a gentleman just pulled up to the house. i don't know who he is. but accord together woman a ttacked, it happened in the driveway. as you might guess she's in pain and a little scared. she said she was bitten on the forearm and hip at least once. she said she was returning home from taking her 14-year-old to a dentist's visit yesterday around 6:20 in the evening. >> i came to me. and-- i don't know what

happened. [speaking in native tongue ] >> reporter: now, the dogs police have turned -- turned over this investigation to animal control. i was anible to reach them t his -- unable to reach them this morning. right now it's not clear if the two pit bulls who carried out the attack are spray -- or -- are strays or have an owner. >> thank you, kraig. well, right now, police in oakland continue to search for a fourth suspect tied to a deadly officer-involved shooting. just last hour, ktvu's claudine wong moved to oakland police headquarters to get more information on this search. claudine? >> reporter: good morning, pam, there are still a lot of questions surrounding this chase and the fatal o fficer- vancouvered shooting as well as the -- officer-involved

shooting at this hour. we're hoping to get more information from police at that time. police say marked patrol cars tried to pull over a vehicle. that vehicle was on martin luther king way. they said they wanted to pull that vehicle over. they said they thought it had been involved in a gang-related shooting. there were four people inside the car. one man got away. two were caught and one man was shot and killed by police. we talked to a mother who said that man was -- that man was her 19-year-old son. she says he was changing his life around and has had trouble. >> he was tased in the head, tased in the back.

his finger was cut off. they never pressed any charges or anything. >> reporter: she also says he was home last friday during this alleged gang shooting. what exactly led up to his fatal shooting yesterday, still u nclear. that person haa handgun. he was shot. he was pronounced dead on the scene. police confirm that he was shot multiple times by officers. at this point, we are expecting to get more information on who these suspects are, what exactly led up to the shooting. we have been in contact with police. we are still working to get a better idea about when plan to get information but we'll keep you updated on "mornings on 2." live in oakland, claudine wong, ktvu channel 2 news. >> thank you. >> yesterday's incident is the 6th officer-involved shooting in oakland this year. four of those shootings were fatal. today is decision day in

the richmond gang case i -- gang race. later this morning, seven defendants are going to find out if they will be put on trial for the alleged rape of a 16-year-old girl. now, their lawyers will make final arguments in the pretrial hearing at the:-- at 9:30 this morning. the judge will decide if there's enough evidence to prosecute the suspects for the sexual assault outside a homecoming dance. the judge indicated that a 16- year-old implicated in the case probably won't be tried. if you are just getting up and join us this morning, sal's been following an accident, big accident. is that still affecting traffic? it's a major road. >> that's right. hinepersoaa boulevard. just past that. we have a reporter on the scene. but what we need to know -- what you need to know is it

>> we're still following breaking news of a very serious crash in san francisco. ktvu's jade hernandez has just arrived at the scene. we're less -- less than 30 minutes ago, emergency crews rescued a man. they actually had to cut him. he was trapped inside the vehicle. so jade, what do you know now? >> reporter: well, we know the man has been taken to the hospital. we can tell you that this scene has drastically changed within the past ten minutes. we can still show you that traffic was slow from here. this accident was reported around 5:20 this morning. two black vehicles veered off the roadway at the 19th street onramp, southbound 280 at j unipera -- junipera serra boulevard. he was taken to the hospital. two others were able to get out of the vehicle safely. can you really only see one of the vehicles

we'll have 0 break today and then we'll see increasing clouds leading to rain tonight taking us in to tomorrow. >> pretty picture, steve. this morning, rescuers are busy searching a flooded southern california canyon for four missing hikers. now, they are using a bulldozer to navigate the rain-swollen area in orange county because this area is just too flooded for other rescue vehicles. southern california has seen record rainfall since friday. thousands down there are without power. the national weather service predicts heavier rains will hit that area tonight and tomorrow. and as we look live up north, well, it's pretty dark out there. but the storm that's dropped more than 5 feet of snow on the highest peaks near lake tahoe is moving on. but more snow is in the forecast for later on today. receipt now, interstate 80 is open with no restrictions but highway 50 is open only to drivers or -- who have chains and snowshowers between myers and twin bridges in el dorado

