good if you are driving out to the bay bridge toll plaza so far. let's go back to the desk. a desperate search resumes today in sonoma county that may have driven her car into the russian river. drivers will focus their area on highway one. that's where tire tracks have been found. phillis bin in southern california was driving and following her friends back to her hotel late saturday night when she became separated from their cars. she has not been seen since. bad weather is making this a rough get away monday for many holiday travelers. you better check your airline ahead of time if you are heading out to the airport this morning. ktvu jade hernandez is out at sfo right now withthe very latest from there. good morning jade. >> reporter: good morning, dave. we are live at the terminal. you can see travelers behind me in line. you can see the line growing in the past few minutes. everyone trying to get back

home to family and friends. we have been monitoring flights this morning at sfo. the good news right now at the not any local delays right now. there are cancellations due to snow in london. heath row airport is only allowing a number of flights in. british air ways have canceled their flights. and united will try to get travelers to london if they can. we don't know if there will be any further delays. we did spend time at sfo yesterday and it was a slow weekend. lots of delays and airport officials say the weather will likely cause more problems in the bay area all week. more than an inch of rain soaked the bay area last night. the westest city half-moon bay. pg&e reported power outages in the santa cruz mountains and in

the south bay. >> right now there is no delays. we don't have traffic to cause delays. right now we have enough flights going out to meet our arrival rates so we're not having any problems. >> reporter: no problems as of yet. but ktvu will be monitoring this. off and on showers we can tell you are expected to hit the bay area until late tomorrow night and it looks like it will be a rainy christmas eve. the best advice if you are traveling this week something i did even yesterday flying back here to the bay area is check your flight and plan ahead. if you don't you could face unexpected delays and you don't want to lose your holiday spirit over just some minor delays. check in with your airport and make sure you bring patience to any airport you choose in your bay area. reporting live jade hernandez.

all right time now 6:04. the bay area is bracing for a stormny week. showers are expected today. a long with a chance of more lightning. boy it really put on a light show last night. your looking at lightning flashing over the bay bridge. there was plenty of rain a long with the lightning. the downpour caused flooding at one mobile home park. a water pump failed just as the heavy rains started to fall. just hours ago we spoke to pg&e it's still trying to restore power to a bunch of bay area homes. in the south bay 106 customers are still in the dark. 90 on the peninsula. 80 on the east bay and 60 in the north bay. pg&e hopes to restore power in the next few hours.

the postal service is bracing for its earliest day in the year. today is the day to send cards by regular mail. now if you don't make it to the post office today, the postal service says you can send priority mail on tuesday or express mail on wednesday and still make it in time for christmas. so far this morning bart trains have been running into trouble. the trouble started just before 2:00 yesterday afternoon when a train operator spotted smoke inside the tube. a bart spokesperson tells us that the investigation is ongoing but there may have been a mineral build up on the rails. >> they believe that perhaps that mineral build up somehow caused a spark that created a little fire and then caused a lot of smoke. >> service was stopped in both directions for about an hour. bart was able to reopen one

side of the tube and they used it for trains heading in both directions. >> 6:06. sal will help you to get where you need to go. i know you are keeping a look at the trouble spots. >> that's right. highway 24 looks pretty good but as dave mentioned sometimes this freeway can get really crowded. it's kind of an indicator of what we have. right now it's just moderate. hopefully we will stay this way. let's go to the toll plaza. it's getting a little bit more crowded when they switch the metering lights on we will see what kind of delay they have. as we look at highway 101 and 280 on the maps how many of you are working every day this week? are you going to take time off? let me know. some people may have friday off which is christmas eve and some may have thursday off. that will change the commute pattern. 6:07 let's go to steve.

