the roadway. they took her to the hospital. but she did die at the hospital. the police say the victim was heard arguing by someone -- with someone. we do have a vehicle description of the car that was scene driving away from the scene. it is a silver, late model, f our-door nissan frontier p ickup. it has a luggage rack on the c ab. it was last scene going northbound on kabala road leaving the scene. at this point, this investigation just getting u nderway. they have kabala -- kabara at 18th blocked off. and they are continuing to search for this vehicle out here. so this story, still developing but really a very tragic accident. they tried to -- they are trying to find the person

responsible. back to you. >> thank you, claudine. 7:02. this morning investigators are searching for the cause of a powerful explosion that critically injured an oakland man. this happened just after 8:00 last night at a home on 87th avenue. kraig debro has brand-new information and has dramatic home video of the blast. kraig, what's the latest? >> reporter: it didn't last for very long. it's certainly dramatic. i just talked to a pg&e a m oment. let me show you the home that was affected by it. this is where the explosion happened at a home on 87th avenue near bancroft. an earthquake, an explosion, just two of the words neighbors used to describe what happened here. the fire department says it sounds like a natural gas explosion. they are basing that on how people describe the sounds and smells. take a look at the picturesle.

they-- pictures. they tell the story. a neighbor caught the explosion on the camera. >> an explosion from hell. that's what we heard. i thought my windows were going to blow out but they didn't. >> it rolled from that direction across from this and i jumped up and i told my wife, get up. and i looked outside. i said get the keys to the car, let's go to -- let's go. >> reporter: a man has burns over 80% of the body. i just talked to pg&e they say there's no indication of gas outside of the explosion contributing to the cause.

a neighbor said she saw what the explosion did to the man. >> i cautiously looked out and that's when i saw leen's face collapse. as i opened the door, i just heard putt put, "donna help me." >> reporter: three adults and a child leaving there, getting assistance from the red cross to find another place to live.

a man was shot late last night, not a woman. police say the 40-year-old was sitting in his car on bison way waiting for a friend when a man in a mask approached the car and pointed a gun at him. the. >> normally this area is pretty good. it's the other side of town that kind of seems where there's more violence. >> the victim was taken to the hospital with non-life- threatening injuries. police have not released any information on a suspect. pacifica police tell ktvu this morning that officers in redwood city have detained a suspected police imposter. police say the man tried to pull over three different people in millbrae and pacifica

yesterday. in one incident the suspect s topped a woman. she pulled into the parking lot of this in and out burger in millbrae and he tried to make her pay a phony speeding ticket. when she asked to see the t icket, he took off. he attempted to pull over a flight crew and they did not pull over. a judge has denied bail for wikileak's founder, julian assange. he will remain in british custody. assange has been riding -- h iding in britton since documents were -- britain since documents were released last week. back here at home, the san francisco man who claims a

you get to fairfield, oakley, livermore, concord, you start to get that tulle fog. today it will be sunny to the south, clouds to the north. this system will move in tomorrow and then rain. north bay could get pretty good rain out of this area. today, it will be on the mild side but our lows are much, much cooler than they were 24 hours ago. a good 10 degrees. 50s and 60s. we'll go 55 and then a high of 59. sanfrancisco starting off at 50 and they are the one of the few that have a low of 50. 52, 56, we'll go for a high of 50 degrees. 43 napa, santa rosa. livermore is reporting some fog as well. also around the bay bridge. sal touched on that. palo alto, redwood city. yesterday around 54, 55.

about $800 this year. the deal will extend u nemployment benefits for 13 more months. it includes a payroll tax and social security tax cut. scott macfarland tells us now, this deal, scott is on shaky ground. good morng. >> reporter: good morning, dave, especially among the democrats. we're still waiting to hear from nancy pelosi who issued no public statement after the agreement was announced. she will make a public appearance at the capitol today to light the capitol christmas tree at 2:00, one of her final ceremonies as outgoing house speaker. one calls the tax deal "surrender." the party wanted to extend those tax cuts to those earning more than $250,000 a year.

