and with a chain around his ankle. three others including the boy's guardian accepted plea deals calls for sentences of at least 30 years in prison. new high speed cameras will soon be added to east palo alto crime fighting tools. the city council agreed to pay for the devices with a $700,000 grant from the u.s. justice department. officers will only use the tools to check for stolen cars and vehicles wanted in connection with crimes. a protest tonight about alleged police abuse headed toward oakland's city hall. police responding to a domestic violence call fired on jones when he reached for something in his waistband that turned out to be a small scale. activists are also angry that

attorneys of mehserle are seeking to have him released on bail while he appeals his sentence for the shooting death of oscar grant. pamela harris declares victory today in the race for attorney general. >> we won this race today for attorney general. >> harris' supporters are celebrating tonight at the foundation street foundation. harris defeated steve cooley by a little more than 75,000 votes. she will be california's first female, first african american and first indian american state attorney general when she is sworn into office in january. a final vote tally in contra costa county today ensuring that jerry mcnurney will return to congress.

mcnurney won by 2,658 votes. in sacramento the voter approved redistricting commission was worn in again today. the independent commission was approved by voters in means of -- the eight member board was chosen by lottery from a group of applicants, they will choose six more members for ethnic and geographic balance. sun cal company says the city violated it's agreement made in 2007 to develop a $227,000 property. -- as part of an effort to discredit the plan so she and

other leaders could develop the land themselves. plans are under way to restore the cal stadium. the plans include tearing it down and rebuilding it so that it's seismically safe. sal castaneda has the story. >> reporter: most of these wooden benches, i think all of them are going to be removed and some lucky fans are going to be able to take some of these benches home. progress is clearly visible here just days after cal's last football game saturday. the university will spend $321 million to seismically upgrade and update memorial stadium. >> the east stays intact. what we're putting is a new sixth story stadium. >> reporter: today we saw some of the wooden benches being removed some of which will be sold at auction to raise money

for the school's athletic program. >> i think the reason we do it is more for the emotional connection. you know they can buy a bench or they can get a piece of field. >> reporter: the renovation will help the school recruit more top quality athletes and coaches. during the renovation, the team will play next season's home games at at&t park, which some students say will be aned adjustment. >> it's going to impact the feeling of campus during the fall. fall is my favorite semester because fall is exciting on game day. >> they are arranging buses for the student body to get there, we do have good spirit at cal so we should have a good showing there. >> reporter: it's been strange, to have attended a lot of games here to see some of the benches gone. some of those benches will be available at auction. if everything goes as planned, we should be seeing football here in fall of 2012.

live in berkeley, sal castaneda. a program established to help students receive high marks today -- the california teachers association released a report that says on average quia schools saw an increase in their performance index. >> wondering whether or not providing the resources help that. does class size reduction work, does collaboration time for teachers and parents, does that work, and this study is proving that all of them work. >> the soup superintendent is behind the bill. police say the driver of the toyota was speeding and under the influence when he crossed into oncoming traffic and hit a parked pickup truck.

his passenger of antioch was killed. the suspects name has not been released. a detective's testimony today contradicts a story from a man who says he helped a richmond high school student who was gang raped. salvador rodriguez admitted to fondling the intoxicated girl before the other men raped her. rodriguez said he tried to protect the 16-year-old and cover her with his own clothing, says rodriguez. rodriguez was arrested but not charged with a crime. there are new developments today, where an inmate beat up and tased an officer then ran through the neighborhood and

fired at residents. >> reporter: today law enforcement is reviewing what went wrong and what needs to happen next. >> reporter: people who live in prospect heights in santa cruz are still a little shaken up today after an inmate, maurice haynseworth hid in their neighborhood then terrorizing a health department care center before taking on two homes during a long stand off. >> it's pretty frightening to think about it afterward that the victim was this close to our homes. >> reporter: the victim who was 5'3", 250 pounds had transported haynesworth to the hospital. >> at that point, haynseworth stood up aimed and fired at that second person missing her

by two feet. >> reporter: haynseworth then ran into a day care center. >> she was holding a baby, he was waving a gun around. a parent tried to come in to pick up her child and saw him and she started screaming which alarmed everyone else. there's a man with a gun. >> reporter: haynesworth then hid in a near by home. the agency will review the procedure of having just one deputy escorting inmates as well as deputy vermonte's responses. >> i believe she did everything possible within her power to keep that person into custody and the person to be blamed here is maurice haynesworth. >> reporter: deputy vermonte is still recovering here at the hospital. haynes worth is back in custody while the district attorney considers new charges including attempted murder, assault and kidnapping, haynesworth is back in custody. the u.s. supreme court

environment as well. >> reporter: the initial number for this dealership is 23 for this spring. >> we have sold all ordered but we will have more. >> reporter: a federal tax credit, the volt will lease for $350 a month. >> i think it'll be a halo vehicle for chevrolet and general motors, probably cruise or shotgun something like that will still be the volume car. >> reporter: i've driven every electric car including the volt, and it seems to be a big hit. figures on consumer confidence offers new hope to retailers during the shopping season. it's consumer confidence index rose to more than 54 this month up from about 50 in october.

november's index is the highest in five months. consumer spending accounts for 70% of u.s. economic activity. meantime investors lost confidence today, the market spent most of the day in negative territory then regained. the nasdaq dropped 27 leading to the markets first monthly losses since august. in the past year, the department of building inspection has acquired a list of 365 neglected or vacant properties. under the ordnance, those owners are required to pay an annual fee of $765 or try to put their property on the market. so far about 75% of those

coming our way. this upshot, this is lower latitude stuff. so it's warmer, that's why overnight lows tend to be a little warmer. that's why daytime highs tomorrow probably get into the low 60s. overnight lows in the 60s. temperatures come up, clouds come in, lays down a little blanket on the day and doesn't let the heat escape, you know that. basically the clouds are with us all day tomorrow, by thursday afternoon for most of us but mid-morning in the north day. showers will begin. rain showers on and off during the night thursday night into friday morning. your friday morning commute looks to be well. tomorrow morning at 9:00 a.m., there's the showers. kind of where i showed you were storm trackers. maybe some sprinkles on the morning commute. santa rosa, and here we go into thursday afternoon. there's your afternoon commute. san jose, freemont, livermore, i think you're dry.

in nine runs. a shortstop the giants would have loved to have a long time ago is shatolowiski. meantime the 49ers, happy about the victory but certainly devastated by the news that frank gore will miss the rest of the year with a fractured hip. as that news comes on, the reality of that's just life in the nfl. injuries. >> frank was a big part of what we do. you know heart, soul, everything. he brings what you want. you know frank has been a huge part of our offense. sometimes you have to lean on frank a bit more. but we just have to adjust. that's all there is. we just have to adjust. there has to be somebody else that has to run for him. we'll see how that works.
