track it can rain thapts moved in to the bay area. what areas are hit the hardest right now and when the main vent will arrive. good morning. welcome to mornings on 2 i'm dave clark. >> i'm tori campbell. it is friday, december 17th. we are on storm watch this friday morning. rain is falling in most areas. bay area is bracing for the wettest weekend in years. steve paulson joins us with details. >> we started light rain, stood not too much. at least not this monning. we are expecting this to get stronger. enhancement of the clouds off the coast. right now it's if you took a paint brush and went from the county and oakland, straight across that's what we are looking at. there is rain for everybody

after everything is said and done. the green turns to white. northern lake counties. around the 5000-foot level turns to snow in the sierra. winter storm warning posted. projected between now and middle of next week for unbelievable amount of snow. peninsula south bay had rain. we will see this pick up in intensity later on. heavier rain. now it's light rain b. careful. there is plenty on the way. palo alto police are looking at a fatal accident. they are investigating. this is san antonio on and off ramp. they are closed on the bored of mountain view. this happened earlier. it shut down and going to be shut down for a while. they issued an alert saying san antonio avenue on and off ramps will be closed in both directions due to the activity.

negative freeway closure, the freeway is open but the off ramps are closed. we have a crew on the way. not causing big problem on the freeway. this is a look at the east shore freeway westbound. traffic is moving along okay to lighter than usual toll play plaza. the wet weather we are having now probably played a role in very serious overnight accidents. moments ago, look at this, the chp cleared the scene of a crash on southbound highway 101 this is near the golden gate bridge. this happened at 4:00 a.m. investigators say a fast moving car flipped over on the freeway. it tumbled 100 feet down a ravine. the driver escaped the crash with just minor injuries. we will bring you a live report from the scene in just a couple of minutes. rain may have been a factor in

a serious big rig accident in antioch this morning. this one happened after midnight on the westbound highway 4 bypass, right near lone tree way. the driver swerved off the highway and plunged down embankment in the pouring rain. the driver was rushed to the hospital, we don't have any word of his condition right now. all over the bay area, people are preparing for the storms. in the south bay the santa clara water district is moving debris from creeks. they will be monitoring gauges that measure water flows. people are warned to prepare homes because of the water expected. we saw many people in the santa cruz mountains stocking up on supplies including sandbags. if you need some sandbags we have a list of locations where you can pick them up. click on ktvu.com. early morning fire displaced 6 people in oak land

this morning. a fire broke out inside of a home. this happened 4:00 this morning on 82nd avenue. a woman and her two young kids were among those inside the house at the time. everybody got out safely. this fire broke out in the front room of the house there. red cross is out there now. the exact cause of what started the fire, that is still under investigation. police patrolling an area around a neighborhood bar that was the scene of an overnight stabbing. there is more crime and plans for fewer police officers in this particular city. tara moriarty joins us live in antioch with the latest. >> reporter: we are at cruisers saloon. we seen a lot of people coming here to pick up the parked cars or driving by but no one willing to talk to us. the only person that we were able to talk to was a police officer who has been patrolling the area all morning.

he expressed concern that the department maybe laying off officers. talk of cutting jobs comes as a particularly troublesome time. just last night three people were stabbed during a fight at cruiser sass s saloon. one is serious. this marks the 5th violent crime since last week t police department maybe forced to cut back the force because of budget problems. >> i think we need to keep the police staffed. i want to be protected and my daughter to be protected. >> reporter: a woman us a dragged to her death and two men were injured in separate shootings, one across the street from cruisers. so far this year apt i don't care recorded 10 homicides double what it was last year. layoffs could be stayed off if they can renegotiate the contract.