there is a new report in the army times that says soldiers are using diet pills, laxatives, even liposuction surgery to meet the army's weight standards ands had keep their jobs. soldiers who don't meet certain weight standards are given two months to make satisfactory weight loss. the army says 21,000 soldiers were discharged between 1992 and 2007 because they couldn't comply with the weight s tandards. 7:18. the san francisco board of supervisors is expected to approve legislation today that would speed up the testing of dna in rape cases. the police department would be required to report if it is p icking up rape kits within 72 hours of the reported incident. the legislation would also require the crime lab to test evidence within 14 days. meanwhile, the san francisco public defender's office is c alling for a criminal

investigation after accusations that a crime lab worker botched a dna testified -- moved -- botched a dna test. a criminalist switched samples in a dna case and her supervisor erased evidence of the switch. a former lab denied knowing of the problem. it appears berkeley's new party parole is paying off. this is the latest effort to crack down on wild parties around the cal campus. back in august, two patrol cars with a uc police officer and a berkeley police officer started patrolling the streets near the campus. since then, the police say there's been a dramatic drop in both street violent crime and animal house type parties. 7:19. today is the 69th anniversary of the japanese attack on pearl harbor ap the death of almost 2 500 americans. survivors are now elderly and their numbers are dwindling. last night, members of the

pearl harbor association voted whether to disband the group but they voted to keep it open. members will attend a ceremony on top of mount diablo. this is the 47th year that survivors will gather to share their stories. survivors will pay tribute to four members of the mount diablo chapter who died last summer. well, the results from a news survey from consumer reports won't surprise a lot of iphone users. santa claus at a local m acy's been fired just weeks before christmas. the joke he made that got him the boot after 20 years. westbound, bay bridge looking at about a 15 minute before you get on the span. we'll tell you more about the morning commute straight ahead.

a petaluma cable repairman had to be rescued by f irefighters after falling into a sidewalk vault. the repairman was part of a crew that opened the vault on bodega avenue to get to the wires and cables inside. coworkers told firefighters the man appeared to have a medical emergency and he fell at least five feet down into the vault. the man was taken to a local hospital. his condition has not been r ereesed -- released. santa claus just got married from -- fired from from macy's. all because of a naughty joke. he's been the santa claus for 20 years. he's fold the same joke -- told the same joke thousands of time. now the man known as santa john has lost his job. he said he would only tell his

morning, everywhere, really. if you are driving into the c ity, give yourself plenty of time at the bay bridge toll plaza. that traffic is going to be b usy. it's about a 30-minute delay g etting into san francisco with no major issues, though. there are no major problems which is good news. but the bad news, is seems to be busier than it was yesterday, for example. this is a look at 880. that traffic is moving along okay. if you are driving out towards the downtown oakland area. no major problems heading south approaching highway 92. i want to show you northbound 280 here getting up to highway 17. that traffic is going to be b usy. i'm justlooking at one of the maps. i don't see too much slow traffic in the south bay. it's getting busier. you can see on 101 it's slow and 85 is slow approaching 17. we don't seem to have a lot of crashes and we hope it stays that way. let's go to steve. >> thank you, sal. a little bit of fog. concord says fog, livermore,

santa rosa. we've had a little bit over the bay as well. i mean, seriously, we haven't had a stretch where you get two weeks of dry weather in the winter time. we always do get it but we haven't had it. when it happens that's just r are. we're seeing a little bit of it today. the system out here will be out here -- will be lifting. south bay will be mostly sunny, the peninsula, north bay looks like they will be flirting with clouds or sun. cool to mild. the lows are -- san jose's low was 55. today, 44. that's a big difference. 50 in san francisco. 40s every where else. that system, that is driving northward but eventually it's gonna drop that whole system on us tomorrow. patchy fog, sun and cloud. cool to mild. the sun, not too bad. 50s and 60s for your temperatures.

