ktvu channel 2 news at noon. good afternoon. you have been watching the president and we'll have more on his tax cut agreement in just a couple of minutes. meanwhile though, there are new developments in the investigation into the deadly incident overnight. a woman was hit by a car, dragged dozens of feet and the driver fled but the vehicle has been found and police are questioning the driver. we have the very latest. good afternoon claude dean. >> reporter: good afternoon torrie. we know there are eyewitnesses that saw this happen and there was surveillance video. nearby police said there were cameras. we watch that had surveillance video that saw it go down. we also know that police believe they have the man responsible inside the police department

right now and he's right now being interviewed. evidence markers litter the street in front of this produce market. evidence of a crime that brutally took the life of a woman in her 40s. police say the victim was dragged as far as 70 feet down the street by the driver of a silver pickup truck. the entire horrific incident caught on tape by a nearby surveillance camera. the owner said police told him not to give us a copy but we saw it, saw the truck drive up and park before two people including the victim got out and an argument that looked physical before the driver got back in the truck and the victim bent over to pick up belongings. >> he takes her to the front of the car. >> reporter: so he backed up and hit her and schenn she was dragged. >> schenn she was dragged. >> reporter: so it wasn't an

accident? >> no. >> reporter: nearby workers heard and watched it on fold. police say multiple people told them they heard and saw the fight described as brief but passionate. 911 calls came in when it turned deadly and police was so close by the officer actually heard the tires of the truck as it sped away. >> he was here in a short order and found the victim lying in the street behind us here. she had extremely significant injuries, life saving measures were begun on her. >> reporter: she was later pronounced dead at the hospital but this morning hours later and just a few blocks away a pickup truck was spotted in a rite aid parking lot. it matched the description of the suspect's vehicle. a four door nissan frontier with a luggage rack on top. the driver is right now considered a person of interest but volunteered to go down to the police station for questioning and that is underway.

>> i would imagine this would go on for quite awhile, well into the afternoon. >> reporter: so was there straight denial from his involvement from him? >> not that i'm aware of. >> reporter: but also no confession? >> correct. now there was noviceble damage at that truck. we did look at it but it is distinctive. the questioning is expected to take much of the afternoon but we expect a press conference later this afternoon. a man who was shot by a carjacker is recovering from a gunshot wound in the stomach. the 40-year-old man was sitting in his benz waiting for a friend when a masked man approached the car. the suspect pointed a gun at the victim and when the man got out, the suspect shot him, hopped in the car and drove off this morning people that lived nearby said they were surprised to hear about the crime.

>> normally this area is pretty good. it's always on the other side of town it seems like there is more violence and seems like it's coming this way into our neighborhood. >> reporter: the victim was taken to the hospital with nonlife threatening injuries. police have not released any information on the suspect. an oakland neighborhood is in shock after an if plosion injured a man and damaged his home. it happened on 87th and doweling and there is speculation on what did and did not cause this disaster. we have new details including the condition of the victim. good afternoon kraig. >> . >> reporter: good afternoon. the first answer is gas and they don't know where it came from. late this morning we got word from a man identifying himself as family of leon spencer who is now in critical condition in san francisco. you might recall originally he was taken to highland hospital to the burn unit.

behind me is mr. spencer's house here on 87th avenue. you see the two big pieces of wood, one on the car and one to the left of the house? those are the walls of the home blown out by the explosion. a neighbor's two digital video cameras captured the explosion around 8:00. one giant flash of light and it was over. now we see what happened to the house and neighbors said what the explosion sounded and felt like. >> sounded like an earthquake. i'm sit thing way in the house watching the tv and like a boom. >> it happened so fast the whole house rumbled and you could feel the heat. >> reporter: it blew out the walls of the second floor and brought it down like a house of cards. the homeowner, the 61-year-old spencer was renovating the second floor. sounds like the explosion was caused by something most of us have in our homes. >> it sounds from everything, from the neighbors accounts that it was a gas explosion.

