wayne. >> it's leaving behind saturated ground and a number of problems across the region. we have team coverage on this winter storm. ktvu reporter, christian kathleen is in oakland, monitoring delays at sfo. we begin with ktvu meteorologist, mark tamayo, with the latest on the conditions right now, mark? >> reporter: maureen, the coverage has been decreasing on the radar over the past few hours. still some showers out there. the main brunt moves in earlier this evening with the heavy rain and the strong winds. as far as rainfall totals over the past 24 hours, most areas taking over an inch of rain. for santa rosa out towards napa, san francisco, and look at oakland, 1.7". you can see that continuous stream of moisture out there in the pacific. another panel we'll show you coming up for hayward, concord, mountain view, and san jose

picking up .7". with the significant rainfall over the past two to three days. right now on live storm tracker, we do have a bit of activity right now, the focus down towards the bay and in the south bay. we'll zoom in to this area, this enhanced area, showing you the greens, yellows, red, which do correspond to heavier downpours. up in the north bay track, a little activity for sonoma county. here is the plan for the short term, you can expect this at 6:00 in a few minutes. 50 to 53 degrees. by 9:00, we're expecting some off and on showers, scattered, not everywhere, but at 8:00, 47 to 50 degrees, and then by 9:00, still some scattered showers across the bay area, at least a chance for those temperatures dropping down into the 40s. so today's storm right now, moving out of town, but we have more storms lighting up in the pacific, coming up, we'll highlight the timing of the midweek section and also one that could impact the holiday weekend. we'll have more on that coming

up in just a few minutes. >> thank you, mark. the combination is creating a potentially deadly problem that could be in your own backyard. trees have been toppling all over the bay area. causing thousands of dollars in damage and putting people at risk. ktvu, christian is in oakland with details. >> reporter: these storms are leaving a lot of damage in their wake. take a look here at this house in oakland, the tree still resting on top of this house, came crashing down shortly afternoon, dragging powerlines down with it. the renters who live inside say they were inside the home when it happened. they say the tree came crashing down, it sounded like thunder, and they say the whole house shook. after a soaking three days of rain, this tree finally crashed down on to the house below. nate wood was inside when it happened. >> there's a branch that is about eight feet long and that big around, just sitting on my living room floor.

like it was a screen falling through, not even attached to the tree. the whole rest of the tree, it was sticking through the roof right there. >> reporter: and another tree came crashing down six months ago, missing nearby houses. since then, boyd has kept a close eye on his backyard. >> imagine that happening before and i knew as soon as i heard that noise, i knew a tree was coming down. >> linda lives right across the street, looking up just in time to see the tree come crashing down, dragging the powerlines to this pink house down with it. >> it was like a little claw that went like that and went down. i could see the lines come down. >> reporter: six miles away near skyline boulevard, the windy, rainy weather brought this tree down on to a powerline and blocked the road for hours. leaving nearby skyline ranch isolated. >> they stopped people coming down so they could not come here to see their horses, and my workers couldn't get here to feed the horses this morning. i did that.

>> the people living here said it was a cold night without power. with the overcast skies, no electricity. it's also been a dim day. >> this is a lantern because the power went out in our house. >> reporter: early this morning, the storm brought down yet another tree near point red. in mill valley, the heavy rain flooded this parking lot turning the simple lack of driving into nautical navigation. coming back out here to our live shot in oakland, neighbors say there are a lot of mature trees that are overdue for trimming. some neighbors have told us that what happened today, they are planning on trimming those trees themselves. we're live in oakland, ktvu channel 2 news. the storm uprooted another tree, this one in peninsula community of hillsborough. the tree fell and hit a nearby house, blocked the road for sometime. it happened on crystal spring road. one person was inside the house at the time, but was not

injured. the stormy, windy weather left thousands of bay area customers without power tonight. at this hour, pg&e says about 3,100 customers are affected across the nine bay area counties. the majority of the outages are on the peninsula and in the south bay. both those areas have about 1,000 customers without electricity. in the eastbound, that number is around 785 customers, in the north bay, about 360. santa cruz county has also been hit hard with about 600 customers there without power. winter weather is also causing delays for air travelers flying both in and out of the bay area. as many are set to head home for the holidays. john sasaki is live with a delay that travelers are experiencing tonight. john? >> reporter: take a look outside sfo, this is what's left behind by today's wet and windy weather. that rain and wind has been causing problems here for days. if you take a look inside, you can see the last few stragglers who have been slowed by this

