preview of what that report will say. good morning. >> reporter: good morning, dave. we are at ground zero. by hind me the huge crater created by that blast on september 9th. 37 homes destroyed. i will show you one of the homes damaged. look at this house. it's still red tagged here. you look at the siding over there you can see how the heat from the blast basically almost melted the siding down. but really the worst part is over here. this is the side of the house that face -- this is the side of the house that faced the blast. most of the crieding has been -- most of the siding -- they are still living with the after math. they released approximately

47.8 million standard cubic feet of natural gas. that is half the amount of an average home uses. a pipe segment 28 feet long was found 100 feet away from the crater. gas was released later. according to the ntsb the specified maximum operating pressures was about 37 rather 375 pounds per square inch. the maximum allowable operating pressure was 400psig. a number higher than the specified maximum operating. they were operating the line above the maximum. ntsb report will be released in 4.5 hours from now. we will talk to residents here to see how many will atepid the

event that will -- how many will attend that event. reporting live in san bruno kraig debro. dozens of police officers from several sonoma county law enforcement agencies rushed to the scene of an early morning barroom brawl. it happened around 1:00 a.m. on kentucky street in petaluma. a fight that began inside the bar spilled out into the street. it took officers several hours to restore order. one police car hit a pedestrian crossing the street outside the bar. he's recovering at a petaluma valley hospital. police made at least one arrest. a man suspected of molesting an eight-year-old girl at a san leandro walmart is due in court today.

her parents screamed for help. two men grabbed the suspect and held him until police arrived. >> the mother, you know, he put his hands on my little girl. that's when i knew okay this isn't a fight. this isn't a guy stealing something. he did something serious. and the little girl was really, really upset. >> miss say surveillance -- police say surveillance tapes show him approaching the eight- year-old girl in the toy aisle. they could set off a border war when they take over a controversial toll plan today. they will consider a plan to collect $3 tolls from drivers at the san mateo county line. however lawmakers in san mateo county say they are ready to introduce their own toll. they even plan to up the antiin this political poker game. >> i would be willing to put forth a proposal that doubles what san francisco does. that being said, it will be $6

on saturday. the mother of a 14-year-old boy accused in the vicious attack of two vacaville children is speaking out. she says her son was framed. ktvu news spoke to her last night. she does not want to show her face or reveal her name but she tills us that her son got into trouble after drinking with other teenagers saturday night. >> they took him over there and pushed him on the floor. he said once they went in the house they pushed him on the floor. they heard the girl crying and crying and he said they grabbed me. they took all of my clothes and threw me on the bed. >> her son is accused of raping a 13-year-old girl inside the home and repeatedly stabbing her 18-month-old baby brother early sunday morning. the children were sound asleep and home alone at the time. the suspect is in juvenile hall as the investigation continues. police say he does have a

overwhelmingly to move ahead with the obama gop tax deal. and as alison burns reports from our washington, d.c. newsroom a final vote is expected today. good morning alison. >> reporter: both of california senators are on board with this obama gop tax deal. a $857 billion deal to extech the bush era tax cuts for two more years. they voted overwhelmingly to move forward with debate on the bill. final senate approval is expected later today. no one is really happy about it. democrats are angry about continuing tax cuts for the wealthy. republicans are angry about the extras like tax breaks for clean energy. but president obama insists it's the best deal. >> that's the nature of compromise. sacrificing something that each of us cares about to move forward on what matters to all of us. right now, that is growing the

land. the rest are in sacramento and los angeles. let's go to sal. the wet roads are impacting the toll plaza? >> they are everywhere, dave and pam. good morning. it will be slower and you should drive slower. it means that some people will drive too fast, get in trouble. sometimes you can't avoid being in a crash really if your car gets out of control somehow just take it easy and slow. chp is out there. you can see the toll plaza traffic building now. the toll plaza rain is building now. standing water in some of the outside lanes. if you are driving on the east shore freeway not a big backup. across the bay so far looks okay on 101. let's go to steve. all right, sal, thank you. we do have rain out there. nothing too heavy. a few reports coming in especially to the north. it looks like decent amounts of what could be many many cold

fronts. the ones by the weekend could be strong. you can see the light rain coming through. some of it is mist and drizzle. some of it is steady rain. near st. helena two-thirds. and you can see the moisture is treatment streaming across -- streaming across southeast. upper 60s and low 50s for the highs. farther south you will have more clouds. breezy out of the south, southeast at times. windy up in the mountains. it is raining toward tahoe. 50s is your highs and very low 60s. the highs are not going very far. fog will be back tomorrow. we will take that into thursday. rain on friday and and heavy

rain on saturday. yahoo is offer buyouts. the automaker estimates it has 2,000 more employees than it needs to do welding, electrical jobs and special work. eligible employees will be offered $60,000 to retire with full benefits. the buyout comes after gm announced it is hiring 100 researchers and engineers to work on the next generation of electric vehicles. chevrolet is shipping out its first electric cars to california. the volt can drive nearly 380 miles without recharging or refueling. customers will pay $41,000 for a volt but there are tax credits available. as much as $8,000. time now 6:20. most airline passengers hate paying the airline baggage fees but the airline and shareholders love them. especially this year.