a shooting hours ago in richmond is under investigation, police found a man shot several times on harver way about 3:00 this morning. the man was rushed to the hospital. no word on his condition. so far there are no suspects and no arrests have been made. in oakland two people were found shot before 10:30 last night. it happened on richie street near bancroft. one of the victims was slumped over the wheel of the car. victims, the conditions are not known. right now hundreds of people are lined up in the rain outside glide memorial church in san francisco. they started showing up around 3:00 this morning braving the cold wet weather with the hope of getting a bag of groceries. hundreds of helpers have been bagging up poultry, vegetables and bread over the last couple of hours, they will hand them out within the next few minutes. more than 6000 bags will be handed out. we will check with a life

you can see the weather will play a role in this morning's commute. we had a few different crashs in marin county and several crashes around the bay area. drive carefully, extended traffic update is straight ahead. good morning rain is moving through with snow up in the mountains. winter storm warnings started there. most is in the north bay. it's going to be all over the place. heavier rain moving through from marin to napa county and in the sanoma. rain will pick up later on today. in an effort to reduce the risk of flooding with the approaching storms the flood gates have been opened at two northern california dams. the gates are releasing millions of gallons of water in anticipation of all the rain. water official says this large of a release in december is unusual. >> it's been a few years. this is the second year where conditions improved, where four years prior we were in drought

situation. >> this leaves room for the run off of snow pack at 125% of normal for december. pge has orders to reduce the pressure natural gas flowing through two of the largest pipelines in the east bay. the publics utilities commission gave orders after the preliminary report on the san bruno explosion which raised doubts about the inspection activities. they will reduce the gas pressure in 2, 30-inch pipelines. critics say the utility needs to do more. >> the board of directors of pge needs to step in, needs to bring in new management that has a record and history of commitment to customers and putting customers first.

>> pge says residential customers will not be affected by the pressure reduction. newry new report is showing the federal do not board list failed three times to stop travelers from flying with serious diseases this year. centers for disease control cease all three travelers had tuberculosis, no one was sickened a as result of flying with them. the list is designed to protect the traveling public. it did stop six travelers who tried to get on board planes. earlier this year one tuberculosis patient was mistakenly allowed to take a u.s. airways flight from philadelphia to san francisco. after a midnight vote in the house, president obama will sign a deal in to law today to extend bush era tax cuts for two more years. allison burns is live. >> reporter: good morning. ats

it that for a while yesterday it looked like this tax deal might be going down but in the end the final vote was overwhelming. >> on this vote the yays are 277, the nays are 148. the motion is adopted. >> reporter: the house okayed the $857 billion deal to extend bush era tax cuts even though many democrats did not like the tax rates for the wealthy. house speaker nancy pelosi said republicans held democrats hostage in the deal. this morning republican leaders are celebrating the win. >> republicans fought hard for this legislation up until last week most democrats resisted. in the end, the american people were heard. that's a welcome change, mr. president from the last two years. >> reporter: almost the entire bay area delegation voted against it.

east bay congressman jerry voted yes. nancy pelosi did not vote. president obama will sign the deal in to law in just about five hours, his message today is that while he didn't like everything in the deal, he believes it's going to be good for the economy overall. >> i'm curious do we know why nancy pelosi did not vote on the package? >> reporter: torey, it's become sort of i guess the tradition that this house speaker usually doesn't vote. in this case it was interesting because she obviously was expressing a lot of concerns about it. but in the end she didn't vote. four people with ties to a mountain view company have been arrested for insider trading. the government says the tech executives consulted for primary global research, the justice department says the consultants sold information

about popular consumer products such as apple's iphone for hundreds of thousands of dollars. sources say the government is still trying to gather evidence against bigger wall street players including major hedge funds. this is a farewell ceremony for a bay area national guard unit headed for afghanistan. the 870th military police company will fly to fort bliss texas tomorrow for six weeks of training then deploy to afghanistan to spends a year performing security force operations. that unit has 160 troops. famed bay area comedian robin williams, he is among the performers entertaining troops in afghanistan and in iraq for the annual u.s. o holiday tour. robin williams is joined by lance armstrong. the cycling champ. telling jokes at a military base in kabul. they are joining several other comedians and musicians for

surprising information that $55 million fire at the westfield mall in october there is a new report that claims a maintenance worker turned off the sprinkler system. he was told by the police officer and a ups driver that the authorities wanted the sprinklers turned off he says. investigators say they can't confirm that. they say there had been talk of briefly turning the system off so they could send in a robot to photograph a man who was

