noon. >> tboorch. topping our news this noontime a frightening threat at a local high school, an ominous text message has prompted some students to avoid going to hogan high today. the school is located on rosswood avenue in vallejo, gregg debro joins us with more. >> reporter: good afternoon. we have talked to several students and some parents, some of whom say they were leaving anyway for medical appointments or other reasons but a student said a text message sent to students across campus said the person that sent it needed to complete an initiation. >> he is trying to get into a tbang and he has to kill 5 people. i am not sure if it is true. >> it is kind of like a gang bang, e think it sphrung from that. >> reporter: a district spokesperson says there was

more one version or threat. the one she remembers says the shooting would take place in vallejo and involved hog april's kids. the principal would not give specifics -- >> -- cap you can you tell us -- >> at this time i cannot. >> according to students the context and who sent it it is related to their concern. >> i thought the odds out of me and my sister getting shot was up likely. >> if you thought it was going to happen would you keep them home? >> of course. nobody wants to take a risk, right. >> the district say they took precautions in case it is real. they say extra police are patrolling but extra sight supervisors, the men in the yellow jackets were shifted from other schools. the show of force is supposed to act as a deterrent but according to a student the only thing that has deterred anywithin is the threat itself.

>> a lot of people stayed home today because of the text because a lot of parents told them to stay home because they are scared. >> reporter: the principal denied that attendance is down. >> it was at this team yesterday that we told you the uc board of regents just passed the controversial tuition hike of 8% for undergrads and 10% for grad students. but the protests over this move are not dope. especially fact there was a protest that wrapped up an hour ago. jade hernandez joins us with more on why protesters came out today. >> reporter: good afternoon. awareness, really. they want other students to know what the university is doing. but the rain may have dampened any big plans for today's protest. still a small group came out to the campus to voice their opposition against the higher tuition approved for next year. >> this is an agenda for the

university. this is an agenda for the university. >> reporter: the protest was scheduled to begin at 10:00 this morning. a small group gathered at first and numbers grew to about 35 people at its peak. not the hundreds they were hoping for but the size of the protest did not bother her. she feels for the students negotiation year. she is lucky because she received a fellowship that will cover tuition fees for her but she still has to find a way to cover room and board. she said the system is not only making students cover the deficit but making illustrate harder for students to get a good education. >> it is not only the free increase, that are mapping us pay more money while they are cutting our classes. we no longer have spanish one offered here. >> reporter: they handed out

two flyers today, one detailing the tuition hike and what it means for students and the other referencing the incident that happened involving a uc police officer who pulled a gun out on students during a protest on wednesday. on wednesday that protest happened during a demonstration and protest against those higher tuition fees. the police chief defended the officer's behavior, say especially hewas defending himself. we have been told that protesters today -- charges against the students have been dropped 13 people were arrested, 11 students. no protests were held yesterday. they did not want to go on camera say police knew about the protest scheduled today and were keeping an eye out. in the last few minutes we have heard students gather on the plazaand chatting save our

schools. >> after days of sunny dry weather, gray skies and rain caught up with the bay area today. managers at san francisco airport say they are delaying flights up to 90 minutes because of poor visibility. what is in store for the rest of the day and the weekend? mark tamayo will join us for the forecast later in the program. a today rain fell in east bay. here is a look at soggy streets in oakland where the national weather service says rain started at 4:00 this morning measuring 2/100s of an inch at the oakland airport. the national weather service has posted a winter storm warning for the sierra. forecasters say motorists should consider not driving through the sierra this weekend and say people who are driving up to the slopes should expect significant delays and possible road closures. some ski resorts expect to have five feet of fresh snow by sunday. in san mateo county a

search is underway for a hit- and-run driver who injured a bicyclist this morning at the eastbound 84 off-ramp from southbound i-280 in woodside. officers say a driver hit a bicyclist around 6:00 a.m. and fled the scene. the bicyclist was taken to the hospital with moderate injuries. two men have been killed in a car crash in san francisco. police say the car carrying five people was driving westbound on ocean avenue before 1:00 this morning. a witness tells officers the drive was going fast, lost control and hit a pole. two men were thrown from the car. one was pronounced dead at the scene, the other died at the hospital. two other were injured and a 5th walked away unhurt. friends and family gathered at st. mary's cathedral to

remember the police chief. he collapsed last week in london from an apparent heart attack. while chief he made headlines during when hisson was involved in a fight over a bag of fajitas. those charged were dropped. he was awarded several times for ats of bravery and was considered by many to be an outstanding police officer. this morning family and friends of a hayward girl kidnapped in 19 88 held a yellow rib won ceremony in her horner. they gathered at the spot where she was snatched when she was just nine years old. her mother says this year has been the most difficult because of the kidnapping of jaycee dugard and her reappearance. she says more than ever before she has hope that she is still

