details. david. >> reporter: julie, police tell us they have hotel surveillance tape of the 18-month-old boy racing away from his mother and racing off into the busy hyatt lobby. about ten minutes later, he was found unconscious in the fountain by a hotel employee. hyatt officials wouldn't allow our cameras inside, but these are stills of the fountain and pictures taken from the hotel's website. police tell us the mother along with a nanny were with the boy and his twin sister in the lobby. the mother screamed for help, and hotel employees searched the lobby, and police say one spotted the boy in the fountain. >> a wall that's probably 2 feet tall with an endless fountain going behind it, and if a small child were to lean in there and fall in, they would be behind the endless fountain, so you wouldn't see them behind the wall of water. that's why it took so long to find him >> reporter: witnesses on the

street told us the child's mother screamed for someone to perform cpr. police who happened to be in the area attempted to revive the child with no luck. the boy was revived at st. francis medical center and he has since been taken to another undisclosed hospital where he's being treated. his condition at this hour we're told is very serious. meantime, hyatt officials tell us they have never had an incident like this in the 37-year history of the fountain. tonight, the fountain remains roped off with police tape and closed as the police continue to investigate this accident. reporting live in san francisco, david stephenson, ktvu channel 2 news. a storm front is pushing through the bay area at this hour making for a very wet evening commute. ktvu chief meteorologist bill martin has been tracking the storm and joins us live from the weather center. >> it has been a wet day today throughout the bay area. it hit the morning commute hard, but the afternoon commute is getting some rain especially in the south bay. this weather system slipping from the north to the south.

you will see how it's working its way south. we will go into the latest image, and earlier i mentioned this and went to ktvu.com, got a real good traffic page, and at this time of night on the commute when you get this much rain, what we have right now is essentially very slow traffic all the way down the bay shore down the east side and out on the 680 corridor as well. so traffic in the south bay being impacted greatly by this rain. this is not a big deal storm, by the way. we're seeing a quarter inch, half-inch of rain. it's the timing of this, it hit the morning commute, and it's right in the middle of the afternoon commute. we will look at the latest computer model that shows an opportunity for perhaps some showers in the morning commute when i come back. and we will have the five-day in a bit. the rains are cause for concern in some parts of the bay area and maintenance crews spent the day trying to head off any real danger. patty lee is live at the richmond san rafael bridge with that part of the story. >> reporter: the rain is

starting to pick up, and right now on the roadways flooding is at a minimum, which is one of the reasons that traffic is still flowing freely. minimizing the effects of the storm system has been a priority across the bay area, but especially in the north bay which was hit hard by this storm front earlier today. in san rafael, 8 two-man crews combed nearly every street in the street with rakes. >> we have been busy, keeping the basins open. >> reporter: price says he has been at this for days trying to get rid of a glut of leaves. >> this whole valley here backs up. all the homes and the woodland area, all the dealerships would flood. >> reporter: in san francisco along ocean beach, water poses a different kind of threat. >> i have seen this parking lot slowly disappear every year i come. >> reporter: a section of the great highway is still at risk. even after more than two and a half million dollars worth of

erosion abatement projects. the shoreline still needs a buried sea wall in a critical section, but there's not enough money to pay for it. and some wonder if it's worth the the effort. >> it will never work. the sea will always take more land. that's the way it is. >> reporter: with the winter storm season upon us, san francisco's public works manager told us he is watching the tides and the surges and is ready to call for emergency road closures, but that probably won't be necessary today. there is a sheer sense of frustration among workers charged with managing the effects of mother nature. >> you can do this today and come back tomorrow and it will be the same. >> reporter: in the end, they say the sefert worth it, and one of the only ways to help prevent bigger problems from forming down the line. right now, the biggest danger is not from the rains but from the ocean which is a 15-feet swells, and the coast guard advised people to stay away from the ocean and away from low lying areas until the

storm front passes. ktvu channel 2 news. >> the rain is helping the bay area's water supply. the lexington reservoir is now about half full like most reservoirs in the area. officials say the south bay reservoirs are about 10% above average allowing them to start capturing run off. >> ? san jose, it's about three quarters of average to date, in the mountains it has been about average, so we're starting to see run off into our reservoirs. >> reservoirs are typically at their lowest levels during november and december following the dry season. the most significant rain is expected january through march. you can always track the weather where you live on ktvu.com. click on the weather tab for live radar available 24 hours a day. an incompetent mate accused of -- an inmate accused of assaulting a sheriff's deputy and leading police on a manhunt was arraigned today. he did not enter a plea on 29 charges including attempted murder, assault, and kidnapping. police say the 24-year-old faked a shoulder injury, then overpowered a female deputy at