and the five-day rain moves in tomorrow. it will be a pretty good rainer for the north bay, less amounts to the south. we'll question remember -- carry it into thursday. saturday, the coast has one of these patterns where they are sitting sunny and 64. i think that's what we're looking at -- looking at. 7:26. homicide investigators are on the scene of a deadly h it-and- run crash in antioch. also we're getting new information on a powerful blast that rocked an east bay neighborhood. he was at the controls of a terrifying muni crash. new details about how many times that same operator had been in trouble before. and the fate of a berkeley landmark has been the subject of a nearly four-year battle, that could be decided tonight.

breaking news in antioch. police are at the scene of a h it-and-run accident where one person has been killed. ktvu's claudine wong is there right now with the very latest on what's happening. >> reporter: good morning, dave. yes. police say it appears the victim knew her killer, arked with the person -- argued with the person before being dragged to her death. you can see the investigators focusing her attention right in front of the produce market. that's the produce market near

18th street. that's apparently where all of this happened just before 2:00 this morning. we can see multiple evidence markers right in the parking l ot. when police got the call, they were told that a woman had been struck by a vehicle. they got here and found a woman so injured that life-saving efforts failed. she was pronounced dead at the local hospital. since that time, police have found people who heard some kind of fight between the suspect and the victim. moments after that fight, the woman was dragged by the v ehicle. it appears she was dragged at least 75 feet. the suspect took off. at this hour, police are still searching for the person responsible. we do have a vehicle description for you this morning. the suspect took off northbound on kavala road in a vehicle described as a late model, silver, four-door, near sawn frontier pickup truck. that truck was a luggage rack

over the cab. police have put out an a ll- points bulletin. anyone who knows anything is a sked to call the police. it appears this investigation will be ongoing for a couple more hours. we'll continue to bring you any developments coming up on "mornings on 2." claudine wong, ktvu channel 2 news. >> thank you, claudine. 7:31. neighbors are calling it the explosion from hell. kraig debro joins us live from oakland. he has new information and dramatic home video of last night's powerful last in o akland. good morning, kraig. >> reporter: good morning. that video taken by a neighbor set up cameras. here is a house on 87th a venue. i want you to take a look at that long piece of wood with the window frame lying in the car. that's one of the walls of the

second story that popped out because of the explosion. that's what led to the roof collapse there. people we talked to this morning and all last night said this was a tremendous explosion. they felt not only the heat but the vibrant -- vibrations. here's what some of them had to say. >> you could feel the heat. it sounded like an earthquake. we sat down facing this way watching the tv. >> it was like the explosion from hell. >> reporter: surveillance videotape is from a neighbor about a block away. it's not as dramatic as the description you just heard. but it shows just how quickly the event came and went. the fire department says based upon what people told them about the explosion appears this was caused by a natural gas leak of some kind. pg&e told me about 30 minutes ago that the explosion was not caused by the gas from the outside of the building.

one neighbor is in critical condition, leon spencer. one neighbor was shocked to see him. >> i cautiously look out and that's when i saw leon's face collapse. and when i opened the door i heard, "donna, help me." >> reporter: mr. spencer was actually living in the bottom floor where the top floor was b eing renovated. we're not sure when the last workers were up there that might have had something to do with the explosion. now, as far as we can tell, no other people have been injured. there have been a couple of people evacuated next door. there is an apartment building to the right of the building here that had a number of windows blown out. i just found out from a person living there, he came out and said he was up most of the

night throwing away debris from t hose -- basically, blownout windows. coming up at 8:00. i will try to see if i can talk to somebody over there and to -- to get their perspective of what happened here. back to you. >> thank you, kraig. 7:34. last night's explosion in oakland brings to find last september's pipeline explosion and fire in san bruno. a state lawmaker from the bay area is pushing for more c ontrols over pg&e in response to that disaster. democratic assemblyman jerry hill has introduced a bill that places several, tough, new restrictions on utilities, such as pg&e 6789. police say a victim's e x- girlfriend was lured into a

house on woodbridge live on sunday and men kicked her boyfriend and threatened to set them on fire. well, the father of a 4- month-old oakland boy is now in jail. he's accused of causing his s on's death. the baby lived with his parents in the house in the 1600 block of 6th avenue. police say the baby's 26-year- old father caused u nspecified injuries that led to his son's death early sunday morning. that child had been in the hospital for almost two weeks. right now, the baby's father is being held on felony abuse child charges but prosecutors say it's possible he could soon face murder charges. 7:36. the debate over same-sex marriage in california is now in the hands of a federal appeals court in san francisco.