mess. in sfo's american airline terminal, several long-awaited reunions were brewing. in one, a young wife waited for her young soldier to return from basic training. in the other, brothers, sisters, and parents waiting for a young man to return from a three-month leadership journey. the returning travelers had something in common, the rough weather here delayed their home comings by precious hours. >> we were suppose to take the bus and five flights, all of those were perfectly fine. the bus and the four flights, it's only the last flight from l.a. to san francisco that is the problem. >> how big of a problem? >> almost three hours. >> reporter: but the reunions finally happened for the leadership student and hours late for the new soldier arriving from texas. >> did you have to wit on the tarmac in dallas before they took off? >> yeah, like an hour and a half. and then we got pushed back like an hour and a half in the actual airport, and then we got

taken down. >> what was that all like? >> the anticipation was killing me. >> the anticipation seemed to be killing a lot of people at sfo with dozens of delayed flights. >> they were obviously scheduled for 4:30. >> this group's flight was so delayed, causing them to miss their connection tachylalia and that's not -- chile and that's not all. >> we're getting on a cruise and we're not going to miss it. they can't do anything for us until tomorrow. >> reporter: airport officials say the weather will likely cause some problems here all week. >> he was traveling and checked the flight, and they planned ahead. >> reporter: we just checked with oakland and san jose airports, neither facilities reporting any major delays. live at sfo, i'm john sasaki, ktvu channel 2 news. the storm making its way to the bay area is dropping a lot of new snow in the sierra. it snowed heavily throughout the day today. ski resorts are reporting up to 12 feet of new snow this weekend at the higher elevations. and if you are driving to the

sierra or you're expecting someone home from there, highway 50 and interstate 80 are open at this hour through the mountain passes, but trucks are required to carry chains on interstate 80. for all the latest storm watch details, log on to channel 2's website, live radar maps showing where the rain is. and also a list of locations where you can pick up free sandbags all on ktvu.com under the storm watch tab. there are significant delays on bart tonight due to smoke in the transbay two. it was in the side that takes trains from san francisco to oakland. a train operator first spotted smoke around 1:45 this afternoon. services stopped for both directions. at 2:30, bart began single transportation. an electrical repair crew has determined that the smoke was caused by a problem with the insulation on the third rail. >> they believe that perhaps that metal build up caused a

spark that created a little smoke. >> bart also says it is not yet known when both sides of the two will be fully open and safe to go through. an earthquake in the south bay rattled some people out of bed this morning. they report a 3.1 magnitude quake hit this area at 9:28 a.m. it was centered near briarwood court and had a depth of about two miles underground. there have been no reports of any damage or injuries. a novato woman died earlier this morning. flames broke out sometime after midnight at the mobile home park on san paulo way. when crews arrived, the home was fully engulfed. after putting out the flames, firefighters found the victim's body in her bedroom. the coroner has identified her as 64-year-old, kareen prince. investigators are working to try to find out the cause of that fire. it has been another violent

weekend in oakland. three people were shot and killed in a span of less than five hours. the latest shooting happened around 3:30 this morning in the 2,000 block of east 26th street. officers found the victim shot dead in a vehicle. 45 minutes earlier, a person was wounded in the 9,000 block of international boulevard. police detained a suspect and found a gun nearby. three hours before that incident, around 11:00 last night, two people shot in the 5900 block of east 17th street. one victim was pronounced dead at the scene. there is no word of a motive or suspect in that shooting. still to come, why some california international guard pilots might be in hot water. and also ahead. the idea where you could compromise to save. people who are drowning. vice president biden goes on the defensive over the new tax deal signed by the president. and hear what the pentagon is saying about yesterday's historic vote to repeal don't ask don't tell. and small stores are

president obama signed the law into friday and biden is defending it. the vice president said it was a tough choice. >> the idea where you could compromise to save people who are drowning. there are people out there drowning. there are two million people this month that can't afford to go get a christmas tree, let alone buy any gifts because their unemployment has run out, meaning they have been unemployed for well over a year to two years. >> the vice president emphasized that if the president wants tax cuts for the wealthy, then they will expire in 2012, which is, of course, an election year. there are a lot of reactions to the senate's landmark repeal this weekend of the military's controversial