three. san francisco 2.2. the santa cruz mountains took the brunt of this. 40s to very low 50s on the current temperatures. the ban that is moving south will give a lot of rain. there will be issues for those folks as we see the cold unstable air beginning to move in. we could get brief hail. one low moves through but another one is coming in behind it. today though north bay colder. possibility of thundershowers to the south more clouds and just light rain. but it will be keel as that whole -- but it will be cooler as that whole system moves in. sot snow level in the sierra goes down but a winter storm warning is out until 4:00 today. possible showers for us today. possible thundershowers. mostly cloudy to cooler. you will see a possibility of rain. north bay a few thundershowers popping up again.

well good morning to you. welcome back. time now 6:12. things are pretty tense between north and south korea. north korea says it will not retaliate after south korea conducted artillery drills. hundreds of south koreans rushed to under ground bunkers during the drills because of the north's threats to strike back. after the 90 minute drills ended the north said they held their fire because the south changed its firing zones. tensions as you know between the two countries has sored since the north shelled the south. two marines and two civilians were killed there. british police have arrested 12 men in separate cities in a major counterterrorism operation. they launched the raids to protect public safety. alison burns joins us now from

our washington, d.c. newsroom with the story. >> reporter: good morning to you, pam. they are staying quiet not revealing key information. here is what we do know. 12 suspects are in custody. they are men between the ages of 17 and 28. britain's sky news reports the group was suspected of planning a bombing campaign in the run up to christmas and the suspects have been under surveillance for weeks. now last year al qaeda attempted a christmas day attack using an underwear bomb and as we have been reporting the u.s. state department still has a travel alert in effect for americans going to europe warning of possible camando style attacks. it's important to mention here the terror alert level in europe is at severe.

that is the second highest level. meaning a high probability of a terrorist attack. reporting live from washington, d.c. alison burns. time now 6:14. wikileaks did it again. releasing another top secret department cable. this one reveals a frightening security scare in yemen. a government facility thathoused a radio active material was unprotected up to a week. its one loan guard was removed and the surveillance camera was wreck opinion. very little now stands between the bad guys and yemen's nuclear material. this week president obama is expected to sign a bill into law clearing the way for guys to serve openingly in the military. on saturday they voted to appeal the don't ask don't tell policy. the house passed the pressure last week.

don't ask don't tell. they did not pass the dream act. the senate then hit a snag when it moved on to debate a nuclear arms reduction committee. the top republican in the senate says his party needs more time to consider the treaty. democrats and the administration say they have given republics ample time and have addressed their concerns. >> rushing it right before christmas strikes me of jamming us. i know the members of the foreign relations committee spent time on this but the others haven't. we are once again trying to rush things right here before christmas eve. that was not the best way to get the support of people like me. >> there have been 18 hearings. 1,000 questions we have answered. but others they just simply are against any arms control agreement. >> reporter: the fight continues today over that

treaty. some law makers are hoping to see a bill on health care and compensation for 911 first re-- for 9/11 first responders. >> the 2010 census report comes out tomorrow and the results may have big implications on the makeup of congress and the 2012 presidential election. the report shows almosts will gain as many as four house seats in texas. meantime new york and ohio won by president obama in straight they are each projected to lose seats. by the way california is expected to keep its 53 congressional seats and remain the largest delegation. >> san francisco is one of the most dangerous stay cities in the state. i will take a live look. usually very busy. of course a little later this morning. the chronical reports 800 people are hit by car in the san francisco this year.

ten months after a disasterrous plane crash. three motorist workers died when their small plane veered off course, clipped power lines and plunged into this beach street power line. no one was hurt but it did cause major damage. the owner of the day care center say she is still having trouble collecting the insurance money she needs to reopen. customers are getting some attention from small businesses around the country as we are in the final days before christmas. they want customers to know that shopping at locally owned stores can mean unique gifts. individual stores are showing customers can get more for their money when they think small rather than big national chains. >> they can't get the one on one personalized customer service. they are not going to be serving their customers breakfast on friday morning. >> creative events as well as personal service are drawing in new customers as well as

