street. police say that man was carrying a gun when he was shot around 2:15 this afternoon and an assault weapon was found in the suspect's vehicle. police say this all started when undercover officers were look fog vehicle shovelled in a shooting last friday. >> a chase did start. officers attempted to stop them on the freeway, and a pursuit started. this went on through east oakland, and it came here to 13th avenue and east 33rd where the suspect vehicle crashed. >> reporter: police are still in the area. two people have been detained. police are not yet calling them suspects, but say they were in the vehicle and fled when that vehicle was stopped. we have seen canine units in the area, and you can see live a helicopter with a searchlight is flying right over oakland high school right now. the entire area between oakland high school and highland

hospital just off of interstate 580 is shut down as this search continues. so once again, two people detained. one man shot and killed, and the search underway right now for a fourth person. live in oakland, ken wayne, ktvu channel 2 news. now to the wet weather around the bay area, it has been a soggy few days, and it is expected to get wetter. for a look at where it's raining now and when we can expect more, here's chief meteorologist bill martin. >> the rain came down this weekend, and we talked about that. there's more rain coming, and there's rain outside right now, and it's hitting right on the afternoon commute. the north bay has received the brunt of it this afternoon. here is the golden gate bridge commute going into san rafael. you know it's wet there. look at the richmond bridge, it's wet there as well. we back out a little bit, and you can see out in hayward you have showers, and over to south san francisco. so it's slowing the afternoon commute. there's more showers in the forecast tonight, but there's a

lot more behind this that will impact us over the next couple of days. when i come back, we will have the forecast and the computer models and i will take you through your holiday weekend. a break, any break, from the storms is good news for many people, especially in the south bay and santa cruz mountains. today's dry weather gave people there a chance to make repairs and get ready for the next onslaught. robert is live now in san jose with this part of our storm watch coverage. robert? >> reporter: well, we talked to a lot of people today who are taking a deep breath and getting ready for the next round. sometimes it means picking up big branches that broke off, or cleaning out leaves and debris from storm drains and hoping for the best. the storms finally let up today giving the water a chance to go down and homeowners a chance to recovery. >> it was very scary, a lot of rain at night. we had a big tree come down last night, but it didn't hit anything. >> reporter: so when the sun came out at times today, it gave

people and animals a chance to conduct some business outdoors. for this hair salon, that activity meant examining storm damage. still, people were glad for the break in the weather. >> it's a blessing because it gives everything a break. the rivers were up yesterday. this morning, with the little bit of respite, they just recovered quickly and it's great to see. >> reporter: in the south bay, many homeowners are heeding the advice of the water district preparing for the next onslaught by clearing out vegetation. >> a lot of wind. that's why you have a lot of things in the street. it's flat, it's better for me. >> a lot of times when we see street flooding, it's because storm drains get clogged up with leaves or branches or debris, so this is a good time to go out and check your storm drains. >> reporter: for some, the next round of storms will not be as easy to prepare for. >> our power has been out for a couple of days, and the last report i got was it would be out

for an extended period of time. >> reporter: if there was one bright spot, the water district says the south bay collected about 6,000 acre feet of water from the storms so far. live in san jose, ktvu channel 2 news. we are following a developing story near jenner where search crews have pled a vehicle from the russian river which they believed was being driven by a missing woman from southern california. 62 quloled phyllis bin was drifing back from jenner to santa rosea on saturday night when she disappeared. search teams found what's believed to be her vehicle in the russian river right at the mouth where it runs into the pacific ocean. the coroner is on the scene. people who visit that area say the road there can be dangerous at night. >> that turn, i noticed there isn't any kind of arrow or anything, and it's dark, and i think a lot of people might start accelerating when they get out of the town area here. >> the missing woman and her

