she met on the internet. debra villone in concord. >> reporter: heather, we're in todos santos park where concord held holiday festivities. while in another corner of the park, a vigil was held for stephanie cudd. >> bring her comfort, bring her peace and wisdom. >> reporter: a few dozen fem prayed for the safety of stephanie cudd. at the forefront her parents and little sister, flanked by family and stephanie's friends. >> 15 is a tough age. for all of us. >> stephanie's parents woke up monday to find her gone with no warning, no provevation, taking only a laptop, a few clothes, $20 and a backpack. she took the memory from her cell phone and erased computer files so she couldn't be tracked. >> there is no category for a teenager who has been lured away and talked out of house. >> reporter: her family says

what set stephanie apart from other runaways are phone calls they uncovered between her and a 22-year-old man in ontario up to the night she left. the family doesn't know him, but she told friends he was "an internet buddy." >> this somebody has brainwashed my niece. >> reporter: those who know stephanie say even though she left willingly, she was lured. >> she is a very shy, naive girl. she is not street-smart. >> reporter: theudds have share what is your address they know with detectives and now shared what they know with police. >> she is trapped in a basement and will spend the next ten years being abused. >> reporter: these are the most recent photos we have of 15- year-old stephanie cudd

celebrating thanksgiving with family, with no hint she was about to take off. her parents say she has never run away before. now tonight i talked to the contra costa sheriff's department and say she has been put anyway database for endangered minors, but does not qualify for a amber alert because she left. 58-year-old debra collins of felton was located this morning off an unmarked trail in fall creek state park. the hikers, a man and his 7- year-old son heard about the missing woman and set out to find her. rescuers reached collins about 2:00 p.m. she was suffering from hypothermia, but was reportedly smiling and talking to rescuers. it's not only expected to be wet, but windy. in fact, an advisory is being issue. meteorologist mark tamayo joining us live from the

timing of the heaviest downpours set to move in the region. >> a 9-year-old girl heard a knock on her front door, opened it and police say she was shot, more than once. the young girl from hercules remains in critical condition. where there is today a piece of plywood yesterday there was a door, a door opened by a child. >> an unidentified individual came to the door, knocked on the door. the female answered the door. one shot was fired and subsequently nine to ten additional shots were fired rt police say it happened in the 100 block of brighton street. there are bullet holes and shattered glass and through the wean we talked to the victim's aunt. she is afraid and didn't wanthir face shown. she was upstairs when she heard the shots. >> it's crazy. a bunch of kids in this house, running around, crying because some [ bleep ] shot the house. not only that, a little girl.

>> reporter: the 9-year-old girl was taken to oakland hospital in stable condition with shotgun wounds to the neck and back. she says her house must have been targeted by mistake. >> i'm sure, i'm sure it is. because we don't have any problems with anybody. >> reporter: as for the suspect, hercules police did not release any information other than the shooter was male and he ran from the scene. there were serial witnesses with information, both in the home and among the neighbors. >> we believe that we have good information that will lead us to an arrest. >> reporter: the child's condition here at chairperson's hospital oakland was upgraded from critical to stable condition this morning. hercules investigators plan to speak to her as a witness once she recovers. in oakland, ken pritchett, ktvu channel 2 news. a hercules man is facing criminal charges for allegedly

stealing if electronics from hotel rooms. investigators say 28-year-old robert huang gained access to a hotel room and stole go laptops. one of them was later recognized on a craigslist ad. officers arrested huang for possession of stolen property, bureaury and possession of burglary tools. >> three people accused of abusing and shackling a tracy teenager are expected to be sentenced. michael schumacher and his wife and the legal guardian caren ramirez pleaded guilty to charges including use of a deadly weapon and causing great body injury to a child. all face sentences of at least 30 years from in print. the cause made national headlines after the victim escaped and ran to a nearby health club. we have new details about

jail letters by the woman held withhold punta gorda duggard for 18 years. the two are charged with kidnapping duggard in 1991. a sea lion who has been strand on land before had to be rescued today. this is na'au a 170-pound female california sea lion. marine mammal center has rashad her twice before in santa cruz county, but this time she made it up the delta. residents first spotted na'au along delta road at least a mile from the nearest source of water. >> she has been treated at our center before for domoic acid. right now she is just a little bit dison or abouted. we'll take them back to the

