good afternoon. we start with breaking news this noontime. ktvu has learned a small plane has gone down in the delta, possibly a crop duster. we're being told the plane c rashed in contra costa county near bradford island. that's south of rio vista. we have no information on the situation with the pilot or what caused the plane to go down. newschopper2 is on its way to the scene. we'll update you on this b reaking story during this newscast. moving onto our other top story -- officials in washington continue to react to the saturday shootings of gabrielle giffords and 19 others in t ucson, arizona, and that includes reaction from president obama who offered his personal view on the tragedy. >> as the president of the united states but also as a father, obviously, i'm spending a lot of time just thinking about the families and reaching

out to them. >> there's also talk about how the shooting of congresswoman give forward congresswoman giffords will affect the nation. [bell tolling ] >> reporter: a somber president and first lady lead the nation in a moment of silence to honor the victims of the tucson tragedy. congressional staffers gathered silently on the steps, to pay tribute to their colleagues. the secretary of state weighed in on the massacre while t raveling abroad. >> a wonderful, incredibly brave young woman congressmember. congresswoman giffords was just shot by an extremist in our country. >> reporter: well-wishers are visiting our tucson office. president obama is getting

regular briefings and he also sent robert mueller to arizona to oversee the investigation. this is compounded by security concerns. that was the focus of a conference call with 800 staff members and their families. >> there will be meeting in the coming weeks and about security going forward for congress when we're not in the capitol. we cannot let a mindless, h eartless murderer change our way of life. >> reporter: house business has been postponed this week i ncluding a vote that was set for wednesday to repeal the president's new healthcare law. the president has cancelled a tuesday trip to new york. in washington, jennifer davis, fox news. today, tucson doctors are slightly more optimistic about the recovery of gabrielle giffords. they say her brain remains swollen but pressure on the brain is not increasing. >> the cat scans are showing that there's no progression of

that swelling. we're not out of the woods yet. >> they say swelling from an injury usually peaks around the third day so they will breathe a sigh of relief after tomorrow. she's also responding by verbal commands by raising two fingers. the family of christina greene are mourning the loss of their loved one. >> it does say something about society that my daughter was born on a tragic day and went out on a tragic day. >> christina was one of the six killed. she was featured in a book c alled "faces of hope" showing one september 112th baby from each state. we're learning more about the alleged gunman who is scheduled to be in court in less than an hour. authorities describe 22-year- old jared loughner as a lone

morning released his proposed budget ailed at closing an 1 8- month gap of more than $ 25 billion. the proposal calls for $ 12.5 billion in spending cuts and a special election in june for voters to decide whether to continue income, sales and vehicle taxes for five more years. the only area protected from c uts would be k through 12 education. brown calls this "vast and historic." >> what i propose will be p ainful. it's gonna take sacrifice from every sector of california. but for ten years, this state has put together the budget of gimmicks, tricks and unrealistic expectations. >> as we mentioned governor brown has promised all along that his budget would be painful for everyone, including cities and counties but it looks like the budget for k-12

education will get a pass. jade hernandez joins us now with reaction from educators in san jose and also the mayor of berkeley. good afternoon, jade. >> reporter: good afternoon. governor brown's item really only protects one item, k through 12 education. we're live and we spoke to educators earlier today who say protecting may not be enough. now, today we watch as there was $12 million in grant money to provide cameras and schools and the content will air on community access television. the money supplements where the statcannot. educators say they are concerned that the state will continue to underfund the public school system which leaves students unprepared for the 21st century. >> protecting the status quo of where we are now.

it's appreciated but we've had cuts over the last three to five years that have been massive and so it's not so much protecting where we are but getting us back to a place where we're a dequately educating our s tudents. >> this year, the cutbacks, my but got cut pretty much in half on that. >> reporter: educators in this room are still waiting here in san jose to hear governor brown to present present -- to present his budget. in berkeley, the mayor knew what he did and didn't want to hear from the governor. >> and berkeley, when they cut the counties, when they cut the health and welfare, we'll be k we'll be one of the few cities cut because we provide those offices -- services ourselves. >> reporter: governor brown said today he couldn't touch k through 12 education mainly because it had suffered

repeated cuts in the last couple of years. reporting live in san jose, jade hernandez, ktvu channel 2 news. >> thank you, jade. you can read more about the governor's budget and watch more video from last hour's a nnouncement at ktvu.com. gavin newsom is getting r eady to join governor brown in sacramento during the next hour. newsom is scheduled to be sworn in as california's new lieutenant-governor at a ceremony at the state capitol. newsom said he's eager to help governor brown tackle the s tate's huge budget crisis. >> it's a fine line. jerry brown understands that better than anyone. he's already picked up the tone and tenor of the times an gets it as well or better than a nyone -- and gets it as well or better than anyone. newsom's swearing in will clear the way for city administrator ed lee to become the interim mayor of san francisco and finish the final year of newsom's term. the board of supervisors okayed

lee but several new supervisors were sworn in on saturday. they must finalize lee's appointment in a vote tomorrow. lee is scheduled to be sworn in tomorrow and will become the city's first asian-american m ayor. there are also big changes in other leadership roles. the former police chief has started his first day replacing kamala harris as thety stern. tara moriarty just spoke with gascon and has more. >> reporter: good afternoon. we've also been speaking with police officers throughout the morning and many say they feel betrayed by gascon's sudden departure. others say many cities have a high turnover rate for the chiefs, so it's okay. swee spoke to gascon a half hour ago, he said he was conflicted about taking the

