owners to provide summer jobs and internships for young people. >> reporter: the state school chief declared a fiscal emergency. across from the capital in a rented space at the senator hotel is the office of the governor's secretary of education. the senator will soon need a new tenant. the office according to staff will close but the brown administration is not confirming it. not to be confused with the education department or state superintendent's office, the 11 member staff of the secretary of education serves the governor. brown on the campaign trail said the office was redundant. this news comes at the same day that tom tolinson declared a state of emergency. >> the law will not allow me to call the national guard in making such a declaration of emergency. but i am calling on all

californians to visit their schools, to volunteer to help in any way. >> reporter: torlakson says cuts have taken their toll and that 152 school districts are on the financial brink. he called for a review on how schools are spent. >> this is not a story that is not the california dream, it is not a story that californians can be proud of. this is a story that shows california being behind. >> reporter: the fate of school budgets and possibly more cuts will be better known on monday when the governor unveils his budget, in sacramento, ken pritchett, ktvu news. in just the last hour, the secretary of state said voter turn out was the highest it's been for a gubernatorial election in 16 years. more than 59% of registered voters cast a ballot in november. the last time turn out was at least that high was in 1994

when governor pete wilson defeated state treasurer kathleen brown. facebook will soon be required to open it's booked. the wall street journal reports the networking site will reach 5,000 shareholders this year and that will force the company to disclose finances everyone though it hasn't gone public yet. the company will have until april of next year to do so. holiday sales figures for november and december combined were up 5.5%. retail sales in december alone rose only 3.2%. and what's worse, major retailers like gap rose only 2%. an 8% year to year jump in sales for the five week holiday shopping period. on wall street, the dow was down today because of the

sluggish retail numbers and the jump in jobless claims. investors began selling on news that claims on unemployment rose last week. this was in stark contrast of yesterday's reports that hiring was up. the dough was down 25 points, the nasdaq was up just shy of seven points. governor gray davis named moreno to the state high court in 2009. moreno was mentioned as a candidate for the high court. among the candidates brown is expected to consider as a replacement, martin jenkins. if nominated and approved jenkins would be the only african american on the court. and today, reading from one

primitivo campos performed lewd acts with a girl at day care campos. san jose police say a recent bank robbery was an inside job. police say the robber and the teller were working together. steve davis walked in wearing a disguise. they say davis handed luna a note demanding money then ran off with a bag of cash. police say the two later split the money. crews finished pumping up 2,000-gallons of fuel last night. they've also removed hydraulic oil and the boat's batteries both of which could cause environment damage if released into the ocean. looks like fog is the word when we talk about the weather,

over now to our chief meteorologist bill martin. a carbon copy of yesterday. >> even more fog. the fog is not really a big of deal, if you're in vacaville, antioch, fog is really nasty. dense fog advisory in the big valley. we had big dense advisory move into the bay near the delta. let me show you what you have. what i find interesting here, you see the fog out here in the valley. you see the big bulk of it. we have easterly winds and they funnel the fog. the low lying gap is the delta, sea level basically. that fog, it got all the way through the gap here all the way into the straight and then out toward san rafael. you see fog lingering here out in the marin county area. so temperatures greatly affected by this big push of fog. tomorrow morning the fog is going to do basically the same thing. and it's going the shoot these gaps and it's going to end up in much of the bay especially in the north and east bay,

let's be prepared for that. visibility gets down to 1/4- mile, easily less in some neighbors. we're talking about valley fog, a dense fog advisory will likely go into effect in the central valley. that fog will spill into our valleys, be prepared for that. morning fog in many places, hazy sunshine, your warmest bestest driest spots, sunniest spots are going to be down in the peninsula. dry pattern in the forecast. some models are keeping us dry for a long time, a couple of weeks. whatever it is on monday and tuesday will be enough to scour the fog. north bay and east bay, you guys are going to get hit the hardest. it's going to be cool and it's

outside the ephiphany. elizabeth lee says the turmoil has forced her to postpone starting classes at uc berkeley. >> unfortunately my mom was arrested again by immigration in may of 2010. and we were set to be deported before school even started, so i lost my chance at that. >> reporter: elizabeth lee graduated with honors from lowell high school. she came to the united states with her family ten years ago and she has no friends or relatives in peru. immigrations officials gave the lee family until july to leave the united states. the six month extension will give them plans to pursue other ways to try to keep the family here in the united states. and iranian tv declined reports that three americans were being detained there. iranian tv says the woman was

stood on the balcony smelling this gas, i was thinking, did this place just go up. fears of another natural gas explosion in the bay area prompt a pg & e investigation. after an odor is detected around the jack lindon square. those who live in the area have reported the smell and so have some ktvu reporters. >> reporter: maureen we're at the parking lot of the portobello office and condo offices right next to ktvu news. pg & e has been called because of a pungent smell of gas. in fact, i'm one of the ones

