public event in tuscon this morning. samantha hayes has the latest from washington. >> officials have determined that congresswoman gabriel gifford was the target of a shooting in her political district in southern arizona. meanwhile, her colleagues on capitol hill are reacting in shock and sadness. one of the victims of a shooting spree at a tuscon grocery store saturday morning is us congresswoman gabriel gifford, making it a sad day for capitol hill and arizona. >> my thoughts and prayers are with congresswoman gabriel gifford, the staff and their families, as well as other victims of the senseless and cruel violence. >> reporter: gifford, who represents the southern arizona district was holding a meet the public event when gun shots rang out. a man who works nearby relaid

what he heard. >> i heard 15 or 20 shots in the parking lot. came out immediately. >> reporter: doctors say she sustained a gun shot wound to the head. she was out of surgery saturday afternoon with doctors closely monitoring her condition. >> i'm very optimistic about recovery. >> reporter: law enforcement officials have identified the alleged shooter as jar ed lee rockener, an investigation involving arizona and us officials is ongoing. meanwhile, president obama pledged his support of that investigation and extended his thoughts to gifford, the other victims and their families. >> it is more than a tragedy for those involved. it is a tragedy for arizona and a tragedy for our entire country. >> reporter: six people died in the shooting, including a federal judge, a 9-year-old girl, and the district aid, the man who organized this political

event today for congresswoman gifford. local law enforcement officials are saying they are looking for somebody else in connection with this shooting. reporting live in washington, i'm samantha hayes, back to you. an arizona newspaper today published a picture it says is of the shooting suspect, 22-year-old jared lofener. this is a yearbook picture from 2006. a sheriff spokesman says there may be another suspect in the shooting but have not released a photo. the spokesman also said it's likely this was not a random attack and that gifford was targeted. >> she had just been sworn in this week to serve her third term in congress. gifford was first elected in 2006. she's a moderate democrat in a mostly conservative district. before coming to washington, gifford served in the arizona house and senate. the 40-year-old congresswoman is married to veteran astronaut mark kelly. today's shooting has sent shock waves throughout the political community, and it comes during a

highly charged political climate. we go to terry morati in the news room. and you spoke with a congressman today about the shooting. >> that is correct. members of congress reported 42 cases of threats or violence in the first three months of 2010. that is nearly three times the amount reported during the same period a year earlier. nearly all dealt with the health care bill, and gifford's was among the target. >> what in the world is america coming to? what's happening here? >> reporter: today's deadly and brazen attack on gabriel giffords in front of the safeway store has cast a dark shadow over other members of the congress. >> i don't think people will do street corner things gen for some while. >> reporter: the former lieutenant governor and current congressman says over the past 30 years says he's been threatened from everything from

a gun to an axe at public appearances. but it doesn't stop him from reaching out to his constituents. >> i don't want to hide in my office and do facebook. >> reporter: this is her last tweet before the shooting. it reads, my first congress on your corner starts now. please stop by to let me know what's on your mind or tweet me later. many politicians use facebook or twitter to make them more reachable to the public, to draw them out in person. but are they making themselves too available? just this morning, oakland's new mayor gene kwan went door to door in one of the city's most crime infested neighborhoods passing out flyers. >> we're trying to get the community organized to make the place safer. >> reporter: but she took assistant police chief howard jordan with her. >> it's unfortunate but you can't safe guard against every crazy. that seems to me to have more to do with gun laws. >> reporter: gary mechy echoes

that sentiment. he has worn a bullet proof vest in the past. >> i try to be smart and try to avoid more dangerous situations, but i think we're representatives of the people, and you can't do that unless you're with the people. >> reporter: and we have just learned in the past half hour that the vote on repealing the recently enacted health care law has been postponed. the house of representatives was scheduled to vote wednesday, but house majority leader eric cantor says all legislative action would put on hold so that, quote, we can take whatever actions may be necessary in light of tay's tragedy. live from the nus room, ktvu, channel 2 news. >> nancy pelosi calls giffords a strong sider and offered prayers today in an event in san francisco. >> a moment of silence for those who have lost their lives, for their families, for the staff of congresswoman giffords, as well as for her family in terms of our hopes and prayers.

