many. monterey we were in the 70s. east knot east wind brings that wind back in. 50s and 60s for your temps. big changes for the end of the week. we'll have more of that later on. here is sal. if you are driving on the san mateo bridge any time soon it should be a nice drive. also this morning we are look at northbound 101 san francisco, that traffic is light. let's go back to the desk. thank you, sal. topping our news this morning a vacaville teenager and toddler brother remain in critical condition following a horrifying attack. the attack happened while the children were home alone and sound asleep. tara moriarty joins us from vacaville. good morning, tara. >> reporter: good morning, pam. so many aspects of this story from incomprehensible. the age of the victims and

suspect. this is the house where the children were attacked while they were sleeping. they were home alone at the time. right now the house is empty. that's because both of these children are in critical condition. someone broke into the house early sunday morning and attacked a 13-year-old girl sleeping in bed beside her 18- month-old brother. the suspect stabbed the girl with a kitchen knife more than 30 times and raped her. the baby woke up crying and the suspect assaulted him and tabbed him ten times in the stomach and chest area. the most disturnings a -- the most disturbing aspect is the suspect is a 14-year-old child. >> it's horrendous how he victimized this 13-year-old and 18-month-old child. for no apparent reason. >> reporter: now the suspect apparently went to sleep inside of the house.

that's when the girl grabbed the baby and went to sleep. he is now in juvenile hall booked on attempted homicide and sexual assault charges. so was this is a random or planned attack? the only connection they have is the suspect knows the victims older brother. now the victims mother arrived here at the house six hours after the attack. she was distraught and unaware of what happened. she is at the children's bedside at the hospital where they are expected to survive. a long-time staff worker is recovering from serious head injuries following the latest attack at napa state hospital. police say a hospital patient attacked the 60-year-old worker in a secluded corner early saturday morning. the attack comes less than two months after the napa hospital

nurse donna gross was strangled. a san jose man has died after being hit by a bus. this happened at 5:30 yesterday at east capital expressway. a man was walking around appeared to be drunk in traffic and appeared to be homeless. he was in his 40s or early 50s. the name of the man has not been released. a 12-year-old kidnapping victim in virginia remains in protective custody here in the bay area waiting to return home. on friday the san francisco police found the 12-year-old and accused kidnapper panhandling. at this point they are saying very little about the case. >> now that she has been found and will be heading back to roanoke soon, the roanoke police department focus has shifted to murder investigation. >> now the girl's mother 41-

year-old tina smith of virginia was found dead in her home one week ago a surveillance camera captured her daughter walking with a suspected killer josh easley at a walmart in roanoke. miss had said the -- police had said the mother met easley on the internet and had recently moved in with the mother and daughter. the news is bert this morning about -- the news is better this morning about a missing 15-year-old girl. jean marie berlinghoff went missing. 34-year-old charles berlinghoff was arrested two other men have been detained. time now 6:05 redwood police are investigating an assault on one of their police officers that happened after a traffic stop. the officers stopped the car at

2:00 sunday morning at walnut boulevard for running a red light. both the driver and passenger ran away. the police officer caught up to the driver in an alley. there was a confrontation according to officials. the officer was later found on the ground with a head injury. he was later sent to the hospital and rearrested. mayor gavin newsom is taking on crimes at san francisco parks. kraig debro joins us to tell us what will is suggesting and what it could mean for park officials. >> reporter: the mayor will be introducing his own legislation tomorrow. but today the issue of safety in golden gate park is addressed by erik will be talking about lighting more patrols. the mayor will be talking

tomorrow talking about safer parks. a man was stabbed in the back after he sat and talked with friends. a report in the examiner today said one of the solutions is establishing set hours. one of the few restrictions here is the park goers are not allowed to sleep here. the report says newsom may be trying to standardize park hours. the mayor has been trying to help golden gate park closed between 1:00 a.m. and 5:00 p.m.. citations police issued are mostly ignored. according to some the laws against violent crimes are aimed at stopping vie leapt crimes -- violent crimes. on november 16th a man survived a stabbing attack. two days earlier a decomposing body and severed arm was found. on august 28th a homeless man is found beaten to death. on july 4th a 25-year-old man

