involved in a shooting in oakland last friday. the vehicle was spotted, and officers gave chase. there was a pursuit on eastbound 580, and it came to an end in this neighborhood not far from high haned lont. four men in the vehicle fled after the car crashed through a fence. >> two of our officers were following one of the people that were inside the vehicle. that person did have a handgun, and he was shot. he was pronounced dead on the scene. >> reporter: they also found an assault weapon inside the vehicle. two men have been detained, and police are trying to determine if those men were in the vehicle. a fourth man is still on the loose. a woman was here earlier. she was very upset, and she told us she was trying to find out if her son was involved in any of this. >> they are killing our young black men in the streets. this is every other day occurrence now. and you guys keep accepting it.

the only thing you do is come and focus on the bad in our comuchnt. you don't come to do anything to uplift these children or help them or anything. >> reporter: there are still some raw emotions in the neighborhood, and quite a large area is still cordoned off. you can see one police car down at the end of bay view avenue which runs off of 13th avenue. as we pull the camera back towards this area, you can see crime scene tape is still up, and homicide investigators are back there with that vehicle. we understand the man who was shot, his body is actually a couple of houses down. apparently in a backyard. the coroner has yet to arrive. homicide investigators are still going over the area, and the search for the fourth person continues. live in oakland, ken wayne, ktvu channel 2 news. we have some breaking news to bring you now in the north bay. there is new information coming in right now about the desperate search tonight for a woman who disappeared during the height of the weekend storm. it is feared she may have drich

her car into -- driven her car into the russian river. jim is liver in genner with the -- is live in genner with the development. >> reporter: the development looks like the vehicle has been found just down from the bluff in the river here. i think you can see the boat that the sheriff's searchers have been using all afternoon. they have been using a camera, apparently the camera did find the vehicle. they have also been using a probe. above that bluff, there is a truck with a winch. they are connecting cables to the vehicle and they are going to drag it up the hillside. up the bluff. they have been here all afternoon. divers were on standby. they have been using this camera. it's really murky down there, and yesterday's divers tonight find anything. today, they trolled back and forth, back and forth. deputies from many counties, cal fire is here, the state parks have been here. it has been a really big effort.

no one was quite sure that this is where the woman may have well driven off into the river. saturday night, ms. bin was with friends here at a restaurant. there was no alcohol involved we're told. there were two cars. ms. bin was driving her second car. when her friend drove down, they saw her behind them, and then at the intersection, she was not hipped them. they retraced their steps, and she was nowhere to be found. yesterday morning, the sheriffs were notified, and they have come out here and they have been out here for hours and hours. they brought in extra help today, and it has taken probably five hours, about quarter to 5:00, they finally made contact. and they finally made contact, and they could only surmice, this is logic, and a very little evidence, but logic tells them that that's the bin car. the evidence they have been working on is there were some tire tracks on the bluff above,

and all day yesterday and today there have been bubbles of oil and gas floating to the surface, just small bubbles. you can see now there's a flatbed. i think you can see a flatbed on the highway that has just come in. it's going to hopefully recover the vehicle tonight. they are running out of sun here, and it's not going to be easy -- an easy job under any circumstances. in the dark, it becomes a very, very difficult job. any questions there? >> no, jim. that's okay. thank you, jim. thank you. we are in a balm spot between -- a calm spot between two storms. rain is coming down, but it's nothing like the storm over the weekend or what's ahead of us. we have team storm watch

coverage tonight. we begin with bill. >> this weather system as advertized, lots of moisture, lots of wind coming in off the pacific, and there is more. we mentioned this last week, this thing is going to go through krisms, but we are -- christmas, but we are going to see a bit of a break today. and the big story is right on the afternoon commute. you see the satellite loop here, and you can see the weather system is shouldn'ting to the south. los angeles getting hit hard, but we have more weather headed our way. that the rain will start to move in over the next few hours, and we get another break with another sizable storm headed our way. so when i come back, i'll have your complete forecast, and we will take a look at the computer models and a live storm tracker, too. the looming storms are only adding pressure to those working to repair the damage from the heavy weekend rains. christian is now live with a look at what mother nature left behind. >> reporter: you heard bill talk about that clearing in the

