women. it lasted about three hours. tonight upstairs in the special victims unit, investigators are working a couple of leads in what they call a high priority case. the west oakland b.a.r.t. station, a busy spot swr-z i >> i work in the city, so when i come back it's nighttime. >> reporter: a part of the city where women feel uncomfortable. >> i'm a little uncomfortable. i would rather be with someone else definitely. >> reporter: police say after walking a mile to the 1100-mile of market street, a woman was pulled to the side. >> she was robbed and sexual aassaulted. >> reporter: police spokesman jeff thomason says the other three women that were assaulted

were 28 and 30 years old. thomason added that officials are sifting through surveillance camera of the area where the crime occurred. >> this is a high priority for us. >> i don't think it would have safe to walk by yourself. >> reporter: this woman who didn't want to use her name, said the crime is a call for women to stay together. >> i know this community suffers from chronic community violence. a lot of our kids were shot over the summer and it's pretty dangerous. >> reporter: investigators say the three women assaulted did not know the attackers. right now police are working on a couple of sketches of the two men. a $30,000 reward is being offered up for information that would lead up to an arrest and conviction. late this afternoon, a jury convicted a tracy man of torturing a 16-year-old boy held captive for more than a

year. anthony waders was charged with false imprisonment. he is the neighbor of the couple who held kyle ramirez captive. the captor and legal guardian are awaiting sentencing. the coast guard rushed to the scene but wasn't able to save a fisherman's life. ktvu's sal kas castaneda join us now with what went wrong. >> reporter: today's chilly waters and rough seas and high winds may have indeed cost that man his life and left three others injured. they were on a trip to find dungenous crab. the coast guard says they were called a little after 5:00 this

morning after a boat flipped over because of high waves. friends on a near by boat shown here came to the rescue and pulled all five on to their boat. the coast guard rescue boat showed up when that boat was half way back to shore. >> we did transfer a medical technician to their boat. that technician performed cpr. other agencies were here to respond. >> reporter: four people were injured, two were taken to the hospital and three were treated on the scene, one man died. many say sometimes the best plan is to cancel the trip. >> it could be really easy to get cycled in these waves. they are really tenacious, they come super quick: this is not a day i would go out. >> i wouldn't go out there in

these conditions. it's very hazardous, obviously we have high winds, we have gail wind warning today. that coupled with the sea conditions is a very difficult situation. >> reporter: during dungenous crab season, dozens of boats leave port and go out to ocean and many end up getting in trouble. sal castaneda, ktvu news. now to the weather, doesn't matter if you're in the bay area or the sierra. temperatures are cold. here's a live look at the caltrans camera at ski run with the snow covered roads getting around is no easy task. we have storm coverage tonight with maureen naylor. we begin with ken pritchett who knows how difficult it was up in the sierra today. >> we normally go to blue

canyon to do these stories. but that area had not been plowed, there was no way for us to put our trucks so we came back down. from auburn to blue canyon it's about an hour long drive, today it took us three hours to make that discovery, and here you can see why. this is eastbound interstate 80 near the exit to baxter. you can see traffic is at a crawl. long before the interstate was covered in snow. here the snow was just starting to fall. the problem was closer to the summit. here at the nayak gas station we saw this suv and tow, the front grille was smashed because of a collision. the sullivan family from sacramento made the most of it by turning the parking lot into a snow park. >> it's fun, but cold. >> reporter: nayak about 15

miles from the summit was as far as they would go, for them and us it was a long stop and go trip just to this point. >> it was a little harry for a while. it was snowing like crazy. but it stopped and now it's good. >> reporter: when we started our way, chain controls were rather low at around 3,000 feet those chain controls move higher up the mountain as the day went on. chain controls are in effect from nayak to the nevada state line. that includes that area up over the summit. ken pretty pritchett, ktvu news. we want to cover our storm watch with maureen naylor, maureen. >> reporter: and you don't have to be ice skating to need gloves and a hat tonight. a frost advisory has been issued and some business are taking precautions for the colder than normal weather. >> so you can attach them over

little bit sunny. >> we want to go ice skating tonight. >> we just came back from mountain view where it's really windy and cold. it's a little warmer here than we need all this for but better safe than sorry. >> reporter: just the last hour, it has dropped from the 60s into the 40s and it's going to get a lot colder than that. it'll be below freezing here tonight. about 10 degrees below normal. reporting live from downtown san jose, maureen naylor. a wet fall could lead to free flowing water in the spring. that's the word from state officials who says the water supply is improving tonight thanks to our recent rainy weather. the state has boosted the forecast of how much water it expects to deliver last year. from 10% of requested to 25%. and that's just the starting point. >> that really sets the ground water basins so the mountains can yield the run off later in

the spring. >> the water forecast will adjust as the winter moves on. and water temperatures are heating up faster than the atmosphere. russia's lake lataga tops that list at 4 degrees hotter. the head of the tsa said today he's trying to figure out a way to make those controversial pat downs at the airports less invasive but just as thorough. john pistol said he's open to ideas but at this point there's no plans to change the pat downs. the pat downs are used on passengers who refuse the full body scan. the pat down was created after

a man smuggled explosives on to a plane. south korea returned fire, there is no word on the extent of north korean casualties. koreans living in the bay area express concern. >> they are divided with the united nations and the united states. to come up with a concession. more than 28,000 u.s. troops are stationed in south korea. the white house said president obama was outraged by north korea's actions. a city college of san francisco nursing student tonight is speaking publicly for the first time and thanking senate feinstein for sparing him at least for now from deportation. steve lee is back in the bay area after spending two months in arizona in a holding facility. lee was released on friday after feinstein introduced a bill to delay his deportation.