who smelled it. the first call to pg & e came from a second floor office of an architecture and engineering business. >> the smell comes from some where. they need to find it. >> reporter: the gas explosion had people thinking. >> i was thinking could this place just go up. >> we're concerned, but if pg & e says there's nothing happening, what do we do? who else do we go to? >> reporter: pg & e investigated again today but found nothing. >> we are committed to working with the appropriate agencies who identify the source. >> reporter: the area of the smell extends about 300 yards

ending about where a pg & e underwater line ends. no one we met says it smells like anything other than natural gas. so pg & e will continue to investigate the source of this odor, whatever it is. and it if the last two days are any indication, they will respond pretty quickly. jim vargas, ktvu. the city of san bruno has collected $400,000 in donations for the victims of the september explosion. now it's collecting ideas on how to distribute that money. some people are upset because none of the money has been distributed yet. city leaders could make a decision next tuesday on a distribution plan.

in the last hour a stretch of 650 that runs under instate 880 reopened. caltrans closed down the roadway so crews could start retrofitting work there.

caltrans is building a new wider and safer fifth avenue bridge and quarter mile stretch of i880. >> this is one of the most difficult projects i've ever been on because we have to build a bridge, demo the center out, build the center and move traffic over. >> reporter: the current bridge was built shortly after the end of world war ii. a 19-year-old man has died after being struck by a caltrans train. it happened shortly after 1:00 a.m. in a fenced off area between the california avenue and churchill avenue stations. caltrans officials say the death appears to be a suicide. 11 people died in caltrain related accidents last year. nine were deemed to be suicides. a teenager has become the first death of this year's flu season. the 15-year-old died yet and

had not received a flu shot. the number of cases topped 9,000 until the new york area alone. this year's shot protects against h1n1 and other trains of the flu virus. the owners of an unlicensed marijuana dispensary have shut down the operation. the owners had told the landlord they had the necessary permits to lease the location last month but they did not apply to the county for the paper work until monday. sonoma county officials turned the owners down saying they did not meet the requirements to operate a dispensary there. a new study indicates that

blind dog training, five dogs have died in the last week. and this is what it looked like in the venetia bridge. it could be days before the wind blows that fog away. >> let's look at the weather now. we go to chief meteorologist bill martin, what's it looks like. >> north toward marysville, the fog this time of year, if you don't get rain or something to blow the fog out it sticks around. i've seen it last for a couple of weeks and gets worse and worse every day. i want to show you the temperature right now in livermore. look at this, this is what happens when you have fog just east of you. livermore had fog most of the morning. right now it's just 39 degrees in livermore. it's blowing from the east to the west. here's the wind and it grabs that fog that lingers in the

central valley. it blows it right in. i have to tell you this kind of fog, especially out in the bay, this is where you have some of your worse maritime disaster like the cosco busan you remember that. it's not easy going. the fog is going to linger right into sunday then things start to change around. we're going to continue with this pattern, daytime highs in some places on the coast upper 50s, places like livermore you may max out at 52 degrees. here's the system i'm tracking, it's not a big deal. maybe a sprinkle but it should be enough to lift the inversion. the fog needs an inversion to hide pressure, fair weather. this comes in and lifts it up and then goes out into the atmosphere. spare the air days and spare the nights moves in. at 11:00 tonight you see it

here, we have a lot of cloud, this is the fog streaming into the delta. 4:00, 5:00, 6:00, 7:00 a.m. you see it around the same area. that's the story, fog is the main feature in the weather as we move into the next 48 to 72 hours. because of that fog, 50 degrees. it's warmer in the santa clara valley, upper 50s, mid-50s. our five day forecast goes out like this with no rain really to speak of. the deal on monday and tuesday not significant other than it will push out the fog. the earlier, the lower the visibility. >> we haven't had a stretch without rain in a while. >> i don't think the thing on tuesday is going to melt too much. >> it's frosty in the morning. chilly too. >> a little bit of black ice. it's winter in the bay area

good evening everyone i'm frank somerville. >> and i'm julie haener. a battle is shaping up between state regulators and blue shield over what you pay for insurance. the company says it's raising insurance premiums for hundreds of thousands of californians in some cases up to 59%. john fowler joins us now, he's live in san francisco with the details, john -- >> reporter: this is blue shield headquarters for about 200,000 of their individual policyholders, this little blue card could cost up to 59% more. >> seems kind of absurd and a good way to drive your customers away. >> they have to come up with a new way to make money, that's all they care about doing, making more money, they don't care about their insured. >> we do have to cover all these people