storm today, and that helped homeowners and workers clean up after this last weekend's storm and prepare for the next round of storms that are coming in, and a lot of case that is prep work meant working on the roof. if you take a look at this yellow house behind me, you can see that it's covered in plastic trying to keep the water out. and we watched today as a roofing crew worked on the roof right next door and repaired that roof and the roofer tells us today that the requests for work just keep on rolling in. saber roofing worked against the clock today finishing up this job before more rain inundated the roof. ryan saber says when he got to work this morning, he heard first hand how the series of storms has left a lot of homeowners desperate for repairs. >> the voice mail took a good half an hour to get the messages throughout the weekend. >> reporter: saber says the storms have his workers heading out on double the number of regular calls. the rain was compounded by windy conditions. a bad combination for a weak

roof. >> mostly what we see is there's so much debris on the roof and because that wind and rain, it all mixes with the debris, and thawss a leak. a lot of it is maintenance items. >> reporter: the past weekend's rain kept city workers busy today, too. >> the fire department, you know, they respond to the medical calls, the vehicle accidents, and fires, public works, we respond to storms. >> reporter: a huge tree came down in crystal springs road. crews chopped up most of the tree yesterday. today, workers shovelled up the limbs and leaves to clear the guteder and vacuumed out the sewer trying to prevent either from backing up, flooding, and causing more problem as more storms bear down on the bay area. >> all we can do is continue to prepare as my motto is, i prepare for the worst, hope for the best. >> reporter: roofers today toed us if you see a leak, the key is getting on it quickly. they say even though roofers can't do a lot of work during an

active storm, they say they can get out and tarp a roof in an emergency, and that essentially lets them -- stops the clock, so to speak, so the water doesn't get into the house. we are live here. ktvu channel 2 news. one oakland neighborhood is coping with the fallout from the storms. a family of seven on marlo street has a very big mess on its hands after a 100 foot pine fell on to the home. two people were in the living room yesterday when this giant tree crashed through the ceiling. no one was hurt. >> you heard thunder, laoib, it was -- like i thought it was an earthquake or something. i had no idea. thankfully the people didn't get hurt. they were sleeping, and it missed their head and bodies by inches. >> just a few houses away, storm water gushed down a hillside today as city crews worked to clear drains clogged with debris. the weekend storm caused

headaches all over the bay area. a mobile home park flooded during yesterday's downpour. today, it was slowly starting to dry out. a water pump failed just as the heavy rain began to fall yesterday afternoon. and all the heavy rain flooded a park and ride lot in mill valley. that came in the midst of a flood advisory for marin county yesterday that sent a lot of people to stores and fire stations looking for sandbags. fg&e crews have had their hands full all day working to restore power. we just checked in with them a short time ago, and the numbers look better now. in san francisco, there are 26 customers still in the dark. and the south bay, there are no more storm rn related outages. there are five customers on the peninsula without power. the company is working on 16 outages in the east day, and 8 customers in the north bay are without power. fg&e says it expects tof everything up and running later this evening. authorities have declared a

local emergency after flooding forced the evacuation of the farming community of mcfarland. 2,000 people were chased from their homes by the rising waters, heavy rain pounded that area once again today. authorities are not sure about the source of the flood waters, but think it might be coming from overflowing irrigation canals. for the latest weather in your neighborhood, you can log on to our website, ktvu.com. we have a lot of information there just click on the weather tab. a short time ago, police wrapped up a news conference announcing a major break in a six-month old murder. they have arrested a man with an extensive criminal history for allegedly shooting and killing a community leader in a parking lot of the hillsdale shopping center. we are joined now live with the new details. >> reporter: this involves the case of david lewis. in the last hour or so, the press conference wrapped up, and this is the man who has been arrested in the murder. police say that this man, greg