don't ask don't tell policy. as shelby lynn reports, supporters of the bill hopes to see a positive change now to the policies preventing gays from serving openly is being dismissed. in california, gay rights activists including some exmembers of the military, gathered to celebrate the senate's repeal of the don't ask don't tell policy. this man discharged under the policy says he wants to get back into uniform. >> i want nothing more than to serve. i'm very happy that this happened in my lifetime in a very short period of time in a long time in the overview. >> reporter: with the senate passing the repeal, 65 to 31 and the house already having to pass the measure last wednesday, president obama is expected to sign the bill into law this week. the pentagon said that p proker time must be -- that proper time must be given. >> we want to make sure we're giving them enough proper time to make work successful. >> reporter: some in the military said they were harassed based on the suspicion

that they were gay. >> i'm glad that it will not be happen. and other service members will be safe to report any kind of abuse like that. >> president clinton introduced don't ask don't tell in 1993, as a way to ease more severe pressure that existed against gays in the military at that time. i'm shelby lynn, reporting from atlanta. a reported criminal investigation into the central valley national guard unit, alleged several pilots routinely double dipped by getting paid for two ships in one day. and today, the sacramento reports that the air force office of special investigation is checking on eight pilots based in fresno. and they are accused of earning full pay on call whether at home or on vacation. in addition to the taxpayer's extensest pated in millions -- estimated in millions of dollars, they are keeping pilots on standby longer than allowed. a retool bill providing

medical tools for people could be resurrected in the u.s. senate by the end of the week. the measure was blocked just a few weeks ago by republicans. >> to turn our backs on these brave people is the wrong thing to do. will it cost money? yes. is it the right thing to do? yes. we've got to find a way to fund it that is acceptable to republicans and democrats. >> thousands of emergency responders and clean up workers from around the country have experienced respiratory problems and other illnesses from working at the world trade center sight. democrats have said that it would end up paying for itself over a ten-year period. republicans said they didn't want to rush through the legislation. the house already has passed its own version of the bill. sunnyvale based yahoo this week is expected to announce just how much their layoffs are going to cost the company. the search engine announced last tuesday they are issuing pink slips to 600 employees. yahoo is expecting to report those layoffs are going to cost the company up to $38 million

in charges, mostly for severance and other costs. they predict the charges will be offset of a credit up to $6 million by the laid off stock option expenses. they hope the layoffs would help boost their earnings. if you're looking for a different shopping experience this holiday season, you might find it in a small store rather than a big retailer. more independently owned shops are using new strategies in hopes of getting some new customers. they have some of the tactics that they are using. >> reporter: for this independently owned store in california, competing in the shadow of a major target means standing out in other ways. >> and that is 101 personalized customer service, they are not going to be serving their customers breakfast on friday morning. >> while many small stores have closed, others are thriving, even when their signature product is being sold down the street for less. >> they've got an itch, they service their customers, provided quality products. those are the businesses that are going to survive.

lawmakers battled over a nuclear treaty with russia. democrats say it's a good first step to reducing the number of nuclear weapons and key to national security. republicans say that the bill is too restrictive and leaves the u.s. vulnerable. heather holmes reports. >> democrats hope to launch a successful vote on a nuclear arm's reduction treaty with russia. supporters of what is called the start treaty, provides a crucial way for u.s. inspectors to make sure that russia is complying with the agreement. >> all of our military leaders

>> reporter: weapons inspections ended a year ago when the treaty expired. the new one would limit their strategic nuclear warheads over 1,500. down from more than 2,000. fox news. in other news in the world tonight, in israel, a man hunt is underway to try to find whoever killed an american tourist. police found the body of 40- year-old, kristine logan today in a forest outside of jerusalem. her hometown in the u.s. is not released. a friend who was with her at the time of the attack yesterday managed to escape and now hospitalized. police say they are treating the attack as politically motivated, although the reasons are not clear. in mexico today, at least 27 people are dead after an oil pipeline exploded. it happened at about 55 miles east of mexico city. witnesses said it looked like a rivers of fire, flowing down the streets. the explosion happened as thieves tried to steal oil from the pipeline. u.s. justice department said u.s. refineries buy millions of dollars worth of oil stolen

