the valley. we saw a little change. there are a lot of 20s and even some very low 40s by the coast. we'll have mostly sunny skies today. just starting off 20s and 30s will end up with low 50s. here is sal. >> steve, right now we are beginning to see a crowd at the toll plaza which in itself is not a big one. this is indicated we will have a busy day. here it is 6:00 we have a little bit of a crowd. last week we didn't have this until much later. northbound 101 traffic looks good approachings 80 split. that commute is okay. let's go back to the desk. all right, thank you. san francisco police chief is starting his first full day as the district attorney. george gascon leaves the city looking for a new police chief. tara moriarty is live.

good morning. >> reporter: good morning. the department says is still reeling with the announcement. and now there is already talk the search for a new chief will be different. it was a short lived job as police chief for george gascon and now his former los angeles police chief is the new interim chief. the shakeup was a shock to the force. he wants a police chief promoted from within. >> i was told that chief godan will be the interim chief but not be considered for the job. and i was told that there will not be a so-called national search. >> reporter: now godan says his priorities are to continue to focus on crime reduction,

budget restrictions and hire new officers. he will l have to prove himself to win the heart for the voters. meanwhile, the san francisco police commission and newly appointed ed lee will be meeting this week to search for the new police chief. we will here from godown that says don't count him out. we are live in san francisco tara moriarty ktvu channel 2 mys. another bay area city is searching for a new police chief. san jose city manager is planning to interview several finalists this week. she is expected to announce her decision sometime next month. rob davis retired as the police chief two months ago. this is gavin newsoms final hours as new mayor. today at 1:00 p.m. gavin newsom will be sworn in as california's new lieutenant governor at a ceremony held at the state capitol. >> it's a fine line and jerry

brown understands that better than anyone. i think he's already picked up the tone and ten nor of the times and gets it better than anyone. >> newsom says the experience they share as big city mayors will really pay off in sacramento. the gavin newsom replacement is back here in the bay area this morning. ed lee arrived at sfo last night after a trip to hong kong. on friday san francisco's supervisors appointed him as the interim mayor. he will be sworn in as san francisco's first asian american mayor tomorrow. lee will finish out the final year of gavin newsoms term but he said he has no interest in running for a full-term for mayor in the fall. at 11:00 this morning governor brown will announce detailed for his plan to deal with the $28 billion budget deficit. brown says he wants to shift the responsibility from many programs from the state level to county cities.

he also wants to cut county bureaucracy. and he will extend temporary tax hikes. at 3:00 this afternoon a protest is also planned outside the state building in san francisco by people who are against further cuts to california's health and human services program. time now 6:04. the man accused of a mass shooting in arizona is due in court today. jared loughner is accused of trying to assassinate congresswoman gabrielle gifford killing six people and injuring more than a dozen others. congresswoman gifford who was shot in the head is still in intensive care. the doctors say that are hopeful she will survive. the sheriff says this tragedy could have been worse if it wasn't for several heros in the crowd. >> when the gentleman ran out of the am in addition from his

first magazine, he was attempting to change magazines. a who who we -- a woman who we have the name of went up and grabbed the magazine ander to it away from him. >> police described the suspect jared loughner as mentally unstable. he had met congresswoman gifford before but the motive for the shooting is still not known. we will bring you the latest on the investigation as we get a live report from arizona coming up at 6:45. we now know more about all of the chaos about that arizona shooting just by listening to the 911 calls. >> 911 where is your emergency? >> it's gifford. >> hello? hello. >> 911 there was a shooting at safeway. >> what do you mean? >> where gabrielle gifford.

i believe she was hit. >> as a result of that shooting, members of congress are reexaming their security and all those on legislation have been postponed. we will bring you more reaction on capitol hill in a live report. this morning oakland police are searching for suspects in a shooting that versely injured a -- that seriously injured a man. police were called to nigh avenue. they found a man that was suffering from a gunshot wound to his head and neck. the victim was rushed to the hospital. police tell us he is in critical but stable condition. we do not know what lead up to to the shooting. there is a warning in palo alto this morning where a woman was robbed at gunpoint in the driveway of her own home. jade hernandez joins us. >> reporter: good morning. the spokeswoman for the palo alto police department will be in the department in an hour or

so. we can tell you this morning the thief ran south right here on st. francis drive all the way to the oregon expressway. this is less than six blocks from the onramp to freeway. i touched base to the palo alto police department that the warning to neighbors has been more vigilant. the department received a lot of calls about vehicles in the area where this latest robbery took place. now this all happened on saturday just after midnight along st. francis drive. the victim a 35-year-old woman told police a man approached her as she parked her car in front of her home. the woman handed it over. the victim was not hurt and later described the thief as a young african american male. clean shaven and tall with a medium build. police cannot say if it's linked to other robberies.