is stabbed to death. a pit bull bites three people. coming up i will talk to some of the people that sleep in the park overnight to see if their experiences and recollections matches up with the cities. reporting live kraig debro. if you plan to mail holiday gifts today make sure you leave early. this is expected to be one of the busiest days of the year. what is called the ultimate deadlines are next week. december 20th is the final day for regular mail service to make sure your gifts get there before christmas. uc berkeley students are outrageous about outrageous fines for bicycles. they are getting $220 tickets

after several hours of negotiations. reportedly that teenage hostage taker is suffering from depression. the u.s. senate votes today on president obama's tax deal with republicans. ktvu alison burns joins us live from washington and says critics will be focusing on the high price tag of compromise. good morning, alison. >> reporter: good morning to you, dave. there has been so much focus in recent weeks on how to cut the federal deficit. consider this the congressional budget office estimates the obama gop deal top extend the bush era tax cuts will raise the deficit by $857 billion. that is bigger than the controversial $887 billion. >> by making that two-year trade we got things on the obama priority list twice as

sonoma boulevard. officers say they confronted a man that repeatedly threatened them. one officer shot and killed them. police have not released the name of the man killed but says he has a long criminal record. the oakland police department -- deal with critical situations. it's called the shoot or don't shoot simulator. look at this. over the weekend the police department opened its doors to the media for a demonstration. police are using that simulator to choose officers to make the right action when they are forced to make a life or death decision. >> the more training you can get the better off the quicker you can make that decision. >> how quickly do you have to make the decision? >> a split second. >> critics have accused weak left-hand place of repeatedly using excessive force when they confront potentially dangerous suspects. the 18-month-old boy that

monday december 13th i'm dave clark. >> i'm pam cook. time now is 5:30. >> a 13-year-old boy is behind bars. he's accused of -- investigators say he broke into a house and sexually assaulted and stabbed a teenage girl and also stabbed an 18-month-old toddler. ktvu tara moriarty is joining us from vacaville. she has the details. good morning. >> reporter: one of the questions many people have is where were the parents when all of this happened? why were these children left behind. we're hearing reports the 13- year-old girl is watching the baby girl when the mother had gone out for the night. both of these children were salvagely attacked. now it all happened just before 3:00 in the morning yesterday here off of bol some way. someone broke into the house and attacked the girl with a

kitchen knife. officials say he raped her and when the baby woke up crying he stabbed him ten times. neighbors were horrified to learn the suspect is a child himself. >> he's a 14-year-old. that's insane. i was horrified. you can't imagine a child being stabbed 20 times. >> the girl was stabbed more than 30times but somehow managed to sneak out -- was stabbed more than 30 times but somehow managed to sneak out and call for help. police surrounded the house for two hours before they broke in and arrested the suspect. the 14-year-old is in juvenile hall facing charges of attempted homicide. the mothers of the victims arrived home at 9:00 completely unaware at what happened. she was obviously distraught. went to the hospital. she is now at the children's

bedside where they are listed in critical condition. we are live in vacaville. >> tara before you go. police are cig the 14-year-old suspect possiblely knew the girl's older brother. any word on where the older brother was at the time and if this is possiblely gang related? >> reporter: we do not know where the older brother was. we have very little information at this time. we do understand a grandmother also lives at this house but she was also not home at the time. a lot of the questions are unanswered. but hopefully when we speak to vacaville police we will get answers to these questions. >> thank you, tara. she is in vacaville. thank you. 6:33. students at sonoma state university are on alert. this happened 7:15 saturday morning. police say two gunmen came in wearing black ski masks.

they tied up a bookstore employee and escaped with an undisclosed amount of money. there is a possible clue this morning into the theft of thousands of dollars of equipment from a belmont high school. police say recently reviewed surveillance video shows an suv there leaving a north gate parking lot of claremont high school just before 10:00 on sunday november 28th. investigators say that vehicle may be a ford escape or something similar. 25 mac books and 30 ipod touches valued at $30,000 were stolen from the school. an apparent murder-suicide that left two young adults from pleasanton are dead. police say she was shot multiple times friday morning

by her exboyfriend. investigators say that they then found shumaci dead after a gun inflicted gunshot wound. today the san jose city council will hold a special public meeting on pot clubs. many people are demanding an end to the recent raids. on friday night they had the help of a smoking santa in a holiday fundraiser the money raised will help pay legal expenses tied to the recent raids. the event was also designed to drum up public support in their campaign in support of medical marijuana. and the vote is scheduled this week on whether to move forward on a plan that would charge drivers for a fee offing parts of san francisco. they will vote tomorrow on whether to study the congestion plan.

