richmond district. the victim was found inside as apartment last night about 9:00. paramedics were called here but the victim died there at the scene. we don't know the victim's name, police will only say he is between 20 and 30 years old, so far no arrests have been made and no information about a possible suspect has been released. also new this morning, san francisco police want your help, they are trying to find a missing elderly man. his name is ja joe, he is 91 year-old old. he suffers from dementia and last seen yesterday. he is 5 feet tall. wearing a tan jacket and a tan hat. he only speaks canty knees. a young girl has been killed by a car. police say the girl and another

good morning welcome back to mornings on 2 i'm tori campbell tori campbell. >> i'm dave clark. it's thursday, december 2nd. we will begin now with a shooting, this involved a dispute over a cell phone. it happened last night in oakland not far from lake merit. kraig debro just talked to the police and back with us live from oakland with all the new details. good morning, craig. >> reporter: good morning dave. police are confirming a lot of the account we were reporting earlier. it happened at 15th and madison a block north of 14th street the main thoroughfare through downtown oakland. 11:15 the shots were fired. according to police this morning, this was over a cell phone. the victim has nonlife threatening injuries. police say they have a person of interest that they are talking to right now. the shooting that happened injured a person but the shots could have injured more than one person.

based on where they ended up. the victim wasn't the only thing hit, a bullet pierced the window. the victim got the worst of it. he was shot more than once and taken to hiland hospital. we don't know his identity. police say he has nonlife threatening injuries. he sat on a car out here, well enough to sit on a car until help arrived. this happened at 11:15. a woman heard arguing between two or more people and five or six shots rang out. >> it was kind of scary, there were all the shots and at first i was like is that a gunshot. i'm not sure what that sounds like. then i actually went to the floor, i never had to do that before. >> reporter: she lived in the building in the building for five years, she doesn't believe she heard anything like that before. this was all over a cell phone. we just contacted opd.

right now it looks like that was the only motive. the victim was taken to hiland hospital, nonlife threatening injuries. we can't say more than that right now. we don't know the extent of injuries or where he was shot. kraig debro, ktvu.com. time is 8:02, police in pleasant hill are search for a man who pepper sprayed two radio shack employees during a robbery. it happened shortly before 9:00 last night on contra costa boulevard. the suspect pretented to be a customer and asked to see the merchandise. the suspect then pepper sprayed the store employee and ran off towards the door stealing some of the items. a second employee then tried to stop this suspect, and us a also pepper sprayed. police are investigating a deadly shooting of a man in the richmond district. the victim was found inside a apartment at 23rd avenue last night around 9:00 p.m.

paramedics were called by the victim died at the scene. we don't know the victim's name. police will only say he was 20 to 30 years old. so far no arrests have been made and no suspect information has been released. new this morning san francisco police are asking for help in finding a missing elderly man. he is 91 years old and suffers from dementia and disappeared yesterday. he is 5 feet tall and seen wearing a tan weight length jacket and a tan hat. he only speaks cantonese and uses a tan cane to get around. if you see him, you are asked to call san francisco police. time 8:04, we had sad news come in. a young girl has been killed by a car. the girl and another person were hit by the car about 5:30 yesterday evening. authorities haven't given us anymore information at this point, only saying this tragic

incident is under investigation. this morning pipeline disaster in san bruno moves closer to the courtroom. attorney for pge will meet with lawyers representing the explosion victims for the first time. they will discuss more than 35 lawsuits filed against pge. september 9th explosion and fire killed people, and destroyed dozens of homes. we went to the devastated san bruno neighborhood this morning and here is what we saw. one man who grew up in the neighborhood, set up a christmas tree on empty lot and it complete with solar powered lights. it's his way of trying to get past the tragedy and wants to send out a holiday message of hope. time now is 8:05, numbers came out about an hour ago. new numbers showing the housing market may be gaining strength now. the national association of

we are getting new details about an attack that ended with a standoff you are seeing here at a motel. 31-year-old christian valdez had a knife and followed the man outside of a bank. the victim was punched several times before employee came out to help out. the suspect ran to this motel room across the street. the s.w.a.t. team quickly surrounded the motel room and used a police dog to get him out. valdez is held on $20,000 bail. three teenage boys are accused of killing two pet chickens at an elementary school in concord. the chick ps were found strangled on the el monte el mary school campus, they arrested two 15 year-old boys and 1, 14 year old yesterday. all three were booked for animal cruelty and burglary and released to their parents. tahoe restaurant owner says he was forced to take matters

