computer chip that could lead to discovering cancer. good afternoon. we begin with the inauguration of jerry brown. the-- brown. the former governor has just been sworn in for his third term in sacramento. he served as governor from 1975 to 1983 before voter imposed term limits took effect. he's facing big challenges this time around, specifically dealing with the budget. claudine wong joins us now with details about what's happening in sacramento. >> good afternoon, claudine. >> reporter: good afternoon, tori. yes, the ceremony wrapped up about 20 minutes ago. and jerry brown is now california's 39th governor. among the crowd, voters who, by the lottery, began to watch. >> optimism. i know the state deficit is pretty terrible. >> reporter: the key words of the day are low key and low budget. in that spirit, governor newsom walked to the memorial auditorium today. he also joked about the a ffordable hot dogs set on the lawn. >> the bar is set appropriately. it's not the time to be os ten tushies, not when people are -- os ten tushies, not -- not when people are struggling. >> reporter: inside the auditorium, began festivities just after 11:00 this morning. he was introduced by his wife

moments before taking the oath. >> without any mental reservation. >> or -- >> really without any mental reservation. >> reporter: times have changed and brown says experience matters. >> at this stage in my life, i've not come here to embrace delay or denial. there's no other way forward. in this crisis we simply have to learn to live together. as californians first, members of a political party second. the question is can and will there be unity across the aisle. >> democrat and republican alike want to turn the state around. we don't want to end with these endless deficits and it has a corrosive effect on everything else the state does. >> reporter: so this morning's speech gave us some symbolism but next week we get specific when brown introduces his b udget, one he described today as painful but honest.

outgoing governor, arnold schwarzenegger attended brown's inauguration ceremony which just wrapped up. now that he's out of a job, schwarzenegger says he will most likely hit the speech circuit and write an autobiography. schwarzenegger became governor after the 2003 recall election and was reelected in 2006. there's still no word on when gavin newsom will be sworn in as california's next lieutenant-governor but we do know it will happen sometime after january 10th. that's when his inaugustual celebration will -- inaugural celebration will take place. he was scheduled to take office today but his office says he still has a few more projects to complete. that may include giving a few supervisors a chance to pick his replacement.

kamala harris is going to be california's next attorney general. her inauguration ceremony will be under an hour at 1:00 at the california museum for history, women and the art for s acramento. harris is the first woman to be elected as the state's attorney general. and oakland is also well coming a new mayor. jeanquan took a public walk through oakland to acknowledge both the city's history and her own. tara moriarty joins us with m ore. >> reporter: g., tori. jeanquan took her first steps literally and figurativety as the first asian-american women. here is a look at where she will be sworn in in about 15 minutes we're told. earlier, she marched through the streets of oakland, starting in chinatown where she said it all began for her.

cancer diagnosis and treatment. this morning, johnson & johnson announced a $30 million partnership in the development of a sophisticated new test for cancer. it consists of a silicon chip that can filter blood and detect a single cancer sell circulating in the blood stream. the test will help doctors determine if cancer has spread and what kind of treatment a patient needs. top-senate democrats are warning john boehner they will block the promised republican effort to repeal the president's healthcare overall. in a letter, harry reid and his top lieutenants say the overhaul is too important to be t reated -- to be treated as collateral damage in a partisan for healthcare reform. one of san francisco's most famous cable car lines will be

a police clays came to a dramatic end this morning in oakland. this is what is left of the scene after a driver crashed his car into a flower shop on grand avenue right next to the grand lake theater. it happened around 4:0 this morning. police-- 4:0 this morning. police have released few details about who was in the car or why police were chasing him. but thaw -- but there are reports that the driver was arrested nearby. police in novato have made one arrest linked to a deadly shooting overnight that left two men badly wounded. as kraig debro explains in this report, there are several circumstances that made this case quite unusual. >> reporter: the shooter or shooters put three bullets into a white toyota corolla and two of the people in the sedan. police say the sedan had just pulled into a safeway parking

looking for another motive, g ang-related. >> unfortunately, there's no jurisdictional lives. they happen in every city. >> reporter: in another rare aspect of the case, the person police did arrest is a 22-year- old woman. police say the 22-year-old woman will likely be charged with attempted murder. even before that information was released. people we spoke with are trying to figure out how big city problems got here. >> it's kind of a safe neighborhood and i think of novato. >> that's a bigger shopping center. >> reporter: police in novato are hoping that like bitter cities sometimes do. they can find the other suspects and hold them accountable for the crime. in novato, kraig debro, ktvu channel 2 news. an autopsy is being p erformed on a man and woman inside the home on wolbrook drove. neighbors say the residents in the home were quiet and kept to

themselves. we just spoke with the sergeant at the santa clara sheriff's office who says they expect to release the identities of the couple later today along with how they died. authorities say there's no threat to public safety. the red cross is helping an oakland family displaced by a fire this morning. it started around:00 a.m. at a home on 46th street between west and market street. a mother and her three children live in the home and she was up watching television when she momented smoke and called 911 -- when she smelled smoke a and called 911. >> got my kids, one had no s hoes, anything. but i would rather them be safe than anything goes. >> fire officials say there was a problem with we'ring in the attic. that's where the fire started. home has working smoke detectors but they did not go off because of the fire's

location. they say the home has about $ 75,,000 worth of damage. the cable car line has been shut down for a week due to a broke -- due to a broken cable. crews will be working on that line for the next six months to upgrade the system underneath the cable car track. shuttle buses will continue during the upgrade. the project should be finished by early summer. weather related delays by san francisco airport appear to have cleared up. there were several. oakland and san jose were only reporting a few minor delays. if you are headed to the a irport, it's still a good idea to check on your flight status before you head out the door. >> in southern california, the highway patrol is just now reopening the 5 near the grapevine in los angeles. the chp closed that part of the

highway yesterday afternoon because the ice and high winds. officers say cars were sliding across lanes of traffic. they began escorting groups a short while ago in order to make a determination of whether t he -- it was safe enough. for a few, the sup is out. for others -- the sun is out. for others, it's still a gray day. we do have a little bit of hazy sunshine up there. the system responsible for our rain on the weekend and all of the snow and rain down in southern california has moved out. that next system is going right down the coast and it will continue to go down the coast and away from us. you can see the low cloudiness. with high pressure building in, it will squash us over the next few days. it looks like the east bay could be in line for a lot of fog. if you get the sunshine, temperatures are warming up. we had some cold lows this

morning. clearlake 32. kenwood, 34. pen grove was 37. cordelia, novato andwoodside all had morning lows. it's only 48. in fairfield. sanjose, maybe near 60 as we head too the end of the week. if you are in the fog, concord, livermore, antioch, it will be a cold, foggy pattern. 27 in tahoe. 45 redding. they were in the 20s. hear goes the powerhouse little low. the next system out of the picture. it will stay there. it might even move into san francisco by the end of the week. it's not our problem. it's a dry pattern. it may be a dry pattern for about 7 to 10 days. but that fog in the valley is very, very persistent and

stubborn. so a thick fog of a combination of sun and clouds. it's dry today. it will be dry tomorrow. once that fog comes in, it is really tough to get out of the way. so upper 40s for some but mid- 50s for others. sanjose, 56. losgatos, 55. santarosa, capitola, beautiful there. cool, cold, low 50s for some. it looks like that's the theme through the rest of the week. if you have the fog, it's cold. if you don't, it will be all right. >> are we pretty close to seasonal -- >> everybody is except downtown san jose, which just miss fies me.
