well, good morning to you. welcome to "mornings on 2." i'm dave clark. >> good morning. i'm tori campbell. it's thursday, january 6th. if you're driving in oakland this morning, there is an area you should avoid. right now, caltrans is scheduled to shut down fifth avenue as part after seismo retrofit project. kraig debro joins us with more on the project. you say it's been delayed a little bit? >> reporter: yeah, it is. i just saw one caltrans truck drive through here, and that pickup truck drove off in the northern direction there. there's no sign of any crews as you look around. just soy you know what's going on -- caltrans -- so you know what's going on, caltrans will close down fifth street today for the seismic retrofit p

roject. caltrans is -- crews are gonna be working under that overpass. caltrans is -- says the portion above 880 above fifth avenue was built at the end of world war i i. take a look at this. this is a picture and a graphic rendering of what the section is gonna look like after c ompletion. you have the before picture, what it looks like now, and then the graphic rendering. in addition to the seismic improvements, the new structure will be 46 feet wider. the additional wid eighth is supposed to provide 12 feet. the project is one of eight improvements designed, we'll have improving seismic safety along the i-80 80 corridor and you will see where it will be

in downtown oakland. the filth avenue improvement project was developed through a partnership with the city of oakland, the port, the union pacific and the alameda county transportation commission. there are detours. northbound i-80 traffic is advised to use the oak street offramp. so you pass up the embarcadero offramp. they don't want you to use that, use the oak street and you turn right, there are signs up there. southbound traffic on 7th and then east 8th street should head north on 7th street, turn right on fallen and there are signs -- fallan and there are signs to direct you where you need to go. but the problem is, there's no closures in the works. no crews are here. it doesn't look like fifth avenue is gonna be closing for at least the next hour. i'm gonna call caltrans again and see why that is. reporting live, kraig debro, ktvu channel 2 news. >> we'll look forward to an u pdate very soon. thank you, kraig.

we're learning new details about a deadly caltrain accident early this morning. investigators say a southbound train hit a 19-year-old man on the tracks around 1:0 a.m. it happened near the -- 1:30 a.m. it happen near the area. police are searching for suspects in a shooting that happened at 9:00 last night on 16th and center streets. police found an unidentified man shot several times slumped over the steering wheel of a car. he died there at the scene. that investigation continues into a man who lives at a san jose family daycare has been arrested now, accused of sex -- sexually abusing children. police received a report that

he committed lewd acts with a female child at compose d aycare -- campose daycare. 7:04. this morning there is word of a trash selection fiasco in san mateo county. it involves a new garbage company searching 443,,000 p eople. jade hernandez is live with more on the story. good morning. >> reporter: good morning. call this project what you will, but it really stinks for residents. the issue stems from a trash company takeover. previously allied waste provided service for this area. the new provider has had a rough few days, ricol o.j. the calls have been pouring in.

on the disbursement of $00,000 donated dollars for pipeline explosion victims. last night, the city council heard from vick kims who are frustrated about the delay in distributing the money. the city says there's no agreement how it should be done. some feel it should be be g iven -- it should be given more money for those who lost their homes. the number of lawsuits is g lowing in last september's d eadly pipeline disaster. seven new lawsuits were filed against pg&e last month. they accuse the power company of negligence in the disaster that killed eight people and d estroyed dozens of homes last september. pg&e is still awaiting the s tate's decision on whether one

we're following developing news out of iran, where there are reports another american is being held on spy charges. an iranian newspaper said a 55- year-old woman had spy equipment on her body when she arrived without a visa. shane bauer and josh fattal have been in prison in iran facing spying charges since july of 2009. sarah shourd, with was -- who was arrested along with them, was re-- was release on passionate grounds. taught's "wall street journal" is reporting the pentagon plans to spend another 1400 troops this spring to fight the taliban.