we haven't had any rain since the beginning of the year. but it looks like by tomorrow we will get light rain in here. however after that there is a possibility we could go high and dry again we'll see some of that fog coming back. they are a little bit tomorrow. that's not a strong system. 20s antioch, fairfield, concord, livermore, gilroy, napa, santa rosa. i have seen 27. there is a bunch. 29 in woodside. it's cold out there this morning. we will go 48 and then 53. turning partly cloudy later on. nine in tahoe but truckee is two below. it's cold there. 28 in sacramento. 28 in ukiah. the 31 in eureka was 29. monterey 35. it's not right on the water.

tucson shooting victims. members of congress are have viewing their own security. ktvu alison burns joins us more with their reaction of the shooting. good morning, alison. >> reporter: good morning to you, pam. first we thought you would like to show her when she took to the floor of the house seat. last week she was among those reading the constitution on the house floor. >> congress shall make no law respecting an establishment of religion. >> reporter: this morning police are outside her capitol hill office as people stop by to pay their respects. the shooting has put a new spotlight on how members of congress are protected despite a number of threats against them. and gifford's colleagues say that need to change.

new house speaker john boehner lead am massive conference call with lawmakers and spouses about security last night. he's ordered a bipartisan security review but they seem to be at odds on how much they need. a heated political rhetoric played any role democrats and republicans are calling on lawmakers to tone down their speech. reporting live from washington, d.c. alison burns ktvu channel 2 mys. time now 6:17. china ok a big step toward improving relationships. robert gates and the defense minister established a working group to talk about strategic issues. this is a symbolic end where beijing severed defense ties.

china's military chief says he can't guarantee there will be another break in the future. san francisco based twitter has been ordered to release private information. that includes wikileaks account and the accounts of three wikileaks supporters. one of the forth supporters is a member of iceland parliament. the united states is trying to build a case genesic di leaks. and former house majority leader tom delay will find out his fate this week. his sentencing hearing begins in texas. tom delay was convicted in november for money laundering and conspiracy to funnel corporate money. he faces up to life in prison.

tom delay's lawyers are asking for probation. time now is 18 minutes after 6:00. sal is closely watching the bay bridge today. what is going on? >> we are expecting more people sam and dave as some schools are back in. i'm not predicting it's going to be really terrible. i think we will see a little bit more of a crowded commute this week at the toll plaza. they switched the metering lights on so we don't see a big crowd. maybe i'm wrong. i hope i am. it will be great day there. i don't know we'll see. we will be watching it. let's take a look at northbound 101 approaching the 80 split. that traffic is looking good. last week 101 was a lot more crowded during the holidays. if you are driving on the south bay commute 101 is slowing down. slow spots beginning to appear in the south bay.

that is commute is waking up. let's go to steve. thank you, sir. we do have mostly clear skies. a little patchy fog showing up. the windchill at the napa airport is 24 degrees. it's cold out there. temperatures we lose some of that fog. we start to pick up colder overnight lows. lots of 20s and also 30s. currently right now 26 fairfield. lots of 30s. i have seen down to 32. now 34. but 32 san jose. nine in tahoe. two below in truckee. some of that fog has retreated back to the san what keen valley. mostly sunny. partly cloudy. mostly cloudy. 48-55 that system gets colder. starting out 20s and 30s. after wednesday it looks like

governor of alabama and georgia have declared state of emergency events. look at shreveport, louisiana. the northeast could be next. the forecasters say the storm is expected to bring heavy snow to new york and boston this week. ford is joining the race to put all electric cars on the roads. they are showing off a battery powered focus. the new car can accelerate quickly and recharge in half the time. unlike the chevy volt, it doesn't have a gasoline engine for a backup. >> it's not a one up vehicle. we will have a conventional gasoline engine. we will have a hybrid and a plug in and a pure electric. >> ford is not saying how much

the battery powered focuwill cost. getting around san jose on highway 101 will be tougher this week. cal tran will close the onramp from eastbound tulley road. it will not reopen until 5:00 a.m. on friday. to get around it just go south on mclaughlin. it will replace the tully road over crossing. we are expected to find out more this morning about to make every toll booth on the golden gate bridge electronic. that would mean the end to all 35 toll collector jobs. it will be presented on thursday. if they approve it the ridge will be converted by 2013. going cashless would save $16

stabbing. the victim is 20-year-old juan carlos esparza from santa rosa. they got a call what they first thought was a shooting. however once on scene they found two knives, blood, and esparza on campus. they believe he may have been involved in a knife fight. he was hanging out the the school talking to friends when he was approached by two other young men when officers arrived they found esparza with several stab wounds. he was taken to an area hospital where he died from his injuries. officers from the violent crimes and gang task force spent their day cleaning up the scene. since this incident happened on this task several several will be on hand to help deal with the incident. as for the investigation police do not have an identity or information about the killer. they are asking for your help if you know anything about this. they are offering a $2500 reward leading to an arrest.