the hospital last monday. bail was set at $2 million. he is due back in court on december 17th. the family of a 3-month-old boy who was killed while in foster care is demanding answers. a man pleaded not guilty today to shaking christian o campo to death last week. christian's uncle and aunt say they were in the process of getting custody of him, but their case was put on the backburner when a social worker handling it went on vacation. christian will be buried on saturday. the suspect is due back in court next week. a classroom volunteer in santa rosea suffered major burns today when something went wrong during a candle making project. it happened this morning. 61-year-old woman was preparing the project when the candle wax caught fire. she suffered first and second degree burns on their face,

torso, and legs as she carried the burning pot out of the room. a teacher who saw what was happening rushed over to put out the flames. >> we got on scene, and they had evacuated all the students from the school. >> no children were hurt in the incident. governor elect jerry brown says he thinks california's budget deficit will get worse over the next 18 months. about 600 government officials from both sides of the aisle attended a budget forum that brown hosted today at the state capitol. brown said the original deficit of $25 billion could possibly increase to 28 billion because of changes in estate taxes now being debated in washington. brown also said the purpose of today's summit was not to look for answers just yet. first he wants lineups to get on the same -- lawmakers to get on the same page. >> it's hard to quom to any agreement if there's no consensus on the facts. >> as for how brown intends to plug the budget hole, he plans to unveil that on january 10th. concerned parntss and

teachers are making a last ditch effort at this hour to save their school from the budget axe. they have gathered outside lake elementary as the school board gets ready to hold an important meeting tonight. ktvu's rob rock is there and he has word on what's happening. rob. >> reporter: julie, parents, teachers and students are rallying here out in front of lake elementary getting ready for tonight's school board meeting. these folks are hoping to keep this school from closing in june. but we have learned that this rally maybe too little, too late. >> what do you think? are we going to be able to make... >> reporter: it appears the more than 450 stuntss at lake elementary will be dispersed to school farther away this year. parents say they can't bear to lose the school. >> there's no way you can close the school. there's no way. >> it's like ripping the heart out of a community. >> reporter: lake was originally set to close two years ago because the financial

strapped school district needed to save money, but the city stepped up. the mayor says they cannot help this time. >> we all really wish we could continue. the way the economy is right now, we can't. >> reporter: the school board says without the help of the city or another financial donor, the school will close in six months. >> we have to remain fiscally solvent. there are some things we have to do. we had to make tough choices. >> i don't understand why i'm working, i'm paying taxes, and where is my money? where is it? so please don't close this school. >> reporter: we're back live in front of lake elementary where the rally is still going on. tonight's school board meeting will discuss which school the lake students will attend next year. unless someone or business gives the district $300,000 in the

next few weeks, it will become another victim of the economic crisis. reporting live, rob rock, ktvu channel 2 news. kaiser has submitted plans for a big upgrade to a facility. the hospital wants to add more parking spaces and build a new emergency room. the plan would add 290 new spaces at the road medical center. kaiser hopes to begin construction next year and finish it in 2012. the new er would replace the general services building. kaiser aims to finish construction by 2013. san rafael officials must approve the projects first before any work can begin. one of san francisco's most well-known intersections is is about to get a facelift. hey and fillmore are pampting in a program aimed at pedestrians and building a stronger sense of community. the haght walk stop will include bigger cross walks, and another

upgrade will include an outdoor sitting area. and the structure can double as a bike rack. a city council has given final approval to guidelines for how patients can grow their own medical marijuana. under the order nachbs, patients and -- ordinance, patients and caregivers can grow up to 100 square feet of leaf canopy, and depends ris can grow up to two gardens. a collective can grow two gardens not for resale. two homicides in two days have many antioch residents on edge. a recent rash in crime is troubling people in antioch. hear how the city and police are responding. and he is being held right now in a military brig, but he could soon be hailed a hero.

a surge in crime is coming at a bad for the short staffed antioch police department. genanne is live in antioch tonight where an important action is happening. >> reporter: in less than an hour, the police chief will be meeting with the mayor and other city officials here on the second floor at police headquarters to come up with a strategy on how to deal with the recent crime that has been occurring here in antioch. long time residents of antioch say the city used to be a sleepy city. >> it has a great place to raise your kids in. now it's completely opposite. the kram is really scary. >> reporter: in the past two days, there have been two homicides and two shootings. police say three of the four

incidents were drug or alcohol related and one involved prostitution. investigators say the recent rash of violation is not typical, but agree that a certain type of crime is on the rise. >> we have seen a huge increase in our property crimes. our property crimes went up where our violating crimes went down. >> reporter: but the department is scrambling to get from call to call because of budget cuts. the department had to cut 20 community service officers in the past year, and there are still an additional 22 police positions that have yet to be filled because there is no money for their salaries. >> it's very frustrating when you have dedicated men and women of the police department that want to go out there and do a great job for the community, but we don't have the resources to do it. and we're looking at creative ways to try to overcome those barriers. >> reporter: the situation is troubling to city officials. they do not want people in antioch to feel unsafe. >> they want to see that we have a plan to reduce crime, and we have to use what we have and not making excuses. >> reporter: police say what they have had to do in the

meantime is reduce their traffic department and put those officers on patrol. and officers are also working overtime because the department is short staffed. reporting live from antioch, ktvu channel 2 news. the berkeley city council is weighing a resolution to name the army private suspected of leaking classified information to which canky leaks a hero. bradley manning is accused of giving wicky leaks documents and a video. federal officials have condemned the leak of those documents. >> whoever did this did an act of conscience and a heroic thing, and should be thanked for it. >> i wonder whether it's appropriate for berkeley to be the judge of this amazing issue. i think it's way premature. >> the berkeley city council is expected to vote on that resolution next tuesday.