the san francisco county san francisco authority says congestion pricing would generate 60-80 million a year. they also say it would help reduce traffic and speed up transit vehicles. chamber of commerce says congestion pricing would drive away potential visitors. >> some students at uc berkeley are furious this morning over what they call outrageous fines on bicyclists. ktvu jade hernandez is live to tell us what kind of fines we are talking about. how high are these fines, jade? >> expensive, fines. some ranging in price up to $220. the uc berkeley police officer informed us this morning the biggest problems he sees when bicyclists wrap up their bikes on handrails. he told me this morning the captain recently told officers not to hand out any more bike citations until they can figure

out a solution to the current problem. the problem students complaining citations are up this year and the fines are outrageous. some students are frustrated over $220 tickets. uc berkeley police officers have caught 41% bicyclers this year opinion but cal doesn't see any of the proceeds. according to campus police the money goes to the city, county, and state coppers. the students upset about the tickets have started a facebook page called bike busters. they allow angry students a place to vent in exploitive tickets. students staged a protest in the dismount zone. it has some students upset.

uc berkeley police have been siting students around the state's vehicle code which doesn't distinguish between bikes. the officer we spoke to says that they can go online anyone who rides a bicycle can go online to help them to avoid these violations if they are worried about getting an expensive ticket. reporting live from berkeley jade hernandez ktvu channel 2 news. >> thank you, jade. 6:38 is the time right now. eastbound traffic is getting busy we understand. let's go to sal. >> that's right pam and dave it is getting busy if you are driving to san francisco especially we do have a commute now coming up to the toll plaza on the bay bridge. and on 24 westbound. it will be a little busy. you can see lafayette there are more cars on the road getting up to the tunnel. i mention the toll plaza. let's go to it now. the traffic is going to be very busy here.

it's backed up for at least a 20 minute delay or not just 20 minutes yet. 10-15 but it should be 20 minutes later if it doesn't improve. although there are no crashes into the city. let's move a long and take a look at the commute on the freeway here. already slowing on 880 south. approaching highway 92. southbound 101 they cleared up an accident. southbound 101 traffic looks pretty good heading down the peninsula with some slowing getting down toward palo alto. let's go to steve. >> thank you. low cloud deck. not really fog, fog but it's a low cloud deck that has lifted and higher clouds up above. the ridge of high pressure built in. that just locks in the fog for some. this first system right there is falling a part. there is a second one behind it that will give us a little bit of rain. that would be late tonight and into tomorrow.

near jfk drive. i've walked around this area that is near hate street interception. let's see if i can see remanence. i've seen remanence of overnight camping here. a couple homeless guys have walked by. i will have more on that. reporting live in san francisco kraig debro. time now 6:46. the san jose city council votes tomorrow on whether or not to ban plastic bags. it would ban single use plastic bags and also start charging for disposable paper bags. restaurants could still give out plastic bags for carry out meals. secondhand stores would also be exempt from the ban. retailers however could face fines of $500 to $1,000 for violating the ban. this is a critical week in san francisco's effort to host the america's cup. today the city's budget and finance committee will hold its

final hearing the full board is expected to vote on the agreement tomorrow. san francisco has been warned it will lose the right to host the next americas cup unless a deal is signed by friday. america cup organizers say san francisco has violated several key points of the agreement. the oakland a's could have a new member. a deal could be reached today. a news conference would be made tomorrow to make the final announcement. >> that will be interesting. >> they could use that. 6:48. i would assume about now the commute is starting to wake up. >> you are right. in fact, some might say it's already been woken up and they had a cup of coffee and a bagel already if you look at the bay bridge toll plaza. my goodness it's backed up to

the maze and the metering lights are on. the good thing is there are no crashes on the bridge or stalled vehicles and traffic is moving through. the bad thing is it's going to be a crowded monday. that traffic is also busy heading south to the airport area and beyond. northbound traffic is on the right there. you can see the traffic passings the coliseum is moving a long okay. this is northbound 280 traffic moving a long pretty well. getting up to highway 17. that problem or that commute looks pretty good. and we have a live picture of the san francisco international airport now. you can see that marin airport bus in one of the lane. if you're going to the airport it should be okay. but they will have a air ground at 8:00. let's go with steve.