race. there will be a major new challenge coming from new england. they have opened negotiates with new port rhode island to hold the race there. they are not happy with san francisco's latest proposal. and they may lose its bid if another plan is not ready for friday's deadline. future plays of the university of california will have to work longer to earn pensions and other retirement benefits. they have approved a plan raising the retirement age from 50 to 55 and the age to receive pension benefits will climb from 60 to 65. those hired after july 1st 2013 will fall under the new rules. uc officials say the change is ready to address a $21 billion shortfall in the retiree health and pension programs. the mount diablo will give a negative certification to the

budget. the board is having problems through the next year. they are working to cut employee benefits and salaries through furlough days and work out deals with its unions. if they have to go to the state for money it will risk a state takeover. they are scheduled to vote on cutting down on the kind of trash the city generates. san jose is the latest city to consider banning plastic shopping bags and it would go further by fining stores that offer plastic shopping bags. shoppers we spoke to have mixed emotions about the idea. >> there is really no such thing as a free plastic being. somebody has to pay for it. i think it's good it's give to consumers they they have the choice. >> i understand about plastic bag and clogging up everything. i don't like the idea of being

thank you for joining us tuesday december 14th i'm dave clark. >> good morning i'm pam cook. time now is 6:30. in the news right new yahoo employees some of them heading to work this morning could find out if they are out of a job. the company is expected to announce layoffs up to 700 people. tara moriarty joining us live she is in san jose with the details. good morning, tara. >> reporter: good morning, dave. we are at the home of a tech analyst that had offered great insights about yahoo making the cuts. he says fiscally it makes sense but morally it's the wrong decision. we are still awaiting the official announcement from yahoo regarding the layoffs. 700 pink slips could be handed out today. most of them says employees from here in the silicon valley. he is a tech expert. he points to carroll bart for the troubles. he says her skills has been a mismatch for the company.

>> they shouldn't be doing layoffs right now. this is cruel and unusual punishment for a labor force that has stepped up for them. this is leaderships fault. >> reporter: he says yahoo failed to jump on social networking when it was set up to do so years ago. that has been a major stumbling block. they had bowed out of the search engine as well. yahoo had simply not been growing the way it should be. it only grew less than 10% in the first nine months of this year. google has groin more than four times that amount. there has been talk of a merger with aol but there is no word on that yet. this morning the search continues in the wine country for a missing man from napa. the family of 83-year-old james haynes says he did not make it home sunday night after driving a family home road on remote

extradition hear papping shopper spotted jeffrey easley and the girl outside of an ocean beach safeway store. easley is expected of killing the girl's mother that was found dead at her home in virginia more than a week ago. the 12-year-old girl returned to virginia yesterday. today the national transportation safety board will issue its latest report on the pipeline disaster in san bruno. ktvu channel 2 reporter kraig debro joins us now from san bruno with more on the story. good morning. >> reporter: good morning. we're out here live in san bruno. it's a little rainy out here. it's the ground zero of the september explosion. if you look around the this neighborhood you will see the evidence of what happened here on september 9th all over the place. last half hour we saw the melted siding. now we are showing you the house that is boarded up here. it's not clear if the ntsb will place the blame with anyone for

that september 9th explosion that killed eight and destroyed 37 homes. more than two months removed from the explosion people are still living with the aftermath. the repture at earl avenue and glen view drive released 47.6 million standard cubic feet of natural gas. that is half the amount an average home uses in a year. the explosion created a crater approximately 72 feet long by 26 feet wide. a pipe segment about 28 feet long was found 100 feet away from that crater. now the release of natural gas was ignited after the fire. according to the ntsb the specified operating pressure for the ruptured pipeline which is 375 pounds per square inch. they operated the line above the specified maximum. that doesn't mean that's what