meantime, wicky leaks reporters are waging a cyber war targeting visa and mastercard. hackers say they launched attacks on mastercard, visa, and others who have acted against the website. mastercard says hackers tied up its site after it blocked donations to the website. the storm starting to sneak out of the north bay, but stale raining down in the south bay. bill martin has been tracking this thing all afternoon long. >> it started off in the north bay this morning, we had light showers for the morch commute, and that slowed things down. and now the showers are spreading south. there's the live radar sweep, some sprinkles and drizzles around santa rosea. most of us received rainfall at least at this hour a quarter inch to a half-inch. you see what we have here, and i mentioned this earlier, any time you get rain like this, this

isn't heavy flooding rain, it's just rain, and the wipers are on probably on the lowest setting. what you get is you get bad traffic in the heart of the afternoon commute, and that's where we are. bad traffic because of this rain. the rain will be moving out. there will be a few scattered showers tonight, and then as we get into the weekend, which is a ways out, the fog comes back in the valley, and we start to warm up. we have a warm weekend for you. that's good news. overnight lows tonight, mentioned this earlier, too, because the clouds and the rain, it's warmer. 50 in oakland, it's not hot, but it's 28 or 32. a mild start to your day tomorrow. there might be a sprinkle when you wake up. there goes the weather system. you can see the moisture going through. there will be more showers going off tonight as the rest of the moisture goes through, but it looks like the heaviest stuff probably through right now. rain showers are going to make way for a weekend of high pressure and warmer weather. i think you might be surprised how warm it gets on saturday and sunday. we could see numbers into the

low 70s. the computer model, that's the latest run tonight, you can see where the showers are. 9:00, you see them kind of winding down. sprinkles at midnight, you can see there's your morning commute. a little something out here, but watch what happens. a little something, but mostly cloudy. i don't think that will amount to anything. thursday is the transition day to the dry. friday and saturday and sunday look warm. you have a scattered shower in there. don't cancel your plans. i think um get done what -- you will get done what you need to get done. i don't think the commutes will be hampered like they are today. your five-day forecast, noting a clearing trend, and also we can note that this weather advisory that was in the mountains has been dropped, and that was potentially going to be a big deal, but they have relaxed it. not a lot of snow up there. this is winding down. thank you, bill.

san francisco board of supervise rors committee aadjourned today without reaching agreement on the city's bid to host the 2013 america's cup. the committee will meet again on monday. san francisco will have to raise money from donors and kick in some city funds to get the race. >> the beauty of san francisco bay on the international stage is a great thing. can we do it in a way that doesn't hurt our bottom line here in the city? >> city leaders will also have to decide where to host the event. on the pier or further north. volunteers went on a holiday shopping spree today to benefit the salvation army. the group brought presents this morning with more than $40,000 it raised over the past year. the target store was one of the places where the elves made a stop. they were joined by fabbio who helped pick out toys for children in need. >> i believe that every kid

deserves a great christmas, and there's not a great christmas for kids without toys. >> dig deep sf was started last year by two agents who wanted to help others during the holidays. the community has come to the aid of a very special canine. the local action that got this heroic pooch on the road to recovery. but first, bonds took a beating on wall street following the president's announcement of a tax cut compromise with republicans. still the markets ended the day flat. the dow jones gained 13 points while the nasdaq rose almost 11.

in hayward, the medical bills for a a pitbull are now paid in full thanks to some generous donations from the comunt. diamond is credited with saving her owners' lives in an october apartment fire. the dog suffered serious burns, however. enough donations have now come in to cover diamond's $5600 medical bill. a bay area woman made history today when she was named the first female head coach of the u.s. olympic swimming team. terie mckeever will lead the women's squad at the 2012 london

games. mckeever is best known for her work with olympic star natalie coglan. the american team won 31 medals at the beijing games. that's a great honor to do that. >> absolutely. joe is in for mark tonight. it's a quarterback shuffle, a change is going on with the 49ers. >> he's back. he has fallen in and out of favor as many times as a career politician, but the 49ers are ping their hopes on alex smith. this is probably smith's low point of 2010, a fumble return for a touchdown against the eagles. two interceptions during that game. smith hasn't played since october 24th, but he thinks he can make the most of what could be his last chance in san francisco. >> i believe i have the ability to make the throws on the field, and i can make plays with my feet when i have to. you know, and i can handle i