reportedly those troops haven been told to be ready for duty in a couple of weeks. at the same time, the obama administration is sticking by its pledge to start withdrawing troops this summer. san francisco mayor gavin newsom is weighing in on the candidate it appears will replace him when he moves on to his new roll as the state's lieutenant-governor. the outgoing board of s upervisors is scheduled to hold a final vote tomorrow. it appears city administrator, ed lee, has the six votes needed to make him interim mayor. newsom says he thinks lee would be the perfect choice. >> i couldn't be more enthusiastic about what he will represent to the city and be able to do so the people of san francisco can decide for themselves, not the board of supervisors, who the permanent mayor should be next -- next

america on west capital expressway when steve davis w alked in with a disguise. police say he handed the teller a note demanding cash. he got away with an unknown amount of cash. a new investigation into the bp oil spill in the gulf of mexico shows the disaster came down to a single failure at the management level. the presidential panel concluded that when decisions were made no one considered the risks. instead, the panel says bp, halliburton, and transocean, all made risky decisions to save time and money. the report also says without changes, the same thing could happen again. a separate british report out today also concludes, there are major management problems in the industry. the reports don't seem to be affecting the market value of those companies, bp and t ransocean futures are trading higher and london in the u.s. bp is up more than 2% on the

new york stock exchange. 11 oil workers died and more than 200 million gallons of oil spilled into the gulf after the disaster. 7:18. well, the author of a 1998 study that connected a childhood vaccine to autism, well, he's now defending himself against claims of fraud by a british journalist. since that original study, many parents have blamed their c hild's autism on the vaccine from measles, mumms and rubella. many stopped vaccinating their children. but a flu report claims the study was an elaborate fraud based on doctored information. the arthur, andrew wakefield, claims the report is a conspiracy. >> it's a ruthless pragmatic attempt to crush any -- to crush any investigation into the safety of the vac nation -- vaccination. >> we see him chiseling the

data and falsifying medical history of people. >> now, that man claims he was paid $700,000. it's important to note, the reporters is a result of j ournalism and it's not a c linical study. some blueshield of california policyholders are complaining about the company's third planned rate hike in less than 6 months. blueshield says it needs to raise rates starting march 1st because of the increasing cost from new healthcare laws. but some consumers say they will be paying more than 60% more than they did last september. 193,,000 individual policyholders will be aeffected by the change. the state insurance commissioner is reviewing the rate hike. 7:20. well, the party may over for a san jose nightclub. what city officials are planning after recent violence in a nightclub that has a

a full investigation. police say 38-year-old s alastino cruz gonzalez was driving a car that collided with another car on east washington street the morning of d ecember 28th. that crash seriously injured the 66-year-old woman in the other car. police say gonzalez has two dui convictions on his record. he also has a suspended driver's license driver's license. weigh want to check in w ith -- we want to check in with sal castanedo. >> we just can't see the bridges here because of the fog. some people drive slower in the fog, you might want to as well. let's take a look at some of these things that we have -- westbound bay bridge. >> that traffic looks good coming up up to the 880 interchange. then it slows way down. but there are no problems on

the actual bridge. we'll just be waiting here at the metering lights. i would say that's about a 1 0- minute to 12-minute delay. let's move along at 237. we have some stop-and-go traffic here, continuing out to zanker road, then it gets better on the way over to highway 101. 280 northbound on the right there, right through downtown, so far so good. but it does slow down as you approach the 17th interchange. kind of an unusual pattern. sanfrancisco usually looks to the west but today it's coming back in from the east. other observer michael in the city has 39 degrees. he can see that fog. when you get that fog. this is that cold, damp fog. that comes right back in from the delta and some of the visibility is coming in. the one i drove through was about -- was about an eighth of a mile at best. it's even worse for some.

this fog will retreat. but eventually it's not going to go very far. it will be back tonight, and tomorrow, maybe thicker. lower haight is 39. potrero hill, 37. a lot of 30s. a couple of 20s. the big news will be once we get going here, if you have the sun, it will be okay. upper 50s to near 60. but for others, it will be a foggy, damp, cold day, especially out towards the east bay. forecasted highs, 42 to 62. 42 to 62. antioch, 49, oakland 58. 60 san jose, 62 santa cruz. sunday things start to change. we'll turn cloudy on monday. well, steve's been talking about the cold and fog. we have both here at the benicia bridge. coming up we'll tell you how that could affect your commute. several more straights are reporting mass bird deaths as

in some areas. the fog may affect planes coming in over the san mateo bridge. but the fog is downright thick in many areas in the east bay. ktvu reporter, claudine wong, is one area where the visibility is not that good. let's go to claudine right now. >> reporter: we're at the benicia bridge. it's cold and foggy here. we're at the toll plaza. visibility is low here. but it just gets worse as you cross the bridge. you do have visibility issues. as you approach the bridge there are warning signs telling you there's heavy fog. people we've talked to said this has definitely changed their commute. >> it's hard to see. it can make things slippery. >> reporter: how much slower do you go on a morning like this. >> i've drove through the fog all my life. i know what it is like.