from mexican pipelines and smuggled across the border at an illegal operation lead by mexican drug cartels expanding their reach. and in south korea, some residence caught a ferry back to the mainland today, leaving before the next scheduled military exercises set for tomorrow. north korea has warned that they will retaliate if south korea goes ahead with the drills. united nation's security council held an emergency session on the area today, but reached no agreement as to how to handle the matter. the house may vote on a measure that could damage the u.s. relations with a critical ally, turkey. the resolution would declare the world war i era of killing armenians. they estimate up to 1.5 million were killed by turks. in march, turkey withdrew their ambassador from washington after the foreign affair's committee, endorsing the proposed resolution. the 2010 census report is about to be released and singles a political shift to the right. the data shows republicans will

and businesses still don't have power right now. most of the outages are in the south bay and on the the peninsula. in southern california, they are also getting a drenching down there in los angeles, a bit more than three inches of rain has fallen so far today. that is causing a lot of problems on the roadways. forecasters say that the upcoming storms could be the largest system in the region in the last decade. the film here caused significant flooding in one peninsula neighborhood today. and this is what it looks like earlier today at the mobile home park in redwood city. and neighbors with rain boots had to navigate through knee deep water around the park. there is no word yet as to whether or not any of the homes were hurt in the flooding. >> they have all the latest details on the wet weather in the bay area. you'll find live radar maps showing where the rain is around the bay. and there is also a list of locations where you can pick up the free sandbags, just log on to ktvu.com and click on the storm watch tab. victims of september's deadly pipeline explosion in

san bruno, gathered today to hear new details about the cause of the blast. new information is raising questions about pg&e's recordkeeping. ktvu paul chambers is in san bruno with the latest details, paul? >> good evening. now today is the third town meeting for the people here in san bruno, and after that deadly explosion, it happened here behind me.

now, you'll take a look and see that there are flowers in the area to remember those who lost their lives in their homes in this area. >> it was a packed house at the senior center in san bruno, where residence came out here and discussed the most recent information about the pipeline explosion. >> which will take a long time. and that we're all here for the long haul. and i want you to all know that as well as you know your own name. >> they were joined by representatives of the national transportation safety board. the utilities commission said that they want this investigation to be transparent. >> we continue to patrol at 1:32, the line ruptured by an on going basis. that will continue until the findings from the ntsb are concluded. no external corrosion, no excavation damage, etc., and no prior area was found. >> reporter: also stated in the recent ntsb report, that was not found here to be reported. it was well together with many places. >> we have found this completely and totally unacceptable that we would have discrepancies. >> pg&e said that at this time, they do not know what they are doing for their own investigation into this incident. they have issued a director to look for 30-inch pipes that are similar to the ones exploded in san bruno and they inspect their records to make sure that they pass extensive testings. when they find those pipes, they must reduce the pressure by 24%, before they could raise the pressure again, they must get the cpuc's permission. >> all the utilities around the state of california, we're looking for this problem in their system and that they are taking the appropriate action. >> and now the ntsb says there is still a year or more from identifying the probable cause

race from the proposal on the southern water front to the northern water front. and there are conflicting reports as to whether or not he was happy with that change. and the race is expected to be announced before the endf the month. one last note, it appears that he bought a multi-million dollar mansion in newport earlier this month. >> and doctors in southern california, they have come up with a new way to do the heart transplants. they say that it could significantly increase the number of people who benefit from the life saving procedure. >> reporter: since the first u.s. heart transplant to 1967, donor hearts have been flown from point a to point b, packed on ice in a cooler. and now, doctors at ucla medical center, they are embarking on a new procedure that could revolutionize transplants. >> and it takes the donor blood and uses it in the circuit to pump the blood to the donor's heart and keep it in a beating state. >> reporter: it's known as the beat box. which keeps the heartbeating outside the human body, while it is transported from the donor to the recipient, ultimately keeping the organ healthier. >> we expect this method of preservation will offer some improvements in the function of the heart once it has been transplanted. >> reporter: perhaps the biggest advantage, the heart is only good for up to eight hours with the new message that it is viable up to 24. so it could travel much greater distances, making more available to people. >> there is no question that it makes it wonderful.