>> reporter: one neighbor concerned about the homeowner but mindful about her safety gingerly opened her door. >> so i cautiously looked out and that's when i saw leon's space collapse and as i opened the door, i heard donna, help me, donna help me. it was leon on fire. >> gave him blankets and took his clothes off because he was really bad burning. >> reporter: sam says he was with him when the two tried to help the victim. weatherly says the victim was intense pain. >> burning like coals. if you put gasoline or lighter fluid on coals he was burning, actually burning a lot. >> reporter: no other injuries have been reported but across an ally the force of the explosion shattered more than a dozen windows of an apartment building. pg and e brought in an expert to locate the source of gas outside the home but found no source outside the home. that does not mean gas inside

caused the explosion. workers were here a half hour ago looking into further causes of what happened here and they are going to probably try to report on this as soon as possible. everybody is concerned what factor gas pipelines might have played in the wake of that san bruno fire and explosion. right now there is no evidence to suggest that has anything to do with this. reporting live in oakland, ktvu channel 2 news. >> thank you, craig. as he mentioned last night's explosion does bring to mind last september's pipeline explosion in san bruno and a sate lawmaker is pushing for more controls over pg and e in response to last septemberest disaster. jerry hill has introduced a bill in sacramento that places several tough new restrictions on utilities such as pg and e. hill will outline the bill at a safety meeting in san bruno this evening. pacificia police have

detained a suspected police imposture. police say the man tried to pull over three different people yesterday. in one incident he stopped a woman as she pulled into the parking lot of this in and out burger and tried to make her pay for a fake speeding ticket. when she asked to see the ticket the man left. he may also have tried to pull over members of a flight crew on their way to sfo. they did not pull over and they called police. a san francisco man who claims a priest sexually abused him plead not guilty this morning to an attack on that priest. 44-year-old lynch made an appearance to enter a plea on criminal assault charges. a preliminary hearing date was also set for february 7th. lynch claims the priest raped him and his brother when they were little boys and he had been fighting for criminal charges against the priest. but prosecutors have been

barred from charging the reverend with child molllessation even though the catholic church paid the brothers because lynch did not report the abuse until 20 years after it allegely occurred and the statute of limitations had been run out. president obama has just finished a press conference in washington dc. you watched it here on ktvu to explain why he's agreed to a compromised deal with republicans on tax cuts. the deal will extend bush era tax cuts for all americans including those making more than a quarter million dollars a year. >> if we don't get my option through the senate right now and we do nothing then on january 1st of this -- of 2011 the average family is going to see their taxes go up about $3000. number two, at the end of this month 2 million people will lose unemployment insurance. >> the president is urging democrats to accept the deal to ensurtax cuts for middle class

wikileaks founder is behind bars in london. this is video showing supporters of him running up to the van that reportly was transferring him to jail. a judge denied bail for the -- 39-year-old australian saying he had grounds to believe he wouldn't show up for his hearing. he surrendererred to british police today as part of a sex crimes investigation. he had been hiding in britain since wikileaks was releasing

diplomatic cables last week. he denied sex crimes al fashions and told the court this morning he'll fight ex digs to sweden. meanwhile a wikileaks spokesperson said the secrets would keep flowing regardless of what happens to the founder. who gets hired in san francisco on construction jobs may come down to whether or not they live in the city. the san francisco board of supervisors is scheduled to vote on a local higher mandate this afternoon. jade hernandez joins us with better prospective from city hall. good afternoon, jade. >> reporter: the hiring process may soon change and that will come straight from city hall, the preference san francisco workers. we went straight to city hall this morning to get the story to discuss the local higher mandate with the man that sponsored the legislation. john, with unemployment rates hoovering nearly 40% and the

city scheduled to spend $20 billion, the supervisors want to be sure contractors and subcontractors make a good faith effort to make sure most workers are san francisco residents. >> it's time to put san francisco people to work and do away with good faith efforts that aren't putting them to work. we're making huge unvestments. we need to make sure they can benefit and keep that money in the local economy and this is not going to hurt the work of the building trades. we're prounion and make sure they can get good jobs. let's create change and make it happen. >> reporter: in san francisco this morning workers got busy in front of this building. the workers and coworkers would see the effect gradually. if passed the mandate would be faced in, year one 25% of the workers would have to come from san francisco and the percentage would increase 5% every year for five years until the 50% mark