jobs. we met him in his new office today. after talking things over with his wife and a few key politicians -- politicians and activists, he decided to accept the job. >> i've done this with a very heavy heart. my body and soul has been p olicing for most of my life. i am doing this because i believe this is a very unique opportunity to look at the criminal justice system in a different way. >> reporter: gascon was sworn in yesterday at city hall. he says he's eager to fix the fix that's broken. the replacement will take over the place while the police commission mulls over a permanent replacement. >> i don't believe the transition is as disruptive as most would think. the chief's put some good people in place in the various positions at sfpd. i have not found the transition

the sixth man accused of gang-raping a richmond teenager in -- the six men accused of gang-raping a richmond teenager were back in court today. five of the six are charged under a 1994 rape law that could send them to prison for life. their attorneys are asking to have those charges reduced, arguing their clients did not

use physical force to rape the 16-year-old but instead took advantage of her extreme intoxication. the lesser charge could send them to prison for as long as eight years. grief counselors are on hand at a santa rosa elementary school today to deal with a homicide on the campus. police say 20-year-old juan carlos angel was stabbed multiple times around 5:00 p.m. on saturday. he later died at the hospital. there are counselors displayed around various areas of the school today. $2500 reward is being offered for information leading to the arrest of anyone involved in the deaths. palo alto police are looking for a man they say robbed a woman at gunpoint early saturday morning. investigators say the robbery took place as the woman got out of her car in the driveway in the 2500 drive of st. francis drive. the woman was not injured. she describes the robber as

african-american, 18 to 20 years old, with a medium build and no facial hair. she said he was wearing a gray hooded sweatshirt and a baseball cap. there have been other recent robberies of a similar pattern but police don't know if they are related. an arctic blast is dumping snow, sleet and ice across southern states today. that's creating treacherous conditions where stranded vehicles are littering roadways. the snow is dumping up to 9 inches of snow. cities and counties are u nprepared for this weather and have little snow removal equipment. drivers are being urged to stay home. the storm has prompted the cancellation of hundreds of flights leaving many passengers stranded. near le 2,000 -- nearly,000 flights were stranded in the south -- 2,,000 fright flights were -- 2,000 flights were

stranded. certainly not the case here in the bay area but pretty d arned chilly this morning. let's check in with mark. >> good afternoon. a very cold start this morning. just looking at the o bservations. we had 20s in the north bay, santa rosa, 25. napa at 27 to start out this morning and quite a few 30s right around the bay. a look outside. it looks beautiful out there with mostly clear skies. a few high clouds and you will notice high clouds as we look into the mid and late afternoon. as far as the satellite you can see most of the fog is out to the central valley. we have mostly clear to partly cloudy skies across the region as you can see santa rosa r eporting fair skies. weather story first we'll show you current numbers. you can see the 40s, santa rosa 45 degrees. mountain view 49 and san jose at last check reporting 47 degrees. so for today, we have the sunshine for at least the early portion of the afternoon.

temperatures on the cool side. for your tuesday, more clouds, a few showers as a fairly weak system approaches our coastline and then the weekend, it looks like a dry weather pattern developing with the storm track heading up to the west. here's the weather system i'm watching for. it will impact our forecast once again for tuesday. but for today we had the cool morning. more high clouds by late this afternoon into the evening h ours. here is the eventual track of the cold front and some light showers developing. the best chance will be for the northern half of the bay area. south bay, we could have a few showers or light showers but the forecast model is not producing a lot of rain. 6:00 this evening we're dry. we'll take this in tomorrow morning. we could have a little bit of some action here. but once again the focus will be for the northern part of the region and then into wednesday for the morning hours we'll have leftover clouds and

possibly a few leftover sprinkles. bay area forecast, 3::00, low to mid-50s. by friday, 5:00, 48 to 43. upper 0s to the hoe to mid-40s -- 30s to the low to m id-40s. sanjose is right around 54, half moon bay, 55. and your five-day forecast -- scattered showers, once again. it's not a big deal but still the bulk of the activity for the northern after of the region. maybe a leftover sprinkle on wednesday. chance of a light showerren friday. yesterday, the models were suggesting more rainfall for the bay area but they backed off on that. a san francisco-based company is now involved in the investigation into wikileakss. twitter has been ordered to release private information related to four wikileaks accounts. that includes the official t

witter account and the accounts of three wikileak supporters including a member of iceland's parliament. the former member has demanded a meeting with the u.s. ambassador for what he terms a possible violation for free speech r ights. the u.s. is trying to build a case against wikileaks as it published military and democratic documents. a big step has been made between the u.s. and china. robert gates and the chinese defense minister agreed to establish a working group to discuss strategic issues. this is a symbolic end to a turbulent year. it's a prime spot to get married in the bay area but no new weddings will be scheduled this year at ardenwood historic farm in fremont. the east bay district will honor weddings that are already scheduled but they stopped scheduling new weddings late

a small plane has gone down in the delta -- delta, possibly a crop duster. we're being -- being told the plane crashed in contra costa county near bradford island. these are the first live p ictures we've seen from newschopper2, these are pictures that look like pretty charred remains of this crop duster. you can see some officials -- it looks like firefighters close by examining what is left of that plane. at this point, we don't know the condition of the pilot and we don't know what caused the plane to go down. live pictures of newschopper2 of a small plane crashed in contra costa county. sales of apple's iphone could dramatically increase. several online reports in the wall street journal say tomorrow verizon will announce telling -- selling the devices. apple's shares are up almost 2%. if those reports are true, verizon could start to sell them next month.