probably 5, 10 miles an hour slower. >> reporter: we wanted to give you a look at what it looks like across the bridge. we took this video a little bit earlier this morning. you can see that -- you know, it just gets thick at times and certainly it makes visibility tough and hard to predict what the people around you are doing. some people say they don't like it when people go too slow. some people don't like it when you go too fast. just be careful -- just be c areful if you are heading out. claudine wong, ktvu channel 2 news. >> good advise. thank you, claudine. police in hillsborough are warning people to take extra precautions this morning after a dead deer was found in a neighborhood. they believe it was killed by a mountain lion. the deer was found just after 10:00 yesterday morning on rob bewood hill -- robin wood lane, rather, in hillsborough. experts say if you spot a mountain lie, go to a safe location at call 911.

later today a salvage crew plans to finally tow away that tugboat that's 65 feet that ran aground on tuesday. but the coast guard didn't want to move it until about 200,000 gallons of fuel was removed from the boat first. that job was completed last night. the cleanup operation of the mothball chips in suisun bay can'ts today with another ship being moved. the "ss dawn" will be moved so paint and barn nickels can be scraped off. you are looking at the "ss bay." it was moved -- moved last week. those ships will eventually go to virginia for recycling. a san jose nightclub could be forced to shut its doors permanently after yet another violent incident. still let tau heel. violence at the club has been an ongoing issue. video showing the brawl turned up in youtube in september of 2009, prompting police to temporarily revoke itsancened -- license and several people were stabbed on the dance floor. the city attorney plans to ask the judge for a permanent i njunction to close the club. republicans will be making history on this, their second day of power in the house of representatives. the new house speaker, john boehner, has ordered that the entire u.s. constitution be read out loud. that has never been done before. doing that are take about an hour and a half. one of the most common c omplaints from republicans is that democrats were

overreaching in that con -- in their cobs tuesdayal powers. some democrats like nancy pelosi will actually be taking part in the reading this morning. the jobless report released hours ago is worse than e xpected. it's the first time job claims jumped to 409,000. that's up 18,000 from the week before. the number of people still collecting benefits slipped. it's down 47,000. now 4.1 million people are on -- now are continuing to receive jobless benefits. families are enjoying a -- who are enjoying their breakfast are paying a lot more for their meals. pam document is in the newsroom with details on the culprits. we're supposed to eat a big breakfast, right, pam? >> we are. it's a good start to your day but a new survey does show that prices are higher at the

grocery store from last year. prices on breakfast items in particular, such as eggs, bacon and coffee are seeing some of the biggest jumps. analysts blame the increase on rising commodity prices which are up because of higher demand from emerging markets around the world. investors' speculation and also bad weather hitting some of t he -- some of the crops. some of the big companies such as general mills, sara lee and kelloggs say they could have the need to raise prices. last year, many of those same companies lowered prices to help attract customers in a weak economy. some of the biggest increases, the price of eggs is up 3% in the last year. deli ham is up 11%. bacon is up a whopping 44%. sugar is up 19% and take a look at coffee. that's up 22% from last year which a lot of people, that is their breakfast. well, at least for nows if you

of oakland around fifth avenue, you should be very careful because a stretch of it is shut down right now between embarcadero and east eighth street so caltrans crews can do seismic retrofitting out there. what's happening out there, kraig? >> reporter: well, a lot is happening out here. this big, huge crane is moving that huge -- it looks like row of supports over into position here. no word from caltrans. crews are supposed to shut down 8th avenue. this is the seismic project designed to improve the seismic safety of the bridge. it didn't close down until 7:40. but it's supposed to be closed until 4:00. here's how the crews did it.

