after christmas by home surveillance camera and shows a car drive into the los altos home. then it shows a woman in a pink track suit with ugg style boots get out and pick up the packages and drive away. the woman was caught by another camera. showing her bright red hair. >> to have someone walk to the front door and take something, we were really shocked. >> reporter: the victim today says these security cameras were installed after the family's mail was stolen last year. they came home from christmas shopping and found their

packages missing. she posted the video online and sent it to neighbors. >> this gal actually, she's the last one you think of being a crook. >> reporter: police are now looking for this gold honda accord four door mid-1990s model with a front and rear spoiler and black custom rims.. list say the thief may be linked to another -- police say the thief may be linked to another crime. they hope anyone who recognize it is woman will call immediately. we've posted the video on ktvu.com. maureen naylor, ktvu channel 2 news. right now richmond police are investigating a shooting that left a 16-year-old boy dead this afternoon. police tell us grisby was shot outside his grand mother's house at about 3:30 today. police say the shooter left in a 2000 white dodge avenger with license plate number 6luu524.

with california facing a budget deficit estimated at $25 billion. governor jerry brown announced steep cuts today to try and close it. but voters could end up dictating whether even deeper cuts are needed. ken pritchett was at the capital when the budget proposal was unveiled. he is live tonight to explain, ken. >> reporter: frank, governor brown says his budget does not contain unrealistic expectations but it does rely on voters saying yes to taxes and republican support. even before he outlined his budget, governor brown said it would cut deep. >> it's now time to restore california to fiscal solvency and put us on the road economic recovery and jobs. >> reporter: the governor says his plan closes a budget gap over 18 months in part by passing responsibility and funding for some programs to local governments including inmate transfers. he's calling on extending temporary taxes by five years. but that will take voter approval. brown wants the legislature and republicans to call a special

election in june to extend those taxes. >> i have met with republicans and i would say that they are not, they are not locked in stone in opposition. >> reporter: but republicans said the chances of their supporting a special election on taxes? >> zero. >> reporter: not one. >> as far as i know, i can't speak for all of us but i can pretty -- i have a pretty good feeling that at least the center republicans you are not going to find them in there. >> reporter: democrats are more accepting of brown's cuts. >> as painful as the governor's proposal is, the only thing worse is to allow this fiscal crisis to linger. >> reporter: brown expects lawmakers to pass the cuts then a budget after voters decide on extending taxes. >> well u can just look through those different slides and multiply by two. >> reporter: if voters decide to reject extending current

taxes, brown wouldn't say where he would cut but k-12 education becomes a potential target. ken pritchett, ktvu news. now here's a closer look at the budget proposal. k-12 education was stared at least for now. the uc system is in line to be cut by $500 million. the cal state system would also be cut by 500 million. med-cal would face a cut of $5.7 million. and 57,000 state workers would see their take home pay cut by 10%. it is estimated that all of this would save rather -- it is estimated this would save $308 million that cut in pay there. you can download and read the governor's budget proposal by going to ktvu.com. the other big story today, the changes that san francisco city hall, mayor gavin newsom was sworn in today as the

state's 49th state lieutenant governor. >> the duties that i'm about to enter. >> reporter: newsom was given the vote by his father former associate judge william newsom. the swearing in was delayed for a week. after today's ceremony, newsom hosted an open house at his new office. there's a major power shuffle going on right now. rob roth is there to help us sort it all out. >> reporter: when the interim mayor takes over, big decisions await including who will become the next police chief. san francisco city administrator arrived. tomorrow the newly sworn in board of supervisors is expected to vote to appoint lee as interim mayor. at the top of lee's priorities will be appointing a new police

chief. >> i think it's unfair to transfer the unfinished business to mr. lee in the way it's been done. >> reporter: today chief gascon started his new job as district attorney. gascon says that the change caught officers off guard. >> i myself feel very conflicted. >> reporter: but many are concerned about the upheaval in the chief's office. former assistant chief gadon will serve as temporary chief. but that chief may only last until november. that would mean another change. >> it's not healthy for the city, for public safety or for the police department. >> i think we need somebody to come in there and make a long term commitment. i personally think that person now after this latest test of going outside, i think we know need to go back inside.

>> reporter: so it may all seem a bit like musical chairs in san francisco, where it stops, no one knows. rob roth, ktvu news. san jose could name a new police chief next month. the american civil liberties union is calling on city officials to identify those under consideration. the mercury news reports there are 10 10 candidates in the run one is mark moore. also in san jose, police say there was no security at the mexicali nightclub where three men were killed over the weekend. investigators are still with holding the men of the four victims while they notify next of kin. a spokesperson for san jose police tells ktvu all three men are latino in their early 20s and 30s. a third victim was injured and

is still hospitalized tonight. police are asking for the public's help tonight after a man was found dead in a fairfield park. a public works employee discovered the man's body around 8:00 this morning. an autopsy was scheduled for today. authorities still haven't reloosed the man's name but say he was 60 years old and lived in fairfield. authorities say the death could be a homicide or related to the cold weather. anyone with information is asked to call fairfield police. we now know the identity of a pilot who died today when his small plane crashed in the delta. the contra costa sheriff's department says steven allen of portland was killed when his crop duster hit a power pole or antenna and crashed. web tracked the island when that plane went down is in a remote part of the delta. allen was the only person aboard the crop duster and was spraying crops at the time of the accident.

no one else was hurt. the sheriff's office continued it's search for a kayaker that went missing last week. search and rescue teams found his kayak taking on water near the shore at peek-a-boo point. technology could replace toll collectors on the golden gate bridge. the golden gate bridge district today presented it's proposal to do away with cash tolls by december 2012. commuters would use fast track or be billed. drivers would also be able to pay at a kiosks away from the bridge. 28 toll collectors would be transferred or take on different jobs. >> if you go to hawaii, do you

spoke to thousands of philipino veterans and widows. >> my message to you and my message to the congress of the united states is that philipino men who served in world war ii are not second class citizens. >> in 1946, congress stripped benefits from philipino veterans. the highway patrol in sonoma and napa issued warnings of black ice. black ice has also been reported in the santa cruz mountains. in san jose, many people told our crews today that the possibility of frost damaging their plants is a bigger concern during this cold blast.

mark tamayo our meteorologist is in tonight. what do you think, mark? >> a little warmer for tomorrow. but we are talking about a few freezing areas. still fairly chilly for your tuesday morning. the over all weather story is this. the bay area forecast for tonight, we do have mostly cloudy skies. clouds have been increasing all day long. temperatures on the cool side. for tomorrow more clouds and a few showers especially for one part of the bay area. looks like a dry weather pattern developing. at least the short term temperatures will continue to cool off and the pro projected lows first thing tomorrow morning for napa and antioch right around 30 degrees. this morning the coolest locations were in the 30s. san jose 35 degrees. here's the satellite, you can see quite a bit of activity behind me. most of the energy is splitting, as a result this is

not a major deal for us. more cloud cover in the bay area forecast. rainfall expectations nothing too impressive. only .2 of an inch. you get the idea this is not a big deal. the cloud cover on the increase in the short term. tomorrow morning at 7:00. highest chance of a few showers will be up in the north bay. especially in sonoma county and napa county. we'll continue to put this into motion in the afternoon. not a lot of activity but we can still have a chance of a shower. late by tomorrow afternoon into the evening hours we increase the shower chances and maybe just a sprinkle for the south bay. for tomorrow morning at 7:00, you can see the temp temperatures on the cool side. by 4:00 and 5:00, we'll bump up the rain chances. temperatures on the cool side, upper 40s to lower 50s.
