 8% increase to students and also changes to employee health and retirement bin fits. he says those changes are necessary to close a $1 billion budget shortfall. well, new this morning, oakland teachers have given union leaders the green light to call a strike. the students -- teachers are not preparing to walk off the job just yet. union officials say only a small fraction of members voted last night and that a support for a strike is too weak right now. oakland teachers staged a one- day strike back in april after the school district forced a new contract that included no pay raises. meg whitman and her former undocumented housekeeper are the focus of a meeting with state labor officials that's underway right now in san jose. attorney gloria allred just spoke a few minutes ago about the issue right before she went

inside. >> we say to meg whitman that it's never too late to do the right thing. you spent $143 million of your own money on your campaign. hopefully, you have enough money left to pay your housekeeper the wages that he you owe to her -- that you owe to her. >> allred she owes her client money, wages for hours she was asked to work after hours. ron dellums will release his state of the city report online with video chronicling the achievements of his last four years in office. according to the "san francisco chronicle" his wife has been talking about him leaving city

hall early before his term ends reportedly to take a lobbying job in washington, d.c. if dellums were to accept down, mayor-elect jean kwon would -- were to step down, mayor-elect jean kwon would plea his him. two people were killed. seven others were hurt in the accident that kraig debro just found out about. >> reporter: the new information comes from the chp. they say the minivan these people were riding in was traveling at a speed of 50 miles an hour when this crashed. this happened in unincorporated alameda county. at-- according to one witness,

these skid marks were likely not caused by the driver to stop. witnesses say there was another flat destroyed bed parked here -- flat bed parked here. the driver of the minivan died. one of the other eight people in the van died at the hospital. i spoke to a man who works nearby. he says four of the passengers walked away from the crash. chps are it's -- also says lopez was talking to a passenger in the back when the minivan veered across the road and into the flatbed. >> we haven't seen any evidence of alcohol and drugs. this is still an ongoing investigation. we're still in the infancy. >> we just contacted the dmv to try to to get a picture of lopez, but the dmv said they couldn't provide one because

lopez de la cruz was not licensed to drive a car in california. if you come back and take a look at a live picture here, of course, the suv is blocking the view. down the street there is a place called santini foods and some or all of the people in the van worked for that company. i spoke to a man who identified himself as a security manager. he says the van was not owned by the company. that wass the only detail about the crash he was able to provide. 8:35. a family in fremont is pleading with a hit-and-run driver to come forward. the victim was 83 years old. police say the fremont grand father was hit on november 5th and he died a few hours later. he was in the middle of his daily walk when this happened. the family is looking for closure. >> i don't want vengeance or

revenge but i do want closure for my family. so i would very much appreciate it ifty came forward. >> the police say they have one clue. the car's grille was found at the scene. so they are asking neighbors and auto shops to look out for a light silver or light blue, toyota ave salon similar to the one you see here -- avalon similar to the one you see here. call police if you have information and your call will remain anonymous. police are trying to figure out who killed a man outside the vennish baptist church. the victim was 46 -- vennish baptist church. the victim was attending church and he stepped outside to use the cell phone. he had relently been relessed -- recently -- he had been recently released from prison.

in a little while, the church plans to announce they received a private grant for $500,000 to fund programs designed to combat violence. the case of a tortured teenaged boy from tracy could go to the jury this week. the attorney for the suspect of anthony waiters. he's accused of inflicting months of torture and physical abuse on a 16-year-old boy at a house on tracy. until the young man escaped in 2008. three other defendants made plea agreements that include 30 years in prison. well, rave type music events and parties are now banned a the cow palace after two alcohol or related deaths at an event in may and after more than a dozen people became sick at a show there three weeks ago. the cow palace board voted knew man nussly to oppose -- unanimously to oppose this ban.

police 234 antioch are searching for the suspect who shot and killed a man outside a 7-11 store last night. police say they questioned the person who was with the shooting victim. that investigation continues. jury deliberations have started in the chandra levy case. the defendant is facing murder charges in her 2001 disappearance and death. her stories made national headlines when she was romantically linked to gary

condit. authorities no longer believe condit was involved. and this morning a crime scene investigator goes back to the witness stand in the richmond gang rape case. yesterday, the investigator show the graphic photographs she took of the 16-year-old victim at the crime scene out side of -- outside of richmond high school. the epa is ordering caltrans to stop polluting area rivers and streams. recent epa audits reportedly found traces of metals, grease and pesticides all from caltrans along 50,000 miles of california roadways. the epa is warning caltrans they can face penalties if they don't stop those runoffs within a year. new this morning a member of the high-speed rail authority has resigned to preserve his transportation authority job. richard cats has been -- kats

says the two jobs are not incompatible. he will step down d ecember 1st. tsa administration john pistol faced tough questions from senate lawmakers over new airport securities scanners and pat-downs. chesscy sullenberger thinks we should explore other methods especially when it comes to screening pilots and other personnel. thank you for joining us. >> good morning, tori. >> now, you are clearly opposed to this heighten security for airline personnel, including pilots but isn't there a concern about a possible loophole for terrorists being able to screen in that way? >> no, because we already have the means to use it, to very quickly very fi the identity and current employment status of current pilots and that would be much more effective

than the second screening. it's really not a smart, not an efficient use of our screening resources when pilots are already the last line of defense for the partner and requested partners in this important initiative. >> you have access to the biggest weapon there is, which is the plane itself. >> absolutely. it's much more important to identify the identity and working -- to identify the identity an working status. >> what about the health of -- the health and the privacy? do you think that's still necessary for passengers? >> i'm not going to get into specifics of what they might do. but i would hope we would take a more risk-based, behavioral- based vote. there are some things that we can adopt here that would be more effective. when you are working here at

sea level and you have the entire earth's atmosphere above you to protect you from radiation, you get a very low dose. now, pilots on the other hand, like me, have spent 30 years, seven miles above the earth with the cockpit window surroundings -- surrounding us, we get many more times the exposure than someone at sea level and since that exposure is calm you mew ative throughout our lives, we airport -- we're concerned about about this. >> the homeland security secretary janet napolitano says she's open to some other options. you mentioned there are other ones out there other cities are using. >> we have three cities in the united states that use the crew system that will very quickly identify the pilot's identity and their current employ

we're getting word that bill the science guy collapsed on stage last night while making a speech. it happened at the university of southern california in l.a. the 54-year-old apparently fainted in front of hundreds of people. he apparently fainted mid sentence. campus paramedics responded. no word on what caused this. but he told the audience a similar thing happened to him earlier in the day.

tom speyer will donate $250,000 to create a green jobs training program. mayor newsom will announce the donation later this morning during a business conference at levi's headquarterings -- headquarters. governor schwarzenegger is expected to attend. there could soon be more of those popular food trucks and carts in san francisco. sanfrancisco's board of supervisors has taken the first step to make it easier for food vendors to get permits. now food sellers will only have to get one annual permit from the fire and health departments and vendors who set up different locations can use the same permit. the cost of the permit is also going down. the preliminary vote was unanimous. a second vote is still, however, necessary. san francisco's metrion could have a big red and white target on it if the redevelopment agency allows target to move in. target wants to move in and put
