claudine wong is in sacramento this morning. she joins us to talk about jerry brown's past and the challenges he faces starting today. >> reporter: good morning, pam. this is the memorial place behind. the highway patrol is starting to set up cones around the building this morning. they are setting up cones around the block and this is the block that jerry brown has been down before. a couple of times. back in 1975 and 1979 jerry brown lead the state as governor. he was low key then and it has been jerry brown's thing. we don't expect that to change. low key and low budget is the order of the day this day. he will be sworn in at at auditorium. he will be snacking on hot dogs and chips. political experts say today's speech while symbolic may not be as important as the speech many californians will be watching in the comes days.

>> i think all eyes will be focused on him but more so on the actual inauguration that has a lot of symbolism. i think january 10th or whenever he delivers his state of the state address will be much more of a focus on what he is planning on doing to address the problems facing the state. >> reporter: brown has a lot on his plate when he makes the state of the state speech. colorado facing double digit unemployment and projected deficit in 2012. clearly so much more needs to be done. and we will have more on what we expect him to say today coming up in our next hour. thank you. we will continue to check in with her throughout the morning and if you want to watch the inauguration ktvu will stream it live on ktvu.com. you can also find a history of

brown's last stint of governor. time now 6:03. nevada police are looking for suspects in the overnight shooting that happened outside the safeway store. it happened shortly after midnight. police say one government fired several times on two young men sitting inside a white car parked outside the super market. right now there is no word on the condition of those two victims. police are still on the scene. a man hunt is still continuing. kraig debro will have a live update. also the red cross is busy helping an oakland family right now after they were displaced by an early morning fire happened a few hours ago. ktvu tara moriarty spoke to the family members this morning on how they are doing. good morning tara. >> reporter: good morning. the family members are just loading up into cars right now. they are getting ready to go to a place the red cross has provided for them. you can see all of the rubble stacked up on the sidewalk.

chunks of the ceiling and the roof that fire crews had to chop out of the way when they were attacking this fire. you can also take a look where the attic this is where the fire was started. this fire could have been smoldering for hours, weeks, or months. there is a deep char indicating this fire has been burning for quite some time. now a mother and children are left wondering where they will live. around 3:00 in the morning chambers smelled smoke. she says she has not been sleeping well lately because her father and grandmother recently died and now more tragedy has struck but is thankful everyone got out alive. >> i thank god we are alive. other than that thus is material. they will be mad for losing their video games, all of their clothes. i mean, gosh we just went

shopping and everything is gone. this is the holiday weekend. you go shopping. i just want to be able to put them back together. >> reporter: the fire chief says that was problem with the wiring in the attic and that is where the fire broke out. pg&e was on scene making sure the gas and electric were shut off. there were working smoke detectors in the house but they never went off. fire crews say that is normal when the fire starts in the attic. they are locking up everything and making sure that no one can get inside. it was more in the attic part. there is lot of smoke damage but the belongings are still inside of the home the fire chief estimates $75,000 worth of fire damage here. we're live in oakland tara moriarty. a search for a missing man

resumes this morning. 50-year-old john bass disappeared while hunting for mushrooms in mendocino county. he went out new years eve looking for mushrooms in the forest but he never came back. the search included both rescue teams and dogs. just hours ago police released new information on a shooting in east oakland. that happened last night on weld street. police say a gunman opened fire on the victim striking him several times and he suffered critical injuries. police also tell us his condition improved overnight. police are still looking for the gunman. investigators now suspect an arsonist is responsible for a weekend fire that destroyed a motor home in martinez. they came to that conclusion after revealing surveillance camera videos of saturday nights fire. the flames caused major damage to motor home but no onerous hurt. later today the chp will

release the final numbers of the new years eve crack down on drunk drivers. they made 873dui arrests. that is down slightly from the same period last year. here in the bay area officers arrested 124 drivers for dui since friday. that is a big drop from last years total of 160. however, bay area traffic deaths are up. there have been four compared to none at all last year. 6:08 is the time. let's go back to the sal. how is the commute? >> it's actually pretty good. traffic is moving along pretty well around the bay area. i want to let you know right now at the toll plaza we are seeing a little bit of a backup which last week we did not see at all. so we might actually have a lot of people going back to work. some schools are still out so it may not be a very deep back up. think i today we will get a back up. let's move along and take a look at 880 north and

southbound. i think a lot of people have made resolutions. they will get to work early. this is northbound 101 getting up to the 880 interchange. that traffic is moving along very nicely. >> at least today they will. >> they will. one low moves south and moved into southern california and then said i'm going to exit stage right and moves into the four corners. the next low coming down the coast will keep going down the coast. one system moves out and high pressure will build in. we are look for a dry pattern for the next three to five days. it may be longer. patchy fog. some of that is very, very thick. we will have clouds and some sun. as the week progresses we will have more fog. mostly sunny and warmer weather will start to hug the coast.