certainty and vet staff will take a look at them and from there we'll see what happens. >> domoic acid is toxic algae poisoning that can kill sea lions. >> a political heavyweight battle is keeping alive the prospects that your taxes could increase january 1st. the u.s. senate blocked two proposals aimed at extending tax cuts for many americans. rejection setsp a new round of negotiations before congress is set to adjourn on december 17th. dana bash reports from washington, d.c. >> reporter: if congress isn't it act by the end of the year we're talking less than four weeks from now, every american at all income levels will see a tax increase. but the senate coming in on a saturday didn't get congress or the country any closer to resolving that issue. what we're talking about are bush-era tax cuts that are expiring and democrats who control the senate put forward two votes, both of them failed to break what was effectively a republican filibuster. one was to extend tax cuts just for those making $250,000 or

less. the other would have raised that to $1 million or less. now democrats say, look, it's just not right especially in these times for the wealthiest americans it to have lower taxes. republicans say just the opposite. they say now is especially not the time for anybody to see a tax increase, even wealthy person americans. listen to some of the debate. >> to give a tax break to the wealthiest people in america at this moment in history is foolish andresque he isless and yet that is the position of the republican party and a definition of their values. >> this debate is not about cutting taxes. this debate is whether or not we ought to increase taxes on anybody during a recession and we feel you should not raise taxes on anybody during a recession. >> reporter: to be clear democrats in the senate came in on this saturday to take those votes knowing that they would fail, but saying that they wanted the senate to be on the

devastated salmon fishery back to life at a summit in half moon bay, that was the heated topic. some people in attendance voiced their opinion about protecting the fish and one congresswoman, jackie speirs said it's about getting people back to work. >> i don't want to give up eating salmon. it's one of my favorite foods and it's healthy for you. >> reporter: as dozens of fishermen, scientists and conservatists packed into the center for a town hall meeting aimed at restoring california's once abundant salmon population. congresswoman jackie speier helped to organization the event. >> most you know that the salmon has not been the economic engine for the community for the last three years. but it used to be. >> reporter: environmental experts say the numbers have in fact, plummeted and with the most dramatic losses in the sacramento basin. >> we have dozen of fish where we should be in the thousands

of spawners that are returning. >> reporter: in 2002 scientists count almost 770,000 returning chinook and last year less than 40,000. speirs says restoring the salmon population is key to getting people back to work. >> salmon means jobs. thousands of jobs and billions of dollars in revenue for california and for californians. >> reporter: the estimated value of full recovery of the central valley chinook salmon runs could translate into 94,000 new jobs and l5.7 billion in annual revenue for the state. north bay congressman mike thompson whatever the solution is, it needs to take into account environmental concerns. >> the reason isn't let's do offshore hatcheries to decimate tributaries and down to the water's edge. we need to make sure that we keep our watersheds healthy, so we cannot only have a healthy

salmon stock, but that we can also have everything else that comes with living in a healthy environment. >> reporter: many fishermen blame the drine in the transfer of water from the sacramento river to farms in the central valley, but state officials say toxins in the water as well as predators are also to blame. a small claims court judge is deciding a rather unusual case in marin county. two men claimed that they were injured by exploding escargot at seafood peddler in san rafael. the company's insurance company says that the men had no proof of injury and refud to pay. that judge is expected to reach a decision within about two week. the un says that human trafficking is one of the fastest-growing criminal enterprises in the world. a civil industry fueled in part by the global economic slowdown. these modern-day slaves can work anywhere from factories to the sex slade, but in alameda

county efforts are underway to pull children out of grips of sexual slavery. dan simon reports. >> reporter: we hit the streets in a van, just before sundown. our focus is international boulevard, known as "the track," a place where prostitutes are known though linger. underaged prostitutes. >> the younger girls are probably being paid $100 for sex, and $60-80. >> reporter: officer holy is our driver. block after block we see them, girls, some obviously very young girls, selling themselves. also along for the ride is a local prosecutor who runs the human exploitation and trafficking unit. >> to look at them as prostitutes is a complete miss norm because they are sexual exploited children and it's slavery. the goal to get as many girls

off the streets as possible. officers posing as johns look for the youngest girls and detain them or more to the point, free them from their pimps, the human traffickers driving this whole enterprise. >> what surprises people the most is that it's something that occurs in america with american men exploiting american children. >> reporter: investigators say child prostitution is on the rise in oakland for one reason, money. so much money that police here are seeing drug-dealers turning to pimping. >> why? because drugs you can only sell once and children you can sell over and over again. the financial gain would be enormous a pimp with four girls that each bring in $500 a day are taking in more than $600,000 a year, all cash, tax- free. the demand is there and so is the supply. prosecutors say it's no secret where these girls come from. >> about 70% of these kids have been in foster care or