>> pelosi said giffords is a brilliant and patriotic american. she was holding her annual new year's celebration to raise money for the deulancy street foundation in san francisco. john boehner said of today's shooting, quote, i am horrified by the senseless attack on congresswoman gabriel giffords and members of her staff. one who serves is an attack on all who serve. actses and threats of violence against public officials has no place in our society. >> she was featured on sarah palin's website in recent months, which targeted legislatures who voted in favor of health care reform. the map shows several districts around the country, including giffords' arizona district with a cross hair symbol. she was criticized for using the symbol against gun violence. sarah palin released a statement today that read, quote, my sincere condolences are offered to the family of representative gabriel giffords, and the other

times. >> what's good for san francisco generally speaking is what takes care of the people. >> reporter: tuesday at its first full meeting, the board is set to confirm city administrator ed lee as interim mayor. ktvu, channel 2 news. a 20-year-old man has survived after being shot last night in delores park in san francisco. police say it happened before 11:00 p.m. when the young man was standing at 20th and delorreth streets. a man came up, fired at the victim and ran away. the man was taken to the hospital. there are no arrests so far and police are looking for a motive. a girl was critically injured in a hit-and-run accident. it happened at the intersection of campbell and bascum avenues. the girl's injuries are life threatening, a spokesperson says. investigators are looking for a silver or gray japanese made vehicle. anyone with any information about the accident is asked to

contact police. cyclists will have a smoother road in san francisco's mission district. they're permanently implementing its green wave plan from 16th to 25th streets. the green wave times, traffic lights for bike riders traveling at 13 miles per hour. previously they were set for 25 miles an hour traffic. they say the plan makes the street safer and more convenient for cyclists. oakland mayor gene kwan went door to door to get neighbors to stand up against violence. these neighborhoods were picked because they are known as tough beats for police, and the communities say several stressors, such as unemployment, low school attendance and high risk for crime. >> organizing geographically neighborhood by neighborhood and having a console to work together with the beat officer

of sudanese refugees are pouring to the south to cast ballots on a referendum to secede from the north. they've been fighting against a mostly muslim government in the north for decades. sudan contains 75% of the nation's oil but very few roads or other infrastructure. aids warn they could face severe famine if it becomes independent. in iraq, influential shiite cleric roared back into iraqi politics with a fiery speech to thousands of supporters in najof. he called the us an occupier and says its followers remain a cultural resistance. he called for support of the iraqi government which has hammered out an agreement between shiites and sunnis and

months of discussions. the government wants twitter to hand over information on wikileaks. a us district court judge to issue a report with telephone numbers for assange. they've kept quiet about their efforts to target wikileaks which published hundreds of private diplomatic information. sfrvrs the sierra club and autobahn society agreed to drop a lawsuit over plans to build a 41 foot bridge over yosemite's flu. they've agreed to create a lagoon and bird habitat. a new program could be coming to town as soon as march. they hope to start the service

offering weekly collection of food scraps and green waste for residential commercials. fairfax, sleepy hollow and portions of lucas valley and other unincorporated neighborhoods. the program will need approval by local leaders. a minor earthquake this morning rattled the same area of the south bay where a larger quake struck just yesterday. the epicenter of today's magnitude 2.1 quake was northeast of san jose city hall. it struck at 7:59 a.m. yesterday, that same area was shook by a 4.1 magnitude. there were a few after shocks but no injuries or damage. let's look at the weather situation out there. it's been chilly and foggy. mark is in the weather center with more. >> we've had the low clouds and dense fog out there and also very chilly temperatures. on the maps, right now, most of the area is in the 40s, and you can see some cooler spots showing up in the north bay,

santa rosa at 43, napa down to about 40 and their projected low around 30 degrees first thing tomorrow morning. for tonight, your bay area forecast is once again another round of dense fog. it will be chilly out there for tomorrow, some morning fog, skies becoming partly sunny, and rain returns as we head into the extended forecast. mostly cloudy skies and dense fog for sunday morning, the projected lows. you can see santa rosa around 30. san jose, 37 degrees, and we could easily have visibility drop to about a quarter mile or even less, especially for the inland valleys, that will be our concern first thing tomorrow morning. here's a satellite and not too much happening out here in the pacific. in fact, it's a very stable weather pattern allowing the fog to form that's been the factor at least over the last three days with high pressure in place, with the fog forming in the central valley and seeping into the bay area, with the off shore winds. of course we had the fog today. a few changes tomorrow, and there's the weather system to the nor-easter. it -- north.

it will mix up the fog earlier for tomorrow. some clearing tomorrow and we could have persistent cloud cover into the portion of the afternoon. this model shows the forecast at 6:00, 7:00, to get an idea into the afternoon hours. it might be a little aggressive with the clearing but it scales back on some of the coverage by 2:00 and 3:00, eventually with partly sunny skies. that's all reflected in your bay area forecast for tomorrow morning. at 7:00, areas of fog. 32 to 42 degrees. by 12:00, we should have some patchy fog out there, low to mid-40s, so chilly at lunch time, and by 3:00, partly sunny skies, 48 to 53 degrees. a little bit warmer in a few neighborhoods for tomorrow. in fact, we should see a few more low 50s for san jose, morgan hill and los caddos. here's a look ahead at the five-day forecast. the rain will be returning. in fact, the rain will mix out the low clouds and fog.