the panel heard arguments on prop 8 for two and a half hours yesterday. it was all broadcast live on c -span. the judges must decide whether prop 8 supporters have legal standing to defend the man. the governor and attorney general refused to uphold it. >> discrimination hurts everyone and discrimination against gays and lesbians hurts everyone in this country. >> the constitutional question is not whether people are harmed but whether people made a r ational decision. >> a ruling is expected to come in righting in a few months. the losing said is expected to appeal to the full 9th circuit and then all the way to the u.s. supreme court.

judge michael hawkins is seen as the moderate on -- moderate on the panel and is perhaps the key on which way this ruling goes. some lawmakers find him hard to read. >> i thought the judge did a very -- judges did a very good job, especially, judge hawkins. they were keeping us on a high and neutral theoretical level. >> appellate judges generally look for -- go to ktvu.com for more information. a muni operator involved in a crash in july of last year reportedly had a spotty driving record. "the examiner" is reporting that henry gray had been suspended four times prior to the west portal station crash. two suspensions were in 2009 for passing up passengers and mandatory stops. he was also suspended according to the reports, in 2008 for having low marks on an

inspection report. and in 2007. to -- 2007 for hitting another train. 47 people were hurt in that 2009 collision. gray told the authorities he blacked out moments before his train rear ended another train. investigators say before the collision, gray broke protocol from by switching the trains from -- train controls from automatic to manual. tori, and dave, muni is d oing well without any major delays. now, the roads are a different patter, altogether. we do have slow traffic out there. this is a look at highway 4. not looking that great. you can look at the bright side, we don't have any major crashes there so that's good.

california overseas -- california prisons turned o verseas for a lethal drug. california put executions on hold in september when its supply ran out. the american civil liberty's union filed a lawsuit to find the source of the drug and a rgued it's illegal to use foreign-made drugs for e xecution. the wayward sea lion found wandering far from the ocean will have to be euthanized. the sea lion was found on the campus of knights and elementary school. workers at the marin mammal center in sausalito ran fests on the -- tests on the sea lion and discovered she had brain damage, likely from eating toxins from algae. the british tv network is considering a high-tech plan

antioch police have arrested a suspect accused of scabbing a woman to death in a grocery store parking lot following an argument. police were called at 10:00 yesterday morning to the food mac near delta fair boulevard and buchanan. they found a woman in the parking lot who had been s tabbed. she was taken to the hospital where she died. roy kritz junior was arrested.

reportedly, he was arguing with her before she died. witnesses told police they heard several shots before s eeing two cars speed away. 22-year-old corey laws of pittsburg was hit but his injuries are not life- threatening. police say they have leads in the case. no arrests have been made. 7:54. the vallejo school board is focusing on freshmen right now as they consider ways to make their experience in school better. the district says 9th graders made up the majority of cases where students are expelled from school. the changes are needed to help reduce the dropout rate. some of the proposed ideas include a summer program for i ncoming freshmen, a year-long transition course and regular meetings with advisers. the school plans to vote on this proposal next we. all right. we want to check in with sal. everything going okay?

this morning. police are still out there at the scene of a hit-and-run incident where one person was killed. it all happened just before 2:00 this morning on kabala road. ktvu's claudine wong is there. she has the very latest on everything happening. good morning, claudine. >> reporter: good morning, dave. yes. we're on kavala road where it remains blocked off. you can see the investigation o ngoing right in front of that produce mark. >> that's where police believe this all start. i'm joined now by lieutenant o rum from the antioch police department. can you tell me happened? >> around 1:49 a.m. we got a report of a woman dragged by a pickup truck out into the s treet. our officers -- one them was actually around the corner and got here quickly. first aid was rendered to the person. emergency services was called. >> reporter: it appears she was dragged a fairly good distance, is that correct? >> i would say 50, 75 feet.