elarm is a 58-year-old pittsburgh man, and he grew up with david lewis. they arrested him early yesterday morning here at the police headquarters following several hours of interviews, but they call it a marathon weekend of investigation, and his arrest comes after an investigation where nothing panned out until police say this weerked. >> we hope this is the christmas present that this community and the family have all been hoping for that we have been brought his killer to justice. someone who shot an unarmed defenseless man, a friend and champion of so many, in cold blood at the hillsdale mall. >> reporter: 54-year-old david lewis was a prominent community leader. he was known for working with drug addicts and in the community. he was gunned down in the june at the mall. we spoke with his wife shortly after police announced the arrest today. >> it's just a lot of questions

of why. you know, why. and that's what i'm not clear with. is the why of it. why david? why that day? just why? david was getting ready to retire june 24th. >> reporter: in addition to his wife, lewis's daughter and many of his friends attended the press conference this afternoon. many family members say they were dumbfounded at the man who was charged with murdering lewis, saying they had never seen him before. but another friend say the two had been childhood friends. police believe he acted alone and they will not say if he confessed. they are saying tips led them to the suspect, and he was offering up information in the case. police say he has an extensive criminal record, although nothing recent. reporting live ktvu channel 2 news. this is what it looks like right now on highway 80 heading to lake tahoe. up next, we will take you there

if your holiday plans include a trip to the sierra, here's what it looks like right now. as you can see, the conditions are pretty good. and we can tell you no chains are required at the particular time, but the chp is screening for chains meaning you have to have them in your car. and bill martin tells us a lot more snow, possibly up to a foot, is due by tomorrow morning. the latest storm to blow through the sierra definitely left its mark. at least one resort is now reporting power and phone outages. snow totals topped more than 5 feet leading to dangerous avalanche conditions. mike is now live with the latest

crews warning you, don't be like them. justin of kansas city, he drove into the sierra today in shorts, flip flops, a t-shirt. he admitted, he wasn't expecting sierra snow. so you were not prepared for this. >> not at all. >> reporter: and this is trucker don spooner. he too wasn't prepared. his chains broke, tires popped, and listen to how long he has been stuck. >> since friday night. >> reporter: both of these guys are examples of what the police say are a growing number of people heading into the sierra unprepared. >> i'm a rookie driver. i just started. it has been one heck of a learning experience. >> reporter: back here live, that driver, hard lesson to be learned because he may be stuck here through tomorrow because of problems with his truck. so the bottom line, come up here and be prepared. as for the power outages, power has been restored after two days without power here near the

7,000 foot elevation level. as far as travel, you alluded to it earlier. now is a good time to be driving into the sierra, so you have some plans, you were thinking of delaying maybe, get a jump on it. head this way now because now is not a bad time to be trying to get to the sierra and especially lake tahoe with the light snow falling. back to you. >> very good. thank you, mike. muddy rainwater has been closing highways, washing out roads, and forcing evacuations in southern california. three to four inches of rain fell across the greater los angeles area causing flash flooding and loosening of soil. a rock and mud slide west of malibu shut down a scenic stretch of the pachb coast highway last night. at last check, it was still closed. let's talk about our weather here, and bill mentioned that this is a little bit of a break, and maybe a little bit of a break tomorrow. but then things pick up again. >> it's picking up again, but we have a lot goes on. the pattern is fluid, and if you