caused the rupture. the report is expected to be release the around 10:00 this morning. there will be a lot of interest in that report and what it says. as you take a look down here at ground zero i want to show you again for people that didn't see it. look at the heat of the fire that did to the house. you can see that person is lucky because they still have a house. pg&e has offered money that want to rebuild here or somewhere else. we will be trying to talk to neighbors here. it's very early this morning but we will knock on doors any way. reporting live in san bruno. time now 6:36. let's see what is happening on the roads. the wet roads. >> that is right. it's very wet. if you haven't looked outside

or went to bed it wasn't raining and now it is. that means driving to work will take longer. as you can see the traffic is kind of slow coming in on interstate 80 heading out to the bay bridge toll plaza. no major problems as you drive to the bay bridge toll plaza. you can see traffic is backed up. they have turned the metering lights on. it's a ten minute wait as you get into san francisco. steve is watching this picture with interest. northbound 101 traffic is busy. a little bit of wind is shaking our camera. northbound 101 traffic is not all that bad just yet. you are correct. we have a weak system going by. the stronger system will be here through the end of the week. if you have plans for the weekend, you might want to get a plan b going. it looks like it could be significant rain. today is a weak system. there is energy to it but it's falling apart as it moves over us. but still light rain and cloudy skies. a little breezy as well. some of the gusts over 25 miles

city streets right about 4:00 a.m.. the man james haynes has been found alive and well. time now 6:42. welcome back. here is a quick look at some of the other top stories. dozens of police officers rushed in to control the wild and out of control barroom fight. this broke out at 1:00 a.m. in petaluma. there is one reported injury and at least one arrest. also today the national transportation safety board will issue its latest report on the gas pipeline disaster in san bruno. inspectors spent the past several months looking for answers in september's explosion and fire that killed eight people and destroyed dozens of homes. president obama's tax cut compromise package is heading toward passage in the u.s. gnat today and it's looking more like lie it will pass in the

house as well. house democrats are scheduled to meet tonight to talk about it. we have new information this morning about the bay bridge construction project. new pieces for the bridge have arrived and work is about to get under way. ktvu channel 2 reporter paul chambers is in oakland with more on that story maryland good morning, paul. >> reporter: good morning, pam. last time we reported the east bay bridge span may be on time. of course as we said that equipment needed to make that happen has arrived. i'm joined by bart with cal tran. it's a little late we found out. >> well, this shipment is for the self-anchor suspension bridge. we've had that ship dodging a storm. it arrived yesterday morning. >> reporter: talk to me about the equipment that is on there and why it is needed. >> the materials on there are the next four segments of our main tower for the self- anchored suspension bridge and two portions of the deck.

>> reporter: and right now i know it's raining out here but the weather is not going to stop the crews from working; correct? >> that is correct. we have erected a cover on the very top of the tower so that this lifting can begin as soon as we get everything ready. >> reporter: and you have two crews working. one two unloading. >> the other crew is prepping the first piece to be lifted up. this will be similar to what th have taken each one of the segments and lifting them over 300 place in the air to get them placed on top of a previous lift. >> reporter: thank you. we will so find out more information on how it will effect traffic. >> tomorrow morning. >> reporter: yes. we'll have more information on what will happen in the future and how it will effect commutes but that won't happen until tomorrow. hopefully we will be able to get pictures for you. time now 6:45.

the berkeley city council will vote on a resolution on whether to name the army private suspected on leaking classified information to wikileaks a hero. if this is approved by the council it will call for bradley manning to be released from a marine corp jail in virginia. they authored the resolution supporting manning. julian assange is scheduled to appear in a courtroom in london. he is fighting extradition to sweden in a sex crime. he is also asking to be release the on bail. assange has been in a british jail cell since surrounding a week ago. supporters of him will protest his detention. and state regulators say pg and e -- pg&e could release

sanctions of spying oniscus hers. they are released documents of relating to the resignation of william devereaux. he shared with other pg&e employee what is he learned while monitoring an online discussion group. another employee was sent to a marin county meeting where photographs were taken of the protestors. they have insisted that devereaux acted on his own. the atlas attack d -- the latest attack on a staff worker is in cortaid. police say a 24-year-old patient viciously beat a therapist. the hospital is not releasing the extent of his injuries. this happened two months after another patient strangled a psychiatric therapist. seven people are facing

trespassing charges in alameda county this morning. they were arrested inside a hotel where apprize railly group was holding their annual meeting. they held that dinner at the marriott in downtown oakland last night. the group known as apac calls themselves america's pro israelly lobbiest. they started chanting. that included members of code pink. they provided this video you are looking at right now. they claim israel is unlawfully occupying palestinian land. they were arrested after they refused to leave the hotel. they will begin the process of selecting the new mayor today. gavin newsom may delay his start date as the new governor if they do not select an appropriate person. mayor newsom's term begins