boring clouds and rain, sky gazers across the country tomorrow night will have a ring side seat to a lunar ellipse. that will be the longest total eclipse expected to occur this century. it takes place at 11:40 p.m. local time when the earth's shadow completely covers the moon. it will last until 12:53 a.m. tuesday morning. the science center in oakland will be hosting a viewing event. sky gazers will have the opportunity a chance to view the eclipse from their observatory deck and through their giant telescope. >> i wonder if we have to leave town to see it because it's been pretty cloudy out there, rainy. let's check in with mark tamayo in the weather center. >> that's right, tomorrow night though, we'll be in between storms. still some lingering clouds, but we could have some breaks

from the clouds for tomorrow night. at least right now on live storm tracker 2, you can see all the coverage out there, not only in the bay area, but also the heavier snow out towards the di sierra with -- out towards the sierra area with one cell area. it's kind of moving out to the south and to the east, but you can see some activity just to the south of morgan hill, in fact. this last check, we had yellows and reds showing up here. it's beginning to diminish intensity up in the north bay, the coverage has been increasing right around the bay and also up towards hillsborough. the darker shades of green, they do correspond to more moderate and heavy rain for us. here is the plan for tonight. still some rain showers and even a possibility of an isolated thunderstorm. for tomorrow, showers are likely going to hold on to that forecast, and the extended forecast, more storms lining up in the pacific. in fact, here is a view that you'll notice over the past few frames, the main storm tracker is beginning to shift to the

south, a little bit here as a result from the heavier rains from earlier this morning has moved out of town, but we still have that cold unstable air mass behind it, the speckled clouds here, a signature of the cool air. with that, we'll see the showers and the forecast for tonight and also into monday. so subtropical moisture, the jet stream is still a big factor. here is the timeline for this week. tomorrow, showers, a possibility of some thunderstorms. lots of breaks, but still, you'll encounter downpours. u tuesday on tuesday -- on tuesday, for late in the evening, and on saturday, another storm, this could be packing very heavy rain and some strong winds and beyond saturday, still some rainfall to talk about at least showing up on the forecast models. here we go tonight at 11:00, there is a possibility of the scattered showers. look what happens, it will take it into tomorrow morning. some activity, the forecast model showing them lining up down towards the bay around oakland and san mateo and then they will continue to put this

into motion here for the afternoon hours, still unsettled up in the north bay and still pretty much the north bay area. still, winter storm warnings in place for the city year are until -- sierra until the afternoon. on the order of 10 to 20 inches, snow levels have been coming down for you guys. and tomorrow morning, showers are likely 43 to 48 degrees. rain showers are at twelve o'clock and still a fairly good chance at 3:00 into the afternoon. temperatures for afternoon highs, they are mainly in the 50s, san jose, 54. and santa cruz, 55 degrees. your seven-day forecast into tuesday, be a chance of some rain, especially by late in the afternoon, and also into the evening hours, rain showers into wednesday, decreasing activity, and then maureen and kent, you'll see a break for thursday and friday, just a slight chance of a shower. but by saturday, christmas day, significant rainfall and more storms beyond that point. that's keeping us on the side

be watched on store surveillance cameras. but those cameras, they are not necessarily just looking for shoplifters. stores are increasingly looking at shoppers behavior. mary snow explains. >> reporter: this scene seems pretty ordinary, a woman browsing through a shirt rack. for retailers keeping a watchful eye, this is considered valuable information. >> you wouldn't be surprised to know that there are security cameras like this one video taping you. what you might not know is what is being done with those images. as soon as you walk through the door, your movements will be tracked. >> it's like getting real close about touching. i want to understand as much as i can without invading your space. >> providing technology to retailers that are hoping to boost sales by studying shopper's behavior. american apparel, allowed us to get a look at how it worked. >> i want to say, all right, let's bring it a little further out and show what people are doing. >> reporter: who goes to that coat display and for how long. her job is to convert videos and valuable information like this map showing the store's most trafficked areas.