county. we have a sad story, an u pdate on a story we -- we told you yesterday morning, involving the woman's minivan whose van was in the run river. her body was inside. friends reported her missing sunday morning fearing she had driven off highway 1 and into the river the night before. investigators say alcohol does not appear to be a factor. they are now looking into whether her minivan had any mechanical issues. 7:16. a terror group connected to al qaeda may be looking to attack u.s. food supplies. homeland security officials reportedly uncovered a poison plot aimed at american hotels and restaurants. nicole collins joins us live from washington, d.c. with the latest. >> reporter: dave, those attacks on hotels and restaurants were reportedly supposed to happen in a simultaneous nature over the

course of one weekend. cbs news reports that this plot involved slips ricin or sign identify in -- cry an identify into a -- sighenned a identify. the department of homeland security tell us it does not comment on reports of specific planning and sources say there is no specific intelligence to report this -- to support this claim. meanwhile, eric holder told abc news this morning, he's confident the u.s. will continue to thwart attacks but warn the american people have to be prepared for bad news saying the threat is real and constant. holder said the evolving threat of home-grown terrorism particularly keeps him up at night. he said 50 american citizens have been instated -- indicted on terror-related charges over the past two years.

"the wall street journal" reports the ceo is looking into his expense reports and claims that he gave inside information about the company's acquisition of electronic data systems in 2008. those claims came from and were later retracted by the woman who said hurd sexually harassed her. toyota will pay a record fine to settle an investigation into how it handled safety problems with millions of vehicles. the world's largest automaker has agreed to a nearly $ 32.5 million payment related to the recalls. the u.s. government says toyota did not report safety defects within the five days reported by law. toyota has paid nearly $ 49 million in total fines related to all of the recalls this year. and wells fargo has agreed to change nearly $15,000 mortgages facing foreclosure. the bank did not make the loans but adwyered them when it

hit this remote area after the first quake. all survivors that they know have have reportedly been pulled out of the rubble. in taiwan, a surveillance camera captured a horrifying crime as it happens. police say sa suicidal driver intentionally ran over four children. right outside of an elementary school. you can see the man tried to set his car on fire. he was burned on his hands and feet. the children between the ages of six and 12 were not seriously hurt. today, san mateo county supervisors will consider a resolution that would urge san francisco mayor gavin newsom to veto a law that would restrict job opportunity for peninsula construction workers. the so-called local higher ordinance was -- was approved b y -- hire ordinance was a pproved last week. it would mandate that san francisco workers make up half of the work force within the city and 70 miles of it.

good morning. welcome back. 7:29. we're still following breaking news near the san francisco/daly border. three people were hurt after two vehicles went off the road early this morning. now, jade hernandez is there at the scene right now, where crews spent, jade, more than an hour to try to get a man who was t rapped in one of the vehicles out. good morning, jade. >> reporter: good morning, dave. that man has been rushed to the hospital. we can tell you that this effect is still affecting traffic. i spoke to a police officer here on the scene working it. he told me that they hope to

have this accident cleared in about 30 minutes because you can see as traffic is going by here, traffic is down to one lane. officers are helping to direct traffic. one of our view members drove by and he says the car -- it's smashed. it's pretty damaged from this accident earlier this morning. now, when we arrived, we watched san francisco firefighters extract a man trapped -- tranned from one of the vehicles -- t rapped from one of the vehicles involved in this accident. paramedics rushed the man to the hospital. we know three people were taken to the hospital. police are not giving us much information about what happened. someone reported this accident around 5:20 this morning. two vehicles, a truck and a honda, veered off the roadway here at the 19th avenue o