>> reporter: 1:49 in the m orning, it's dark out here. there were some witnesses who watched at least what some of led up to this. >> that's correct. some folks going to work. >> reporter: what did they here? >> there was some arguing that proceeded with the vehicle vehicle and the drag -- with the vehicle and the dragging. >> reporter: and then the suspect took off leaving this woman in fatal condition. >> we're investigating this as a homicide. at this point we're looking at this as a homicide case. >> reporter: what do we know about the suspect vehicle and the suspect at this point? >> we don't have a description of the suspect at this point that we're rerelease -- r eleasing. the vehicle is a silver quad c ab, nissan frontier. it has a luggage rack on top of the cab. >> reporter: would there be any damage on it or anything that

it look like preliminary, a nyway, it might be a natural gas explosion. people are starting to get up and walk down here to 87th avenue. a couple of people from 84th said they felt it way down t here. you take a look at the house. this is where the explosion happened. you see those long pieces of wood? those are the walls from the top floor. the fire department says it sounds like a natural gas explosion and they are basing that on how people describe the sounds and the smell. these pictures tell a pretty good story. the short length of the actual explosion kind of defies what people felt. >> an explosion from hell. that's what we heard. i thought 450 windows were going to blow out. but they didn't. >> woo! and it rolled from that direction across like this. and i jumped up. i told my wife, get up and i

looked out the house and everything was falling down. i said, get the keys to the car and let's go. >> reporter: the man living on the bottom floor, leon spencer, has 80% burns on his -- on burns on 80% of his body. i talked to pg&e and they say there's indication that gas outside the building contributed to the cause. >> i cautiously looked out and that's when i saw leon's face collapse. as i opened the door, i just heard, "donna, help me.

donna, help me." it was leon on fire. >> reporter: a neighbor had to tackle the man, leon spencer, put him on the ground and strip his clothes off so he wouldn't continue to burn. he was taken to highland hospital in critical condition. it shattered windows of neighbors as well. this apartment building across an alleyway from the home. all of those pieces of plywood. that's where windows used to be. so the force of the explosion shattering windows at a building next door as well. >> thank you. >> our time is now 8:06. we're just getting new information about a carjacking that happened in antioch. police now say it was a man who was shot late last night, not a womannen. police say the -- woman. police say the man was sitting in his car on bison way waiting for his friend when a man w earing a mask approached the

car pointing a gun at him. when the victim got out, the man got into the victim's car and drove out. we talked to people this morning who lived nearby and they say they are surprised to hear about the crime. >> normally this area is pretty good, it sound -- it kind of seems like there's more violence on the other side of town but it look like it's coming this way to our neighborhood. >> reporter: the shooting victim was taken to the hospital with non-life- threatening injuries. police haven't released any information yet about a suspect. now, police in pacifica are telling ktvu this morning that officers in redwood city have detained a suspected police imposter. police say the man tried to pull over three different people in millbrae and pacifica yesterday. one of those incidents, he stopped a woman as she pulled into the parking lot at this in and out burger in millbrae. tried to make her way to -- t ried to make her pay for a phony speeding ticket. he may also have tried to pull over members of a flight crew

on the way to sfo. they did not pull over and they did call the police. 8:07. wikileaks founder jullien assange is behind bars in l ondon. this is new video showing assange. he had been hiding in britain since wickileaks began to release hundreds of cable last week. the san francisco man who

police say they shot the store owner in her back as she was t rying to get away. she was rushed to the hospital. she's expected to survive. investigators say the robbers got away in a light brown or t an-colored minivan. the owners of the of a chain of bay area restaurants have been charged with tax fraud and hiring undocumented immigrants. rye now, sandavol who owned the restaurants, they were arraigned yesterday for failing to disclose income reported to from restaurant and paying employees understand the table. in may 2008, agents raided several of these restaurants and arrested people for allegedly b eing in the country illegally. as we all know, the holiday shopping season is well u nderway. we're told bay area shoppers plan to spend more money than most. and changes at ups stores. what you will now need with you if you want to ship a package.