alive. >> it is obviously a possibly, we know that from the other case, that changed all of the expectations regarding missing children and a lot of children who have been gone for a long while and have come home. >> she says investigators still believe accused dugard kidnapper phillip gar rite to may be tied to her daughter's disappearance but the investigation is going slowly with many restrictions on who can talk to who about what happened. just a couple of hours ago the department of corrections held a press conference announcing the completion of operation safe playgrounds. the state wide crack down focused on sex offenders and is part of an effort to improve supervision of parolees. claudine wong got an exclusive inside look at that prayings as it got underway and joins us live we the story. >> reporter: good afternoon. these paroled sex offenders where gps bracelets and they should be able to find them but

sometimes they cut those off or let the batteries die and sometimes they don't tell them what they are doing. and that is what operation safe play grounds was all about. >> open the door. >> reporter: in this week wrong crack down many sex offenders on patrol were taken in, some for cure low violations. >> i had a seizure on friday night. i woke up and i was with a friend of mine and e had told her i thought everything would be all right. because i was going to call my parole officer and let him know. >> reporter: 140 police agencies took on operation safe playgrounds. looking for and checking in on sex offenderrings some, like that man, failed a drug test. >> post test man. >> you are in violation of parole for a dirty test for cocaine and that is why he is going to jail right now. >> what do you think about this positive drug test? >> i don't know. >> almost all said they didn't

a nato summit is underway in portugal and president obama just announced he expects it to be a landmark event. he says nato leaders are supporting an effort to rescue the stalled nuclear start treaty with russia. he arrived for two days of meeting and first addressed the economy but expected to focus on building support for a plan to end the combat mission in afghanistan. >> here in lisbon i look forward to looking with our nato partners as towards a new phase. a transition to afghan responsibility that begins in

2011, with afghan forces taking the lead for security across afghanistan by 2014. >> president obama nts to keep nata forces especially the country after that date, for training purposes. he is scheduled to meet with afghan president hamid karzai tomorrow before he gathers for a brief sum met with european leaders then heads back to washington. scary moments for passengers after a plane's windshield cracked in midair. a passenger took this photo. the flight was headed to john wayne airporting orange county from atlanta yesterday when an emergency was declared. the pilot told passengers that no air was leaking in and that no glass had broken but the flight was diverted to dallas. the plane landed safely. an investigation is underway. san francisco international airport is preparing for a busy hole they travel season. some thanks 57ing travelers are expected to leave today. officials at sfo expect travel to be up by 4% over last year.

their predexes may be due in part to a record number of passengers last month. more than 3.5 million travelers made it sfo's busiest october ever. but airport officials say travel is more spread out this year due in part to the state's on going budget proproblems. >> my wife is a teacher, most districts are having trouble. she has three extra days of vacation, so she has for the the whole week off, so we are seeing more and more people travel through the entire week. >> the airport expects more than 1.2 million visitors between now and a monday afternoon thanks giving. passengers are advised to arrive at least 90 minutes early because travel is heavier and those new screening procedures are now in place. let's check in with our meteorologist mark tamayo, a lot of attention on the weather and some rain moving in. >> that's right, tori. so far today a new light rain showers, but the activity will pick up beginning tonight and

showers, at least the activity ramping up for this evening, for one part of the bay area. then for tomorrow the system drops closer to the region. as a result cool showers developing. we could be tracking a heavy rain band, possibly packing thunderstorms. that will be for saturday evening and showers, the possibility remains into sunday as well. winter storm warnings a few hours away for lake tahoe area at 4 time this afternoon. snow fall easily around two to maybe four, maybe approaching 5 feet for the highest peeks and wind gusts approaching 100 meals per hour. we will put this in motion. the main action will be for the central and southern portion of the region. into saturday, especially saturday night we increase the rainfall potential. once again the possibility of some isolated thunderstorms developing offshore and pushing back into the bay. here we go for this afternoon. mostly cloudy skies, a chance of a shower for this evening.

♪[ music ] >> the latest state unemployment report is out today and it shows no change in the number of people out of work in california. the state employment officials reported a jobless rate of 12.4% in october. that is the same as it was in september. the data also shows the state's unemployment rate has remained above 12% for 15 months in a row. the national average is 9.6%. tomorrow's 113th big game between uc-berkeley and stanford will be the last one played at cal's stadium before it is renovate. the $321 million project will