i'm paul chambers. time now 6:32. another important court hearing scheduled in the richmond gang rape case. they are expected to make their first court appearance since the judge ordered them to strand trial last month. they could hear new charges filed against them and there could be changes in the legal teams. if they are accused of gang raping a 16-year-old girl outside of a richmond home coming dance 15 months ago. george gascon is at the opening of a shakeup. he is beginning his first full day as district attorney. ktvu channel 2 tara moriarty is joins us from san francisco with the story. good morning, tara. >> reporter: good morning, pam. gascon will be clocking in here like he usually does but he will be heading to the da's office. we have been hearing from

insiders this was a shock to the department. after a rare news conference he asked gascon to be the da. gascon who was always a lawyer is now the cities first ever latino district attorney. about to switch up the head of the police officers association says he didn't see it coming and neither did the officers. >> it's tough for our members. we have been looking for stability and continue new tie ten looking -- continuity and focus. he has been here 14 months. we felt like we were moving forward. this is a bit of a jolt. >> reporter: gascon's former los angeles police colleague jeff godown is the new interim chief. there will be no national search for the chief. >> i have a desire to roadway main on the san francisco police department in what capacity somewhere down the

road i don't know. we will see what happens. >> reporter: the san francisco police commission and the newly appointed mayor ed lee will meet nice later this week to search for a permanent chief. time now 6:34 in san jose a body found in an suv is believed to be connected tonight club. it was parked on@street -- it was parked on 12th street yesterday morning. there was a shootout at the next callly nightclub. a third man is in the hospital now with life threatening injuries. >> right now anything is possible. we need to figure out who was the aggressor. who was trying to flee.

it could be either. the names of the victims have not been released yet. there are three to four suspects. the motive is still under investigation. in san francisco a search continues for three men who police say used broken bottles to attack two other men outside of a nightclub. they found the victims with several stab wounds outside of a simple nightclub on howard street. this happened around 1:45 yesterday morning. the victims are expected to survive if you have any information contact san francisco police. wees are being raised about if -- the stept blast killed eight people and damaged 38 homes. the san francisco chronicle reports that pg&e purposely raised the pressure on that line for the maximum legal limit.

the freeways and fog in this area. concord. that is right. concord says fog. the temperature did go up if you get that fog and cold. 20s and 30s under mostically clear skies. it will not be an issue for everyone. we have gone a week without rain. that doesn't -- it's not something that is unusual. we can see very long stretches. it looks like our dry trend here will end tomorrow with light rain carrying that into wednesday. after that forecast models are very dry. maybe we will get a little rain and it will go right back into dry weather. whether that fog comes back in probably. we are seeing a little different pattern today.

welcome back. here is a quick look at the top stories. this morning governor jerry brown will unvail his budget plan. outgoing mayor gavin newsom in san francisco made san francisco's police chief the cities new top prosecutor in a hall of justice shakeup. george gascon was sworn in as the new district attorney. this after a rare sunday ceremony at city hall. on capitol hill members of congresses are being briefed on tiger security following the mass shooting in tucson, arizona that target the gabrielle gifford. gifford was shot in the head. she remains in critical condition. six people were killed. more than a dozen others were injured. authorities in arizona are working to appoint an attorney before today's court appearance by jared loughner. he's the 22-year-old accused of

trying to assassinate gabrielle gifford. paul chambers is live. good morning, paul. >> reporter: good morning, pam and dave. let's talk about the congresswoman gifford. she is in critical condition. the chief of neurosurgery came out said he is happy to report he is holding her own. by that he meant when they take her out of a medically induced coma and ask her to respond she was able to do that. you have six people in fair condition and three in serious following the attack at the shopping mall. >> a guy came to the safeway and started shooting. >> reporter: calls to 911 give a sense of chaos that unfolded as the gunman opened fire at the safeway grocery store. sipeople killed and 14 others were injured. a federal judge is amoung the

dead. the suspect 22-year-old jared lee loughner is in federal custody and faces murder and attempted murder charges. loughner is supposed to make an appearance. investigators searched his home. officials searched his home. he invoked his right against self-increme nation and not talking to investigators. one of the heros was daniel hernandez. >> i noticed that congresswoman gifford was injured so i pickedder pup >> reporter: members on capitol hill will be briefed about security. the speaker of the house condemned the shooting. >> no act, no matter how