>> reporter: one of the things that could be hampering police efforts is the fog. they are using laser technology to re-create the scene here. we have learned more details about exactly what happened in this case. let's take you through what we've learned. about 1:9 this morning there were several people arriving from work at a nearby business. they say the victim and this truck in the parking lot of that produce market and heard an argument. they heard a passionate argument that didn't last very long before there -- very long before there was a screech of tires. they saw the woman hit and they called 911. there was actually an antioch police officer very nearby.

he tried to help her with l ife- saving efforts. they failed shand -- and she d ied. they are looking at this as a homicide and not a hit-and-run because they say there's no way this driver did not know what was happening. >> based upon what we're seeing here preliminary and the fact that was proceeded by an argument and the driver left the scene, it's our kneeling that the driver -- feeling that the drivinger knew what was h appening to the victim. the victim appeared to be on the side of the vehicle, possibly under the vehicle and sustained these great injuries. it should have been very obvious to the driver that this person was there. >> reporter: the hunt for the person responsible is on at this hour. we do have this vehicle description for you. the vehicle that was scene taken off is a late model

silver four door nissan frontier pickup. had it a luggage on the cab of the truck. that's the vehicle. they are searching for at this hour. they believe it left north on k avala road. but other than that, we don't have any information about who was driving, whether that person was male or female. we're learning more about the victim. we're told she's 40 years old from antioch. and may have been a frequent visitor to this area. as far as what was going on, at 2:00 in the morning, by sides the two businesses open. we know the market was closed. we do not know the victim came with the suspect in that vehicle or d been walking here. those are all details that police are trying to put together right now. live in antioch, claudine wong, ktvu channel 2 news. 8:33. this morning, investigators are searching for the cause of a powerful explosion that critically injured an oakland man. it happened just after 8:00 last night at a home on 87th a

venue. just a few hours ago we received home video of last night's explosion. there it is. one man suffered serious burns to more than 80% of his body. the explosion rocked the neighborhood and destroyed his home. one alert neighbor heard his desperate cries for help and immediately took action. i heard this guy asking for help. help! help! he was screaming and asking for help. i jumped over my fence and i saw this guy. leon spencer is now listed in critical condition. investigors say the explosion appears to be caused by a natural explosion. but a spokesperson for pg&e say their inspectors don't believe the explosion was caused by a leak in their equipment.

a state lawmaker from the bay area is pushing for more c ontrols over pg&e in response to that disaster. democratic assemblyman jerry hill of san mateo was -- has introduced a bill in sacramento. it places several tough, new restrictions on utilities such as pg&e. assemblyman hill will outline -- >> three people accused of k illing a man are due in urt today. police say -- police say the victim's ex-girlfriend lured him to a home on bridgewood drive on sunday and her ex- husband and another man attacked him. police say the men beat and k icked the victim, tied him up with duct tape and threatened to to set him on fire. the suspects are identified as one woman and two men.

a muni operator involved in a crash in july of last year reportedly had a spotty driving record. "the examiner" reports henry gray had been suspended four times prior to the west portal crash. he was suspended in 2008 for low marks on an inspection report and in 2007 for hitting another train. 47 people were hurt in the 2009 collision. gray told authorities he blacked out moments before his train rear ended another train. investigators say -- say before the collision, gray broke protocol by switching the train controls from automatic to manual. a different kind of christmas story. a long-time santa claus is out of work and a naughty joke is

hold in september when its supply ran out. the americans civil liberties union filed a lawsuit to find the course of the drug and it is argued it's illegal to use foreign-made drugs for e xecutions. marin rescue workers in sausalito tell ktvu that the wayward sea lion found wandering from the ocean will have to be euthanized. on saturday, 5-year-old california sea lion was found on the campus of knights el men -- elementary school in contra costa county. that's a few miles south of bethel island. workers at the septemberer ran fests on the sea lion and discovered she has severe brain damage, likely from eating a national toxin in algae. there is a new study that says that cell phones may affect a child's behavior even before they are born. researchers found that a woman