husband had just had dinner with friends at the river's end restaurant saturday night and were heading back to their hotel in separate vehicles when she disappeared. the rainy weather has meant big business for bay area contractors who have been rushing to repair storm damage. today, contractors in the south bay used a break in the weather to do emergency repairs before heading on to the next home. roofers say a lack of maintenance combined with a major storm can quickly damage a roof. >> mostly what we see there's so much debris on the roof and because of that wind and rain, it all mixes with the debris, and thawss a leak -- that causes a leak. it's maintenance items. >> roofers say homeowners should immediately call for help if they see a leak. even in a storm, you can put tarps up to keep water from getting inside until more permanent repairs can be made. heavy rain has been pounding southern california and parts of the central valley, flooding in the valley has forced the evacuation of 2,000

people in the bakersfield area where 4 inches of rain has fallen shattering a record set back in 1931. along the coast, part of the pacific coast highway between malibu and oxnar remains closed tonight, and the l.a. area is struggling to scope with record rainfall. the stormy weather continues to blanket the sierra with new snow. the gusty conditions are increase the dangers of avalanches, especially on steeper slopes. highway 88 is closed near kirkwood, and highway 89 is closed in el dorado county. chains are required on many roads. for the latest storm watch details, log on to our website, ktvu.com. you will find live radar maps showing where rain is falling around the bay area. and you will find a list of locations where you can pick up free sandbags at ktvu.com under the storm watch tab. police announced today an

arrest in the killing of a respected community activist. 58-year-old gregory elarm was arrested. he has an extensive criminal history and has connections to ties to east palo alto and the victim, david lewis. he is accused of shooting and killing lewis in june following a verbal dispute. police say they received several leads that directed them to elarm. >> we were able to follow down leads throughout the weekend that conclusively identified for us that we believe that greg elarm acting alone with a motive that is still unclear gunned down mr. david lewis. >> david louis was an ex- con

ex-conturned activist. today is expected to be the biggest day of the year for the u.s. postal service. today's numbers are staggering. tom joins us now and has a look at the action. >> reporter: it takes a lot of really heavy machinery and a lot of smart people to do what they are doing here. processing mail at the rate literally of 50 pieces per second, some of it addressed in an almost indecipherable form, and that requires many extra temporary workers. but the rush is on. at this hour, for the post office, it's all about ingesting the tidal wave of cards and packages submitted today. all through the night, the mail will be shorted and stipulated not only -- sorted and shipped not only to those us but to the far corners of the nation and the earth. >> nationwide, 800 million pieces. >> reporter: the san francisco processing center covers only a part of the bay area with oakland and san jose utioning

ktvu channel 2 news. the high speed rail authority voted today to expand the first section of track for that high speed rail system between fresno and bakersfield, doubling the portion they were going to build. the board took advantage of an additional funding that was freed up when 11 states turned down funding for their own projects. the rail authority is defending the decision to build first in the central valley calling it the backbone of the system that will eventually run from the bay area to southern california. for years, the streets of richmond were plagued with violation, but this -- violence, but this year the city has something to celebrate. a dramatic drop in the city's homicide rate. john is live with how they are doing. >> reporter: we are standing inside the rise center in richmond, and the young people here learn lessons aimed at keeping them out of trouble and

working toward a productive future. this is the rise center music studio, a safe haven in the middle of a city that has been a tough place to grow up. >> music has always been used a form of therapy. >> reporter: the program coordinator says he has recently noticed a difference in the city. >> as a community, richmond is actually doing better. >> reporter: better indeed. with just 11 days left this year, there have been 21 homicides in richmond. that compares to 47 last year. >> we're trying to show if you commit a crime in richmond with a gun, no matter what level or type of crime that is, you are going to be prosecuted. >> this officer took us for a ride through the city's iron triangle where much of the violence occurs. >> a lot of the main players are locked up. either locked up or dead. >> reporter: both rude and the

jerry brown announced a settlement today with wells fargo. the bank has agreed to provide loan modifications and it will pay an additional $32 million to thousands of borrowers who lost their homes through foreclosure. brown says the loans had payments which mushroomed to amounts that the borrowers could not afford. none of the loans was made by wells fargo. all were originated by world savings and wachovia which are banks wells fargo acquired. just a few hours ago, it appears newport rhode island may

have pushed out san francisco to host the next america's cup. the announcement was a change from last year. patty lee is live with more on this. >> reporter: the announcement came as a bottom shell because of the timing. >> in a week, they are going to go rhode island and say it's a better deal? i don't get it. >> reporter: mark says he was disappointed to hear the company may choose newport to host the america's cup after negotiating with his team for months. >> they had told us we were the only america city in the deal when it started to change, i suppose technically, they have every right to shop it. >> reporter: he says negotiators enough started talking with newport officials after san francisco supervisors approved the city's bid to host the race.