upper 40s. 51-53 here north bay and east bay. but 51-55 santa cruz and san jose. over the next couple of days inland areas will be in the 50s. in the coast they will be upper 50s to 60s. time now 6:10. gene quan becomes oakland first female and first asian american mayor. her swearing in it will be part of the special meeting at the oakland city council. seven other elected officials will take the oath of office. ktvu spoke with quan to see how she is going to deal with the crime rate. >> murders are hard to deal with. the young men are the ones involved in the murder. to give them hope you to do long-term and short term things. >> quan will take part in a walk that will retrace oakland's history and some of its own.

it will go from china town to the inauguration theater. one of governor schwarzeneggers last acts before he leaves office has some people crying foul. the reason the family of a murdered college student is so upset. a newly surfaced video is embarrassing the u.s. navy. the man behind that video and what it shows that is causing an uproar.

well good morning to you. there are new calls for permanent u.s. bases in afghanistan. lindsey graham says such bases would make sure that afghanistan never falls back into the hands of terrorists. however democratic congresswoman barbara lee says she is appalled by the calls for permanent bases and it's time to bring american troops back home. the u.s. navy will investigate the clearly inappropriate video shown on the closed circuit tv system of the uss enterprise. those videos in 2006 and 2007 include gay slurs. men and women pretending to shower together including lewd scenes and tv languages. it was made by the man that was the second in command. he's now the captain. in its final hours in office, governor schwarzenegger

commuted this prison sentence of a man convicted in the death of a college student. esteban nunez was sentenced to 16 years in prison after pleading guilty for his involvement in the 2008 stabbing death of lewis santos in san diego. the governor reduced that prison sentence to seven years yesterday. he says the sentence was excessive because nunez codefendant confessed to stabbing santos. esteban confessed to stabbing esteban. they only learned about the decision from reporters. he says this is dirty politics. i guess if you're the son of somebody important you can kill someone and get all sorts of breaks. governor schwarzenegger also reduced the sentence of a woman who was 16 years old killed her former pimp. sarah who is 32 years old was given the sentence of life without the possibility of

patrol. bay area state senator leeland yee advocated for kruzan saying she turned her life around. still no word on when gavin newsom will be sworn in but it will be before january 10th. that's when his inaugural celebration will take place and he will be formerly sworn in before that date. he was scheduled to take office today but his office says he still has a few projects to finish. that may include giving incoming supervisors the chance to appoint his access so. san franciscos outgoing da harris is leaving her office to become california's next attorney general. it will be at 1:00 this

afternoon for history, women and the arts in san francisco. harris is the first woman to be elected as the attorney general. marin county ss has a business -- marin county supervisors has a busy day ahead. if i proved the single use shopping bags would be banned at retail stores. 40 stores would be effected. supervisors will also consider adopting an urgency ordnance that would impose a one year moratorium. some community members have demanding pg&e stop installing the wireless devices. they say smart meters cause health problems and more studies are needed. everybody behaving on highway 24? >> dave, it depends on what behaving is. we've had off and on rain for three months now. 35 santa rosa. napa 39. 30s elsewhere. some of that fog is starting to pop up. there goes our system from yesterday. actually the whole weekend. that next low is on its way south. it's just going right on by we'll wave goodbye to it as it heads south. high pressure builds in and gives us a dry pattern. but it's going to trigger in a lot of night and morning fog. the air mass is so prime for fog. 50s. low 50s for many. couple mid 50s. i will target that for san jose 55. fog in the valley coming back into the bay. but warmer around the bay and also near the coast in fact by thursday and friday upper 50s to 60s. if you are inland it will be fog city. pam and dave. >> thank you, steve. apples problems with the alarms on iphones and ipads is

if you are driving to san francisco today, you will notice there is a line at the toll plaza. not a big one. and we haven't seen it for the last two weeks. we will let you know what the bay bridge does. 6:24 let's go back to the desk. >> thank you, sal. right now interstate 5 between bakersfield and los angeles county is still closed. no traffic is allowed on val road. the road was shut down yesterday afternoon when cars starletted sliding on the icy roads. chp can't tell when the road might open. drivers are encouraged to delay their trips or use highway 101. people on the southern side of the grapevine are happy to see the snow. it would give kids a chance to build a snowman without going past their yards. it only lasted a few hours.