wimming pool in windsor. police say she was pulled out of water by her mother. paramedics say she was not breathing when they arrived. but she was on the way tonight hospital. it's believed the little girl's mother wandered away. crews say if she had been in that pool 30 seconds longer, she would be dead. let's try kraig again. kraig? >> reporter: this is the house here on white sand drive. you can see off in the distance some of the evidence of the bloody attack here this morning. we've just spoken to one of the victim's three kids. they were inside at the time at the time the dogs were attacking their mother. susan said she was bitten on the forearm and her hip multiple times. she says she's never seen the

dogs who attacked her and hopes to never see them again. this all happened at 6:20 in the evening. she said she returned to the vehicle to retrieve something she left inside. that's when two put bulls a ttacked. now, english is her second language. have you to listen carefully to what she says. she said she and her kids just returned from a trip to the d entist and said the kids were inside and did not see. >> i take my child to the dentist. >> reporter: how old is your child? >> 14. >> reporter: oh, okay. >> they come inside the house, already. they not see. >> they were rick the d oorbell -- ringing the doorbell aggressively. we saw my mom she was on the ground and she was really hurt. so i was like really scared. >> are you gonna be missing w ork? do you work? >> the only thing that scared the dogs away were the actions of at least one of the neighbors who threw rocks at

police. this suspect, 58-year-old, gregory elarms of pittsburg, was reportedly a childhood friend of the man he's accused of m urdering it was six month ago that david lewis was gunned d own. police arrested him on sunday saying the suspect was telling him he had relevant information about the case. >> we believe that greg elarms acting alone with a motive that's still unclear gunned down mr. david lewis in the parking lot of the hillsdale mall on that june evening. >> san mateo's police chief would not confirm if elarms confessed to the crime but says they have solid evidence to believe they have their man. well, holiday travelers should expect delays again t oday. stormy weather here at home and across the country has resulted in dozens of flight delays and even some cancellations. last night, the delays at sfo were one to two hours.

124,000 people are expected to pass through the airport today that's up 25,000 more than a typical winter day. according to triple-a more than 11.6 million californians will travel leading up to christmas and through new year's. well, british prime m inister, david cameron, has promised that the second runway at heathrow's airport will open within a few hours. he also offered military assistance to help clear delays. thousands of people in europe are struggling to get home as snow and ice has disrupted travel for the fourth day in a row. snowied a -- snowy conditions could lead to tighter restrictions by the european union. there's still no decision about a controversial plan to build a target superrerstar in san rafael. now, it's proposed to be built right next to the home depot at

sanfrancisco state is not, for example. you can see the police evidence taking pictures. southbound junipera boulevard office, a lot of people know this -- technically it's j unipera. there is the very busy i ntersection. as people make that turn from southbound 19th avenue onto junipera, they are down to one lane. crews are there. they told our reporter they will be out there for the next half hour. again, normally it's a lot busier through here. we caught a little bit of a break. but the police are doing an investigation. the motorcycle officers handle all investigations. three people have been sent to the hospital as a result of the accident. let's take a look at the bay bridge. it's light as we continue to get closer to saturday which is christmas. you will see that people are not gonna be going to work. they will be at the malls but they won't be going to work. this is a look at 237, injury

crash at zanker, traffic is at at standstill. they are make progress but still very slow. if you take 237. today, i think the mon nag expressway might be a better idea. what what do we have here? that's southwest flight 27. it's on its way to san diego and it's on time. so there you go. under mostly cloudy skies. a little bit of a break today, the pattern is changing we're getting back into more typical winter-like systems. the tropical clouds and potential for heavy rain has moved into southern california. that's where it is. in fact, four to eight inches of rain. beverly hills has had seven inches of rain, our system is here. it's already spending some clouds, rain up to the north. it's going to be one of those days where the north bay will be in line for more clouds. there's already been some stretching into marin county, napa county and a littleby.

