this is ktvu channel 2news at five. >> and good evening. >> a wet weather system barreling through the bay area at this hour with as much as two inches of rain expected in some areas. this is what it looked like this afternoon in san francisco as you see there. people huddled under umbrellas to try to stay dry. the storm is dumping rain around much of the bay area. the live look at interstate 80 in emoryville. traffic backed up in the westbound direction heading toward oakland. we are getting word of flooding. we have diane standing by in the mountains but we start with mark who has been monitoring the wet weather system and he has the latest. >> rainfall rates have been picking up over the past two to three hours and heavy downpours and minor flooding, especially toward the east bay. right now as you can see around

the live storm tracker the yellows and reds correspond to heavy rain. this is the loop over the past two hours. the most recent image, and the live sweep and come in a bit tighter. first as you can see moving out to the north of concord but still significant rainfall for them, clayton, swam vallejo and fairfield. that's the overall track. these are the heavier downpours and into fairfield and towards the stay city as well. we will move toward the santa cruz mountains. the heaviest rain moving in to san jose, right around allen rock and the moderate to heavy rainfall. we will move the maps closer to san francisco and also around oakland as we shift northward for san francisco and there is that yellow cell which corresponds to the heavier rain

around 880, reports of minor flooding. no reports of urban and small stream flood advisory but that could be a factor in the short term and up in the north bay. santa rosa the most recent, reporting heavy rain and you can see the widespread rain from santa rosa toward sonoma and napa. this will be a -- factor. as far as tomorrow the weather pattern chase, especially toward the afternoon. >> the wind and rain has folks across the bay area driving slow and putting ono the rain coats. we are right there with them in the mountains. >> reporter: here on highway 17 its raining pretty hard and foggy. you can see cars coming past us heading in to san jose.

they are traveling fast in spite of the rain. people who live up here are undaunted by the weather. this was the scene at noon on highway 17, a sudden downpour in sharp contrast to these beautiful south bay skies in the morning. the rain increased in the afternoon adding to the soaked mountain soil and the danger of more trees falling like this 80- foot fir that smashed in to this felton house during the last storm two weeks ago. it fell just after dark and after the power went out. >> we heard the tree start to crack and everybody has heard that noise in the mountain. >> reporter: jim gram has sealed off the back of his home now sporting a log. he has moved in to the rest of the house. >> i have lived here since 1991, it happens. you just roll with the punches.

throughout the night by logging onto the website. there you will find more details about it including updated radar maps for weather where you live. it's on ktvu.com. >> a 12-year-old oakland girl back with her family after disappearing last week. the girl is at the hospital and says she was sexually assaulted. we have been following the story. >> reporter: we have been watching the emergency room exit here. you might be able to see some of the family members of the girl going inside. we have been watching that emergency room exit. we have made a decision to not use the girl's name or photograph because of the details of the case. the girl was last seen leaving her school last week. police are saying the girl said she and some friends took a bus to san leandro where she said she was sexually assaulted. her family said they are

relieved to have her back. >> she is traumatized but we are glad she is back home. >> reporter: oakland police have been here at the hospital for hours interviewing the girl and meeting with family members. the brother was the last family member to hear from her on thursday. now we ran a story about the missing girl on friday and we asked people to watch out for the preteen. her family said she is has diabetes and hasn't gotten her medication for days. >> she is likely said a high risk diabetic. the creeps who did this -- they took her medications. >> reporter: you can see the family members still here at emergency room. they have been here since before noon today. there is still a lot of questions in the case including how the girl wound up here and if she has a description of the

alleged attackers. the missing person's investigation has wrapped up and it's now a sexual assault investigation. we will continue to press the authorities to get details and bring you those as soon as possible. >> tonight we are hearing the man who helped find a missing woman alive in santa cruz. authorities say deborah collins of felton slipped fell into a ravine last weekend. she was unable to walk because of the injuries and was found yesterday off a remote trail in fall creek state park. this is video of the rescue that took five hours because of the terrain. a man said he and his 7-year- old son set out with the intention of finding her and they did. >> i wouldn't mind going for a hike, let's just go and look and in the area she might be -- just -- might get lucky. >> reporter: authorities say

collins was dehydrated when found. she is expected to be release from the hospital today. >> two vallejo men killed with in hours of each other in two separate incidents. first gun fire erupted in an alley between marin and pennsylvania streets. a 25-year-old was shot and killed there. another man was also wounded. friends took him to the hospital. police haven't determined a motive for the shooting. two hours later a man was killed in an unrelated stabbing. the 35-year-old aaron rudolph was attacked in front of an alcohol store. he had been arcing with another man in front of the store. the two are the 15th and 16th murders in vallejo this year and no suspects have been arrested in either. lawmakers spoke out against the effort on capitol hill to extend unemployment benefits. republicans refused to vote for the extension, democrats say