are travelling to the mountains, there's still a winter storm warning up there, and i think they will be chaining up in the lake tahoe area again on 80 and 50 in the next few hours as the next wave moves in to the lake tahoe area. there's a live radar sweep. i'm going to stick it in motion and you can get a feel for the motion of this wave. it's waves of precipitation that are moving through here. they are coming a little closer, and marin county has seen the bulk of this over the last hour, but the headline is the afternoon commute. if you look at the traffic cameras, you will see the traffic isn't that hammered. there's bad traffic over here by emoriville, but obviously because of the holiday, i think a lot of people aren't out. most roadways are moving along fairly smoothly right now scpit the rain. in the mountains, the snow continues. the winter storm warning will get dropped tonight around 10:00. it will be cool tomorrow

morning, a little bit of a shower activity, and in the morning, mostly clear, and by lunchtime sunny. here's the deal. tomorrow night, we get another wave. another pulse of energy goes through here attached with some moisture and attached to the jet stream. it's going to get here tomorrow night, say, 4:00, 5:00, 6:00, and it's going to create a stormy condition tomorrow night overnight into wednesday morning. and you look at the clouds slipping south, they are getting hard in southern california. we're getting our rain showers. there's the snow up in the mountains. if we back out, we look at the same scenario. i talked about this last week. this is about as active a pacific as you can get. we do notice look at the subtropical jet or the southern moisture. it was here. it's dipping south. it's hammering southern california right now. that's -- we're kind of out of that target zone. we will get an impulse through here, but it may not have as much tropical moisture with it. the amounts of rain it could have been, it will still be rain and be stormy and windy, and

maybe a thundershower, but you're not going to see as much rain due to the fact that the main plume has diverted south. here's how it breaks out. tonight you have the showers. tomorrow, partly sunny, it's not a bad day. you're going to see the sunshine a little bit, and sprinkles, probably right around the afternoon commute, some sprinkles will start. late night, 10:00, 11:00, 12:00, it will get rainy. there's more storms out there through christmas. tonight we're looking at temperatures to be in the 50s at 7:00, maybe some showers, more showers at 8:00, and then by 10:00, just showers starting to taper off. i'll be back here and have your complete forecast. we will have a look at the latest computer model, and we will pof it through christmas so you can see what it looks like as you get into the holiday. thank you, bill. lawsuits targeting the don't ask don't tell policy will push forward despite congressional action to repeal that law. over the weekend, the snated voted to end the 17-year-old law which prohibits gays from openly serving in the military. but the service members' legal

defense network says it will not drop its lawsuits until three officers who were discharged under the ban are reinstated. and a group of republicans who work for gay rights also say they will continue their lawsuit until the pentagon certififies the repeal. this week, president obama is expected to sign the repeal of don't ask don't tell, but white house press secretary robert gibbs cautioned that administration and pentagon lawyers must tackle a series of legal issues before the military can roll back that old policy. >> and obviously, working through a longer and larger implementation policy process once the president signs the repeal into law. >> in fact, the white house is saying it could takes months before the repeal of the law is implemented in all of the different military services. a perfect storm is about to hit california schools. what's going on with students and fewer teachers that's behind this prediction? plus, why this car that hit the road today represents a

more students, fewer teachers, it's a formula that could add up to a bleak future for california schools. a recent report for the center for the future of teaching and learning shows the state's school age population is

oscillococcinum, nip it in the bud. complete bay area news coverage continues. this is ktvu channel 2 news at 5:00. breaking news right now. you can looking at the live at the scene? jenner where authorities are about to begin pulling a vehicle out of the russian river. that vehicle is believed to belong to a woman who disappeared during the weekend storm. jim vargas has been following the story all day. tell us about what's happening right now. >> reporter: well, it's a dodge mini van that they are looking for. her name is phyllis bin. about two minutes ago, the truck was able to pull the vehicle at least partway out of the water. we don't know how long it's is

going to take to get it out of the water and up the hill. this has been a two-day long search for ms. bin and her vehicle. saturday nilght, she was with friends and following friends in jenner down to highway 116 about two miles away, and her friends got to the intersection, they noticed she was not there behind them, so they doubled back. she was not found that night. the sheriffs department launched a search in the area yesterday. the water was very, very murky, and the current is very strong. in fact, visibility down there is about 15, 20 feet of water, possibly more was like 0 i was told. so today, they brought in search teams, divers, as well as a special camera from napa county, marin county, plus state investigators, searchers. and just about a quarter to 5:00, they made contact with the