san francisco police say a vandalism incident lead to a bold escape attempt. 33-year-old brian jenkins kicked out the window of a place car and ran away in handcuffs following his arrest early yesterday morning. officers arrested him a few blocks away and took him back into custody. he said he used a raiser blade -- razor blade to cut up posters inside a bar. it provides billions of dollars of financial aid to the first responders who became ill after working in the ruins of the world trade center towers after 9/11. they say their health has not been the same since. a lot of the rescue workers are from right here in the bay area. menlo park fire chief is wondering why it took seven years and two dozen congressional hearings to get those funds. >> it's a lot of money. yeah it's a lot of money.

are there other people that have needs? sure there will. these are people that gave themselves and time. >> many first responders became very seriously ill after breathing the toxic fumes and dust. oakland public schools are losing many of their top students before they go to middle school. one of every four oakland students left public schools after finishing fifth grade this past spring. that includes 40% of the districts highest achievers. district officials are look at why families leave and how they can prevent it. they say they are working to improve the quality of teaching and programs offered in the districts middle schools. this morning jerry brown becomes governor of california for the third time. we'll have a live preview of his inauguration from sacramento. in nevada this morning police investigate a double shooting. why the locals are so surprised about what happened. a new year brings a new rally.

january 3rd i'm partly cloudy d.c -- i'm dave clark. >> and i'm pam cook. coming up at 11:30 this morning jerry brown will be sworn in for a third time. claudine wong is live. >> reporter: good morning, dave. you know some people expect him to try to stay optimistic. he has a budget speech coming in a week. that will certainly be hard for people to hear. today some people will offer hopes. he will speak about ancestors. this inauguration take place at 11:00 this morning. we have seen activity out here this morning. this is video we shot in the last hour of highway patrol as we set up security and cones. everything that is happening today is within w distance of the capital. downtown will be a very busy place today. jerry brown has done this

before. two inaugurations back in 1975 and 1979. jerry brown served as california's governor 28 years ago. things have changed since he left that office in 1983. california's population has grown. has highway to deal with political terms. he is low key which that is one thing people says has not changed. low key and low budget will be the order of the day this day. as we said everything is within walking distance. the food of chase will be hot dogs and chips. those are state owned billings so they don't need to be rented out. all this in line to what jerry brown has done. >> i think his symbolism is pretty clear. california is in a difficult situation and you elected me to fix this problem and i'm not up here to have a big party. there is no time for that and there is no money for that.

inauguration this morning ktvu plans to stream it to you live. you can find a history of jerry brown's last stint in governor under the right now system. police in nevada are looking for suspects in an overnight shooting outside a safeway store. it's still an active crime scene right now. we want to go to kraig debro who is there with more on the story. >> reporter: yeah good morning. th crime scene investigators have been out here -- the crime scene investigators have been out here since it has opened. i just spoke to an employee a person that works here at the safeway. she has two roommates that work here that were here last night. they were in the parking lot when this all happened and they heard one of the shooters say get out of the car get out of the car. we have to look into that further. that is new information about what happened here. now obviously bigger cities you would have crime scene technicians that are dedicated to that here in nevada.

not only police officers are technicians. the big question what is the motive here. why did people open up on two victims. the two victims have not been identified. but they were riding in that white corolla before they were shot. it happened in the parking lot of the safeway around 12:10 last night. we were not aloud to see a copy of a surveillance tape what happened here. i did see that tape. the tape shows another vehicle following the white toyota corolla into the parking lot before two men or at least one person got out of the car and opened fire. people that i talked to this morning they say this is very surprising for many of the locals. >> i was just going to get gas. i just noticed nevada is not like this. >> it's pretty alarming. i live around the corner. >> reporter: came the safe way a lot? >> yeah. i come here for coffee before work.