they have willing to compromise to help those who are out of work. >> if we can get unemployment for workers who have been out of work for weeks and years even, if we can help provide incentives to create jobs and move the economy forward then i will bite the bullet and say we have to go forward for a certain period of time. >> i have said that neither side has the votes to get what they want so i think we will have to kick it over from two years, we will have to do unemployment insurance. >> with less than three weeks left in the session both sides are running out of time to resolve the debate. more than 450,000 california residents will run out of unemployment by the end of the year. without any extension of the benefits democrats now say they will reject the republican plan to extend tax caught cuts to the wealthy. >> the idea that we would give tax cuts to those making over a

million dollars a year which is the republican position and then turn our backs on two million american who will loose the benefits before christmas, 127,000 in the state of illinois is horrible. >> we wasted a week after the president asked us to meet in a bi-partisan way, going through this political exercise to get to the point we are now. >> yesterday the senate rejected the democratic plan that would have limited tax cuts to the middle class. they expect to reach agreement before they expire january 1st. >> founder of wikileaks is threatening to release more documents if authorities move to shut down his website or arrest him. his lawyer called the unreleased material a nuclear device. he is wanted in sweden on allegations of molestation and rape. accusations his lawyers say are nothing more than a political stunt . >> reporter: if the founder is

arrested or if his website is shut down he plans to fight back by triggering the release of more sensitive documents. for the first time he is talking about a massive file labeled insurance, first posted in july. it's believed to contain the quarter million cables released last week plus documents on cuba and the companies bank of america and bp. apparently thousands of supporters have already down loaded the file, ready to post it when given the word. he told the paper the sunday times we have over a long period of time given out back ups of material we have yet to release. all we have to do is release the password and it's instantly available. former iraq intelligence analyst is suspected of providing millions of documents to the website. he is being held but critics question how anyone could steal so much sensitive material. >> you have a private first

christian university. its part of a 105 million- dollar renovation project. it'll be rebuilt and expanded. it'll be done in 2012. >> the governor has called a special session to resolve the current deficit of the state budget. this year's budget is about $6 billion short. the governor said while california's economy is showing signs of stabilizing job creation and tax revenues are lagging. another 19 billion deficit is predicted for next year. the special session opens tomorrow in sacramento. the governor elect jerry brown plans to meet with lawmakers on wednesday about the budget. >> san francisco board of supervisors is considering a plan to boost the hiring of local construction workers. the board will vote on tuesday on a measure that would require developers to hire 25% of its workers from san francisco. the local hire law would go no effect next year. the requirement would rise by

officers indicates more than two thirds don't oppose letting gays serve and say it wouldn't disrupt their ranks. some disagree. >> the issues are fundamentally about privacy, unit cohesion, trusting confidence. >> reporter: one former sergeant first class discharged after she was found to be gay said its time to let people serve openly. >> i'm fairly certain that the army wouldn't have promoted me seven times and given me dozens of decorations if there was a problem with me. >> reporter: for the change to take effect both houses would have to agree on language. many are skeptical that this can be done by the end of the year when the balance of power in congress will shift. >> we will find when we finally get around to debating bill which i think won't be before the end of the year. >> reporter: the policy legislation would be in the next defense theorization bill but congress and the president seem to me focusing on taxes.

>> the cost of crude oil is driving up gas prices. they have inched up about 12- cents a gallon nationwide in the last month. here in the bay area the increases aren't quite as steep. in san francisco gas is up five cents a gallon to $3.28. in oakland prices are up about 7-cents a gallon. in san jose a gallon of regular will now cost you five cents more with a price of $3.23. > thousands of new electric cars expected to be out next year but where will they get charged up? a new industry is starting to crop up to make sure they are met. >> reporter: john and bonnie just bought a electric car and they are already battling over who gets to go green first. >> fully electric that we don't have to go to a gas station again. >> ever.

>> ever. ever. er ever. >> reporter: now that the volt and leaf are rolling out tens of thousands of new electric cars forecast to be on the cars and sucking up power next year. utility companies are assessing their readiness to handle the surge in demand and avoid transformers popping and blackouts. electric power supply association said utilities confident that won't happen just as long as the ev move is slow. still young culture does have its own issue that is still affecting sales and that's called range worry. that's the fear of running out of juice and ending up on the side of the road before finding a spot to plug in and power up. miami's car charging group is one of a handful of companies addressing range worry, installing plug in parking spots in public spaces. >> i see its one of the biggest growth industries in

the near future. you are changing the transportation system. >> reporter: the federal government is spending more than $100 million on two companies to install 20,000 charging stations across the country by next summer. these are the 16 metro areas targeted by ecotality and another is putting them in these cities. that still leaving a lot of empty space which is why this couple are happy they have a garage. in florida. >> south carolina investigators trying to solve cold cases are now turning to cold brews for help. officials are putting information about unsolved murders on beer coasters. they hope drinkers will read them, remember something and call it in. >> at a restaurant have you so many different walks of life and people that come in and people talk to other people and somebody might recognize a face on a coaster and go head and make that call.