vehicle, and they brought this big truck, flatbed truck with cables, and it's taking quite a while for the divers to connect the cables to the vehicle. they are working against strong currents. they are going to drag this up. the coroner, the county coroner has been here for some hours. he's not going to release any names tonight. but he is now apparently from what i can see, and i'm a little distance, and my eyes aren't that good. it looks like someone is taking photographs inside the vehicle, this dodge mini van, and maybe that is why it is sitting there partway out of the water at this point. but that is what we have to report so far. we will have much more later. >> all right, thank you, jim. jim vargas covering our breaking news happening right now in jenner in regards to a vehicle that has been spotted there in the russian river and being pulled now to the surface. in other news tonight, people hoping to get somewhere

for the holidays are going nowhere fast, especially if they are travelling by air. bad weather on the east coast is causing all sorts of problems. rob roth is live for us now at sfo where the problems are being felt. rob. >> reporter: many flights are still experiencing delays here at sfo, some for up to an hour and a half. these folks are checking in at the american airlines counter. passengers can sum up the situation here today in just three words. what a mess. today is one of the busiest travel days of the year here at sfo, but the weather destroyed even the best laid itineraries. snow in chicago, wind gusts in new york, low ceilings in boston all caused delays of up to 90 minutes. in this line, the biggest fear was missing connect tion flights. for this family getting to florida will be an adventure. >> we're going to miss our connection in pensacola. >> reporter: what are you going to do? >> i don't know. i have my two little girls here.

we will get as far as we can. >> we're going to the beach, and if we miss this connection, we will miss a day at the beach. >> reporter: this man canceled his business trip to pennsylvania and went home. >> just another day in the life of trying to fly around the country. makes it hard. >> reporter: with holiday travel booked solid, most people had no choice but to wait it out, making matters worse, the federal aviation administration ordered flights landing at sfo be limited today of a low ceiling. that's causing two-hour delays. >> we have had some rain and clouds move into the area, and the faa reduced our arrival rate in half. >> there is going to be a lot of waiting time. >> reporter: passengers really going through the wringer are those trying to get to london. a severe snowstorm closed heathrow airport over the weekend. the airport reopened today, but only partially, and now there are far more passengers than airline seats. this couple has been trying to

get to london since saturday. >> trying to get home for christmas. might be lucky to get home for the new year the way it's going. >> reporter: the southwest terminal had one of the longest lines today. delays vary from airline to varl and destination to destination, so the best advice for passengers is to call the carrier for any updates. reporting live at sfo, rob roth, ktvu channel 2 news. today looks to be the u.s. postal service's biggest day of the year, even though mail volume has been in decline in recent years, today's numbers remain mind boggle tion. tom is live from san francisco's main postal processing facility with the numbers and an emerging trend. tom? >> reporter: well, this is just within of four major facilities here in san francisco in the bay area that relly take care of mail. i want to look here. it's coming in fast and furious, more than 1,000 trucks have come to this facility alone. there's one? san jose, there's one in pet

more live pictures now from jenner along highway 1. what you see there is a van that authorities have been pulling out of the water for about the past hour or so. it's believed that this van carried a 62-year-old woman named phyllis bin who was staying at a hotel in santa rosea. it's sleeved she -- believed she may have driven off the side of the road there. no guard rails there and fell into the water. a coroner is on hand, and we believe her body may be inside the car. she was visiting this area with some friends. she was following them on saturday night, and all of a sudden, they noticed she was no longer behind them. this happened during stormy weather, and she may have obviously lost sight of the road or something to that effect. unfortunately, drove off to her death, we believe, in the water there off of jenner and highway