buying. again pretty quiet and the markets are closed on friday for christmas eve. i will get you those numbers. thank you for joining us here on the ktvu morning news. monday december 20th i'm dave clark. >> i'm pam cook. time now is 6:30. two men are dead and four others are injured after a violent weekend in oakland. four separate shootings happened between saturday night and yesterday evening. now the latest shooting happened at about 5:40 yesterday evening. a person that was shot is expected to survive. but around 3:30 yesterday morning a 20-year-old man was found shot dead in a car on east 26th street. 45 minutes earlier two men were shot on international boulevard. one of them is now on life support. and three hours before that incident around 11:00 saturday night two people were shot on east 17th street. one of them pronounced dead at the scene. police say the shootings are

not related. the internal revenue service has its eye on the gas pipeline explosion. they are requiring the explosion victims to pay federal income tax for the money they received from pg&e to help them rebuild. but jackie spear is promising a fight over this. she vows to make sure that none of the money has to be declared as taxable gross income. the tax issue came up yesterday during the latest town hall meeting. congresswoman spear was there a long with representatives from the irs, pg&e and the national transportation safety board. everyone says they are determined to find out precisely what went wrong three months ago. >> we continue to patrol line 132 the line that cup run -- ruptured on an ongoing basis. >> there is no external corrosion, no excavation

damage, and no prior leak was found. >> federal investigators say they may soon subpoena witnesses to testify at a public hearing on capitol hill early next creek. the ntsb has held 12 public hearing in the past five years including one in the san francisco bay. two earthquakes shook things up on the peninsula. a 2.4 quake hit shortly after 6:40 last night. that was hit by a magnitude of 3.1. the u.s. geological survey says it received a thousand reports for some that felt the larger quake. a rare treat in the skies tonight. the longest total eclipse in this century. the earth will completely cover the moon at 11:41 tonight. the last of the partial eclipse finished at 2:01 tomorrow morning. that's when they will finish. it is the first time in 500

years that a lunar ellipse will coincide with the winter solstice. the science center in oakland and hall of science in berkeley will be hosting viewing events. speaking of something to see. the massive project to build the eastern span of the bay bridge is still ahead of schedule. that is despite all of the recent rain and wind they have had in the bay area. they gave us some time lapse photography. crews are hoisting the giant steel pieces that will make up the legs of the new 525-foot tower. cal tran still hopes to install all four pieces by christmas day which of course is this saturday. well a free shuttle is catching on with riders in downtown oakland and some want it to be expanded. the broadway shuttle launched in august part of an effort to boost visit to local businesses. ridership has exceeded their expectations with 1900 people

taking that shuttle every day. right now the shuttle operates weekdays from 7:00 a.m. to 7:00 p.m.. the city is seeking a grant money to extend the hours. a desperate search resumes today in sonoma county for a woman that may have driven her car into the russian river. 62-year-old phillis bin was found driving saturday night. claudine wong joins us now with the very latest. >> reporter: good morning. we are just outside jenner. this is an area the sonoma county sheriffs office is focused on. very dark out here. these are the conditions that 62-year-old phillis bin would have been dealing with on friday night. she had oregon to down e dinner a couple of miles from where we are this morning. it was on the drive from the restaurant to this point here that something happened. we're just not sure what. her friends were in front of

her. she was following behind. when she got to this intersection or friends got to this intersection they looked back and did not see her. she has not been seen since. that was around 11:00 on saturday night. at 7:00 on sunday morning they went to the sheriffs office and reported her missing. this morning what we are expecting to happen is a swift water rescue team and marine teams to come out here. the russian river goes all a long this road. and they think at some point her vehicle may have left the roadway and gone into the water. we drove that this morning, it is very dark. this woman is not from this area. she is from agora hills down in southern california. she was supposed to leave today to visit realtive in oregon. it's a bit of a mystery this morning. obviously the focus is on the russian river. we will continue to follow this story. we shot video of what it looks

don't need it. there has been impressive numbers down there. and a line of shower activity or more thunderstorms are certainly possible but mainly toward the north bay as the cold air filters in. one line stretching from napa to winters and another one from calistoga and petaluma. some can produce thunder, lightning, and hail. cloud band right there. bakersfield yesterday amazing. record rainfall for the day record rainfall for the month and it's the wettest december ever in bakersfield. they had an inch and a half of rain yesterday. and 3.5 for the month. our cold unstable air is associated with that low right there. some of the rain around here santa rosa in the vast couple of days san francisco is now 2.78. santa rosa two plus. plus. san francisco two plus.