>> because they had a deal in their hands they could have people compare. so they were shopping our deal. >> reporter: this letter presented today in nport confirms bmw has spoken with the governor elect and is requiring assurances that the state park in rhode island where the race will be held will be ready in time. >> we remain an active [ inaudible ] on our offer. snoot america's cup project manager says the mayor and his team are talking about bmw to explain why san francisco's offer is unmatchable. >> i think their team has always stated that the bay is unmatched in the world and the opportunity to have the world's best sailors sailing the fastest boats in the best venue in the world was the best opportunity for the america's cup. >> reporter: december 31st is the deadline to pick a host city, and given that san francisco supervisors do not meet again until january 4th, the city will not have enough time to make a counteroffer.

>> the san rafael city council is expected to vote tonight on whether to approve a controversial plan to build a target superstore. it woulden built next to the home depot at the shoreline center. the group named keep it local san rafael is collecting signatures to force a referendum on the matter. the group says the 137,000 square foot store would lead to the closing of small businesses in the area. supporters say the new target will create jobs and bring hundreds of thousands of tax dollars every year to san rafael. jerry brown has selected a new place to call home when he starts his new job next month. he and his wife are zpieded to rent an upscale sacramento loft within walking distance of the capitol. the 1400 square foot one bedroom loft is a converted automobile dealership. it is a big step up from the sparsely furnished apartment where brown lived instead of the governor's mansion when he was governor from 1975 to 1983.

the browns also plan to queep their home in the oakland hills. tonight is a double hitter for astronomers as the longest night of the year coincides with the lunar eclipse for the first time in 200 years. a simulation of the eclipse will be shown inside if clouds obscure the view. the earth's shadow will completely cover the moon at 11:40 p.m. a lot going on with the weather, so let's go over to our chief meteorologist to find out what we can expect here. >> it's a big week, too. if you're travelling nationally, you have heard about the weather on the east coast and out towards chicago and other areas. there have been flight delays as well as here. right at home, right now on the afternoon commute, as you drive around, you have rain on the richmond san rafael bridge, and you have rain on the bay bridge.

just a few sprinkles, and we back out, san jose just sot sprinkles. most of the activity right now out towards pacifica, more moderate rain, avenues of san francisco and the outer richmond district. so showers, that's the story. there's not a big change. the biggest change we have right now, i will pull this out, you can see the rain and the moisture coming onshore. some tropical moisture plume here which was tapped above the hawaiian islands that was coming for us has drifted south. that happened last night, and now they are getting hammered south of point conception. we still have more rain to come tomorrow night into wednesday morning and again on saturday. but the copious amounts of moisture that moisture trapped is south of here. that's going to help out. we're still going to get wet, but we're not going to have the major wet that we could have had. so tonight, there will be scattered showers. tomorrow, we start off cool, showers by the late evening. tonight, you have scattered showers. heavier rain late tomorrow

night. and i think tomorrow night's rainfall will be comparable to what we saw last night. and then we get a little break again, and saturday goes off again. here's the forecast. we look at tomorrow morning, not bad. dry commute. and then here you go. tomorrow night, that's rain. 8:00. and it's really going off at 11:00. and then wednesday morning early, leave some wet roadways for your morning commute, but not bad. looks like most of it will linger in the mountains, and the mountains will get another 2 feet of snow out of that easy. and we go through thursday with a few flight sprinkles. the big hit is tomorrow night. and next bit hit looks to be on saturday. the winter storm warning is in effect now, but it will be dropped at 10:00, and then they are going to stick it up again. i'm sure of that. the five-day forecast sort of indicates that with the showers coming in tomorrow night, and then you see a little break here and a break there. but southern california, airport delays down there big time at