barricaded inside who started the fire. police released new details about a home invasion robbery that left a 72 year-old man severely beaten. this happened three months ago in a house on fi fill lis avenue. they stole high powered gun and cash. the man's live in nurse is considered a person of interest in this case. the police are hoping that releasing this new information may lead to an arrest. san jose police are investigating a string of pop club robberies in several days. 4 pop clubs and one medical marijuana grower have been hit by burglars or armed robbers since monday. the incidents began hours after they voted to impose a tax. some or all of the crimes are connected with the same gang or group of suspects. bart officials looking in to whether service should be

extended later in to saturday night or sunday morning. passengers complained about saturday midnight ending times for years. bart's director says he wants his managers to prepare a report on the pros and cons of later hours. once the report is completed the public would be invited to weigh in. bart officials say if trains are to run later on saturday they might have to start service later on weekdays to work in scheduled maintenance. we got a busy commute this morning with wet roads. sal said there is a bad crash in palo alto. >> a fatal accident on the san antonio road. these are live pictures that we have of it that we are showing you. this car badly damaged in an accident with a tree here. they are doing an investigation. at first it was reported it was

near the freeway but it's on san antonio near leg horn. as we pull back here i can see that there is not too much of a traffic jam in the area. part of the road is going to be blocked here. this car ran off the roadway and hit a tree and the person inside was killed in the accident. so we are going to have at least one direction of san antonio roadblocked off. one direction is getting through. it's a goodyear to avoid. this may have been caused by the wet roads. we don't know in the driver was going too fast but the roads may have factored in to this. let's go to the toll plaza. it is wet out. there i'm not your driver's ed teacher but just slow down out there. let's go to highway 101, san francisco. northbound 101 is a little bit foggy. the traffic is doing well. 237 westbound, stop and go traffic there.

let's go to steve. thank you. do slow down this is the first of many systems to come through, started last night. yesterday we had sun for a while and clouded up. now we are getting light rain, foggy, cool, only in the 40s. overnight lows come up. look at enhancement taking place off the coast. this is going to be unbelievably active between now and christmas. most locations stay cloudy on the peninsula. most of them stay cloudy. san jose light rain. fairfield, napa, bands of steady rain starting to pick up a little bit in intensity. it's only in the 40s. if you don't want to get out of bed, i don't blame you. a yucky day. look at the cloud cover across coming around the low down the gulf of alaska. from eureka to san diego between now and christmas, there could be a lot of rain. winter storm warning is out.

wet weather may have played a role in an accident where a driver lost control and hit a tree in palo alton. san antonio near leg horn, westbound san antonio, going away from 101 is blocked and towards 101, eastbound that's open. this is westbound san antonio road there. see more police officers arriving to block off the scene where fatal accident took the life of one person here in palo alto. good morning rain has been falling nothing too heavy but rather steady. temperatures were in the 40s. if you don't have rain and it's cloudy with fog, we will see rain off and on picking up

north of the waldo grade, card is being winched out of the ditch. this chevrolet went in to the ditch earlier in the morning t driver said he saw a deer go in from of the car and lost control and not able to regain control and slid off of the roadway. it slid down the hill 75 yards, 100 feet down. the driver was able to call 911. if he hasn't have been, his life would have been in danger. >> as far down off the roadway as he was, he was not visible from the road. this kind of weather, we rarely are going to be able to see him from the air. if injuries were more serious or could have become more serious we have cold weather out. we have those issues. luckily he was able to get out of his car and use his cell phone. >> reporter: luckily he was able to -- he was conscious and

begun. this is a heavy bird, we have canned goods and pasta. the give away began 15 minutes ago. people are lining up, grabbing their items and getting the items that are given away by the volunteers. reverend williams you have been doing this for a while. how is it doing this year? >> this year we certainly have more people, there is an increase of course of the demand for more people because we have people who have lost jobs. we have people who have not been able to make ends meet. we have people who have been in line and out of line for a long time. >> i know you plan to give 5000 bags. you usually give 6000. >> the donations have not been as fulfilling as we hoped they would be. we are down on donations.