oakland almost three. santa cruz mountains our observer ken at 2.75. some areas to the north will be hard pressed to warm up past the upper 40s. you can see that right there. as it digs it sends the main cloud band south of us. one more system is dropping in. we'll see a little bit of a break tomorrow but the next system brings rain in on wednesday. it looks like late friday into saturday. late showers. cooler breezy. possibility of thundershowers. that is a lot of shower activity in there. farther north possibility of snow mixed in there. the snow level will be going down. winter storm warning is out until 4:00 today. it has been rain snow level. ma'am mouth by the way has had 97 inches of snow. yes. there is some heavy duty totals

over the world. more than a quarter million people died in those natural disasters. that is more than people killed in terrorist attacks in the past 40 years. 48 people died after a massive pipeline explosion in central mexico. that blast scorched homes and cars. oil just rushes down the streets. authorities believe the explosion was caused by thieves trying to steal crude oil. investigators say they found a hole in the pipeline and equipment for stealing oil. the san rafael city council is expected to vote on the building of a target. keep it local collecting signatures. the target store would lead to the closing of small businesses in the area and would disrupted the local economy. in san francisco the latest request to add another park let is not sitting well with some

neighbors. the miniparks like this one in the area are created by converting parking spaces into a small park. now the examiner reports ritual coffee roasters is seeking approval to build a park let. while some neighbors support the project, others say they are concerned about losing parking spaces and loitering after hours. well, bart says addressing concerns after antioch situations after city leaders blast the its proposed design. city council members are upset that plans dot to not include restrooms, escalators. they almost look for solutions to the cities concerns and report back early next year. time now 6:48. sal, is the commute wide awake now? >> we do have it a little bit different than a normal day. i think it will be lighter than

usual. we will see. still plenty of people here. you can see a bart train moving through there. bart is on time. when you get to the toll plaza by now we have a bigger back up. it looks like we have a little bit better of a commute on this monday before christmas. moving a long and taking a look at westbound 92. that traffic looks okay. getting off to the high-rise certainly a red light of people going out there but we have -- certainly a lot of people going out there but we have some people there. we still get some rain. we are waiting now between systems. the steady system is heading to central and southern california. cloudy and cooler showers. thunderstorms again next system will be here for rain and wind on wednesday and it looks like again on saturday with a break thursday maybe into early friday. you can see the moisture source it's taking more of a tilt now instead of coming west to east

as a low ride digs in and moves in. as it does it brings in the colder unstable air. in the north bay you can have one of these midwest patterns. it's lining up here. a very active day if this is already happening already. and we are still very, very early. upper 40s and low 50s a very cool pattern. another one kind of splits. one moves in and the next one drops in. that will be our rainmaker for wednesday. today look at the moisture source. as it heads down to central and southern california there are projections between now and the end of the week of ten plus inches of rain down in southern california. they get a half inch of rain they have problems down there. this could be a big down there as well. the snow level will go down. it has been rain-snow mix for many. that cold air coming in means it will be lower snow level but not as much snow.

bolder creek 7.25-inches of rain. blossom hill our observer 2.5. south bay and peninsula needed the rain. they were behind but now they are catching up. oakland that was a record rain. palo alto and san francisco same for santa rosa. moisture continues to stream south. see how it's tilting that is the main band for us. possible thundershowers and a little bit of sun. the next system coming in. that will keep the band going on for rain and the beat going as well maybe until the end of the year. winter storm warning until 4:00. another 10-20 inches of snow. today for us showers. cooler. upper 40s and very, very low 50s on the temperatures and upper 40s low 50s should cover it for everybody today. under a mostly cloudy, showery