nothing dramatic. but we wanted to show you what we saw anyway. what crews just did could result in a traffic mess and we'll keep an eye on that for you this morning. what it looks like from above is very similar is very -- is very similar what it it looks like as you are driving by. this work has been continuing. it started in the summer of 2009. we just shot some video a couple of days ago from what it looked like from the new bridge over fifth avenue will be -- won't be done for two years. this is part of a 170 million fifth avenue bridge seismic u pgrade. crews will be working on this part of i-80 directly above fifth avenue. that's why they had to close it. spoke to a construction worker moment ago but what it -- about what is exactly being done. >> we're setting up 60-feet stringers up over the road. on this row, 0 the other side,

same thing. setting stringers over the top. >> reporter: want to take a look at this before-and-after p icture. let's come back out live right now. this is really a great picture here. you can see what they are doing with that row of four support beams. they are moving it into place. it had something to do with what that construction worker was just saying. very complicated stuff here. even we had trouble understanding what he's staying. you see those lines that are hanging down from either side. those are the 60-feet stringers he was talking about. when they finish this, in addition to the seismic upgrade, the roadway is also gonna be wider. you are gonna have shoulders that are 10 to 12 feet wide and the onramp around the embarcadero on the other side is gonna be wider so it will make it easier to emerge. this is one of ate pro -- projects -- eight projects up and down the corridor.

it happened around 9:45 last night on 16th and center streets. police found an unidentified man shot several times slumped over the steering wheel of the car. he died at the scene of the investigation continues. a man who lives at a san jose family daycare center has been arrested, accused of sexually assaulting a child. sanjose police say they r eceived a report last month that 60-year-old campos c ommitted lewd acts with a female child at campos daycare. police have not said whether he ran the daycare or simply lived at the location. police are asking other possible victims to come forward. well, a trash collection company is getting a shaky start in san mateo county. there have been thousands of customer complaints about the company. there's even been an oil spill. jade hernandez is live in

redwood city. you are talking to customers, too. >> reporter: that's right. we just spoke to one woman would said her new trash service provider did not pick up her trash on monday. this just stinks for some residents. we're live and this issue stems from a trash company switchover. previously, allied waste p rovided service for san mateo county. the new provider started this week. the calls have gone straight to the company's service line that are coming in. rekoloj serves 430,,000 between burlingame and east palo alto. the issues bother residents even more since they are bracing themselves for an 18% hike and the problem for many customers is missed pickup or late pickup. >> last company, take the garbage, no problem.

pipeline explosion victims. last night city officials heard from frustrated victims about what is now a four-month delay in distributing the money. city officials say there's no agreement how 20 do it. some feel it should be given equally to all victims while other -- while others feel those people who lost a home or loved one to should get more of the money. others feel it should pay for repairs, creating a memorial or even establishing a scholarship in the area. a final decision can be -- can happen on tuesday. and the san mateo daily journal reports seven new lawsuits were filed against pg&e last month. they accuse the power company of negligence in the disaster that killed eight people and d estroyed dozens of homes. pg&e is still waiting for the state's decision on whether one judge should here all of the lawsuits connected to that disaster. >> want -- we want to check in

different parking garage in wilmington. two men accused of robbing a san jose bank are in custody this morning. police say the robber and bank teller were working together during a phony hold uplast m onth. investigators say jose luna was working at the bank of america on west capital expressway when steve davis walked in wearing a disguise. they say davis handed luna a note demanding money, then ran off with an undisclosed amount of cash. police say they later discovered the two men had split the m oney -- had split the money. a new investigation into the bp oil spill in the gulf of mexico, shows the disaster came dune to a single failure at the management level. the presidential panel concluded when decisions were made nobody considered the risk. instead the panel says, bp, halliburton and transocean made risky decisions trying to make money. the report also says without changes the same thing could

numbers of birds have turned up dead. and sweden is knew investigating what caused 50 to 100 birds to just fall out of the sky tuesday night. in tennessee, at least 120 dead black birds were found along a highway on tuesday. officials say they had been dead for some time and that may make testing them difficult. in arkansas, state game officials say fireworks allegedly sent 5,000 birds f rying to their deaths on new year's eve. the birds slided with trees, cars on the ground and a lot of other things in the town of bb. blackbirds have poor vision. normally they don't fly at n ight. the weather may have caused the deaths of those birds in kentucky and the power may have been the issue for the birds in

8:55. firefighters in san francisco were busy investigating reports after fire on a boat just hours ago, there were reports of smoke near pier 45. it's not clear right now if anyone was on that boat or if anyone may have been hurt. we're also getting new details about an effort by san francisco's police chief to arm his officers with tasers. chief george gascon says he p lans to bring back that issue before the city's police