was hit. the san francisco building construction trades counsel worried about their union members not being able to meet standards no matter their efforts. secretary treasurer of the counsel spoke to us by phone today and said the supervisor avalos met concerns. >> if you have the mandate which the legislation proposed, contractors can't ever can't always live up to the mandate even if they do everything they are supposed to you jack up contracting costs if you hit them with penalties for something they can't avoid. you need relief, things that allow the contractor to say i did everything i'm supposed to, i need relief and the amendments go a long ways in that direction if you clip all the amendments proposed. >> reporter: the board is expected to vote today on the mandate. only major amendments would stall it. should it be approved by the board of supervisors the

mayor's nod would be the final blessing or the final no. reporting live, jade hernandez, ktvu. didn't take long for newly elected state assembly tim to take a stand in sacramento. just minutes after yesterday's swearing in ceremony the southern california republican introduced a measure that calls for an arizona style immigration law under the bill police would be required to check papers for detain knees if officers suspect they are illegal but with democrats controlling the state legislature, the bill will probably not make it to the assembly floor. a radio news show produced by al jazerra network was ire aired for the first time yesterday. it opened before the two-hour local morning show was canceled. the pacificia foundation says it offers the listers a different prospective but some employees

revering those that achieved great deeds in our history. >> the early morning attack on the u.s. naval base at pearl harbor, hawaii december 7th 1941 killed nearly 2300 american military personnel and another 68 civilians. later today the beacon will be lit for the annual tribute to pearl harbor victims. -- let's take a look at the weather with steve. i don't remember if you remember last year they lit it in snow. >> one year ago and today we have sunshine so just depends on how things develop in one year. we had very cold, cold conditions in november and now we're seeing very mild conditions. rain for tomorrow is up on the north coast but mainly just cloudy up there but starting to move into the picture but we have mostly sunny skies but thick fog out this morning. mostly sunny now. the system is getting closer. it's aligning itself more north to south than anything else but

tonight i wouldn't be surprised for big fog over oakland as well and santa rosa this morning. this will start to develop and by the weekend we could have very, very thick fog and sunny and warm weather by the coast. today mostly sunny skies and this will inch closer later on and carry us into tonight and tomorrow with cloudy skies. looks like a good rain producer for the north bay tomorrow but the south may be say what rain. but 50s and 60s now, very mild air mass over us. we had the cold, cold pattern in november that's been replaced now upper 50s, low 60s. lows this morning 10 degrees colder than yesterday morning so we have to make up more ground so slightly coolerred to even though it's sunny. 40s, 50s, 60s and 70s and la60 you eureka with a south wind there. it will eject itself out and flatten the ridge of high pressure starting late tonight and tomorrow and carry us into

thursday and friday it lifts up. it's a dry pattern today partly to mostly sunny and mild conditions but cloudy skies will roll on wednesday which will probably go into thursday, nothing compared to sunday but today is mostly sunny, mild to warm. if you're in the sun not bad and there is an easterly breeze that might bring fog in, valley fog late tomorrow. 60s on your temperatures today or 50s and there is a lot of sunshine out there on the five day. tomorrow we'll cloud it up and could be fog in the morning but rain starts in the north bay and most of the heaviest will stay in the forth bay. lingering rain thursday and the deal saturday and sunday coast bay sunny and warm, livermore, concord could be 52 and foggy, one of those. >> always reverse. >> reverse of the summer. >> so you want the nice weather, go to the coast. >> yes. santa claus got fired from macy's in union square weeks before christmas and it's all because of a naughty joke.

john has been the santa claus there for 20 years and has told the same joke thousands of times but an older couple thought it was inappropriate and the man known as santa john lost his job. he said he would only tell the joke to adults that asked why he's so jolly and he said he knows where all the naughty boys and girls are. shoppers this morning had mixed reactions. >> can't be mad at macy's doing what they feel they need to do to protect their image and the people. >> over reaction, you know, for something probably i don't think he meant it in the way it was taken. >> he says he does not make that joke with kids and he is asking macy's to reconsider. a warning about something called smishing. how scammers are using your cell phone to get to your personal information and what you can do to protect yourself.