1. people who live near the refinery are being told they should not be alarmed about flare-ups there in the coming weeks. the refinery is the bay area's fourth largest sing the source of air pollution. flames are shoot towards the sky as workers gradually shut down processing units. normal plant operations will be suspended dur the maintenance period which is expected to last until february. the city of oakland is calling its free broadway shuttle a big success. the shuttle began operation with about 1300 riders a day, and by october saw an average of 1900 a day. that's a 46% increase. the shuttle runs from jack london square at broadway and over to lake merit. some businesses have seen an increase in customers as much as 15% since the shuttle service began. state health officials said today that fewer californians are lighting up.

the state is making good progress when if comes to the reduction of cigarette smoking. about 13% of californians now smoke, a drop of 42% from 20 years ago. and on average, each smoker is lighting up few cigarettes every day, about 14 down from 19 in 1992. fewer people are smoking every day, and 60% made a recent attempt to quit smoking. a troubling new study found a probably cancer causing agent in the water supply in 31 u.s. cities, and one bay area city is among the top five on the list. the study found the highest lilfs of chromium 6 in norman, oklahoma, honolulu, and riverside, california, but san jose came in number 5. chromium 6 has long been known to cause lung cancer when inhaled. scientists recently found evidence that it also caused cancer in lab are a tori animals

well, again we take you back live now to jenner where you can see authorities are making progress. it has been a difficult operation here trying to pull this mini van out of the water there right off of highway 1. but it looks like they have almost got that van now all the way up top. what they are going to do is put it on a flatbed truck and presumably take it to police headquarters where they will continue their investigation into what happened. the van carrying, we believe, a tourist who was staying at a hotel in santa rosea and disappeared over the weekend during the storms. it happens at an alarming rate, the number of pedestrians hit on san francisco streets, and we're talking about hundreds of people injured and in some cases killed every year. ktvu is live tonight with details on the most dangerous areas and the action the mayor took today. david? >> reporter: heather this is

one of the world's best cities to see by foot, but officials say this is one of the most dangerous places and one of the most dangerous times of year to walk the streets. it may seem like a safe place for a slow stroll, but china town workers said it's no surprise these streets are among the most dank russ for san francisco -- dangerous for san francisco pedestrians. >> a member of our parish was run down a couple years ago, she is still recovering. >> reporter: the transportation agency reports an average of two pedestrians are hit each day with about #00 injuries and 22 fatalities a year. >> in some neighborhoods, we have rates of injuries that are more than 100 per 100,000 per year, which is about five times what the national public holt goals are for injury rates. >> reporter: officials say fatalities had actually dropped two thirds since the '60s, but the number is still too high. >> the distractions, it's going too fast, making illegal turns.

we are seeing a little bit of a break today. we go outside, storm tracker 2 is lit up, and i mentioned this earlier, but this is sort of this entire event because of the nature of the moisture where it's coming from, it's a favored event. the areas along the coastal hills, that's where you're going to get the most rain. that's what happened down over the weekend when the areas in the santa cruz mountains got up to 3 or 4 inches of rain. it just kind of is a wet night out there right now. overnight lows on the cool side. showers remain, and the storm series continues. we get a break tomorrow, and then as we go into tomorrow night and wednesday morning, it's going to light up again. here we are, tomorrow morning, low range model, you can see what happens here. there's the rain. 7:00 tomorrow night. watch it get lit up here. 10:00. we will be showing you, and then

facebook's founder is in china today where he may have some trouble logging into his own facebook page. facebook is banned in china, but zukerberg has expressed interest in reaching out to the country. he says you can't connect the whole world if you leave out 1.6 billion people. he began the day in beijing. for the second time this year, bay area sky watchers can see a lunar e-scripps. this one last june was a partial e-crips. but this one promises to be total. the last of the eclipse finishes at 2:01 tomorrow morning. it's the first time in almost 500 years that a lunar eclipse will coincide with the winter solities.