lee and his family were arrested in september for overstaying a visa. >> i couldn't ask any question, they didn't tell me anything, they just searched me, threw me in a car and handcuffed me. the b.a.r.t. police department released new figures showing the majority of the crimes take place outside the pay gates. only 22% of crimes against people and 6% of property crimes happened on trains. the new numbers are in response to a ktvu special report that found officers spend only 11 to 15 minutes on b.a.r.t. train during a five hour shift. >> we need to be better. we have a large system and limited resources. so we have to be very smart on how we deploy our resources.

b.a.r.t. commanders say their goal is to increase officer visibility on platforms and b.a.r.t. trains. santa clara county is moving ahead with a new law designed to prevent young people from smoking. sal castaneda is live where this new -- robert handa is live where this new law has people worried about the new law. >> this is something that we do that we enjoy. the love of leaf and comradery. >> reporter: business owners told county supervisors today they already pay additional taxes and emphasize youngsters need to be protected from cigarettes not cigars and pipe products. >> every time they come up with

a new tax or some new ordnance, its inevitable posed to keep kids from smoking. >> reporter: supervisors passed zoning and advertising restrictions but as a compromise will not crack down on flavored tobacco for cigars and pipes while they make a study on whether they intize children to smoke. >> i don't think those are the main products adults are going to be smoking. >> reporter: then why pass a law now, they argue. >> they have an agenda to drive as many people away from tobacco stores as they can. >> you don't have kids coming in here looking to buy a $12 cigar. you know what i mean. >> reporter: the county plans to study the issue for about nine days. san jose is also moving away from a similar ordnance to be

reviewed next month. robert handa. community activists tonight are calling on the fda to quickly approve the use of a bay area medication created to prevent hiv. the drug reduced the rate of infection. when blood tests confirm the medication was present in a man's bloodstream the infection rate dropped 95%. >> can we implement this at a public health level. will this actually have an effect on new hiv levels in san francisco and what's it's potential to do so. we don't know that yet. >> reporter: the study also showed the gay men who took the pill engaged in less risky sex. we have a follow up tonight on a story we brought you last week. it involves a man who hired a local moving company to move his belongings then his things disappeared. today not only did he get his

stuff back, but helped us discover that others may be involved. >> reporter: investigators recently found this storage facility which was rented a couple of months ago by the owner of a moving company, ron mar who is under investigation for hoarding his customers things. he is out of the country and out of the jurisdiction. >> reporter: silverst er weaver is picking up his belongings. things he never thought he would see again. >> i'm so happy. it's like christmas early. i've been looking for these people. >> reporter: we first met weaver last week after the moving company he hired to move

his belongings, disappeared. >> maybe the guy had some kind of remorse for taking my stuff. >> reporter: it is more likely the owner ron bar alias is sorry he's the subject of an intensified investigation by the d.a.'s office. the company that shares storage space with bar is also under investigation. >> it's so sad because there's so much in there there has to be other families that will never get their furniture and their belongings. >> reporter: it wasn't just weaver getting stuff back. sandy anderson's family had just about given up finding their perm possessions until they filed a complaint with cpu investigators who led them to this storage space. a bittersweet experience. >> guilty because we're one of the lucky ones today getting our things back. >> reporter: investigators say they may receive a faxed list of the clients who's belongings are inside in the next few days. but locating them, especially those who live out of state

will take much longer. reporting live in redwood city, patti lee. charter schools were created to reduce red tape but tonight there's call for more oversight. many charters schools are under performing and lack for oversight. the commission says a new board should be created to do the job. at this point in time, charter school students make up about 5% of the over all public school population and yet to have the state board which has these broad duties so focused on charter schools seems inappropriate. the commission is a state run oversight organization. well it's a cold night in the bay area and it's about to get everyone colder. probably the coldest night of the season. let's go to our chief meteorologist bill martin for the details. >> temperatures near freezing or below freezing in some cases. a freeze warning in effect for the north bay inland valleys

and a frost advisory for the rest of us. that temperature has been coming down over the last hour. it's 2 degrees cooler than it was an hour ago. temperatures coming off quickly. it's going to be cold tonight. coldest night of the season as julie mentioned. starts off cold, and it is clear. but it's cool. daytime highs in the low 50s. daytime highs as we head into thursday. so here goes the rain from this morning. remember that, just like we talked about last night. right to the morning commute then it's gone. now the cold air moves in and things are going to start to get cool. today we did get up to .25 of an inch of rain. afternoon clearing we saw that. this low in the rain wanders out of here, as that moves on, the winds start to die down. things stabilize and it gets cold. coldest night of the season, i bet you we see temperatures easily into the upper 20s in

the north bay. there's your freeze warning, north bay and east bay inland valleys. this area here along the bay, freemont, hayward, redwood cities. you talk about a frost advisory. it's not a huge deal but this early in the year, it's pretty cold. and as i mentioned in the earlier newscast as you look at your forecast overnight lows, in tahoe they are saying, i've been talking to everybody. and everybody saying they can't remember this much snow before thanksgiving. and we're going back 20, 30 years in some cases. overnight lows going to be cool. check out this computer model, wednesday is fine, thursday is fine. friday this shows up friday night. here's your saturday morning. here's your saturday afternoon and evening. here comes sunday, okay. we'll watch that it's a little ways out. 49degrees in livermore. last week that was an overnight low. that's your daytime high
