was shot by police. he was shot after a call came in of a man slashing tires. rob roth has the story. >> reporter: we're in howard street near tenth south of market street: now across the street is where the city holds it's mental health and drug treatment programs and police are checking those surveillance cameras to see if they yield clues to the shooting by officers of a man who uses a wheelchair. in this exclusive ktvu video, plain clothed police are responding to a man who had just been shot by officers. the shooting happened at 10:15 this morning. a woman who works at the mental health center says she saw the man this morning. >> i saw him fumbling with something on his lap. i thought he was rolling up a cigarette, i don't know. >> reporter: how did he look?

>> not very happy. >> reporter: when officers arrived witnesses say there was an altercation with the man on the wheelchair. >> during the altercation, there was a stabbing of a police officer. >> reporter: officers say they tried to subdue the man by firing a weapon that pops bean bags. >> all of a sudden i hear pop, pop, sounded like two shots. >> reporter: police say it's still unclear whether the man who uses the wheelchair was actually standing at the time of the shooting. this is the second officer shooting in san francisco. both appear to have involved people with mental health problems. police chief george gascon has been campaigning to gear police officers with tasers. rob roth, ktvu news. police announced they have

charged a volunteer youth minister with child molestation. klatt has access to many teenage aged boys in his work. police are asking for any information on klatt or any child molestation cases to contact police. and there were closures, the problem was a hole in the roadway and the location of that hole made it even more dangerous. ktvu's sal castaneda along 880 with more. >> reporter: frank, traffic is finally moving again. i want to show you, right there that bridge right behind me is where a hole developed in one of the lanes forcing the authorities to make a quick decision. this morning a sudden hole in a freeway bridge forced caltrans officials to order an emergency closure and repair. two north lanes closed just after 8:00 and quickly made a mess of the morning commute.

including this road widening near the embarcadero in oakland. officials say most potholes occur because of water seeps into the ground below and then losening up pieces of concrete and asphalt. live in oakland, sal castaneda, ktvu channel 2 news. and there was another major problem on 880 today. this time in san jose. traffic was tied up for hours aftera big rig jack knifed on the freeway. it happened around 11:30 this morning. the crash blocked all three southbound lanes until just after 2:00 while caltrans crews cleared debris and cleaned up oil spilled from the truck. the highway patrol diverted traffic around the area. ktvu's robert is telling us that crews have righted the

this morning. north and east bay, the usual spots, a little bit more of it tonight. now what's happening is the central valley fog is really progressing. it's getting bigger. when it does it's like a soup bowl. ill spills over into the bay area. we start to see more fog coming in from the east and that will give us a little more fog in the morning. this pattern, pretty much always givers you dry weather. when you have fog formation, when you have valley fog and dense fog advisory, just immediately say there's no rain in the forecast because fog cannot exist if the atmosphere is not stable. 42 in santa rosa, that's at the airport, that's the cold spot. what's going to happen in santa rosa, dewpoints stays at 36 degrees, temperatures are going to drop to 35 degrees. 35degrees dewpoint temperature, that's when you get fog. that's as cool as it can get. because once air vaporizes into

a u.s. citizen convicted of high jacking a plane from new new york to cuba four decades ago was sentenced in a new york courtroom today to 16 years in prison. louis pena soltre and two other men brought knives and pistols on a flight and forced the pilots to divert the plane to havana. the two other men were sentenced in the 70s but it wasn't until 2009, pena soltren returned to the u.s. to face charges. today the navy permenantly removed the captain of the u.s.s. enterprise because of his role in some controversial videos that she shot on board the

after several e.coli and salmonella outbreaks in the past few years. it would also raise standards on imported foods. a bay area company is looking to finds a second home if you will and it's asking for help from developers in the bay area. lawrence berkeley national laboratory is seeking proposals for a 2 million square foot second campus. the new site would house 20% of the lab's work force who right now work out of several leased spaces. the lab want it is new campus to be within a 20 minute drive of its current campus in the berkeley hills. it hopes to pick a new site by june and move in sometime in 2015. stanford university is bouncing back from it's devastating investment losses and fewer donations in 2009. university officials say 2010 saw a 10% jump in the endownment to almost $14 billion. the university also says it's net assets were up 7.5% to more than $21 billion.

a california highway patrol officer narrowly avoided a accident this morning. it all started about 9:30 a.m. when an officer spotted a ladder in the lanes near west texas street. the truck's container landed on the chp cruiser as the officer tried to drive the car away from the skidding truck. you can imagine the officer was shaken up but not seriously hurt. the driver of the big rig suffered minor injuries.