we lost you momentarily. we had a little technical glitch. school started five minutes ago, we spoke to a teacher that said it's colder in sides than it is on the sidewalk. about a half an hour ago we did see a worker from the oakland unied school district pulled up and started hauling the tools to begin repair work on the heater. students have been bundling up in scarves, gloves and coats for three days. district decided to turn off the heat during the thanksgiving break in an effort to save money. it's a decision that back fired however. angering many parents. >> i was very upset. i told her my tax dollars pays for her to have heat. she should have heat if she is cold. >> reporter: was it hard to concentrate. >> yes. she is sluggish now. i'm hoping that with her gloves and hat, she will be a little better today. >> reporter: the heat is controlled by the district

through a central system. certain sites like brick middle school have older heaters prone to break downs. we spoke to the remareman that said a faulty compressor was to blame. the heat maybe should be up and working by? >> whatever they said. >> reporter: and the district said that that would be 11:00. the district has apologized. it says it will reevaluate the situation so the problem doesn't happen again during the christmas holiday. students and teachers have been braving temperatures in the high 30s to the low 40s all week long. on monday it was just shy, five degrees shy of freezing. wow, thank you tara.

vellejo police are searching for two men who attacked and robbed an elderly woman inside her own home. they knocked on the woman's door yesterday morning when she opened it they grabbed her by the throat and forced her inside. one man held her down while the other ransacked the house. hey stole the woman's purse and jewelry. the woman suffers from dementia. amazingly though she was not hurt. a $30,000 reward is offered this morning by oakland police to help them find two men wanted in connection with three rapes. take a look at the police sketches based on the victims descriptions. they are look for two african american men in their 20s. they robbed and sexually assaulted a 26-year-old woman at gun point, on market street last month. then police say they forced her to take them to her home where they robbed and raped her roommates. >> this is a very terrifying

event that took place, involving three women, sexually assaulted and robbed, we need to get the suspects off the street. >> victims say tathe men got away in a 93 or 94 civic, square spoiler on it. take a look at the police sketches. oak land police say if you have information, contact them. the parents of a 12 year- old boy accused of molesting two middle valley boys are facing a lawsuit now. the lawsuit alleges that the parents allowed their son to babysit two and four year old brothers without telling parents that the boy had a history of sexually deviant behavior. the 12 year old was prosecuted earlier this year in the case. san francisco mayor plans to make another round of budget cuts before leaving the mayor's office to become lieutenant governor in january. san francisco currently faces a

deficit of $379.8 million for the next fiscal year. yesterday newsome gave heads until december 21st to come up with 10% in additional budget cuts. he told the department heads he wants to make some of the tough decisions now before a interim mayor takes over. he told ktvu he will let harris decide who replaces her as district attorney. it was confirmed that harris won the state attorney general's race and will be joining newsome in sacramento next month. her term runs through the end of next year, ktvu contacted harris' office and her spokeswoman seemed surprised by the comments. another san franciscoian announced his attention to run for mayor. teng plans to seek the office in next november's election. he wants to make the city government work more efficiently. the field is already crowded

with candidates including state senator ye and dusty. the high speed rail authority may hear pretty loud complaints today during a big meeting about the first phase of the project. engineers recommending that the first 65 miles section be built in the central valley between boarden through fresno to corcoran. critics call it a train to nowhere going from a little known town to a federal prison. the rail authority is under a lot of pressure they got a deadline to pick a route by the end of the year or they will lose federal funding. supporter says the central valy plan makes sense due to disputes over track placement near san francisco and los angeles. nouses of bay bridge commuters were stuck in traffic for hours during that standsoff last month on the bay bridge. their frustration didn't end when the police arrested the man responsible for it.

claudine wong is here now getting reaction from some of the commuters about what we are finding out about this. >> reporter: good morning. that morning was a headache for commuters . it happened around this time of day, they were coming on the bridge trying to get across and service it was shut down. that's what is happening and it is coming in the form of a ticket in their mailbox. these are the pictures from back on november 11th when that morning commute was basically shutdown after a man stopped his car on the bridge and held police at bay for hours. the bridge because it was shut down meant that obviously no one could get on and the commuters had to be turned around. technology didn't take in to account what was happening that day. as far as fast track was concerned those drivers were trying to get out of paying their tolls. as an automatic kind of function the folks are getting the tickets in the mail.