. iran announced its producing it's own yellow cake which is considered to be at the middle stage of uranium production. this has races raises concerns. >> reporter: a nuclear program no longer needs any outside help iran told the world on sunday. here is the head of the atomic organization saying they were producing their own yellow cake. >> we have becomeself sufficient in the entire fuel cycle, starting from the exploration and then mining and then turning it into yellow cake.

leaders today to discuss escalating terrorist threats. it's an ally of the united states and iran and has helped in negotiations with tehran. this among the release of sensitive and classified memos. many of the papers show the worry over iran. officials say the sultan can help america by talking to iran. albania rain has forced 12,000 to evacuate their homes. more than 2500 homes have flooded and more than 34,000 acres of land are under water. officials this weekend declare aid state of emergency in effected areas. the military and police were called into help with rescue efforts. the country has asked for help from nato but more aid is also needed. in italy the italian police arrested a man after his car

hit a team of cyclists killing eight of them. the driver had marijuana in his system at the time of the crash. four others including the driver were injured in the collision. the driver is being treated at the hospital and facing multiple counts of manslaughter. police say the driver is of moroccorandescent. >> a fire in israel is under control. it killed 41 people and destroyed 10,000 acres of land. many inside israel are angry with the government that had few firefighting resources to battle the fire. the united states and other nations contributed to the efforts including the us of an air tanker. >> we have a lot of experience this dealing fires of this type and we will bring in a technical team that will provide expert advice. >> the worst loss of life happened when a bus carrying

states court of appeals will hear arguments on whether the united states constitution protects the right of same sex couples to marry. >> reporter: this is the court of appeals where today a vigil opposing proposition eight fizzled out because of the weather. a handful of people braved the rain outside the court this afternoon to call for justice. they support same sex marriage and came in advance of tomorrow's hearing on proposition eight. >> really glad to be out here even though we were rained out and i'm glad that even with the rain that some people showed up to show how important it is that people of faith stand for equality. >> reporter: signs of a committed relationship and a legal marriage which they had in the short window before the proposition passed. >> we know what it's like to be deprived of the freedom to marry and what it's like to have the joy of being able to marry. you can tell you it's a world

hearing will start tomorrow at ten with the two sides arguing over whether the plaintiffs even have legal standing in this case. live in san francisco, ktvu channel 2news. >> three people are expected to learn their punishment tomorrow for torturing a teen. the sentencing two years after the 16-year-old kyle ramirez escape from the home wearing only shorts, and a chain. the teen had burns and bruises on his body. the boy's legal guardian and another man and his wife pled guilty to felonies including the use a deadly weapon, they face up to 30 years in prison. a 4th man convicted of torturing the boy will be sentenced next month. a sex offender who assaulted a 2-year-old in fremont is due back in court tomorrow. he was arrested wednesday after witnesses saw him assaulting the girl in the aisle of a

to isabella's mom. >> we have been coming since i was a little kid and i used to be in the parade when i was younger. >> reporter: officials hope they will be able to find a sponsor to pay for the parade next year but aren't optimistic since the city was forced to cancel it's 4th of july fireworks after no sponsor stepped forward. >> it's no longer a rumor. google plans for a new notebook on tuesday. their answer to the i-pad. 6 5,000 of the notebooks expected to be released. analysts say the limited release raises questions about the readiness of the tablet for the market. it can run programs on the internet. are you looking for a pet? animal rescue workers have 100 rats available for adoption.

about a thousand of them were rescued last month from a los angeles homeowner. that home was being featured on hoarders. a temporary shelter was created for some of them in san jose and now one hundred are ready to be adopted. the group has rescued many animals left behind in disasters like hurricane katrina. >> a new home test could tell you if you have eaten tainted food. we will show you how it works and what types of bacteria it can detect. >> and the rain is back. mark will be here with the look at the forecast.

sonoma, napa, vallejo, back the maps out again in the pacific, still activity and that's going to be a factor in the forecast at least in the short term. rainfall totals over the past 24 hours. you can see santa rosa around .30. these are totals registered at the 4:30. we have picked up more rain since then. the amounts not to impressive but just over the past half hour we have picked up at least the heavier downpours toward concord and livermore. in addition to the rainfall we have the wind and the advisory in place for the coastline, also for san francisco until 5 a.m. monday. here is a look at the storm center. overall accumulations about a half inch up to about an inch and a half for the coastal hills around the mountains. gusty winds in the sierra will pick up more snow, a winter weather advisory in place until

lead in to the final round of his tournament today. the chevron challenge. never lost leading by that much going in to the final day and he looked to be in good shape but this approach to 18 tiger tied with mcdowell as the two played that hole. mcdowell on the green as well but t as close. that didn't matter. he rolled in his birdie to finish a round of 69 and tiger got 73. they headed back to the tee at the same hole for a playoff. both on the green again. watch this one. pressure now on tiger to make his birdie and keep the playoff going. tiger hasn't won in more than a year and that streak will now roll into 2011 after his shot slides wide. for mcdowell it's an incredible year that saw him win the open and now catch and stair down woods in a playoff. stanford women played for the soccer championship loss to notre dame. 1-0. runner ups for the second straight year and that's it for