she also shows us how a camera captured shoppers inside a convenience store looking at a promotion stock. images she didn't want to make public. >> i could clip on each one of these and get a little video clip that would show me exactly their behavior as they approached it. >> reporter: armed with that information, stores might lose displays or change how merchandise is presented. in addition to cameras, this store attaches rfid or radio frequency tags on clothes. don brooks with american apparel says his store uses them to track inventory and insist they aren't followed once an item leaves the store. he sees another purpose for them in the future. >> there are some nightgowns here. running with the system, we would have run in that log rhythm saying that this particular item, you're more or you're likely to also be interested in these items. and the systems can then move to efficiently provide those programs. >> reporter: john brookes say most people know about security cameras. but has this message for consumers worried about their privacy? >> at the end of the day, our technology is driven towards creating a more rich and efficient in-store experience. and that is a primary concern.

with a block, maybe a hold, but the result is a 71-yard touchdown run by ford. just a couple minutes into game, it was 7-0, raiders. this is the first nfl start for denver quarterback, tim tebow, doing it at oakland what he did so effectively for the university of florida. it's a quarterback draw. tebow takes off for a 48-yard run. rushing for a carry. putting the broncos in front with his arm, throwing to the back of the end zone where brandon lloyd makes a catch in a crowd. at first this pass was ruled incomplete, but it was challenged, going right through stanford. he gets his butt down, which in the rules is a famous two feet. 14-7 denver. fast forward to the first quarter, a 23-20 game. jason campbell to reed, they will score on a big play. and reid, convoyed on a way to a 73-yard score, oakland in front, 30-20. and the defense, they always love to get one of these. breaking through and nails him for the safety. raiders put up 16 points in the fourth quarter to finish strong. and they stay perfect against the afc west with a 39-23 win over the broncos. the raiders, they are hoping for a little help from the nfc west, but they did not get it. kansas city matt cassel takes the touchdown pass for the fullback. and leonard pope is the chief taking over the lead for the rams in the second quarter. the chiefs lead by seven in the fourth, and then charles, they broke through the line and they took off. they will be caught at the two after the 80-yard run. and charles went for 126 on the day. kansas city punched it from there to go up by 14. 27-13 the final. and they went one up by san diego in the nfc west and two games in front of the raiders.

they went for just the second time this year at the expense of the 4-10 cardinals. and so what does all of this mean for the 5-9 49ers? amazingly they are just one game behind both. the sea hawks and the rams headed to st. louis. they could have gone two up with two to play as they took on atlanta, yes, tim lincecum, a part of the 12th man. he didn't help. matt hasselbeck, launched a pass from the end zones. jamal anderson getting him. when they come back, they fall for the touchdown. hassle back, later benched. pete carol and ponders. seattle, 38-18 loss means the nfc winner will be no better than 8-8. the lions beat tampa in overtime, putting that in the bucs playoff hopes.

there is one miracle involving the eagles and giants at the old stadium. that is a great player and a new miracle. leading 31-10 midway through the fourth quarter when they scored on the quarterback draw. and now, there is more than a minute to play. they are finding jeremy maclin with a couple of good moves. the giants could do nothing. the game appeared to be headed to overtime. he dodged hunting to the dangers of deshawn jackson with 14 seconds left. and they need to kick anywhere, down the middle of the field. here is why, after gaining control of jackson, fixing his way, 65 yards to the end zone. and he also gave him character as far as how he crosses the goal line. he was not too thrilled as the eagles scored 28 fourth quarter points for the win. 38-30 the final. they take over first place by a game in the nfc east. and santa, scouting landing locations in pittsburgh today with the new york jets where

they have never won. 4th and 1 on a bootleg short yarded situation, working for mark sanchez as the jets tied the game. new york added a field goal and then they iced it with jason taylor tackling this for the end zone for the safety, 22-17. jets, both teams are 10-4. that is good for second place for the jets, tied for first for the steelers. they added a losing streak by beating houston. and they were playing for first place in the afc west. they can go two games up on the call for the wind. and mike thomas returns this punt, 78 yards for the score. they had trimmed that close lead to 14-10. and that is the half time score. with a minute 54 seconds left, they needed the ball back, but the on side kick is swooped up by hagler. that's a 41-yard school and a 24-21 win for the colts. both teams tied it off 8-6 with two to play. not much at ste here as they win for the third time with the expense of cincinnati. and with joe flaco hit ray wright with this pass. they added 21-17 for the