petaluma has had some drizzle. santarosa some light rain. heading north, you will find some. the main front is still o ffshore. our current temperatures are cool. 40s for some. sanjose, our target forecast start off and 49. we'll go 56 and then 58. a little bit of a south wind. rain should not make it there until late tonight, maybe overnight into tomorrow. but we're seeing the system coming in. it's going to split. but it's produced a little bit of -- well, lightning strikes off the coast. we'll have to mention that for tonight. you can see there's not a lot u pstream. therein lies the break for thursday and friday as -- friday as the system carves itself out. light rain, mainly along the coast and also in the north bay. tonight the system comes in and we'll see rain spreading south. this is a normal winter-like system. you can see the front is here. all right? this is just a forecast

welcome back to "mornings on 2." taking a live look at the big board, the dow don't up 43 p oint -- dow jones up 43 points. live look at the big board. it's 11,521. the bay area's adobe system stock up about $2 a share and helping other technology stocks this morning after reporting a very good forecast. controversial new rules governing access to the internet could soon take effect. the so-called net neutrality rules are expected to be a pproved by the fcc today. it would essentially keep h igh- speed internet companies from slowing down websites such as those belonging to c ompetitors or speeding up those from high- paying clients. if the plan passes today as expected, it could go to congress for final approval. if you get a social security check, you won't be getting it by mail much longer.

that's because social security security payments are going paperless. new recipients will have to accept paperless payments s tarted by -- starting by may 1st of next year and that's expected to save taxpayers $ 1 billion over the next ten years. in about 15 minutes from right now, the u.s. census bureau will release the report on the state population totals. california may end up losing a representative in congress. alison burns is live in our washington, d.c. bureau with more. allisonson? >> reporter: good morning allisonson? >> reporter: remember all of those ads telling you it's so important to fill out the census forms? now they will change how the 443 seats in the u.s. house of representatives are allocated. we talked to the head of a prominent firm here called

welcome back. a citizen group in oakland is asking for donations to help pay for more security cameras around chinatown. oakland police have recommended adding cameras a the -- cameras at the lincoln square recreation center. cameras went up around 8th street last year and have been helpful in cracking down on street crimes. the asian advisory council is leading the effort. they say they need $20,,000 to cover the cost of a dozen c ameras. a plan to restore the giant hangar 1 at moffett field appears to be in jeopardy. that's because a portion of the funding has become lost. nasa announced last month it would spend $20 million to restore it but was counting on an addish nal $8 million -- additional $8 million.

attacked a woman in san jose are still out there on the loose this morning. just two hours ago, kraig debro talked to the woman who was attacked. kraig is back now joining us live to tell us what she had to say. good morning, kraig. >> reporter: good morning, dave. the woman like some other people around here wonder where the pit bulls are. the attack took place on white sand drive in east san jose. you see the maroon mazda? around where that back tire is on the right-hand side there's evidence of the bloody attack and the woman was attacked there right in her own driveway. we spoke to one of the victims' mother. the kids were inside when the attack happened already. susan said she was bitten on the forearm and hip at least one time. she said -- she said she's never seen the dog who attacked her. it happened around 6:20 in the evening yesterday. she said she was returning to

the suspects. if you have any information, please call antioch police. well, today, is decision day in the richmond gang rape case. this morning, seven defendants are expected to find out if they will be put on trial for the alleged rape of a 16-year- old girl at richmond high school. their attorneys will make final arguments in the pry trial h earing in about a half -- in about an hour and a half. the judge is then expected to zee side if there is enough evidence to prosecute the seven suspects for the sexual assault outside a homecoming dance last year. the judge has indicated that a 15-year-old implicated in the -- 15-year-old implicated in the case probably won't be tried. gavin newsom is expected to announce this morning that the power plant in potrero hill will be shut down on january 1st. it's the mirin plant. it's been called one of the dirtiest plants in california. a transbay cable running from

a plan to restore the headache a -- hangar one at moffett field may be in j eopardy. that's because a portion of the funding has been lost. nasa announced last month it would spend $20 million to restore it. but they were also counting on an extra $8 million in congressional spending in that bill. that bill was killed in congress last week. still not clear how or if the money will be replaced to finish the project. and some new questions surround the billion-dollar project to build a new doyle drive. that project is well underway in the presidio to replace the main road connecting san francisco to the golden gate bridge. today's "examiner" reports one state agency was worried that the current plan relies too much on private coractors and that could put taxpayers at risk in the event of ap