some social service situation and a lot of kids have been victims of the child sexually abuse and live in environments with no self-worth. that makes them easier preys for psychopaths, which human traffickers are. >> reporter: the alameda district attorney's office fought for a law that allows california d.a.s to charge pimps with human trafficking a felony still, despite their success, authorities say child prostitution here shows no signs of slowing, as any drive down cannot track will show you. >> that was dan simon reporting for cnn. 30 days after the november election, each bay congressional candidate harmer

going google. an unnamed source said it was the china government that orchestrated the attacks after a ruling party member googled his name and wasn't happy with what he found. the washington post says a u.s. official noted a single source and was never corrugated. google declined to comment. afghan president karzai is downplayinthe damage caused by wikileaks and one of the published classified documents, the afghan finance minister is cited as telling the u.s. ambassador to afghanistan that mr. karzai is "a weak man." according to wikileaks in february, this same minister also warned the ambassador about sending additional u.s. troops to the country. because mr. karzai was "not an adequate strategic partner." today president karzai defended the minister saying that he was sure the ambassador got the

17,000 people were forced from their homes. the israelis are getting help to fight the fire from about a dozen countries. and in madrid, spain comes video of a daring rescue. you can see the man falling onto the subway track and passengers start to frantically signal the approaching train. a man jumped onto the track and drags the fallen man to safety. the rescuer identified as an off-duty police officer says the police force prepared him for this type of incident. all right, mexican authorities said today that the 14-year-old arrested as a suspected hitman was born in san diego. u.s. officials though say they have not yet confirmed the citizenship of the teen arrested thursday at an airport south of mexico city. he told reporters he and his 19- year-old sister were trying to board a plane for tijuana with the hopes of making it to san diego, where he says his

stepmother lives. the teen tells a chilling story of being kidnapped at 11 years old and forced to carry out killings for drug cartels. >> reporter: how did you do it? >> i cut their throats. >> reporter: what did you feel while you were doing it? >> really bad. >> reporter: how did they force you? >> they said they were going to kill mel. >> mexican authorities say the teen had two cell phones containing photos of tortured people with him at time of his arrest. >> crews at this east bay fire station are focused on saving lives. but at this time of year they are also focused on helping needy children. for, that they need your help. and the sound of the holidays hit a high note and where you can still catch than holiday tradition tomorrow.

a group of bay area firefighters is battling to bring smiles to the faces of many children. its annual holiday drive is not driving in business. donations are down 50%. all the while, 2000 families are still hoping to have a special holiday. ktvu's john sasaki reports. >> reporter: everybody loves a shopping spree and this is a shopping spree for children in need. >> it's a lot of fun just it gives us a lot of joy to be able to pick out the toys and know that they are going to go to some kid who is going to get a lot of enjoyment out of it. >> reporter: we. watched the firefighter's toy drive as it invaded wal-mart in richmond, looking to spend about $4,000. just some of the things that will go to the county's needist children. >> so for them to get something like this, a little boy to get something like this, i think they would just be

ecstatic and would be so happy to have something to play with that they could actually call this own. >> reporter: while it looks like a lot of toys it doesn't come close to meeting the needs of the west county communities. >> it's families from all walks of life. people who have jobs a year-ago and don't have them now. when you say "disadvantaged" now, it's everybody. >> reporter: last year was tough for the toy drive. what is shocking for this time in the season, toys and monetary donations are down by half from last year. fire stations around west contra costa county have these barrels waiting for toy donations, but a big part of the problem is most of them are empty. so the toy drive organizers are pleading to the public. >> to say thank you to everybody in our community that comes out to help.

>> reporter: officials say most those needy families have two or more children. this drive also focuses on food. in richmond, i'm john sasaki, channel 2 news. thousands meals were put together by 300 employees from applied materials spent the day boxing up meals for low-income families. this year the technology company collected more than 235,000 pounds of food, including turkeys and that is enough to make 254,000 meals. organizers hope that the food drive encourages others to give. >> as folks enjoy the abundance of what they have been given, think about those less fortunate and give whatever you can in whatever way you can. the need is great. >> is the 15th year applied materials has organized a food

up and also picking up, wind speeds. we talked about the wind advisory for the coast tomorrow afternoon, lasting until monday morning. that is also in place for san francisco as well. so rainfall expectations b- .25" for the inland valleys and good amounts, approaching 1.5" for the hills and the santa cruz mountains. severe snow we're talking about 5-10", maybe i will up above 6500-feet. this is a relatively warm system. to our forecast model, tomorrow morning at 6:00 a.m., a chance of sprinkles or light showers and then into the afternoon hours, the same story. thisrainfall rates will be picking up with the red contour. by 10:00 still tracking some rainshowers. here is a look at numbers for tomorrow afternoon. mainly in the 50s. san josi at 60 and santa cruz,