chambers, ktvu channel 2 news. in palo alto, there were two robberys that happened as residents pulled in to driveways. the most recent happened at 9:00 last night in marion avenue. a gunman robbed two people stealing cash and credit cards while still sitting inside their car. on saturday a woman's purse was stolen while she was in her driveway on el cajon way. police are investigating will the robberies are related. police in newark are searching for suspects in the deadly stabbing of a young football star from newark. last night hundreds of family members, friends and classmates took part in the candlelight vigil for justice. they gathereder in the bus stop where two men fatally stabbed him wednesday. his girlfriend still shaken by

his last words. he called her on his cell phone as he was bleeding in the streets. >> he just called me and all he said was they stabbed me, they stabbed me. i said where are you. he wasn't talking to me anymore. i was yelling his name. i was like where are you? he wasn't talking. >> police are investigating whether his death was in retaliation to an incident at a teen party just two months ago, the football star came to the aid of a cheerleader who was being beaten by two men who crashed the party. new details about a man accused of sexually assaulting a child inside a wal-mart store. 29-year-old carlisle told police he had previously had quote thoughts and fantasies about doing such an attack. he is charged with three felonies after inappropriately touching the 8-year-old at the store last week. he wrote a letter of apology to

the girl's parents after he was arrested. prosecutors say he was seen on wal-mart surveillance cameras walking around the store more than a half hour before the assault possibly looking for a victim. he will be back in court next month to enter a plea. the mother of a 2-year-old girl who was killed while they crossed a street will not be able to go to her daughter's memorial service sundays. she remains in the hospital in serious condition after the accident that claimed the life of her daughter. the 18 year old driver of the car that hit them is charged with vehicular manslaughter and told the police she was texting at the time of the crash. the police are investigating, they could turn this case over to the sanoma county district attorney as early as today. a santa rosa man will spend six months in jail after sentenced for his 19th dui

offense. william biel has a record of drunk driving convictions dating back to 1966. prosecutors wanted biel to spend two years in prison for his latest offense. the judge noted he had been sober for 8 years until the most recent incident. this weekend police agencies across the bay area are beginning their holiday crack down on drunk drivers. officers are warning drivers to keep the party off the road and remain sober and drug free. they will be testing drivers, if they are impaired, they will be arrested. the legal complications, financial complications of a dui are extensive. the roads are wet this morning. >> everybody has to be careful. >> a good idea just stay home and relax and don't go anywhere. you don't have to drive. let look at the commute. traffic is going to be affected by a fatal crash in san antonio

little bit. it will pick up later on. it's cold, cloudy and foggy. a pattern that's very active and very wet for a long time. core of it is an area of low pressure dropping down there. it's taking moisture north of the hawaiian islands. you can see a little bit of enhancement taking place off of us. where it sets up matters if you get a lot of rain or not much. your eureka crescent city may not get a lot of rain. this comes back north, suffice to say the next few days maybe 7 to 10 days could be active around here. a lot of snow, the rain will stack up. nothing too heavy yet. it is beginning to move in and you get the enhancement right off of the coast and that means the rain will keep going and going and going. so far, look at the peninsula south bay. a little bit. we are in between right now.

the tweaks in between. 40s on the temps. that's the good news compared to yesterday morning. we had 20s and 30s. highs reason aren't going to go much about 49. little bit of a break but a lot of clouds over us. the forecast, cloudy, cool, light rain and rain picks up this evening. rain and wind in to the weekend. higher elevations in the cost seen 20, 25 miles per hour but at the surface not bad yet. rainfall 10th of an inch. that's a start. we will see inches in rain here and feet of snow, see that low take that moisture and then race it towards us. that's what we are dealing with. sierra, taking enhancement, taking the moisture and lift and cool it and condense it. heavy snowfall, winter storm warning is out this morning through sunday afternoon. sunday evening. snow level around 4500 feet. could go all over the place in the next few days.

sierra storm. this is interstate 80, 5000 feet. chain controls at baxter over to truckee. definitely getting snowy up here. this is just the beginning. this is nothing of what we were expecting later in the weekend. up to 10 feet of snow k you believe it? that can come from 12 inches of precipitation and that precipitation is expected to be heavy and wet. national weather service issuing a warning this could lead to damaging conditions up here with the snow being heavy and wet could bring down power lines and trees. that is what one thing that officials are urging folks to keep an eye on to be prepared for in the sierra. if you have plans to drive through, go earlier than later. the conditions will change and get very wintery if you will say with 10 feet of snow coming over the sierra. that's the latest. snowy interstate 80. if you are a skier or snow