it's pretty upsetting. >> reporter: police in nevada are completing their forensic mapping of the scene. i've tried to speak to the officers on the scene. they have not been able to speak to me because of their -- they are still busy right now. i couldn't see what happened to the second vehicle in that shooting. the results are clear. the two men one described as a 23-year-old hispanic male. suffered one gunshot wound. the officers on the scene do not know which hospital. we had to call the police in downtown to find out that and if they know information about the second vehicle involved here. reporting live in nevada kraig debro ktvu channel 2 news. in san francisco a man has been arrested and accused in the stabbing death. the victim a 54-year-old man was rushed to the hospital but later died because of his injuries. the unsatisfied suspect a man in his 40s is in custody.

so far no word on what lead up to that incident. in santa cruz a suspected gang member is behind bars after allegedly pulling a gun on a police officer. he is 18-year-old ryan lanther. it's after a homeowner alerted police saying around his home. a chase insued when police caught up to him. police say he pulled a gun. he managed to -- they managed to wrestle the weapon away from him. an investigation continues right now into the deaths of a man and a woman who's bodies were found inside a home in saratoga. a realtive called police inside a welfare check. that's when police found the bodies of the man and woman inside this house. their names and how they died that hasn't been released yet. santa clara county say there is

no threat. cable car will be out of service for six months. now the california street line rises out the financial district and climbs past china town and rolls past the hotels on knob hill. this will be the biggest disruption in cable car service since 1980s. that's when all three lines were closed. >> let's go back to sal. you were talking about a little fog in placings. how are the roads? >> the roads are okay. i want to add the shuttle bus they will use for that cable car will only for $2. let's go out and take a look at the commute on westbound bay bridge. it is backed up to the middleover that parking -- not even the middle. that parking lot is going away. they will make a new parking lot there. let's say it's backed up for a five minute delay.

also this mornings commute is looking good if you are driving on northbound 101. and this mornings commute an northbound 101 in san jose looks very nice driving up the peninsula. there it goes. i hit the mouse a certain way and then that pops up. let's go to steve. thank you, sal. a very good morning on this monday. fog is going to be the big story. not only today but more so as we go through midweek and the end of next week. but sunshine should rule out here and start to warm up coastal locations over the next couple of days as the pattern shows the dry weather. the next low is going down the coast. fog though especially coming back in the valley we are overdue for a pattern. patchy fog. sun, clouds and more sunshine tomorrow. it does look dry. this week looks dry.

seven. nunez is the sun of former assembly speaker fabian nunez. as governor schwarzenegger leaves office they are wondering if the new governor should review certain projects. planning or construction has begun but no projects have been completed. a spokesman for the department of corrections told the san francisco chronicle some of the delays is caused by lawsuits. christians in egypt is calling for the government for discrimination following the bombing on new years eve. that blast killed 21 people and injured about 100 others. it's still unclear who is responsible for the attack. the incident sparked violent protests. christians claim they have long-

suffered violence from the muslim time now 6:46. an arkansas wildlife officials hope tests will explain the mysterious death of thousands of birds. birds literally fell from the sky over the town of beebee. this is just before midnight on new years eve. lightning, a high altitude hail, and fire works may be to blame. up to 5,000 birds were found within a one mile area. shocking a lot of people that were ringing in the neweer. >> i thought the mayor was messing with me when he called me. he got me up at 4:00 in the morning and told me he had birds falling out of the sky. >> and there is another wildlife mystery. 100 drum fish washed up along the arkansas river. scientist believe disease is to blame. actress jaja will under go surgery to have part of her

right leg amputated. she suffers from a severe infection on her foot. the 93-year-old actress under went surgery for a broken hip in july. since then she has been hospitalized for several times. police in oakley are looking for a bank robber. the woman that robbed the bank was wearing a black sweatshirt, blue pajama bottoms and high heels. she robbed the bank on friday afternoon. she ran off with an undisclosed amount of cash. she ran off in high heels. >> how are we doing out there sal? >> not too bad. let's go outside. i want to show you the traffic looks okay on 880 authority and southbound. that traffic is moving well on north and southbound 880 and up to the bay bridge toll plaza you will see a little bit of a
